The recount of ballotsforRegion 4 District 4 (East CoastDemerara)andRegion 5 (Demerara-Mahaica) has officially concluded at the G u y a n a E l e c t i o n s Commission (GECOM) headquarters.
The recount, which began on Thursday at 08:00hrs and ended on Friday around 20:30hrs, covered 391 ballot boxes from Region Four and 77 boxesfromRegionFive.
Following the process, candidatesandsupportersof the People’s Progressive Party/Civic (PPP/C)
declared victory, asserting that the recount confirmed their lead in the 2025 General and Regional Elections.
The recounts were initiated after formal requests from A Partnership for National Unity (APNU) and the We Invest in Nationhood (WIN) parties, whichclaimeddiscrepancies in the recent elections
However, GECOM only approved a recount for SubDistrict4ofRegionFour,as APNU’s requests for RegionsSevenandTenwere deemed invalid WIN’s attempt to request recounts,

Speaking to reporters, President Ali said he found no irregularities in the recountprocessandthanked GECOM’s staff and PPP/C agentsfortheirhardwork.“I came here to thank them for the enormous work that our agents and GECOM staff aredoing,thePPP/Cfamily, our supporters, they have done a tremendous job; they have worked hard and with hard work comes victory,” he stated. “These people are playing games, they want a recount, and when they get it, it still doesn’t give them what they want,”heremarked.
Throughout the day, the streets near GECOM headquarters, particularly High and Cowan Streets, sawsupportersfromallthree parties, PPP/C, WIN, and APNU. However, following the announcement of the recount’s conclusion, only
PPP/C supporters remained visibleinthearea,withWIN and APNU supporters noticeablyabsent.
Meanwhile, upon completion of the count, Chairperson of GECOM Justice (ret’d) Claudette Singh requested a 23:00hrs m e e t i n g w i t h commissioners. H o w e v e r , t h e Opposition-nominated commissioners were a noshow prompting the chairperson to reschedule the meeting for Saturday at 23:00hrs.
F o l l o w i n g t h e completion of the tabulation of votes, the chairperson calls a meeting of the commission in which the Chief Elections Officer (CEO) provides a report which is considered by the commission.
Once approved, the commission thereafter can declaretheofficialresultsof the General and Regional ElectionsheldonSeptember 1,2025.
Chairperson of the Guyana Elections Commission (GECOM), ret’d Justice Claudette Singh on Friday rejected A Partnership for National Unity’s (APNU) request foraforensicauditandtoquashthe 2025electoralprocess.
The party’s presidential candidateAubreyNortonmadethe requestinaletterwrittentoJustice Singh,datedSeptember4,2025.
“With a sense of earnestness, I write to request a forensic audit of electoral data, including electors’ votes,onbehalfofAPartnershipfor National Unity (APNU), entirely based on various egregious violationsoftheConstitutionofthe Co-operative Republic of Guyana and the Representation of the People Act (Cap. 1:03),” Norton said.
Norton in his letter stated that his party is in receipt of various pieces of evidence demonstrating the gross dereliction of duties and negligence of Presiding Officers appointedbytheGECOM.
He said these actions by GECOM have resulted in the “collusion, conspiracy, and deliberateabrogationofthewillof theGuyanesepeople.”
AccordingtoNorton,numerous StatementsofPolls(SoPs)disclose conspicuous inconsistencies evidencingthefailuretohaveSoPs signed by the Presiding Officers at Polling Stations, contrary to s. 83 (8) of the Representation of the PeopleAct(Cap.1:03).
The failure of the election officers to adhere to 84 (IA) of the Representation of the People Act (Cap. 1:03); the failure to provide PollingAgents with accurate SoPs aftertheballotshavebeencertified and counted, and the failure of the Presiding Officers to complete the SoPs in Form 23 A, contrary to s. 83(9) of the Representation of the People Act (Cap. 1:03) were all stated in Norton’s letter to GECOM.
Further, Norton said the irregularities were brought to GECOM’s attention by APNU’s Assistant Agent (District 4 Subdistrict 4), in the presence of local and international observer missions, during tabulation on September 2, 2025 and formed the basisfortherequestforrecountsof certaindistrictsofRegionsFour(4) andFive(5).
He noted such recounts have revealed further untenable circumstances, noting that it was discoveredthatGECOM’sofficials have adopted biased positions in the determination of rejected ballots and without any legal authoritywhatsoever;andfailedto announcetheofficialstamporsixdigit number on each ballot paper duringthecurrentrecount.
Further, he said that serious questionshavearisenregardingthe integrity of the votes cast, as there
havebeenallegationsoftampering withballotboxes.
“Moreparticularly,ourdemand thattheelectoralprocessbewholly aborted is advanced in light of the Report of the European Union Observer Mission, now in public circulation. The EU Report validates our assertion that the nationalelectionswereneitherfree nor fair The Report noted the PPP/C had an undue advantage of incumbency,”Nortonstated.
The party leader continued, “APNUrequeststhatyouintervene immediately to direct the Commission not to declare the election results before the completion of a forensic audit of electoral data, including electors’ votes and/or order that fresh electionsarenowdue,inlightofthe circumstances.”
Meanwhile, in response to Norton’s letter, Justice Singh said, “Regarding your request for a forensicauditoftheelectionsorthe complete annulment of the current electoralprocessandtheholdingof fresh elections, it is imperative to refer to the constitutional framework governing electoral disputes in accordance with our law.”
She explained that Article 163 of the Constitution of Guyana explicitly stipulates that the High Court shall have exclusive jurisdiction to determine whether any question, whether generally or inanyparticularplace,theelection was lawfully conducted or the resultthereofhasbeenormayhave been affected by any unlawful act oromission.
The GECOM Chair noted that theconstitutionclearlyoutlinesthe legal procedure for addressing concerns about the lawfulness of theelectionoritsresults.
“Therefore, any claims of widespread irregularities necessitatingaforensicauditorthe annulmentoftheelections,beyond the scope of the ongoing recounts, wouldfallunderthepurviewofthe High Court by way of an election petition,”shenotedinherresponse.
Justice Singh explained that
GECOM’s primary responsibility istoconductelectionsinafree,fair, and transparent manner, while adhering strictly to the laws of Guyana.ShesaidthattheElections Commission is committed to ensuringthatthewillofthepeople, asexpressedthroughtheirvotes,is accurately reflected in the final results.“Weurgeallstakeholdersto allow the established legal and proceduralmechanismstoruntheir course Once the recounts are completed and the CEO presents thefinalresultstotheCommission, anypartyaggrievedbytheoutcome willhavetherighttofileanelection petition to the High Court, in accordance withArticle 163 of the Constitution,”shestated.
This, she said is the constitutionally prescribed method forchallengingelectionresultsand
seeking redress for alleged irregularities that may have affectedtheoutcome.
“Weappreciateyourpatienceas therecountprocessisfinalized.As the Chairperson of GECOM, I remaincommittedtoupholdingthe integrity of the electoral process andwillcontinuetooperatewithin the confines of the law,” she expressed.
Meanwhile, earlier Friday, President IrfaanAli told the media outsideofGECOM’sofficethathe sawNorton’srequestanddescribed it as “all nonsense, absolutely ridiculous”.
“I saw a letter but it’s all nonsense, absolutely ridiculous First of all, you lose the elections youaskedforarecount,therecount shows you that you still lost the electionsandnowwhatwouldyou
do.AsIsaidthelifeofthiscountry is important and the people continue to see who plays with the lifeofthiscountry,whoplayswith the life of the citizens, who don’t careanythingaboutthecitizensand the development of this country,” PresidentAlisaid.
The head-of-state said the APNU is playing games with the countryanditspeopleaswellasthe electoralprocess.
“We have to keep this country intact, safe; we have to ensure that our international investors are ready to invest and that we demonstrate to the world that we are a democracy that is credible which we have demonstrated in these elections but more importantly that investors’ confidenceisalwayshigh,”hesaid.
Noting that he observed no irregularitiesandtheelectionswere free and fair, President Ali reminded that all of the electoral observation missions said the electoralprocessisfreeandfair.
Similarly, General Secretary of the People’s Progressive Party Civic (PPP/C) party and Vice President (VP) Bharrat Jagdeo describedNortonandteamas“sore losers”.

ThePNCR’sLeaderoftheOpposition,AubreyNorton, was a man alone. His struggle to lead, and efforts to compete in the general and regional elections, confirmed how divided Guyana’s main political opposition party was duringthemostchallengingtime. Whenhethoughthewas amongfriendsandcomradesunitedinacommoncause,he may not have known it, but he couldn’t have been more wrong. Whateverfriendshehad,theyweretoofewandtoo weak,whiletheenemieshemanagedtoattractwerelegion andstrong. Thisisthesadstoryofapoliticalelephantthat was once a national government, now not even able to musteradouble-digitpresenceintheNationalAssembly
FormerpresidentGrangermayhavemadethedifference between a successful Aubrey Norton and the one that Guyanese from all political walks now examine critically, and often not without some sympathy Norton the leader mustshouldermanfullywhateverlashescomehisway,and theyhavealreadystarted,withmorelikelytocomefromall quarters. Anex-presidentGranger,partyveteranGranger, wouldhavebeenabletoserveasashieldfortheembattled opposition leader, keep the wolves from getting too close. Mr GrangerhasenoughofapresencewithinthePNCRto ward off the ambitious, if only he had intervened and neutralizedwhatthreatenedtheenergiesofNortonandthe stabilityoftheparty Thefactthattheformerpresidentkept such a distance from his comrade didn’t do the current OppositionLeaderanyfavors. Itopenedthedoorforothers tostepinandunderminetheprogrammeofNortonwhojust couldn’tseemtocatchabreak.
Helostcolleaguesandhelostthemviaasteadyleak,and not to retirement, but to the political competition. Norton lostsomeofhiscomradesthroughacombinationoffailures, mostofwhichcanbetracedtohisownleadershipstyle,his reported unbending vision of how the world should be. A little flexibility could have helped to keep some of the embarrassing and untimely departures within the party’s fold,andbyhisside.Helostsomeofthemattheworsttime, which was as the PNCR was gearing up for this year’s electionsnowhistory,saveforthelooseendsandtheendless quarrelingthathangslikeawarningoverGuyana.
An appearance from Mr Granger, a word from him, couldhavegoneaconsiderabledistancetoquelldiscontent, to defuse animosity He was more comfortable to be the leader who retreated to his castle to exist in a world untouched by local developments. Whatever the message was intended, there was only one conveyed, when David Grangercouldnotevenstirfromhislairandmakeasingle appearance for Aubrey Norton on the campaign trail. Imagine the immense value, the incomparable boost, of a formerpresidentturningupatapartycampaignrally Next, considerthefilliptoMr Nortoninhisdrivetosnatchvictory away from a well-entrenched and formidable adversary, with a former army general and former political general fightingalongsidehim.
Whowashurtingwhom,whensuchwastheactiontaken by Mr Granger, when the record had only one line? For Aubrey Norton, forAubrey all the way to the top. When DavidGrangerretreated,hedraggedNortondownwithhim. Whenthemanthatthepeopleinthepartylookedtoastheir leaderwasnowhereinsight,thenmorethanAubreyNorton and his prospects were diminished. The PNCR and its chancesatthepolltookabeating,becausethesenseinthe political field was that both the party and Norton were vulnerable,notfightingatfullstrength.
The wreckage is now obvious, and though the current OppositionLeaderhastoshouldermostoftheblameforhis party’sdismalperformance,itdidn’thavetobethisway A housethatisdividedhasonlyoneinevitability,whichisthat it will collapse, and can never be at its top fighting capability Itisobviousthathistorywilldeliversomehard blows toAubrey Norton, most of which are deserving. A hand from David Granger could have cushioned some of them.

Mr Kissoon also asserted that I did not conduct any polls, and that I was engaged in “jumbie polling”, asserting fraud There are many individuals who were involved in interviewing respondents (on my polling under the NACTAacronym)andafew whoaccompaniedmein‘the course of polling or interviewing’ (field work), all willing and prepared to give testimony that polls wereconducted;respondents were interviewed. A Senior Counsel is sending out ‘a cease-and-desist letter’ and seeking restitution for damages to my professional character as maliciously penned by Kissoon and others.
Iconductedseveralpolls that were published unequivocally stating the PPP would win the 2025 elections. I also did private unpublished polls, as requested by political interests who were provided thepre-electionfindingsthat were similar to those obtained from the actual election results; the deviationwasafractionofa percent.
I was with a group (TRPI) of professionals trained in America that initiated polling in Guyana some forty years ago. The group was founded by Dr Baytoram Ramharack, Ravi
Dev, among others and that conductedpollsforthe1992 elections Mr Kissoon questioned and labeled the findings of those polls (as published in SN) as fraudulentbecausehesaidhe has not consulted for them and has maintained that position as penned in his unsubstantiatedrantings.
I conducted polls for every election going back to 1992 in Guyana and many elections in Caribbean nations as well as other countries I was never involvedin‘jumbiepolling’; Idonotknowwhatisjumbie poll. Those who assert or engage in libel and defamation must prove in a court of law and make restitution for reputation damages.
I support free press, but one must engage in truths and not reckless, harmful commentaries Mr Kissoon’s writings are scandalous and defamatory with many not worthy of press because of personal attacks that lead to reputational harm As a personwithsomefiftyyears in the media, most of Kissoon’s writings do not belonginamedia.
As I stated before, and repeat now, I fully support and endorse the right of anyone (Harryram, UG students, Kissoon, Randy Persaud, media houses, etc.) to conduct surveys and to publishthem.
Kissoon and others are urged to cease and desist from making any and all untruths and defamatory statements against me or anyoneelseonpollingoron anyothermatters.

Heexplainedthatevenif thepartydoesnotsecurethe desired outcomes in these elections, it should not be viewed as an indictment of the incumbent leader, given the various factors that influenceelectoralresults.

Benjamin added, “While it is true that the party is evolving and undergoing a process of reshaping, comments like those from Mr Jordan are absolutely counterproductive, of no intrinsic value and threaten to exacerbate internal rifts. THE Ministry of Homeland Security will be installing new gallows for hanging at theGoldenGroveMaximum SecurityPrisoninAroucaas part of an initiative to decommission the Port of Spain Prison and move its prisoners and prisoners on Carrera Island to the maximum-securityprison.
Minister of Homeland Security Roger Alexander made the announcement at the post-cabinet media conference held at the DiplomaticCentreinPortof SpainonSeptember4.
Hesaidtheinstallationof the new gallows would be one of four stages in the decommissioning of the prison – the other three stages involved moving prisoners.

Goring told this publication that from very earlyintheelectionseason,it was recognised that WIN hadnoinstitutionasanewly formed party and so they werenotabletoimmediately identifyitssupportbase.
Toremedythis,theparty created a data collection form which volunteers from Ituni to Rivers View used to gather data. It is through these forms that the party was able determine the support areas and the areas where work needed to be done.
“So, for instance, in the Berbice River, what we recognizedveryearlyinthat datacollectionisanumberof villages, or nearly all the villages, were displaced from where they normally vote. Apparently, GECOM boundaries were shifting, or they only employed the original.
