The Ministry of Public Workshaslaunchedtwonew hotlines aimed at empowering citizens and contractors to report concerns and improve accountability across the country

Announcing the initiative on Thursday via Facebook Live, Minister JuanEdghillsaidthemoveis designedtoboostefficiency, address dissatisfaction, and ensure constant engagement

“This will be addressed on a daily basis by specially

designated staff that will be operating out of the minister's office. So it is not just somebody receiving messages, they will bring these things to the attention

of the minister, the responsible engineer, the

responsible program manager, will have to act immediately, and it's one way of improving citizen satisfaction, ensuring efficiencyandimplementing Government'sprogrammein

a manner that benefits the people,”hedisclosed.

The second hotline the ministry has established is (592) 624-2965, which is to improve its delivery of servicestotheircontractors.

The Public Works Minister stated that they have thousands of persons who are engaged in all 10 regions with contracts. The minister mentioned that contractors are viewed as t h e i r p a r t n e r s i n development. However, he said, “The ministry will not pay for sloppy work. The ministry will not allow contractors to make money and don't do the work based upon the design and the quantities that have been establishedbytheBillandin theircontractdocument.”

That being said, the ministernotedthattheremay be contractors who have problemswithpaymentsand others issues relating to works The hotline was established for them to use, to bring about satisfaction and resolution to these matters. “We'reestablishing a hotline for contractors to use so that the ministry will be able to track all that is happening and improve efficiency,”headded.

During his live broadcast, the minister also addressed the removal of derelict vehicles, damage to government property by motorists, encroachments and building on road shoulders and government reserves, and cautioning truck drivers of the new weight limit being implemented.

On the topic of derelict vehicles, Minister Edghill relatedthatoverthelastyear, they have been moving and taking to the derelict dumpsitevehiclesofallsizes and descriptions. This exercise he mentioned has been an unnecessary cost to the state and it is putting citizens' life at risk. “We are giving notice to everyone, derelict vehicles, vehicles without wheels, vehicles withoutdoors, vehicleswith bush growing in it that have been abandoned on road shoulders will be removed and it will be crushed into scrap at the government's derelict site, which is on the Linden/ Soesdyke Highway We have engaged a number of contractors who have beenmoving.Thisisacostly exercise, of course, and an unnecessarycosttothestate, andIrepeat, anunnecessary

Anotherissueheraisedis the damage to government property “Wehaveseenthat a number of accidents have occurred. Now, when those accidents occur, not only lives are lost or limbs are damaged and people have severe injuries, but there is also a phenomenon where government property is being damaged as well,” he stated.

According to the minister, the ministry is working with the Guyana Police Force, and they are giving notice that any motorist involved in an accidentandtheydamageda lamp pole, a traffic light, a guard rails, or break out the head walls for bridges and culverts, that the parties responsible will “have to pay.”

“Wealsohaveasituation where owners of excavators another heavy-duty machinery are walking on newly paved roads without putting the pads so they are digging into the asphalt, destroying road shoulders, and we're indicating this practice must stop. We've been talking to people, and we have been engaging, but the time has come when we have to enforce this and giving notice in damage government property, we will be made to pay for it. Our legal team will pursue ensuring that the cost of repairing will be borne by you,”hewarned.

Boys, girls, and a little amnesia

A few days ago, I witnessed one of those moments that perfectly captures the tragicomedy of Guyanese public life A certainschool,Iwon’tname it, because I’m trying to be kind this week, went out of itswaytocelebratethe50th

Anniversary of the

introduction of coeducation. There were speeches, tributes, and photo ops. The eventwaslikealoveletterto progress and equality Except for one small thing. From the way the reports in thepressandonsocialmedia coveredtheevent, youcould have easily presumed that co-education had nothing to do with Forbes Burnham. His name was hardly, if at all, mentionedinthereports

ontheevent.

Now don’t get me wrong.Attheeventhisname may have been lathered generously with praise. Just it did not surface on the social media reports I wonderwhy?

Now, I understand the temptationtoforgetthingsin Guyana Memory is a delicate thing here. It fades faster than the paint on a speed bump sign. But this was a bit much. One would think that when celebrating the half-century of an important social reform, the person who introduced that reformmightgetmorethana passing mention Not a m o n u m e n t , n o t a mural—just a polite nod, perhaps, like “By the way, this was Burnham’s idea.

We’re just here for the refreshments.”

The truth, however inconvenient, is that it was Burnham, yes, the man who gave us the “Declaration of Sophia,”theself-sufficiency movement, riggedelections, shortages, blackouts, and an inexplicable fondness for uniformed youth who introducedco-education.He diditbelatedly, andprobably because Trinidad and Tobago.Buthedidit.

At the time, both the PNC government and the then PPP opposition agreed it was a good idea. Imagine that: bipartisanship! Two archrivals actually agreeing on something. I almost tear upthinkingaboutit.

The logic of coeducation was simple: boys

and girls should learn together After all, they’d eventually have to work, marry, andarguetogether— mightaswellstartearly And indeed, over the last fifty years, girls have more than held their own In fact, they’veheldeveryoneelse’s too. Girls dominate the top performers of every exam list.Butwhetherthissuccess isbecauseofco-educationor merely in spite of it is debatable Studies elsewhere have shown that co-education doesn’t

necessarily improve performance; it just ensures that everyone has an equal chance to be distracted by eachother Imean, ifyouput teenageboysandgirlsinthe same classroom, you get education, yes, but also poetry heartbreak, and a mysterious epidemic of “missinghomework.”

Burnham deserves credit.Hemaynothavebeen the fatherof democracy, but in this case, he was at least the godfather of coeducation. The policy had noble intentions, even if it wasintroducedpartlyoutof pragmatism and political showmanship. He wanted boys and girls to share not only classrooms but aspirations. And, against all

odds,itworked.

Still, for all the political grumbling that still characterizes Guyana, few people seriously question the policy anymore. The debate about single-sex schools has largely fizzled out, except for the occa

alumnus who insists that “back in my day, boys had discipline”which, ofcourse, is what everyone says right before explaining how they usedtoescapeduringclasses throughaholeinthefence.

But I guarantee the debate will return Everything in Guyana is cyclical: potholes, power outages, andpoliticalcredittaking.Oneday, somebright spark will rediscover the “bold new idea” of singlesex education and declare it a revolutionary innovation. They’ll hold a conference, print glossy booklets, and perhaps even invite a politician to endorse the idea.

But beyond the politics and the posturing lies an interesting question: after fifty years, what has coeducationreallydoneforus?

Yes, girls outperform boys. But have we truly achieved balance, or have we just reversed the hierarchy? And

if boys are increasingly left behind, should we at least consider whether the pendulum has swung too far?

Maybe, just maybe, it’s time for an experiment. Not agrandreform, justamodest test. Let’s take one all-boys school and one all-girls school and see what happens. Call it the Coeducation Reversal Pilot Project.BecauseinGuyana, if history teaches us anything, it’s that no idea evertrulydies;itjustcomes back wearing a different party colour So perhaps the real question isn’t who invented co-education, but whetherwe’reready—ona trial basis, of course — to flirt again with the idea of keeping the boys and girls apart.Youknow, justtoseeif absencereallydoesmakethe gradesgrowhigher

‘Malaria-free future in sight’

…PAHO says but acknowledges hardest battles remain

On Malaria Day in the Americas, thePanAmerican

Health Organization (PAHO) is calling for renewed urgency to ensure that every person at risk of malaria, especially those in remote and indigenous communities can quickly access lifesaving diagnosis andtreatment.

“Every malaria case is preventable and treatable,” said PAHO Director Dr Jarbas Barbosa. “We have the tools. Elimination depends on getting those tools to everyone, everywhere, through strong health systems and empoweredcommunities.”

PAHO highlighted progress across the Region, noting that Suriname became the first country in the Amazon Basin to be

certified malaria-free by the World Health Organization (WHO) this year, joining Paraguay (2018), Argentina (2019), El Salvador (2021), and Belize (2023). These milestones show that elimination is achievable when countries sustain c o m m i t m e n t a n d community action, even in complex contexts, PAHO said.

Other countries are also making important strides: Costa Rica, Dominican Republic, Ecuador, French Guiana and Mexico report thelowestnumberofmalaria cases and are close to elimination, whileHonduras andNicaraguahavereduced cases of Plasmodium falciparumby70%and52%, respectively, bringing Central America closer to

Auditor General exposes police in $15 milion contract-splitting breach

The 2024 Auditor General'sReport has uncovered that the Guyana Police Force (GPF) violated the ProcurementActof2003by illegally splitting contracts, awarding 62 contracts totaling $15 047 million without proper tender procedures.

Nevertheless, it was observed from the sample selected during the audit thattheactwasbreachedby the GPF with the 62 contracts awarded for several projects throughout the Force. According to PAHO, 15 countriesandoneterritoryin the Region still report areas with malaria transmission, with Brazil (30%), Colombia (24%), and Venezuela(19%)accounting for nearly three-quarters of all cases. Most infections (88%) are concentrated in the Amazon basin and the Pacific coast in Colombia, wheredispersedpopulations and limited health access contribute to continued transmission. Indigenous peoples remain the most affected group, representing over one-third of reported cases and nearly 30% of

deaths.

In 2024, the Americas registered more than 537,000malariacases,a6% increase compared to 2023 (505,000 cases) Bolivia, Peru, Colombia, Haiti, and Panama saw increased transmission of malaria in 2024duetofactorsrelatedto internal migration, gold mining, climate events like El Niño, and complicated access to health services in remote or conflict-affected areas.

malaria. “In many rural and hard-to-reach areas, malaria prevention, diagnosis, and treatment are only possible thanks to the dedication of local residents trained and supervised by Ministries of Health,” PAHO said in the release.

These c

countries to intensify malaria elimination efforts by: expanding access to rapid diagnosis and treatment through local health services and commu

PAHO said its Disease Elimination Initiative supports these efforts, aiming to end malaria and more than 30 communicable diseases and related conditions in the Americasby2030.

Jagdeo slams‘convenience bail’for Mohameds

Vice President Bharrat Jagdeo on Thursday criticisedthegrantingofbail tobusinessmenAzruddinand Nazar Mohamed and even argued that the $150,000 amount was determined basedonconvenienceforthe duo, rather than the seriousnessoftheoffense

The father-son duo was granted bail in the sum of $150,000 each following their arrest, subsequent to an extradition request from the United States of America (US) The duo appeared in person before acting Chief MagistrateJudyLatchman,in Court Seven at the Georgetown Magistrate's Courtandwasrepresentedby agroupofattorneysincluding SiandDhurjon,NigelHughes and Senior Counsel (SC) RoysdaleForde

Healsotoldthecourtthat thebusinessmen, have been in contact with authorities in Venezuela, and with these contacts, they could flee to the neighbouring country and continue their unlawfulenterprise.

Speaking at his press conference held at Freedom House, Jagdeo said that it is something that the government is confronting as it is of a very serious nature. He explained that normally in cases like these

Referencing an article carried by the Demerara Waves an online news agency, Jagdeo said he read in the article that one of the attorneys from the team representing the Mohamed Senior Counsel (SC) Roysdale Forde, offered the court several safeguards, in additiontobailtoensurethe accused did not flee their jurisdiction.

“They include reporting to the police several times daily, drone monitoring of their homes, bracelet monitoring, police accompanying them to hospital, and lodging of all of their property So clearly even they didn't expect bail I think they offered all of this They g a v e t h e c o u r t everything,” he stressed Jagdeo said that a lot of the people who hereferred to as the “Kool-Aid gang” who are talking have no idea about the level of seriousness. He highlighted that the extradition request was not signed by a junior man in the United States it was signed by the Secretary ofState,MarcoRubio.

The indictment claims that the defendants would reuse official Guyana Revenue Authority (GRA) and Guyana Gold Board (GGB) customs seals and export declarations, originally applied legally on one shipment on subsequent shipmentsforwhichtheyhad not paid taxes or royalties

Pres.Ali: COP 30 must be turning point for climate action

PresidentDr Irfaan Ali charged the United Nations Framework Convention on ClimateChange(UNFCCC) ConferenceofParties(COP) 30 to shun extremism, promote collaboration, and use bureaucracy to accelerateinnovation, which would make the meeting in Belém,Brazilaturningpoint forprogress.

Deliveringhisaddressto the conference this morning in the Brazilian city, PresidentAli acknowledged

On accelerating the energy transition, President Alistressedtheneedtomove on two tracks: massive investment to scale renewables, hydrogen, storage, and modern grid systems to decarbonise growth and meet rising demand; and science-based policy to ensure a just transition by powering the remainder of the fossil fuel era with the lowest-carbon, most efficient, least-cost fuels. He said this requires recommittingtoglobalrules, not relying on slogans, and encouraging competition based on carbon science rather than legacy advantage. He added that responsible producers must beincludedinthesearchfor solutions.

On forests, the President was clear: “Forests must be mainstreamandpartofevery single COP We must not fightforforeststobeonany agenda. If we are serious about climate change, forests must find a permanent place on the agendaofclimatechange.”

He congratulated Brazilian President, His ExcellencyLuizInácioLula da Silva for advancing the Tropical Forest Forever Facility (TFFF), which complementstheworkofthe Forest and Climate Leaders' Partnership (FCLP), cochaired by Guyana and the United Kingdom. Together, they have developed the Forest Finance Roadmap, a shared plan to halt and reverseforestlossby2030.

“Theworldmustnowact on all the financing options in the roadmap: expanding jurisdictional REDD+, scaling up the TFFF, strengthening concessional finance, and unlocking privatecapital.”

President Ali also reiterated Guyana's support for the Bridgetown Initiative, reminded that Guyana is expanding its

protected areas to meet the 30×30 target, and highlightedthelaunchofthe Global Biodiversity Alliance He challenged countries and institutions to move beyond rhetoric and join initiatives that value natureinitsentirety, notjust the carbon it stores. On adaptation, the President stressed that even if mitigation targets are met, millionsalreadylivewiththe consequences of climate change “For them, adaptation is survival Investing in resilience protectslives, foodsystems, and economies It strengthens stability and peace.”

President Ali also pointed to Guyana's own record as proof that fair and effectivesolutionscanwork. Herecalledthelaunchofthe Low Carbon Development Strategy in 2009, which many doubted a small country could achieve. Yet Guyana became the first nation to issueARTTREES jurisdictionalcarboncredits, the first to engage with the CORSIA compliance market, and the first to complete large-scale carbon sales agreements Today, Guyanaremainsanetcarbon sink, with forests storing 19.5 gigatons of carbon. Revenues from carbon credits flow directly to Indigenous peoples and local communities, renewable energy, job creation, and the largest adaptationinvestmentinthe country'shistory PresidentAli also called forunityandpragmatism:to shun extremism, promote collaboration, and make bureaucracies enablers of innovation.Heurgedleaders to unlock affordable financing and seize the moment to make Belem the turningpointwhentheworld finallymovesfrompromises to progress. He was immediately taken into custody and is currently assisting police with ongoing investigations, policesaidinapress release.

Back in June this year, Vallejo wasamongseveralothersincluding Senior Superintendent Himnauth Sawh who landed on the United States Department of the Treasury Office of Foreign Assets Control (OFAC) sanctions list for trafficking drugs to the United StatesthroughGuyana.

OFAC had stated in the release announcing the sanctions that for decades, Guyana has been a transhipment point for the movement of drugs from South America to the United States and Europe. “Drug traffickers exploit the rivers and jungles of South America by transiting large quantities of cocaine, from Colombia and Venezuela, through the waters of Guyana and Suriname,” it was stated. OFAC outlinedthatGuyana'sproximityto the Caribbean, as well as reported corruption along its ports and borders, allows maritime vessels, alsoknownasnarco-submarines,to transit through its waters undetected.

It was stated that traffickers utilise these vessels to smuggle cocaine from the ports of Guyana and Suriname, across the Atlantic, to the United States, Europe, and theCaribbean.OFACsaid, too, that traffickers also coordinate the importation of cocaine loads from Colombia and Venezuela to Guyanaviasmallaircraft, utilising illegal airstrips in Guyana as landing spots. “Cocaine has been discovered buried in underground bunkers located on airstrips and in jungle territory, with Guyana's Barima-Waini region as a prominentlocation.Cocaineisthen flown, via aircraft, to the United States,Europe, andtheCaribbean,” itwasstated.

‘Migration policy coming’

...but voting rights off the table, Jagdeo say

Vice President Bharrat Jagdeo on Thursday

announced that the government is actively considering the creation of a migration policy to regulate the growing number of non-nationals living and working in Guyana.

Speaking at his weekly press conference at Freedom House, Jagdeo said the initiative stems from national security concerns and the need to bettermanagecross-border movement.

“We've been discussing over several years, the need for a migration policy,” the vicepresidentstated.

Jagdeo reminded of the implementation of the S i n g l e E l e c t r o n i c Identification System, which will see every Guyanese receiving an electronic identification card (E-ID), will enhance border control and aid in addressingthemigrantissue.

On March 10, 2023, the government signed a US$35 million agreement with the German-based company Veridos Identity SolutionstodeveloptheEIDsysteminGuyana

He explained that the electronic system will capture the data of every citizen and non-nationals residinginGuyanathrough abiometric

“Every person in Guyana will have a card with biometrics, their facial recognition, everythingthere onit.

If you don't have that card, it will be hard to survive in this country, you can'tbeworking, becausethe employers, people who employ you, will face serious penalties,” Jagdeo noted.

So onceweputinthebiometrics there, they can identify anyone, anywhere in the countryatanytimesowecan keep our country safe,” he added.

Further, he said government will have to implement legislation to determine what rights migrants will have He noted too that the law should define the extent of rights afforded to migrants, including whether they can obtain residency status but not participate in the electoralprocess.

“We want people to come and work, because we need that, like on construction sites where wehaveshortages, butthey can't change the nature of our society, and we've made it clear that we would have to think about people who come here, and maybe they can have residency, but notvotingrights,”hesaid.

Former Police Lance Corporal Kristoff De Nobrega has been freed of the murder charge brought against him over the fatal shooting of Quindon Bacchus.

Miss Universe contestants walk out after organiser...

From page 16 talking. As many of them stand to show support, Mr Nawat says: “If anyone wants to continue the contest, sit down. If you step out, the rest of the girls continue.”

Despite this, the majority of the women in the video appear standing, with several heading towards the door. After leaving the event on Tuesday, Ms Bosch told the press the 60-year-old executive was “not respectful” and said he had called her “dumb”.

Mr Nawat has disputed this, claiming his words had been misunderstood. He is widely reported to have called the 25-year-old a “dumbhead”. But at a press conference he later claimed he was saying she had caused “damage”.

His conduct prompted a stern rebuke from the MUO, which has sent a delegation of international executives to take over running the competition. In a video statement, MUO President Raul Rocha said Mr Nawat had “forgotten the true meaning of what it means to be a genuine host”.

He said the Thai official had “humiliated, insulted and showed a lack of respect” to

Ms Bosch, and committed the “serious abuse of having called security to intimidate a defenceless woman”.

Mr Nawat’s participation in the pageant would be limited “as much as possible” or eliminated entirely, he said, adding the MUO would be taking “legal actions” against him.

“I wish to reiterate that Miss Universe is an empowerment platform for women so that their voices can be heard in the world,” Mr Rocha said.

Among those to walk out on Tuesday was reigning Miss Universe Victoria Kjaer Theilvig of Denmark. “This is about women’s rights,” she said as she left the event. “This is not how things should be handled.

To trash another girl is beyond disrespectful... That’s why I’m taking my coat and I’m walking out.”

Ms Bosch later said in an interview: “I just want to let my country know, I’m not afraid to make my voice heard.

It’s here stronger than ever. I have a purpose. I have things to say. “We’re in the 21st century. I’m not a doll to be made up, styled and have my clothes changed,” she added. “I came here to be a voice for all the women and all the girls who fight for causes and to tell my country that I’m completely committed to that.”

Video of Mr Nawat has outraged fans of the pageant, with many heavily criticising his actions and praising Ms

Bosch’s response. In a social media video statement, Mr Nawat said: “If anyone feels bad, uncomfortable, or affected, I apologise to everyone. I especially apologised to the girls who were present, around 75 of them.” The Miss Universe competition has pressed on despite this controversy, with contestants taking part in a welcome event in Bangkok on Wednesday. The winner will be crowned the new Miss Universe on 21 November.

South American talent with his technically precise, rhythm-driven approach.

Dakhil said the inaugural edition was sold out with 800 attendees at the Marriott’s terrace venue, proving there’s an appetite for large-scale music events in Guyana. This year’s festival builds on that momentum with what organizers describe as “substantial enhancements” across the board.

“Expect sophisticated lighting arrays and pyrotechnic displays that rival major international festivals. The production upgrades repre-

sent a significant investment in bringing world-class festival experiences to local audiences,” Dakhil revealed, explaining further that the festival grounds will feature installations by regional visual artists, an expanded food village showcasing both Guyanese classics and international cuisine, live art creation throughout the day, interactive sponsor activations, and even designated wellness spaces for when you need a break from the dancefloor.

In a move that sets it apart from typical music festivals, SounDown has partnered

with Fureva Hope Alive Animal Rescue, with a percentage of ticket sales supporting their animal welfare and community rescue operations. It’s a reminder that a good time can also do good. The festival has secured backing from Coke Studio as principal entertainment partner, along with support from Enet, Impressions Design, the Ministry of Tourism, Industry and Commerce, and Jewelz Hotel.

With BPM Guyana already establishing itself through last year’s SounDown and August’s Storm25 event featuring Darude, the organization is

positioning the December festival as the country’s flagship recurring music event, the one date electronic music fans will mark on their calendars every year.

Before Israel’s war, Gaza’s fishermen sailed far out to sea, where the waters teemed with fish. In 2020, the World Bank estimated that about 18,000 people in Gaza directly depended on fishing for their livelihoods, with an extended effect on more than 110,000 family members.

Nancy Pelosi announces she will not seek reelection to Congress after nearly 40 years in Washington

(CNN) - Nancy Pelosi, the first and only female speaker of the US House of Representatives and one of themostpowerfulfiguresin Democratic politics for decades, has announced she willnotseekreelection.

That is why I want you, my fellow San Franciscans, tobethefirsttoknow Iwill not be seeking reelection to Congress,” Pelosi, 85, said Thursday in a sweeping video that stood as a love letter to the city she has represented for nearly 40 yearsinWashington.

“With a grateful heart, I look forward to my final yearofserviceasyourproud representative. As we go forward, my message to the

city I love is this: San Francisco, know your power We have made history We have made progress. We have always led the way, and now we must continue to do so by remaining full participants in our Democracy and fighting for the American idealsweholddear.”

The announcement ends heightened speculation in recentdaysthatthelongtime Democrat would soon announce her intention to draw her congressional career to a close after 38 years.

She was widely expected to leave Congress after this term, her first in decades as a rank-and-file member

Reflecting on her many roles on Capitol Hill, Pelosi said Thursday: “I say to my colleagues in the House all of the time, no matter what titletheyhadbestowedupon

me–speaker, leader, whip–there has been no greater honour for me than to stand on the House floor and say, ‘I speak for the people of SanFrancisco.’”

Pelosi was first elected to Congress in 1987, and madehistoryastheHouse’s first-ever female speaker in 2007. She remains the only woman to have wielded the gavel, which she earned after the 2006 and 2018 elections.

Oil wealth, empty pockets

Guyana is pumping record oil— 246 million barrels expected this year, yet the majority of citizens remain trapped in grinding struggle.

Every headline about booming production and billions in projected earnings only sharpens the contrast with the bitter reality on the ground: oil wealth for the few, anxiety for the many.

A nation producing a quarter-billion barrels annually at high prices should see its citizens thrive. Instead, a tiny ruling-connected elite soars to super-wealth while ordinary Guyanese stretch every dollar to keep food on the table and electricity on. It is a cruel paradox: the richer the wells get the poorer daily life feels.

Falling oil prices now threaten even the limited relief promised — pensions, social support, better services. If this is how life looks in the boom, what happens in the downturn?

Guyana has the resources to change every life for the better. What it lacks is the political courage to ensure oil lifts the nation — not just the privileged one percent.
