The silent war continues

In homes across Guyana, behind barred windows and bolted doors a silent war continues: intimate partner violence. It remains a national crisis, taking lives, destroyingfamilies,andscarringgenerations.Andyet,itis mettoooftenwithculturalsilence,bureaucraticdelay,and publicindifference.

This is not merely a private issue it is a public emergency In 2024 alone, Guyana witnessed a string of brutalmurdersofwomenatthehandsoftheirpartners.For everywomankilled,countlessothersliveinfear,trappedin cyclesofcoercion,control,andabuse.Despiteyearsofpolicy papers,gendertrainingworkshops,andinternationalfunding, the state response remains weak and reactive Police officers oftenlackthesensitivityortrainingtoproperlyhandledomestic violencereports Courtsmoveslowly Sheltersarefew Support systemsforsurvivors psychological,financial,orlegal are skeletal at best According to the World health Organisation (WHO),1in3womenintheAmericashaveexperiencedeither physicaland/orsexualintimatepartnerviolenceornon-partner sexual violence in their lifetime Men are more likely to perpetrateviolenceiftheyhaveloweducation,ahistoryof child maltreatment, exposure to domestic violence against theirmothers,harmfuluseofalcohol,unequalgendernorms including attitudes accepting of violence, and a sense of entitlementoverwomen.

Women are more likely to experience intimate partner violenceiftheyhaveloweducation,exposuretomothersbeing abused by a partner, abuse during childhood, and attitudes accepting violence, male privilege, and women’s subordinate status Situations of conflict, post-conflict and displacement mayexacerbateexistingviolence,suchasbyintimatepartners, aswellasandnon-partnersexualviolence,andmayalsoleadto newformsofviolenceagainstwomen Friends,neighboursand communitiesmustbeeducatedabouttheredflagsofdomestic problems When these flags appear, there should be a response.Itisunfortunatewhenneighboursandfriendswait too late before they intervene. However, individual responses are never going to be good enough to make a difference. What is needed is a truly national effort to educatetheGuyanesepeopleaboutthedangersofdomestic abuse.Asimplequarrelcaneasilyescalateintomurder Thus, interventions need to be made, especially in troubled relationships Inthisregardwefeelthereisanimportantrolefor religious and community organizations These organisations should be pro-active in seeking out troubled relationships since very often frustration builds up whenthereisnoresorttosomeonetotalktoorsomeonewhose help can be sought to resolve a problem Counseling is also needed There is an abject lack of these services in the communitiesinwhichtheyaremostneeded

Oneofthechallengeswefaceintacklingthisproblemisthat too many people still view domestic violence as a “family matter”ratherthanacriminalone Toomanyeldersencourage women to “bear it for the children” Too many communities shame the victim instead of confronting the abuser And too often,werememberthewomenonlyaftertheyaregone,after the TV cameras arrive, after the body is buried That must change We need a bold, sustained, multi-pronged national strategy—not just slogans during Domestic Violence AwarenessMonth Thisincludes:mandatorydomesticviolence unitsineverypolicedivision,withtrainedofficers;fast-tracked courtsforprotectionordersandIPV-relatedoffenses

Additionally, there is need for expanded funding for shelters, trauma support, and emergency housing. A national education campaign to address toxic masculinity, healthy relationships, and the dangers of silence. And we needleadershipnotjustfrompoliticians,butfrompastors, teachers,influencers,andfathers.Guyana’swomenshould nothavetochoosebetweensafetyandsilence,orbetween life and loyalty This is not just about gender it is about justice.Aboutdignity Abouttherighttolivefreeoffearin yourownhome.

Time for ‘distance voting’

I have a few remarks concerning the upcoming elections,andmygoalisjust to get some people thinking ahead,andthusmakeproper choicesonthedayofpoling, andforfutureelections.

First, as I go back to the 1968 general elections (and by extension to those that succeeded until 1992), the People’s National Congress only attained a majority government through electoral fraud, using an inflated “overseas vote” to skew the results in their favour The PNC amazingly won 93.7% of the 36,745 overseas ballots, allowing Linden Forbes Burnham to claim an absolute majority However, an independent review by the Opinion Research Centre of London

was only able to verify 15% oftheentriesontheoverseas list.Aninvestigationlooking into the identity of some of the voters found that two horses near Manchester, a closed butcher’s shop in Brooklyn and a railway in Londonhadbeencountedas registered voters, and there were many addresses where thereportedvotershadnever beenresident.Onlyjustover 100votersof900checkedin the United Kingdom were genuine, and in New York only 40% were genuine Peter D’Aguiar called it “a seizure of power by fraud, not an election. This was known, but still needed corroboration.

Very informative and instructive is that ‘famous telegram from the US Ambassador that stated that

“he (Burnham), intends to r e m a i n i n p o w e r indefinitely” and “if necessary, he is prepared to employunorthodoxmethods to achieve his aims. That method, recently re-echoed by Hamilton Green, is what is termed ‘rigging’ and whichwasattemptedin200, butwasfoiled.

Enough said and I will not belabour readers with what can be accessed quite easily, but suffice to say, I suggest that overseas voting for non-resident Guyanese be accommodated, and I am mostpiquedthattheGuyana Elections Commission, GECOM, did not push for thisfortheupcomingpolls.

As a caveat, this is not a retaliatory suggestion to get backfortheBurnhamruse.I am suggesting this because

this provision is well established and upon to my cursory check, more than a total of 140 countries have granted non-residents, such as emigrants or expatriates, the right to non-resident citizens voting There is considerable variation across countries in regard to voter eligibility, voting modalities, etc., i.e., voting in person at diplomatic missions or other physical locations, by post or online, which elections nonresident citizens may vote in, i.e., elections of the national legislature, executive elections, referendums, or sub-national elections, and how nonresident citizen voters are represented. Let me begin by stating clearly that the views I express here stem from a personal conviction, an independent mind, and a deep belief in what the scripture records in Deuteronomy16:20:

“Justice, and only justice,youshallfollow,that you may live and inherit the land that the Lord your God isgivingyou.”

I have been observing, with growing concern, the developments of recent weeks as we count down to General and Regional Elections (GRE) on September 1, 2025. Many Guyanese, myself included, are anticipating a longoverdue change in government.Thefrustration, disappointment, and disillusionmentwiththeway our blessed nation has been governed over the past five years under the PPP/C administration cannot be overstated.

Inpreviousletters,Ihave outlined and highlighted the many failings of this administration since assumingofficeonAugust2, 2020, from unresolved deaths of young, innocent citizens to blatant constitutionalbreaches.One would have expected some course correction as we approach another electoral cycle, but regrettably, the oppositeseemstobetrue.

Now, as new political movements prepare to

contest the upcoming elections, we are witnessing increased victimization of individuals based solely on their political associations. I do not speak on behalf of WIN (the party), but as someone who recognizes and defends the inalienable rights of every citizen. The right to work, speak freely, and associate politically without fear or reprisal is a non-negotiable foundation of democracy It is for this reason that I strongly condemntheblatantviolation o f i n d i v i d u a l s ’ rights particularly the recentdismissalsandaccount closures reported at Demerara Bank and GBTI. No citizen should be persecuted for exercising their democratic freedom to associate with a political partyoftheirchoosing.This is not only unconstitutional; itismorallyindefensible.

Article 147(1) of the Guyana Constitution guarantees:“Nopersonshall behinderedintheenjoyment of this freedom, including therighttoformorbelongto trade unions or other associations for the protection of their interests, exceptwiththeirconsent.”

T h i s i s n o t a suggestion—it is the law of the land Recent reports confirm that individuals have been dismissed from employment and had their bankaccountsclosedsimply for being affiliated with certainpoliticalmovements.

One young Afro-Guyanese man bravely shared that his contract was terminated merely because his name appearedonapartylist.This isunconscionable. Who will be next? Will more employees at these institutions face political retaliation? And now, there is growing speculation that other banks such as Republic Bank (RBL), Citizens Bank, and Scotiabank, may be preparing to follow suit. If so, we must ask; on what legalorethicalgrounds?Are these financial institutions now becoming instruments ofpoliticalcontrol?

Theseactionsstrikeatthe verycoreofwhatitmeansto live in a free society When ourrighttoassociationismet with unemployment and financialexclusion,weareno longer operating as a democracy we are treading dangerously close to authoritarianism

Letusbereminded;even individuals who were subject to international sanctions did not face such immediate and public punishmentsbylocalbanks. Why, then, are ordinary citizens, who have committed no crime, being targeted simply for political expression?

The PPP/C often condemns the leadership of the late President Forbes Burnham and the PNC/R. I now challenge them to produce evidence that

BurnhamorthePNC/Rever implemented a policy that r e s u l t e d i n m a s s victimization of Guyanese basedonpoliticalaffiliation, or allowed institutions to c a r r y o u t s u c h discriminationunchecked.

The reality is clear, the PPP/C is in desperation mode. Their actions signal not strength, but fear—fear of a growing and informed electorate that is no longer willing to be silenced or coerced.

Tomyfellow; Iurgeyou to reject the PPP/C at the upcoming elections We must remember that we are not plantation workers, we are citizens of a free nation, endowed with rights and protected by a Constitution. We will not be bullied or shamed into accepting oppression as governance. An economic case for PPP/C and GuyaneseYoung People

Economists closely analyse the demographic andpolicyfactorsthatshape a country’s growth trajectory InGuyana,young people represent a pivotal demographic. According to the CIA World Factbook, approximately 2123% of our population is aged 15–24, which translates to about159,281youngpeople in 2020 Projecting that share onto the anticipated 2025 population of approximately 835,986 yields 177,000 young peoples.Thiscohortnotonly constitutes a significant votingblocbutalsoservesas the driver of tomorrow’s workforce, innovation, and tax base. More importantly, they represent Guyana’s economic and political future, and harnessing their potential will largely determine our economic growth.

From a macroeconomic perspective, political representation is crucial because it influences policy priorities The People’s Progressive Party/Civic (PPP/C)hastakenadecisive step by including 27 candidates under the age of 25 on its 2025 electoral list. These young candidates

come from various disciplines, including science, health, agriculture, andmedia.

By granting young people a seat at the legislative table, the party and government ensure that fiscal and development policies reflect the aspirationsofthegeneration thatwillbeartheircostsand benefits.

In contrast, other parties have not been as explicit in their young people e n g a g e m e n t T h e Partnership for National Unity (APNU) claims that about 60% of its slate is under 40.Yet, they have not disclosed how many candidates fall within the critical under-25 age bracket.Althoughindividual

young candidates, such as 27-year-old Eden Corbin, are highlighted, there is no clearstrategyforintegrating young people perspectives intobudgetarydecisions.

TheAllianceforChange (AFC) promises that half of its cabinet will be women and half will be young people,butitfailstoprovide specific numbers for actual young people candidates Likewise, the We Invest in Nationhood(WIN)partyhas not disclosed how many youngpeopleareonitsslate, whichisacommontrendfor WIN,asitoftenlacksdetails on its party platforms. For economists,theseomissions indicate a weaker c o m m i t m e n t t o incorporating young people expertise into policymaking and a lack of strategic planning for Guyana’s economicfuture.

When comparing the parties’ manifestos from an economic perspective, the PPP/C stands out for investing in human capital a n d e c o n o m i c diversification.

The PPP/C manifesto emphasizes building human capital and supporting innovation.

For instance, in education and scholarships, theywillcontinuetheGOAL scholarship program, which has already benefited nearly 30,000citizens,andprovide freetuitionattheUniversity of Guyana to foster a more skilled workforce. Moreover,intermsofdigital infrastructure and innovation, the PPP/C plans to introduce a national e-ID system, an AI government a s s i s t a n t ( n a m e d “AskGov”), as well as technology parks and innovation hubs These initiatives create a foundationforaknowledgebasedeconomy,diversifying beyondtraditionalextractive industries.

The PPP/C has also stated its commitment to involving young people in decision-making and

supportingyoungpeople-led enterprises. In housing and asset formation, the party plans to offer cement and steel vouchers, low-interest home loans, and proposed investment vehicles for young people to facilitate asset accumulation and improve long-term economicstability

Thesepoliciesalignwith economic evidence indicating that countries investing in education, technology, and asset formation achieve higher and more inclusive growth, particularly for younger generations.

In contrast, while the APNU presents ambitious promises, its proposals lack fiscalclarity

The APNU Young people Empowerment Scheme includes a national young people leadership program, young people training centers, a young peopleinvestmentfund,and cash stipends of G$50,000 per month for tertiary students.

Whiletheseideasaimto uplift young people, they also entail significant budgetary implications Without explicit revenue measures or detailed costings, there are concerns about the sustainability and inflationary pressures of suchprograms.TheAPNU’s term in government from 2015 to 2020 saw rising deficits and economic contraction, and replicating this approach could jeopardize macroeconomic stability

On the other hand, the AFC’s Education Policy 2.0 proposes establishing skills institutes,smartclassrooms, and doubling teachers’ salaries However, these initiatives mirror existing PPP/C programs and fall short of presenting a comprehensive economic agenda for young people. There is little focus on job creation, entrepreneurship, or housing, which are key drivers of economic

mobility

Meanwhile, the WIN manifesto focuses on increasingpublicassistance, pensions, and salaries while lowering taxes and VAT Critics argue that the manifesto merely replicates other parties’ policies and lacks novel ideas, with no targeted young people programs Doubling and tripling benefits without detailing financing risks, large fiscal deficits, and failing to invest in the labor force that will ultimately fundthesepromises.

When analyzing the manifestos of the parties, young people are better positioned under the PPP/C’spolicies.

They have not only proposed detailed economic and social policies targeting the younger generation but also granted them a seat at the table for planning and developmentinGuyana.The PPP/C’s electoral list u n d e r s c o r e s t h i s commitment.

President Irfaan Ali’s commitment to the young people of Guyana is evident in his assertion: “Young people are the architects of tomorrow We must provide themwiththetools,support, andplatformstobeeffective leaders and changemakers.”

In economic terms, Guyana is at a crossroads. One path involves investing in human capital, digital t

, promoting sustainable growth with widespread participation.

The other path offers generoustransferswithouta clear funding strategy and placesminimalemphasison y o u n g p e o p l e empowerment I am convinced that the PPP/C’s program presents the most viable way forward for both Guyana’s young people and thecountry’sfuture.

(Reuters) - Venezuela’s oil exports declined about 10% in July from the previous month as key partners of state company PDVSA awaited U S authorizations to expand operations in the country, according to vessel tracking data and company documents.

Both the Private Sector Commission (PSC) and the Georgetown Chamber of Commerce and Industry (GCCI) rejected and condemnedtherecentcallby WIN to boycott several

banks and associated businesses.

The GCCI sought to remind that “Financial institutions and other persons that engage in certain transactions or activitieswiththesanctioned entities and individuals may expose themselves to sanctions or be subject to an enforcementaction.

The prohibitions include the making of any contribution or provision of funds,goods,orservicesby, to, or for the benefit of any designated person, or the receiptofanycontributionor provisionoffunds,goods,or services from any such person.”

According to the Chamber, these financial institutions, in the wake of dire implications of

transacting business with sanctioned individuals and those who may benefit from financial contributions from them,arewithintheirrightto safeguard their operations from inherent risks associated with conducting b

Meanwhile, the Guyana Association of Bankers Inc. (GABI) in a statement on Saturday reminded that all licensed commercial banks in Guyana operate within a framework of national laws andinternationalstandards.

Was Cabinet misled? Or worse, did Cabinet knowingly give a noobjection to a sole-sourced arrangement outside the competitive bidding process, under the guise of expediency?

This is not how good

governance is supposed to work. In any transparent procurement process, all potential consultants are required to submit technical and financial proposals These are rigorously evaluated, with scores assigned based on defined criteria. If Method4 lacked the experience, that fact should have been picked up and disqualified them at the evaluation stage not months later, after being announced as the chosen firm The government cannotnowfeignsurpriseor claim that circumstances have changed. Fear stalks this land like a night prowler, haunts its existence. Guyanese fear their government, their leaders, and incurring the wrathsofboth.

It is that dread of what could go wrong, if mouth is opened, pen is put to paper Writing a letter could spell thedeathofamanorwoman, notbytheswift,neat,sliceof the guillotine, but by the torture of a thousand cuts. Shaking a hand, signing up withateam,couldgetaman cast out into the wilderness (far interior) or, worse still, canned.

When I say fear, PPP insiders spring into action. Whatfear? Sezwho? Now thatthePPPGovernmenthas donesowellinplantingand spreading fear, that same fear now comes back to leaveitguessing.

How many are really withandforWIN? Nobody is saying, nobody knows. How many are so sick and tired of the PPP, its skullduggeries, and its cronies that they don't want to hear of party or leader? When the president or the vice president, men who attach 'honorable' to their names, slam citizens for daring to question them, daring to differ from them, and having the audacity to expose them, that's not leadershipatitsfinest.

Itisleadershipthatoozes of the bizarre, even what gives every appearance of dippingatoeintheworldsof the unhinged and depraved. Whatcouldbesaidofhonor then, of some semblance of principle,howeverminute?

Forthelongestwhilethe batteries of street thuggery and political hooliganisms came in for their rightful share of broad, consistent condemnation.

When, however, the same thuggery and hooliganismarePPPowned, concerns and conscience flee.

– EU phases down operations in Trinidad and Tobago

(Trinidad Newsday) - After years of granting project funding, the delegation of the European Union (EU) to TT is now transitioning away from direct development funding locally.

But outgoing Ambassador Extraordinary and Plenipotentiary Peter Cavendish assures the relationship remains valued and important.

The EU’s gradual withdrawal from direct development funding is not a result of fractured diplomacy or lack of interest. Instead, it reflects a shift in global economic standings and priorities.

“Your country has progressed a lot economically. The wealth per head is quite high. And it’s almost as rich as some European countries like Bulgaria,” Cavendish said.

The move follows TT’s 2007 classification by the World Bank as a high-income country, making it generally ineligible for loans with belowmarket interest rates. Similarly, the Organisation for Economic Co-operation and Development (OECD) has ranked TT near the level of some EU member states and aspirants.

“So, we’ll not have dedicated development funds for this office in the future as we had in the past, but the country will still be in a good position to draw down regional development funds, which is managed from Barbados.

“(At the time of the classification) there were already economic plans in place, so TT continued to receive aid.

The phasedown was not an automatic condition, but part of the decision-making process and has been incremental.”

The EU has already reduced staff at its Port of Spain delegation from five to three, with another expatriate set to leave in September 2026.

“There’s no formal decision in my hand, but the posts of the (last) two local agents will probably go in September 2026 as well. So, we’re losing all the expatriate people for international partnership, which historically was five people.

“Ultimately we don’t know what will happen. We don’t have a final decision (on local staff).

We have to take matters into consideration. But the new combination of delegations for countries such as this may be six staff. They will always want to have an ambassador, political officer, some administration, someone for press and a driver, or some combination like that.”

Despite the reduction in on-the-ground presence, Cavendish said a “huge network” will continue to support the embassy, and the ambassador will still be able to function effectively.

One noticeable change is the end of small EU grants of up to TT$250,000 in TT. But the door is not closed entirely, as TT can still access regional and thematic funding.

The Multi-annual Indicative Programme, focused on security, digital and green

economy initiatives in the Caribbean, remains open to TT.

The country is also eligible for grant funding related to foreign policy projects, education and culture, humanitarian aid and disaster preparedness.

By September 2026, international partnership staff will be fully transitioned to the EU’s growing regional hub in Barbados.

“By that time there will be no international partnership people here, but the work is going to Barbados, which is being built up as the major EU centre for the Caribbean.

“I wouldn’t take this that we do not in any way value our relations here,” Cavendish explained.

“It’s just the country has become richer. Your economy per head has become bigger than the Jamaican economy,

which has a larger population.”

What TT means to the EU

From a geopolitical standpoint, TT remains a vital partner in the Caribbean, and the EU sees benefits far beyond economics.

Referring to TT’s leadership in Caricom and influence in international affairs, Cavendish said, “So what do we get out of it? A friend. A friend that’s got 13 other friends and part of a block of 14 votes.”

TT is the world’s secondlargest exporter of ammonia after Russia, has strong ties to fossil-fuel exports, is a leader and chairs Caricom’s energy and security portfolios.

It also chaired the 78th General Assembly of the UN and may soon hold a non-permanent seat on the UN Security Council.

Guyana Police Falcons Rugby Club claimed the Caribcation Carnival 7’s tournament in St Lucia Sunday with a commanding win over Trinidad based team‘Pouirugby’24-17.

TheFalconssideopened theiraccountonFridaywith a 46-0 win over SVG renegades and 35-0 over St Lucia selectors that earned them a place in Saturday’s semifinals.

Day 2 proved to be a much higher level of competition but the Falcons side proved to be up to the task.Thepoliceoutfithadto show their resilience after going down two scores to Martinique based side ‘Jokers’ but stellar defence made sure that the Jokers wouldneverscoreagainand the Falcons went on to win 14-10 after two blistering triesfromLionelHolder

This victory meant that theFalconsareheadingback to the finals after finishing 2nd in the same tournament lastyear.

The Falcons took command of the game from
