previous government the President has surely got to take responsibility for this and at some point, he must get serious,” Ram told listenersofthebroadcast.

for the engineering, procurement, construction and installation (EPCI) of the subsea structures, umbilicals, risers, and flowlines(SURF)systemfor theLongtailproject,yettobe a p p r o v e d b y t h e Government of Guyana (GoG).

Longtail is the eighth project Exxon plans to develop in the Stabroek Block offshore Guyana, at a w a t e r d e p t h o f approximately1,750metres.

“Once approved, the full contract will have an expected duration of around four years and an estimated overall value of between $750millionand$1.5billion USD,”Saipemsaid.

Saipem has operated in the Stabroek Block for ExxonMobil Guyana under seven offshore development contracts,fourofwhichhave already been completed, namely Liza Phase 1, Liza Phase 2, Payara, and Yellowtail EMGL has already disclosed that it hopesofsecuringregulatory approval by the end of 2026 fortheLongtailproject.

Notably, this is not the first time Exxon has issued contracts before the project

isapprovedbytheGuyanese government. In fact, just recently Exxon released payments to Dutch shipbuilder, SBM Offshore for an eight Floating Production, Storage and Offloading vessel (FPSO) fortheLongtailproject.

Earlier this week, with April almost behind us, the Mayor and City Council of Georgetown approved Budget 2026. A budget is meant to set the tone for a council’syear

This one arrives with a third of that year already spent, and not for the first time. Plus ça change, plus c’estlamêmechose,eh?For nearly four months this municipality has operated without an approved expenditure framework, which means every dollar that has gone out since 1st Januaryhasbeenspentunder some authority other than a budgetthischamberratified. When the document finally reached the floor, it authorised G$5.7 billion in expenditure against G$4.4 billion in projected revenue. The reasons it does not withstandscrutinyfollow

Of every G$100 the Council collected in 2025, G $ 7 8 6 5 w e n t t o employment costs and the overheads that accompany having staff. Employment

Cost of G$1.591 billion and Employment Overhead of G$259 million together consumed G$1.850 billion of the G$2.353 billion the Counciltookin.Twenty-one cents on the dollar was left for everything else this municipality exists to do. Capital expenditure took nothing, because nothing wasleft.Callthiswhatitis:a payroll vehicle with some residual municipal activity attached,andthebudgetjust passed entrenches the arrangement rather than changingit.

The collection pattern acrosstheCouncil’srevenue lines reveals where the machinery actually functions and where it does not. Markets collected 89 percent of budget because vendorswhodonotpaylose the stall Container Fees collected 103 8 percent because containers are tracked at the port and fees are taken before release RatesandTaxes,thelinethat

depends on the Council’s own billing and collection, collected52.5percent.Other Income,similarlydependent on the Council’s own systems, collected 54 5 percent.

The mechanism by which this is preserved is visible in plain sight. On page 14, in the Summary of Key Financial Indicators itself, as item seven on the list, the Council discloses thatitsAccountsReceivable of G$7.695 billion is “an approximate figure since severalgeneralratesaccount may have errors.” On page 23, Section 4.2, it further discloses that it does not currently have an approved balance sheet Neither admissionisafootnote.One isanenumeratedindicatorof the Council’s own financial position.

The other is the stated reason the Council cannot bring receivables and payables into its operating budget at all A council whoseledgercontainserrors on ordinary residential and commercial billing cannot pursue recovery against any ratepayer with confidence, and cannot produce a

defensible schedule of delinquents, including the state agencies the Council’s politicalleadershiproutinely blames for its revenue shortfalls That particular narrative, which positions central government as stymieing municipal work, should be dispensed with here. The binding constraint is at home. The response to this, year after year, is the promise to implement QuickBooks,apackageused bysmallbusinessesglobally, deployable by any competent partner in weeks, which the Council has been promising across more than onebudgetcycleandstillhas notdeployed.

A council that collects G$2.35 billion and cannot deploy accounting software is signalling where its priorities sit. An unreliable ledger protects delinquent ratepayers, lets officials selectively enforce, and shields political patrons from audit trail. The people who lose are the ratepayers who do pay and the contractors who do not get paid (ahem, solid waste contractors).

Turn to the revenue projection. The document frames 2025 collections at October to show a 42.8 percent collection rate on Rates and Taxes, ignoring thefull-year2025outturnof 52 5 percent that was available months before the budget was tabled. Against the actual base of G$1.409 billion, the 2026 projection of G$3.066 billion requires collection to rise by 117 percent in a single year.The forecasthadtobeinflatedfor

a reason, and it is visible in the ratios. The 2026 budget plans employment cost of G$1 734 billion against projected revenue of G$4 412 billion, a 39 3 percent ratio that looks responsible.

Apply the 2025 actual revenue base and the ratio becomes nearly 74 percent before overheads, returning to the mid-80s once overheads are added, which is where the Council just lived through 2025 (and really,alltheyearssincethis council was sworn in). The 117percentrevenueincrease is backfilled to cover a payroll the Council cannot otherwise afford. What was offered from the floor in defence of that number was fantasy

“Abracadabra” would have served the same function and taken up less spaceonthepage.

Examine what the Council did with its money last year Capital Expenses came in at zero against a budget of G$762 million. Operating Cost overran by 177percent,aG$284million breach of authorisation Maintenance was budgeted at G$652 million and executedatG$76million,an 88 percent underspend.And yet page 2 asserts that the Public Health, Markets, and Solid Waste Departments performed satisfactorily

One cannot perform satisfactorily on 53 percent of budgeted outflows when nearly four-fifths of the collection went to payroll before any service was delivered.

The budget just passed

raises Human Resource expenditure by 87 percent, against a 2025 pattern in whichtheCouncilcouldnot spend the employment budget it had. It raises Solid Wasteby73percent,pooled under two lines with no contractorregisterdisclosed. It creates a Mayor’s Office lineofG$400.6millionwith no 2025 comparator. It cuts Cemetery spending by 45.8 percent as the narrative declares a cemetery land-

exhaustion emergency It cuts Roads and Stone Depot by 30 percent while complainingonpage12that the city’s roads are in disrepair Abudgetthatfunds theoppositeofwhatitsown narrativesaysisurgentisnot an accident. It is a set of choices.

Mystery sickness

Forawhilenow,there’sa sickness circulating where peoplehavinghighfeverand bouts of diarrhoea along with no taste. Whilst the government or health officials are yet to pronounce on this issue, the publicissilentlybattlingthis outbreak with their own remedies or on advice from others.

Quite a few people I know have contracted this disease and some have overcome it and some still battling it. Incredibly most refuse to visit the hospitals or health centres to seek medicaladviceorassistance and have negative answers against these places when I askedthemwhytheyarenot going.

Editor,duringavisittoa school on Tuesday, teachers were complaining of this sicknessandmentionedthat some of their colleagues are also affected, some bravely turned up to teach still. Whilst discussing various issues, one teacher

informed his senior that one child was experiencing symptomsandcontactedthe parent to take her home. Now incredibly, despite this government boasting of development,theirvisionso compact that all the schools they building and money they boasting of spending, theyfailedtoincludearoom intheschoolforasickchild couldrestwhileresting.

Couple with that, in primary schools especially, kids tends to play roughly andaccidentsoccurs.Again, lack of vision causes them nottoincludeanurseateach schoolwithbandsaidsanda few tablets to treat minor incidents Instead, I continuously witness teachers have to act as nurses, provide what is necessarythattheypurchase withtheirownmoneyforthe temporary relief until a parentorhelparises. Gov’t engagement with FITUG Roadsandmunicipalproperties

Such consultations are encouraging, as they demonstrateawillingnessto l i s t e n a n d w o r k collaboratively toward

strengthening labour relationsinGuyana. Engagements like these are important in building trust and ensuring that the concerns of workers are heardandconsidered.

The Minister’s efforts to promote a balanced and progressive labour e n v i r o n m e n t a r e welcomed At the same time, it is important that thisspiritofengagementis extended to all unions and labour bodies across Guyana, so that no group

feels overlooked or excluded from the national conversation on labour issues

The National Mine Workers Union of Guyana had a scheduled meeting with the Minister on April 17, 2026, to discuss several matters of concern to workers.

Unfortunately, the meeting was postponed at the last minute due to an urgent Cabinet engagement. This was communicated by the Minister’s Personal

Assistant, who also conveyed an apology and indicated that a new date would be arranged. However, to date, a rescheduledmeetinghasnot yet been communicated to theUnion.

In the interest of ensuringthattheissueswere still brought to the Ministry’s attention, the Union left a copy of the matters it had intended to discuss with the Minister’s secretaryonApril17,2026.

These are not just institutional concerns, but matters that directly impact the lives, rights, and well-being of workers acrossGuyana.

, The recent and highly unusual maneuvers by the Central Government to unilaterally reclassify municipal roads and appropriate City properties represent more than just administrative friction; they constitute a fundamental assault on the statutory autonomy of the Mayor and City Council (M&CC) of Georgetown. As a former Town Clerk, I find it imperative to address the legal and constitutional implications of this encroachment.

To understand the gravity of these moves, one mustlookbeyondtheasphalt and into the bedrock of Guyanese law The Municipal and District Councils Act, Chapter 28:01, is the legislative charter that defines the Council’s jurisdiction Under Section 274, the Council is mandated to “construct, maintain, repair, and improve” all roads withintheCouncilarea.

Specifically, the Act explicitly identifies “Council Roads” that fall

under the direct purview of the municipality These include critical arteries such asWaterStreet,HighStreet, Camp Street, Main Street, and Vlissengen Road. By attempting to unilaterally reclassify these as “Public Roads”undertheMinistryof Public Works, the Central Government is effectively attempting a legislative “hostile takeover” without amending the principal Act. Such a move bypasses the democratic mandate of the local electorate and ignores the Council’s status as a corporate body with perpetualsuccession.

Furthermore, there is a dangerous misconception regarding property ownership. As I understand it, since the Georgetown Town Council Ordinance of 1918, all lands, streets, and infrastructures previously held by the Board of Commissioners were vested in the municipality by operation of law Section 231 of Cap 28:01 reinforces this, stating that all property heldbytheCouncilremains vestedinthem.Theabsence of a physical “Transport”

(Title) for a specific road doesnotcreateavacuumfor Central Government to fill. In law, “Statutory Title” is robust and meant to protect municipal assets from executiveoverreach.

We have seen such overreach before In the landmark dispute regarding the attempted conversion of community green spaces in Bel Air Park, the courts reinforced that municipal landsareheldintrustforthe citizens.

The Ministry of H e a l t h o n T h u r s d a y announced that through the Korea-World Bank Partnership Facility, it has officially launched the national guidelines for the mitigation of Antimicrobial Resistance (AMR) and the National Infection Prevention and Control (IPC) Standards for healthcarefacilities. This is not historical accuracy; it is political hesitation.

Kaieteur News has long exposed the grotesque imbalance in Guyana's 2016 ExxonMobil contract. The figures are damning. In 2024, the Stabroek Block generated US$18B, yet Guyana received a mere US$2.6B while Exxon and its partners carted off US$15.4B. This is not partnership; it is plunder dressed in legal language.

The Production Sharing Agreement allows the company to recover up to 75% of costs and pay a paltry 2% royalty, terms widely criticised as excessively generous. Even worse, Guyana pays the companies' taxes from its own share.

This newspaper has consistently highlighted discrepancies, secrecy, and delays from disputed expenses to pending relinquishment obligations. Renegotiation is not radical; it is responsible governance. A nation sitting on billions cannot remain satisfied with crumbs. The time for timid diplomacy has passed; Guyana must demand a fair deal now.

Professor Odd Arne Westad, a Norwegian academic, is a renowned specialist in international history whonowteachesGrandStrategyat YaleUniversity.

He has written prize-winning books on international history, including the history of the Cold War Hehasjustpublishedahighly acclaimed book, The Coming Storm, in which he assesses as rather high the risks of conflict between the Great Powers, especially between China and the USA.

He recalls the circumstances that led to war among the Great Powers in 1914 and sees many parallels in our times. The risks of war in 1914 were like run-away trainsthateventuallycrashedheadon, and Westad thinks that such a situation may be repeating itself in our times, especially between China and the USA. He analyses varioussituationsthatcouldleadto war, including over Taiwan, North Korea, the South China Sea, Southeast Asia, the Himalayas, where China and India are in a

dangerous face-off after previous militaryclashes,andKashmir,over which India and Pakistan have foughtseveralwars,withIndiaand Pakistan both possessing nuclear weapons.

Westad analyses the strategic aims of the leading Great Powers, notably the USA, China and Russia. The main challenge today for the USA, no longer the hegemon it once was, is to find an international role that both serves the interests of its people and contributes toward some form of stability Westad thought that the US global interventionism of the ColdWarandthepost-ColdWarera had come to an end in the 2020s.

PAHO urges strengthening of vaccination amid rising measles cases in the Americas

Washington, D.C., April 23, 2026 (PAHO) – The Pan American Health Organization (PAHO) today urged countries in the region to intensify immunization efforts as part of Vaccination Week in the Americas (VWA), to be held from April 25 to May 2. The call comes amid sustained gains in vaccination coverage, which have not yet been sufficient to prevent a sharp resurgence of measles, with cases already surpassing totals recorded for all of 2025.

“The Region of the Americas has positioned itself as a global leader in immunization. We are the first region to have eliminated polio, rubella, and congenital rubella syndrome, and the only one that has recovered and improved vaccination coverage to pre-pandemic levels,” said PAHO Director Dr. Jarbas Barbosa during a press briefing in Washington.

Between 1974 and 2024, childhood vaccination in the Americas prevented an estimated 15 million deaths among children under five, more than 1.1 billion cases of disability, and nearly 28.4 billion cases of illness. However, the PAHO Director warned that “important gaps remain that we must close.”

Vaccination Week in the Americas aims to address

those gaps. Since its launch in 2002, the initiative has highlighted the importance of vaccination as a cornerstone of public health and enabled the administration of more than 1.2 billion vaccine doses across the region. This year, for the first time, the regional launch will take place in Ottawa, Canada, on April 27.

In 2024, regional coverage for the measles, mumps, and rubella (MMR) vaccine reached 89% for the first dose and 79% for the second, while coverage for the third dose of the diphtheria, pertussis, and tetanus (DPT) vaccine reached 87%. Despite this progress, more than 1.4 million children did not receive a single dose of these or other vaccines. “These children are not numbers—they are lives, families, and entire communities at risk,” Barbosa stressed.

As part of this year’s activities, 21 countries plan to administer nearly 90 million doses, including more than 80 million influenza vaccines and catch-up vaccination for 7.2 million children with incomplete or zero-dose schedules.

Measles resurgence: a reversible setback

During the press briefing, the PAHO Director also raised concern about the increase in measles cases in the region. The Americas were the first

region in the world to eliminate measles in 2016; this status was lost in 2018, regained in 2024, and lost again in 2025. In 2025, 14,767 confirmed cases were reported across 13 countries—nearly 32 times more than in 2024. The trend continues in 2026: as of April 5, more than 15,300 cases have already been reported, exceeding last year’s total. Globally, more than 250,000 measles cases were reported in 2025, over half of them in Africa, the Western Pacific Region, and Europe. Less than 6% occurred in the Americas. However, in the first three months of 2026, the region accounted for 21% of reported cases worldwide.

“The re-emergence of measles in the Americas is a significant setback, but one that is entirely reversible and demands decisive action,” Barbosa said. He warned that measles “is not a mild disease” and can lead to serious complications such as pneumonia, encephalitis, and blindness—and even death. In 2025, around 13% of those infected required hospitalization, and 93% were unvaccinated. Between 2025 and the first quarter of 2026, 43 measles-related deaths have been reported in the region.

“The main challenge is not the availability of vac-

cines, but reaching those who remain unprotected in time,” he said, noting that low risk perception, misinformation, and barriers to access have contributed to declining coverage in some populations. Because measles is highly contagious, maintaining elimination requires coverage above 95% with two doses. “A single case can spark an outbreak if we do not achieve these levels of protection,” he warned.

PAHO is supporting countries by strengthening surveillance, rapid outbreak response, and immunization planning at local level, while also facilitating equitable access to vaccines through its Revolving Funds. In 2025 alone, these mechanisms enabled the procurement of 234 million doses with savings of nearly 50%. “Elimination is not a trophy to be stored away—it is an achievement that must be defended every day,” Barbosa said. “We have stopped measles before. We can do it again.”

He concluded by emphasizing that vaccination “is not only an individual decision— it is an act of collective solidarity,” and reiterated that the region can move toward a future where vaccine-preventable diseases no longer pose a threat to public health.
