Buzz Bee Dam, East Bank Demerara (EBD), a once peaceful,country-likecommunityhasnowbecomeabustling passageway for heavy-duty trucks, posing significant health andsafetyhazardstoresidents.
A quiet neighbourhood, where casual conversations between neighbours required only a shout, has now been transformed into a chaotic, noisy environment plagued by dustpollution,constantvibrations,andsleeplessnights.
The disruption stems from the recently commissioned four-lane highway connecting Great Diamond to Buzz Bee Dam. While the highway has eased traffic congestion along the wider East Bank corridor and is expected to boost future development,ithashaddetrimentaleffectsonthisonceecofriendlyresidentialarea.
Residents,someofwhomhavelivedinthevillageforover 30years,arenowconsideringrelocatingtoquieterareas.
Though the internal road in Buzz Bee Dam is not part of thenewfour-laneexpansion,ithasbeenupgradedtosupport increased traffic. The development is part of the broader ‘HeroesHighway’initiativeaimedatimprovingconnectivity toSoesdykeandLinden.Majorresidentialandretailprojects, includingTAJDIAMOND,arealsoexpectedinthearea.
When Kaieteur News visited the community on Friday, homeswerevisiblycoatedinthicklayersofblackdust,stirred upbytheunendingstreamofpassingtrucks.Manyexpressed that dust is entering their homes, forcing them to keep windows and doors shut. Residents cannot enjoy their balconiesoropenspacesanymoreduetotheconstantdustand noise.

Although the government of Guyana(GoG)hasoftenmadeitclear that it is prohibited from increasing the financial burdens of ExxonMobil and can therefore not seek a renegotiationofthelopsidedoildeal, oranyadditionalbenefitsforcitizens, the administration has inserted a provision into a new Licence which will require the company to pay an additional US$1 2 million for the conductofaudits.
The Production Licence (PL) granted to ExxonMobil Guyana Limited (EMGL) for the seventh offshoredevelopment,Hammerhead, clearlystatesthatExxonisrequiredto payUS$400,000annuallyforaperiod ofthreeyearstooffsetcostoilaudits.
According to the Licence, the money shall be paid into an account managedbytheGoG.

The Stability Clause of contract states at 32.2, “After the signing of
this Agreement and in conformance withArticle15,theGovernmentshall notincreasetheeconomicburdensof Contractor under this Agreement by applying to this Agreement or the operations conducted thereunder any increase of or any new petroleum related fiscal obligation, including, but not limited to, any new taxes whatsoever, any new royalty, duties, fees, charges, value-added tax (VAT) orotherimposts.”
Meanwhile,32.3oftheagreement goesontopointoutthatshouldthere be any change in the laws which causes an adverse effect on the contractor’s economic benefits, “the Government shall promptly take any and all affirmative actions to restore thelostorimpairedeconomicbenefits to Contractor, so that Contractor receives the same economic benefit undertheAgreementthatitwouldhave receivedpriortothe change in law or its interpretation, application, or implementation.”

Sincebeforethejust-concludedelections,themediahad beencomplainingaboutthevirtualblackoutofinformation from the Guyana Elections Commission (GECOM) Reporters were forced to pick through partisan scraps offered by commissioners aligned to the PPP/C and the PNCR.Thatbecamethenorm.Itisadamningreflectionof an institution that is supposed to guarantee the integrity of elections, but instead treats the press and by extension the publicasifweareintruders.
Thisblackoutwasnotunnoticed.Internationalobservers who came to monitor the polls flagged the lack of information. In their preliminary findings, some urged GECOMtoholdregularbriefingsandmakeitselfavailable to the press. To the Commission's credit, there were a few token interactions one to outline its operations, another planned for Election Day that was abruptly cancelled, and yetanothercalledoffatthelastminute.Thesehalf-hearted gestures only underscored the problem: the media, and therefore the people, are treated as nuisances rather than stakeholdersinthedemocraticprocess.
IthasnowbeenmorethanamonthsinceGuyanesewent tothepolls.APresidentandhisCabinetareswornin.MPs are identified.Yet GECOM has still not convened a single substantive press conference to answer questions about the conduct of elections, the concerns flagged by observers, or thequeriesofcontestingparties.Thatsilenceisdeafening.It betrays contempt for transparency, accountability, and ultimatelytheelectorate.

What GECOM has perfected is a mirror of the PPP/C government'sownstyleofgovernance:asuffocatingcontrol over information, heavy-handed gatekeeping, and a preference for propaganda over engagement. The similarities are striking. At the level of the Office of the President, journalists are corralled. Questions are limited. Thefreepressisreplacedbychoreographedsessionswhere pliant individuals masquerading as media operatives lob softball questions in controlled environments. Ministers, who refuse to answer legitimate queries from independent reporters, instead make themselves comfortable on government-friendly online podcasts, many of them conveniently sprouting up and, one suspects, generously supportedbytaxpayers'money
This is the new information ecosystem: real journalists sidelined,stateofficialsinsulated,andtheGuyanesepeople spoon-fed propaganda. It is worth recalling that President Ali campaigned on promises of accountability and transparency Thesehavesinceproventobehollowwords. His government has captured virtually every state institution, including those that are meant to remain independent. The Commission of Information is a telling case. Guyanese were promised a new and more responsive Commissioner, given the disastrous performance of the previousofficeholder,CharlesRamsonSr Yet,morethana month into this administration, there is still no word on a replacement,evenasotherappointmentshavebeenhurried through.Themessageisclear:transparencyisnotapriority Thepatternisunmistakable.

Foreign Exchange Market
DearEditor, I write with reference to thenewsthatthegovernment has injected US$1.2B in the foreignexchangemarketfor the year thus far This is an astounding amount since interventions were zero in 2020 They rose to US$323M in 2024 and will probably hit $2B in 2025. The growth in interventions point to unsustainable demand in the foreign exchange market. Curing this situation will require fiscal, monetary, and other
Presidenthaswaiteduntilthe post-election period to address this malignant situation. The duplicity of hiding this and other serious issuesfromthevotershasnot goneunnoticed.
Theexpectationofevery investor prior to 2020 was for the Guyana dollar to appreciate. Today we in Guyana are faced with the real possibility of the devaluation of our currency Sadly, a review of the P r e s i d e n t ' s recommendations suggests anabsenceofproperanalysis of the problem and a reflexivedefaulttocurrency controls which are bound to fail. The measures agreed with a bunch of docile bankers are cosmetic and will do nothing to ease the pressures on the Guyana dollar
This government has
b e e n f o c u s e d o n infrastructurespendingasits pathway to reelection. To facilitate this, the government has been on a borrowing and spending spree. Domesticcredittothe central government grew from G$142B in 2020 to G$857B in August 2025. External debt grew from US$1.321B in 2020 to a projected US$3 689B in 2025. This spend has led to higher demand for foreign exchange from both private and state actors The situation would not be so grave if the infrastructure spend was directed towards improving an export-led non-oil sector Instead, much of it was directed towards poor quality infrastructure.
This has been a huge problem resulting excessive rebuilding of recently constructed roadways and the wastage of valuable foreignexchange.
Thenon-oilGDPgrowth rate was 13.1% in 2024. Thisrateisexpectedtofallto 12.9% in 2025. Growth in the non-oil sector in 2024 was driven mainly by the construction sub-sector with a growth rate of 30.1%. However, construction is a huge consumer of forex Phase1oftheGastoEnergy (GTE) project, now estimated to cost US$2B, will only replace the output of the current heavy fuel oil (HFO) generators This
GTE project is five years in the making. Phase 2 will probably take another five years to complete. Add anothertwotothreeyearsfor new industries to come onstream. This means that there will be no significant growth of foreign exchange earnings from the non-oil sector in the medium term.
Without a focus on developing an export-led, non-oil sector, Central Bank interventions will continue tobetheorderoftheday Gold was previously a bigcontributortoourforeign currency earnings However, smuggling is now rampant. Gold production fell from 641,828 ozs. in 2019to434,067ozs.in2024 even as the price increased from US$1392 per oz. to US$2388 per oz An estimatedUS$500Misbeing losttotheeconomyannually via gold smuggling. Key s u p p o r te r s o f th e government are involved in this smuggling of gold. It was therefore no surprise that the President did not identify addressing gold smuggling as one of his measures.
T h e m e a s u r e s highlighted by the President ignore the impact of the fiscal recklessness of his administration since government spending is responsibleforanunhealthy amount of foreign exchange demand.

failuretostopthesmuggling of gold Further, they demonstrate an inability to plan and develop an exportled non-oil sector His government has also prioritized foreign investors over local entrepreneurs The bitter harvest of their profit taking is also now upon us. The proposed measures are bureaucratic andthreatentotakeGuyana, nowapetrostate,backtothe dark days of foreign exchangecontrolsinthe70s andthe80s. Thisislikelyto reduce confidence in the currencyandincreasecapital flight.
Last, the President blasted folks who use personal credit cards for business purposes. There are many reasons why peopleusepersonalcardsfor business. These include the accumulation of loyalty points and so on Transferring business purchases from a personal card to a business card will not alter the demand for currency. Additionally, it will make life difficult for small entrepreneurs who mustnowfacethescrutinyof notoriously difficult local bankerswhentheyapplyfor business cards. This point would have eluded His Excellency since it is well knownthatheonlycaresfor his wealthy friends, family andfavorites.

Why the wait to convene the 13 Parliament?
DearEditor, I'venoticedthediscourse about the convening of the 13th Parliament. I am also cognizantofthefactthatour constitution allows for four months between the dissolutionandconveningof anewparliament.
However, history shows thatprecedencehasbeenset as it relates to the timeline between the swearing in of the President and the convening of Parliament, whichisbetweentwotofour weeks,withtheexceptionof the1992elections,forwhich thetimelinewastwomonths, and 2012, for which it was

The recent debate over whetherGuyanashouldgive direct cash transfers to citizens from our oil revenues deserves serious reflection.
While the intention to share our newfound wealth is understandable, the approach of direct cash handouts has proven, in many countries, to be more harmfulthanhelpful.
Firstly, large-scale cash transfers can fuel inflation. When there is more money chasingthesamequantityof goods and services, prices inevitablyrise.
The very citizens these programsaimtohelpendup spendingmoreonessentials, and their real purchasing powerdiminishes.
Secondly, cash transfers risk creating a culture of dependency Rather than
empowering citizens to workandinnovate,theycan encouragecomplacencyand weaken the workforce. In a young and developing economylikeours,reducing participation in the labour force would slow national growth and stifle entrepreneurship.
Instead of giving every adult GY$200,000, a better alternative would be to use this money to ease citizens' cost of living through sustainable, universal benefits.
For example, making accesstowaterfreeforevery householdwouldbeadirect way to improve living s

Those who depended on such programs often found themselves worse off in the long run, as the easy money dried up and economies faltered. If Guyana follows that path, we risk ending up poorer than when we began this journey into oil production.
Ourfocusshouldremain on smart, long-term investments that build resilience - quality education, infrastructure, andtargetedsocialprograms thatliftpeopleoutofpoverty without undermining their drivetosucceed.

He coined his speech in terms of security – global security,includingterrorism, cyber warfare, maritime security, global digital g o v e r n a n c e , misinformation, social media, disinformation, and other challenges that impact onnationalsovereignty

He started out right by warning that “international peace and security will ring hollow if it allows 'power' (meaning stronger nations) totriumphoverprincipleand mighttooverrideright”.
Herightlystatedthatthe UN was created out of a crisis(WWII),andtodayitis also facing crises including wars. He mentioned Gaza, state of Palestinians, Ukraine, Haiti, Venezuela, womenaffairs,sustainability goals, Beijing Declaration, climate change, LCDS, AI, cybercrime,cyberterrorism, abuse of social media, poverty,humanwelfare,and foodsecurity,amongothers.

Wendy's opens first restaurant in Guyana

Guyana's first W e n d y ' s restaurant will officially open its doors to customers on Monday but ahead of that opening, the company said it will continueitssoftlaunchwith limitedoperatinghoursfrom 11:00AMto10:00PM.
In a statement to the media on Friday, Wendy's said it is pleased with the levelofinterestshowninthe restaurant.

TheChineseEmbassyin Guyana on Friday urged Chinese business owners to comply with Guyana's laws and regulations In a statement posted on its Facebookpage,theEmbassy said it was compelled to issueastatementfollowinga meeting with government officials on the conduct of businesseshere.
The embassy urged Chinese-owned and operatedshopsto“Applyfor business licenses, residence permits, and ID in
accordancewiththerelevant laws of Guyana; open bank accounts; and conduct businessactivitieswithinthe scope permitted by the relevantlawofGuyana.“
Further, the embassy called on the business owners to ensure that they adhere to strict product qualityandnot“sellexpired, unidentified-origin or counterfeitgoods.”
“Strictly adhere to relevantlaws,donotengage in money laundering, smuggling, commercial
fraud, or similar activities. Strictly comply with tax regulations; invoice customers accurately and pay taxe

The embassy urged the Chinese-operated stores to legally hire Guyanese workers and make positive contributionstothecountry's economicdevelopment.

Jagdeohadexplainedthathe was in contact with citizens who claimed that they are being displaced by Chinese nationals establishing businesses in their communities. On the other hand, he said there are other business persons who are pro-Chinese and rent their properties to them so they candobusiness.

The Government of Guyana through the Office ofthePrimeMinister(OPM) hasreceivedfourbidsforthe provision of engineering services for the construction of a natural gas liquids Storage and Offloading Facility and pipeline as part of the gas-to-energy (GTE) project. Bids for the project were opened recently at the National Procurement and Tender Administration Board(NPTAB)office.
The bidders are Polaris Engineering Limited (of Canada)injointventurewith S E E S Inc (USA); Summum Projects S A S (Colombia), and Excel Guyana Inc. (of Guyana); Natgas Global Resources Inc (USA); and K&N Solutions Inc. (Guyana) in joint venture with GDT Offshore S A D E C V (Mexico).
The Office of the Prime Minister in the request for proposals stated that the facility is required by the government to enhance the capacity for safe storage, efficient operation, develop marine offloading capabilities and effective distributionandmarketingof NGLs, both domestically andinternationally
Theofficeexplainedthat the NGL storage and offloadingprojectisplanned for development within and/or near the Wales I n d u s t r i a l Z o n e , approximately 25 km inland from the mouth of the Demerara River on theWest
Bank,adjacenttothePhaseI Power Plant currently under construction, and or on the East Bank of Demerara RiveratGardenofEden.
“The Gas-to-Energy (GTE) Phase I project includes a Natural Gas Liquid (NGL) fractionation plantdesignedtoextractC3, C4, and C5+ components. The engineering services reques

proposal are intended to support the design of infrastructure required to receive, delivery, store, and offload NGLs sourced from the Phase I plant, as well as accommodate potential future NGL production facilities,” the document stated.
Further, “the production rate from Phase l is a n t i c i p a t e d t o b e approximately 4,200 bbls perdayofNGLs.Thedesign should be sufficiently flexible to accommodate, with modifications, additional future NGLs anticipated from a Phase Il power plant delivering up to 5,900bblsperday.”
Notably, OPM said engineering services are
needed to develop a comprehensiveRFPpackage and updated Employers' Requirements (ER) document needed to bid and fully develop the facilities able to receive and store sufficient volume of NGLs to allow for no disruption in thePhaseI/PhaseIlplantand to optimise batch offloading tomarinevessels.
This publication also reported that the OPM has a bid out for the construction aspect for the natural gas liquids Storage and Offloading Facility and pipeline.

Jagdeo's approach saves time. It reduces centuries of diplomacy, decades of regional effort, and the combined hopes of Latin America and Caribbean
states into a shrug of the shoulders. After all, what harm could a U.S. flotilla bristling with missiles and drones be doing in the CaribbeanSea?Perhapsthey are only here to sightsee, to sample the rum and the calypso.
Let us remind the Vice President, who is fond of presenting himself as an expert on all things global, that when CELAC in 2014 proclaimed this region a Zone of Peace, it was not engaging in idle chatter It was affirming the region's rejection of war as an instrument of policy, its determination to solve disputes peacefully, and its refusal to be drawn into the conflicts of extra-regional powers.Thedeclarationwas a shield. It was a moral and political barrier against preciselythekindofmilitary activity that Jagdeo so casuallydismissed. When he says that the strikes are a matter for the U.S.andVenezuela,onehas to question that why should this not be of concern to the Caribbean Both Ralph Gonsalves and Mia Mottley have spoken out on this matter at the United Nation. If this aggression by the United States is not of concern to Guyana, then whyshouldweexpectothers to be concerned by Venezuela's threats to Guyana?
IsJagdeosonaïvethathe does not understand the implicationsofthenonsense he spouts? Or is the region beingreinventedinJagdeo's imagination, where U S aircraft carriers may patrol withoutquestion?
If Jagdeo had even a

Voices are found to condemn disrespect. Yet silence reigned when thuggery and hooliganism made repeated appearances just a few short weeks ago. Guyanese must strive to be citizens of principle, or they will be no more than the principal producers of their ownself-destruction. When ahandcan'tbeshaken,when awrongnotcalledout,when the deceptions about corruptionaren'texposedfor what they are, then of what essence are Guyanese constructed? Thursday, August 28, at a hotel on the East Bank of Demerara (EBD). Reports were that he was allegedly chopped and robbed by a woman.
OnSeptember19,police arrested a female suspect who was subsequently chargedandremandedtothe Timerhi Prison on September22forthemurder when she appeared at the Friendship Magistrates' Court.
The accused, identified as Kassandra Waldron, a housewife of Westminster, La Parfaite Harmonie, Guyana was not required to plead to the indictable charge. She is scheduled to return to court on October 22,2025.
Meanwhile, Waldron's alleged accomplice was charged on the same day with her but reportedly escaped from the lock-up at the Friendship Magistrates' Court after it was left unattendedbyapolicerank.

This is according to a statement issued by the Guyana Civil Aviation Authority (GCAA) on Friday The MOU was signed between GCAA's Director General, Lt. Col. (Ret'd) Egbert Field, and Civil Aviation Authority of Singapore (CAAS) Director General, Han Kok Juan, on the sidelines of the 42nd General Assembly of the International Civil Aviation Organisation (A42) which was held in Montreal, Canada, from September 23 toOctober3,2025.
TheAuthority noted that a key aspect of this partnershipisthecreationof a collaborative framework
for technical cooperation, focusing on knowledge sharing and the adoption of best practices in safety management, regulatory oversight, and training, including exploring mutual interests in areas such as
economic regulation of air transport.
“This Memorandum of Understanding aims to improve the development, mod
operational efficiency of aviation systems between the two countries. Although the MoU is non-binding, it
innovative solutions that bolster aviation safety and
frameworks,”GCAAstated.

When asked whether he approved of such attacks occurring in the region, Jagdeo placed the blame squarely on Venezuela for
destabilizingthatpeace.

Labour minister highlights people-centered vision at ILO summit

Minister of Labour and Manpower Planning, Keoma Griffith, in his speech at the 20th American Regional Meeting of the International Labour Organisation (ILO), shared Guyana’s plan to achievea10.3percentGDPgrowth in2025thatisinclusiveandfocused onapeople-centredsocialcontract.
“Guyana’s GDP growth is projected at 10.3 per cent in 2025, whichundoubtedlymakesusoneof the fastest growing economies within this region,” the minister said.
The Labour and Manpower PlanningMinistersaidthatGuyana recognises that “economic growth, jobcreationandlabourrightsarenot mutually exclusive elements” but that is “mutually reinforcing concepts inherent in the grand schemeofsocialjustice.”
He pointed to government’s investmentinhumancapitalandthe development of skills that would prepare its citizens for the “digital and green economy” while highlighting President Irfaan Ali’s vision for Guyana – an energy leaderandtechnologyinnovator.
Further, minister Griffith told theplenarythatGuyana’sapproach to global transitions includes the Green Energy Investment Plan This, he explained, is essentially designed to create new industries anddecentjobs.
Additionally, the “Digital Trends transition strategy, uncovered by the establishment of an AI hyperscale data centre, will foster a fintech ecosystem and accelerateprivateinvestment.”
In his address, the new minister said Guyana is partnering with the ILO on its third Decent Work Country Program (2025-2030), as this will give priority to expanding opportunities in the green and digital economies and advance

He said too that Guyana is “working closely” with its CARICOM partners to create a labour migration policy that will strengthen resilience against issues likebraindrainintheregion.
TheministersaidthatGuyana’s comprehensive approach to development, supported by partnership with the ILO, positions the country for sustained, inclusive prosperityintheyearsahead.
The 20th American Regional Meeting of the ILO is being held from October 1-3 in Punta Cana, DominicanRepublic.

Caribbean’s ‘first all-purpose’ dictionary aims to close classroom linguistic gaps

(Barbados Today) Two Caribbean lexicographers haveembarkedonamission to compile the region’s first general-purpose English dictionary and bridge linguistic gaps in education— 30 years after Richard Allsopp’s pioneering but more specialised Dictionary of CaribbeanEnglishUsage.
The dictionaryproject is being described as a landmark effort to validate Caribbean language and ensure school children are notdisadvantaged.
D r J o s e p h T Farquharson, senior lecturer in linguistics and coordinator of the Jamaican Language Unit at the UniversityoftheWestIndies at Mona, and Dr Jason F Siegel, research fellow in lexicography at UWI Cave Hill,areleadingtheproject.
In an interview with Barbados TODAY on Thursday, Dr Siegel explainedthesignificanceof the initiative, particularly in light of last month’s announcement that the Oxford English Dictionary (OED) had added 12 Caribbean words to the world’s authoritative dictionary of the English language.
Dr. Siegel, who also heads the Richard and JeannetteAllsoppCentrefor Caribbean Lexicography –named for the pioneering linguists who produced the first full dictionaries of Caribbean English – noted that while the OED’s additions generated
dictionary tailored to daily
l vocabularyandthestandard English used alongside it. Thisnewendeavourseeksto serve as a single trusted reference for both local colour and international communication. Siegel and Farquharson said their dictionary represents a broader approach than Allsopp’spioneering,usagefocusedwork.
Dr Siegelarguedthatthe OEDwasonlynowcatching up with the latest additions fromtheCaribbean.“Atthis point, the OED is really trying to make a historical correctionwheretheydidn’t
headlines, “these words havebeeninourdictionaries oftheCaribbeanfordecades atthispoint.”
Dr Siegel could not confirm a publication date but suggested the project was vital both symbolically and practically: “When you haveyourowndictionary,it validates [your dialect] in theeyesofthepublic.Notin any sort of scientific way, because scientifically, the language is already valid… There’s some kind of racist discourse that tries to suggest that there’s something wrong with the way Caribbean people speak, but if you don’t buy intotheracism,itallkindof fallsapart.”
The development followsthe1995Dictionary ofCaribbeanEnglishUsage — compiled by Guyaneseborn, Barbados-based linguistRichardAllsoppand published by Oxford University Press — which remains an authoritative reference capturing unique Caribbeantermsandidioms. It was followed by his wife and fellow lexicographer, Jeannette Allsopp, who published The Caribbean Multilingual Dictionary of Flora, Fauna, and Foods in English, French, French Creole,andSpanishin2003. She also co-edited a school edition of the Dictionary of Caribbean English Usage, which was published in 2022 by UWI Press.

He also drew on his personal experience to highlight the inequity faced by Caribbean students: “I was taught in my dialect of English, nobody tried to teach me in some other country’sdialectofEnglish. I learned Am

“If girls your age start playing now, and if you can get better by the time, you meet my age, then that’s a
big plus for Guyana and West Indies on a whole, because when you reach to that level, you’re so well developed,” the senior West Indian player encouraged, while also cautioning that students should strike a balance between education andsports.
Hetmyer, an alumnus of BHS, noted that “Growing up, discipline has played a big part in my life when it comes to going training and making sure that I do the right thing, especially when I’m battling in everything you do be disciplined.
