…says move would be an 'unimaginable legal hurdle'
President Irfaan Ali, when asked if his plans to continueimprovingthelives of Guyanese includes the renegotiation of the oil contract Guyana has with ExxonMobil, maintained that changes to the contract would not happen under his administration and said that suchamovecouldresultina “legal hurdle of an unimaginablescale.”
The head-of-state made that comment during an exclusive interview last Monday with the Houston Chronicle during his trip to Houston, Texas for the Offshore Technology Conference(OTC).
“Thesanctityofcontract is important for us. We've made it very clear that we cannot renegotiate the contract.
That, by itself, would be a legal hurdle of an unimaginable scale, ” President Ali said in response to being asked, “When you're talking about continuing to help the Guyanese people, do you haveanyplanstorenegotiate acontractwithExxon?”
He added, “So what we have been doing is trying to manage the contract by
o p t i m i s i n g t h e administrative benefit that comestothat.”
The contract has long faced criticisms due to its lopsided nature-benefitting theoilcompaniesmorethan Guyana.
Since assuming office in August 2020, President Ali hasrepeatedlystatedthathis administration will stick to the terms of the 2016 Production Sharing Agreement (PSA) between Guyana and ExxonMobil Guyana Limited (EMGL) alongwithitspartners,Hess Corporation and CNOOC for the lucrative Stabroek Block.
Despitecallsforthedeal tobechanged,theIrfaanAli led administration has repeatedly cited “sanctity of contract”asitsreasontonot push for any changes to the deal.
Governing the Stabroek Blockisadealthatwaivesall taxes from the oil companies, stipulating that Guyana must cover these costs It allows the companies to recover up to 75% of their investments beforetheremaining25%is split Of this, Guyana receives 12.5%, in addition
to a 2% royalty paid by the oilcompanies.
Whilethedealwillnotbe changed by this current government, the PSA provides that the heavily criticised agreement can in fact be renegotiated. The provision obtains at Article 13.2 of the PSA but comes with the caveat the renegotiations can happen only with a signed written agreementbetweenallofthe partiesinvolved.
According to that provision in the PSA, commonly referred to as the contract, “This agreement shall not be amended or modified in respect except by written agreement enteredintobyalltheparties which shall state the date
upon which the amendment or modifications shall becomeeffective.”
However, EMGL's PresidentAlistair Routledge hasmadeitclearthatExxon is not open to renegotiating the oil contract. He was reportedlyaskedaboutusing the provision in the contract that caters for Guyana and the company to mutually agree to renegotiate the contract. He said, “We have no interest to invoke that article.
As I say, we've made US$55 billion worth of commitment to the country Togobackandtoundermine the basis of that investment would seriously challenge anyfutureinvestments.”
It should also be noted
that the deal includes a stabilisation clause which prevents the government fromunilaterallyalteringthe contract terms without financialconsequences.
The oil deal was signed by former Minister of Natural Resources, Raphael Trotman, who served under the APNU + AFC Coalition government between 2015 and 2020. A few years ago, Trotman in his book titled, “From Destiny to Prosperity” offered support to the government to renegotiate the lopsided Stabroek Block deal However, Trotman's offer was refused by the current People's Progressive Party administration.
Ali told the Houston Chronicle that while his administration has no plans tochangethefiscaltermsof the Exxon deal, his government has created a new PSA with improved terms that will be used for future oil blocks operations offshoreGuyana.

particularlywhenitcomesto its relationships with Houston's biggest companies - ExxonMobil andChevron.

Acting Commissioner of Police Clifton Hicken has issued a stern warning on command discipline and
incident in which a senior police office allegedly intervened in a lawful anticrime operation involving juniorranks.
The commissioner confirmed that the Office of Professional Responsibility (OPR) has been directed to investigate the actions of Deputy Commissioner and Special Organised Crime Unit (SOCU) Head Fizal Karimbaksh after bodyworn camera footage reportedly showed that the ranks conducting the operationactedlawfullyand in accordance with standard procedures.

The 1966 Geneva Agreement goes to the heart of what many international lawyers see as the central weakness in Venezuela’s current legal posture before the International Court of Justice.
The Venezuelan argument has political and diplomatic logic, but it is considerably weaker as a matter of treaty interpretation and international law The core difficulty for Caracas is whattheAgreementomitted-ithadnot expressly annulled, revoked, suspended, or replaced the 1899 Arbitral Award. And that omission is enormouslyimportantlegally Butwhat did the 1966 Geneva Agreement actuallysay?
The Agreement states that a controversy arose because Venezuela contended that the 1899 Award was “null and void.”That wording matters. Thetreatydoesnotsay:the1899Award was null and void, or that the parties agreed it was invalid, or that the boundary ceased to exist. Instead, the Agreement merely records the existenceofaVenezuelancontention.
The ICJ itself emphasized this distinction in its 2020 jurisdiction judgment.TheCourtspecificallystated that the use of the phrase “Venezuelan contention” demonstrated that VenezuelachallengedtheAward,while Britain/British Guiana did not accept that challenge That ruling is devastating to Venezuela’s argument that the Geneva Agreement somehow automatically extinguished the 1899 Award.
The legal problem for Venezuela under international law is that arbitral awards are presumed final and binding unless:1.bothpartiesmutuallyagreeto nullify them, or 2 a competent tribunal sets them aside. Neither one of these twoconditionswasmet.
The 1966 Agreement created a mechanism to address Venezuela’s complaint. It did not itself adjudicate the complaint And this is where Venezuela’s argument becomes strained.Caracasiseffectivelytryingto transform: “Venezuela alleges the Award is invalid” into: “All parties
acceptedtheAwardwasinvalid.”Those twoposturesarenotthesamething.And the treaty text does not support the second proposition either But why Venezuela keeps pushing this argument? There is perhaps a strategic rationalebehindit.
Venezuela’s lawyers are trying to persuade the Court that: the Geneva Agreementreplacedjudicialsettlement with political negotiation, that the parties intended an open-ended diplomatic process, and therefore the ICJ should not “revive” or definitively validate the 1899 Award. In short, Venezuela wants the Court to see the GenevaAgreement as: a reset, and not merely a dispute-management framework. That argument has some superficialdiplomaticappealbecause:a Mixed Commission was created, negotiationscontinuedfordecades,and the parties sought a “practical settlement.”Butlegally,thereisamajor obstacle: TheAgreement never altered the operative frontier on the ground. Guyana continued to possess and administertheterritory,mapsremained consistent internationally, no interim sovereignty arrangement was created, nojointadministrationemerged,andno territorialtransferoccurred.Inpractice, the 1899 boundary continued functioning as the de facto and de jure frontier
Article V of the 1966 Geneva Agreement is especially damaging to Venezuela. It is one of the most overlooked provisions of the Agreement. It essentially preserves existing claims and legal positions pending settlement: this effectively means that Guyana preserved reliance on the 1899 Award, that Venezuela preserved its objection, hence neither side surrendered its legal case. It also means that this development strongly undercutstheVenezuelannarrativethat the Agreement erased the 1899 Award altogether Indeed, many scholars interpret Article V as preserving the legal status quo while negotiations proceeded.
The ICJ already signaled its view TheCourt’s2020rulingwasextremely revealing. It held that the Geneva
Agreement concerns: “the validity of the 1899 Award,” and “its legal implicationsfortheboundary.”
That wording is crucial. The Court didnotsay:theAwardhadalreadybeen displaced, or that the Geneva Agreement superseded it. Rather, the Court treated the validity question as stillunresolvedandproperlybeforethe Court. That posture strongly suggests that the judges are not persuaded by Venezuela’s “automatic nullification” theory
But there is a deeper strategic weaknessinVenezuela’scase.Itisalso a structural problem. If Venezuela argues:that“The1899Awardisalready nullified by the Geneva Agreement,” thenonewouldnaturallyask:
* Why did the Geneva Agreement establish mechanisms to seek settlement? Why create a Mixed Commission? Why involve the UN Secretary-General?And Why continue negotiations for decades? Those mechanisms only make sense if the validity issue remained disputed and unresolved.Inotherwords:theGeneva Agreement presupposes a controversy, notasettlednullification.
My layman’s assessment: I believe thatVenezuela’sargumenthaspolitical resonancedomestically,thatitevokesa historical emotional appeal, and emphasizes a rhetorical force against colonial-era arbitration. But before a court of law, particularly the ICJ, its weaknessesaresubstantial.
The strongest legal position still appearstobeGuyana’s:the1899Award was valid and binding, Venezuela later challenged it, the Geneva Agreement merely established procedures to examineandresolvethatchallenge,but did not itself overturn the Award. And this is also broadly consistent with the text of the treaty, state practice after 1966, UN handling of the matter, and the ICJ’s own prior reasoning. My forecast remains that the Court is more likelythannottoupholdthevalidityof the 1899Award and reject Venezuela’s interpretation of the Geneva Agreement.

Thisisnotmerit-basedleadership.It is a golden parachute that rewards an insider while displacing competence and misusing public funds. At a time
when many Guyanese face economic pressuresandpublicservicesareunder strain, this lavish expenditure on someone with literally nothing to offer isindefensible.
The public deserves full transparency: Who approved and signedthiscontract?Onwhatbasiswas it granted to a person with zero qualifications after she reportedly forcedoutacompetenthead?Whywas nocompetitiveprocessused?
The Guyana Police Force and the government must provide immediate answers and justification. Failing that, the contract should be reviewed and terminated. Guyanese citizens have every right to demand accountability andproperuseoftheirtaxdollars.

Yet the same government boasts daily about a “booming economy.” Booming for whom?
Stabroek News has already fallen. Kaieteur News now stands as the last major independent daily refusing to bow, kneel, or crawl before political power. Truth costs money. Courage costs money. Newspapers do not survive on patriotism alone.
If Guyanese want fearless journalism to survive, then supporting independent media cannot be optional. A nation without independent newspapers is a nation left blind, deaf, and easy to deceive.
Canadian-based firm U92 Energy Corp is developing Guyana's only uraniumprojectwhichspans across 92.2 square kilometers at Kurupung RegionSeven,hostingsome 20.6 million pounds (Mlbs) historicalresource.
With the rig already in Guyana, U92 plans to start its5000metrediamonddrill programme in the near future The company recently highlighted that the long-term uranium contract price has reached its highest level since 2008. Citing an article by the American
Nuclear Society, the company outlined that the uranium closed April at US$86.35 per pound, up slightly from US$84.25 a monthearlier
When contacted by this publication, Minister of Natural Resources Vickram Bharrat shared that U92 is theonlycompanyinGuyana that has a uranium project. He also stated that there are no plans currently for any otheruraniumprojectsinthe
nearorlong-term.
Back in March, U92 entered into a commercial agreementwithOrbitGarant for phase one diamond drill programmetobuildonmore than 129,000 metres of historicaldrillingcompleted on the licences at the Kurupung Project, along with an extensive historical drilling database across multiple deposits and target areas.

In its 'Why Invest' U92 outlined that it controls a major land package in Guyana with historical mineralisation U92saiditisexcitedtobuild on the project's historical Mineral Resource Estimate (MRE), comprising 10 6 Mlbs.indicatedatagradeof 0.072%and10Mlb.Inferred at a grade of 0.067% U₃O₈, while advancing a set of high-priority, previously untested targets across the project area, within its two explorationlicences.

Even as Guyana continues to experience unprecedented economic growth fuelled by its booming oil sector, many single mothersacrossthecountryarestill struggling to survive on lowpayingjobs,risinglivingcostsand little social support, according to a local charity organisation working directlywithvulnerablefamilies.
Razanna Mohamed is the founder of 'Rose for Relief,' a registered charity established during the COVID-19 pandemic. Her own experiences with poverty led to the creation of the organisation which focuses on singlemothersandtheelderly.
In an interview with Kaieteur News last Saturday, Mohamed recalled how hardships facing single mothers became glaringly evident during the nationwide lockdowns in 2020, when many singlemotherswhowereemployed as domestic workers suddenly lost theirincomes.
Asanurseryschoolteacher,she hadampleopportunitytocomeinto contact with these individuals, so with support from friends and family, she began distributing hampers, and later even going into depressed communities to find more individuals The simple

“Most of these single mothers don'townapieceoflandandeven iftheydo,theycan'taffordtobuild because the materials are so expensive,”sheshared.
According to her, many of the womenassistedbytheorganisation are employed part-time or work as domestic workers earning approximately $50,000 monthly, anamountshesaidisinsufficientto adequately support children while payingrentandotherbillsamidthe country's rising cost of living.
“Most are part-time workers earning about $50,000 a month or theyaredoingdomesticwork.The money isn't enough because they have to pay rent, take care of their kids, some of them are even widows,”shesaid.
She argued that despite Guyana's rapid development and infrastructure expansion, many ordinary citizens, particularly vulnerablewomen,continuetolive inpoverty Shealsodrewattention to the difficulties faced by elderly persons who are unemployed, but
have not yet reached pension age, aswellasfamiliesunabletoaccess government assistance because theylackidentificationdocuments. “Some of these people don't even haveIDcards,sotheycan'tgetthe cash grant and other benefits,” she explained.
“So, we try to help them as muchaswecanbutthere'sonlyso muchyoucando.”
Mohamed is calling for the authorities to pay attention to the lengthy processes involved in accessing some benefits, such as materials to help build homes.
“Therearepeoplewaitingforyears andnotgettingahouselot.Priority should be given to these single mothers,”shesaid.
“Theprocessforsomebenefits is so long…you have to know somebodybeforeyougethelp.”
She also questioned whether one-offgovernmentcashgrantsare enough to address long-term poverty “They say they are giving $100,000 cash grant but when you go to the supermarket and start to shop,that$100,000isfinishedand you still have 11 months more to live,”sheobserved.
Shesaid'RoseforRelief'plans to expand its food, clothing and school supply drives while introducing youth mentorship programmes, skills training initiatives, small business assistance and medical outreach projects.
The organisation also hopes to strengthen partnerships with businesses, volunteers and governmentagenciestobroadenits impactonvulnerablecommunities.
