U.S. Supreme Court strikes down Trump’s global tariffs
(Reuters) - The U S Supreme Court struck down Donald Trump’s sweeping tariffs that he pursued under a law meant for use in national emergencies, handing a stinging defeat to theRepublicanpresidentina landmark opinion on Friday with major implications for theglobaleconomy
The justices, in a 6-3
ruling authored by conservative Chief Justice JohnRoberts, upheldalower court’sdecisionthatTrump’s use of this 1977 law exceeded his authority The justices ruled that the law at issue - the International Emergency Economic Powers Act, or IEEPA - did not grant Trump the power heclaimedtoimposetariffs.
“Our task today is to decide only whether the power to “regulate ... importation,” as granted to the president in IEEPA, embraces the power to impose tariffs. It does not,” Roberts wrote in the ruling, quotingthestatute’stextthat Trump claimed had justified hissweepingtariffs.
Trump has leveraged tariffs - taxes on imported goods - as a key economic andforeignpolicytool. They havebeencentraltoaglobal trade war that Trump initiated after he began his second term as president, onethathasalienatedtrading partners, affected financial markets and caused global economicuncertainty
Roberts, citing a prior SupremeCourtruling, wrote that “the president must ‘pointto clearcongressional authorization’ to justify his extraordinary assertion of thepowertoimposetariffs,” adding:“Hecannot.”
Democrats and various industry groups hailed the ruling Many business groups expressed concern that the decision will lead to months of additional uncertainty as the administration pursues new tariffs through other legal authorities. The ruling did not address the issue of the governmentrefundingtariffs thatwerestruckdown.
The ruling sent U S stock indexes, long buffeted
by Trump’s unpredictable moves on tariffs, up by the mostinmorethantwoweeks and weakened the dollar. Treasury yields edged higher.
A ‘DISGRACE’
Trump was addressing a gathering of state governors at theWhite House when he was handed a note from an
aide informing him of the Supreme Court decision, according to two sources familiar with the event. Trump appeared visibly frustrated and told the audience that the ruling was a “disgrace” and that he had to do something about the courts, the sources said, speaking on condition of anonymity
AtaneventinGeorgiaon Thursday on the eve of the ruling,Trumpsaid,“Without tariffs everybodywouldbe bankrupt. Everybody The whole country would be bankrupt And the language is clear that I have therighttodoitaspresident. I have the right to put tariffs on for national security purposes.”
TheWhiteHousehadno immediate comment on the ruling.
JusticeBrettKavanaugh, writing a dissent joined by fellow conservatives Clarence Thomas and SamuelAlito, wrote that the ruling did not necessarily foreclose Trump “from imposing most if not all of these same sorts of tariffs under other statutory authorities,”addingthat“the court’s decision is not likely to greatly restrict presidential tariff authority goingforward.”
Part of the Supreme Court’s majority also declared that such an interpretation would intrude on the powers of Congress and violate a legal principle calledthe “majorquestions” doctrine.
The conservative doctrine requires actions by the government’s executive branch of “vast economic andpoliticalsignificance”to be clearly authorized by Congress.Thecourtusedthe
doctrine to stymie some of
President Joe Biden’s key executiveactions.
Roberts said that e n d o r
administration’s views
authorityovertariffpolicy
“It would replace the longstanding executivelegislative collaboration over trade policy with unchecked presidential policymaking,” Roberts wrote.
It was “telling” that “no President has invoked the statutetoimposeanytariffslet alone tariffs of this magnitude and scope,” Robertsadded.
The Supreme Court reached its conclusion in a legal challenge by businesses affected by the tariffs and 12 U.S. states, most of them Democraticgoverned, against Trump’s unprecedented use of this law to unilaterally impose theimporttaxes.
Joining Roberts in the majority were conservative Justices Neil Gorsuch and Amy Coney Barrett, both of whom Trump appointed duringhisfirstterminoffice, along with the three liberal justices, Sonia Sotomayor, Elena Kagan and Ketanji BrownJackson.
The liberal justices did not join the part of the opinion invoking the major questionsdoctrine.
The Supreme Court, whichhasa6-3conservative majority, previously had backed Trump in a series of other decisions issued on an emergency basis since he returnedtothepresidencyin January 2025 after his policies were impeded by lowercourts.
Trump’s tariffs were forecast to generate over the next decade trillions of dollars in revenue for the United States, which possessestheworld’slargest economy Trump’s administration has not provided tariffs collection data since December 14. But PennWharton Budget Model economists estimated on Friday that the amount collected in Trump’s tariffs based on IEEPA stood at morethan$175billion.
“The Court says nothing today about whether, and if so how, the Government shouldgoaboutreturningthe billions of dollars that it has collected from importers,” Kavanaugh, who also was appointed by Trump during his first term as president, said in his dissent. “But that process is likely to be a ‘ m e s s , ’ a s w a s acknowledged at oral argument.”
A spokesperson for U.S. Customs and Border Protection declined immediate comment on the Supreme Court ruling or on next steps It was not immediately clear when IEEPA tariffs assessments and collections at ports of entrywouldhalt, orhowany refundprocessmightwork.
POWERS OF CONGRESS
The U S Constitution grants Congress, not the president, the authority to issue taxes and tariffs. But Trump instead turned to a statutory authority by invoking IEEPA to impose the tariffs on nearly every U.S. trading partner without the approval of Congress. Trump has imposed some additionaltariffsunderother lawsthatarenotatissuein

The NDC pickup gimmick: Amonument to fiscal irresponsibility and technical ignorance
DEAREDITOR,
Sometimes one must admire the government’s creativity in finding new ways to waste money Just when you think they’ve run outofnovelgimmicks, along c o m e s t h e g

orty “firefighting pickups” for forty NDCs.Amasterstroke of absurdity! It is as if someone walked into a showroom, saw a pickup, anddeclared,“Bygolly, this shall be our new fire engine!”
Let’s set aside the politicaltheatricsandlookat the mechanics. A pickup truckisnotafireengine.Itis a glorified garden hose on wheels Its tank holds roughly 300 gallons—about enough to rinse a driveway or put out a stubborn barbecue A proper firefighting hose would empty that tank in under three minutes. And in most
NDCs, where the nearest functioning hydrant is a mythwhisperedbyoldmen, the fourth minute will be filled with nothing but smoke, ash, and taxpayer regret.
Yet, the government’s “bright sparks” think this is progress.Theyproclaimthat NDCs will now be “empowered”totacklefires. Empowered how, exactly? Thesamelocalofficialswho can’t organize a garbage pickuporfixacloggeddrain are now to be our fearless firefighters.
Firefighting is a profession, not a weekend hobby It demands training, coordination, and an understanding of how fire behaves.Thisplanassumesa burning building will politelywaitwhiletheNDC clerksearchesforthekeys.
But this is classic governance by optics—buy somethingshiny, slapadecal
on it, and call it development. It’s the same mentality that gave us boats for flooded roads, tractors for potholes, and “smart classrooms” with no electricity Everything is an announcement; nothing is a solution. These pickups are simply the latest props in Guyana’s longest-running political comedy—the one wherefailureisdressedupas foresight and the audience keepspayingforthetickets.
Here’s the brutal truth: thereisnofirestrategyhere, onlyfiscaltheatre.
The millions spent on these vehicles could have trained professional firefighters, installedneeded hydrants, or built a modern responsenetwork.
But that would require actual planning, and

When the inevitable happens when these “firefighting pickups” roll up, tanks empty and sirens silent—the government will once again express “concern,” commission another study, and buy another batch of useless equipment.
And so, the show goes on:theRepublicofIllusions, directed by the masters of mediocrity
If this is what counts as national progress, then perhaps the next budget should include buckets—at leasttheyrequirenofuel,no training, and no pretense. Thetaxpayersdeservebetter thanagovernmentthatkeeps discovering new, creative waystoproveithasn’taclue.

Mainstream media in colonial British Guiana birthed an intriguing yet interestinghistory Aperusal of the archival records of The Argosy, Chronicle and Guiana Graphic, the discontinuation of the daily Argosy to just a Sunday edition, and from the Daily Argosy to the Evening Post will show that every one of these newspapers had a profoundeditorialbias.
Any suggestion that S/N is hostile to the PPP/C administration should be followed by a visit to the Walter Rodney National Archives where ample evidence is available about theroleofthosenewspapers in the 1960’s. There is one that will find the real meaning of unbalanced reportingandrealhostility
Inthepost-independence period, newspapers came under intense pressure from the Burnham administration who bought The Evening Post and promptly shut it down. The Sunday Argosy transitionedtotheChronicle becoming along with The Graphic, themouthpiecesof government.
Following their acquisition by government, the Chronicle and Graphic
merged resulting in the creation of what we know today as the Guyana Chronicle. Thus, it came to pass that by 1974, Burnham was in full control of the printmedia, saveandexcept the Mirror newspaper, The Catholic Standard and the WPA’s‘Dayclean.’

Johnson’s office said it received a request from the family to have Jackson’s remains lie in honor at the Capitol, but the request was denied, because of the precedent that the space is typicallyreservedforformer presidents, the military and selectofficials.

ObamaonObamaand,well,politics
Former US President Barack Obama broke his silence. He shared some choice words. Choice, not colourful Though not colourful in the regular sense, they rang with a colour that transcended the shivering that politics induces nowadays. He was addressing a motion picture called Ape State, Ape Hate, Ape Gate. Mr Obama still has it, is a scriptwriter par excellence.
No, he didn’t employ ‘toxic’ or as I like ‘radioactive.’ Simpler words that were less combustible, but no less corrosive. “Shame” and “decorum” are now lost in politics. There is America andtotheheights, theWhite House. Thereishowpolitics hasdevastatedGuyana, upto the elevation of parliament. It is a low elevation; below sewer level now Says much. Stinksmore. MPsin Guyana’s parliament are suretoknowthemeaningof shame, butthereisdoubtthat they care not to have anything to do with what is shameful. Whenthewomen in Guyana’s highest house cannot raise a hand and say: Stop. Enough. No more. Then what do they know about shame, how to distancefromit? Somemay
not incorrectly take offence atmesinglingoutGuyanese women MPs, but there should be none who know more of what decorum means than they Not here! notinthishouse, damnit! If that is the standard for their own sons and daughters in their own house, then how about the same in the people’s house? Surely, their dignity count, and respect for them matter. Many of the men who went to this school of higher learning and that other university that teaches decency, and came out with distinction, thatdistinctionis now lost. It was another
word that brother Obama use.
Feel his pain. It’s the 21st century, this era of Enlightenment, and for him stilltobecalledanape, hasto hurt. If he, what about his better half, how much more pain?
To reach the top in America, and to be pushed right back to the jungles of Africa(whereelse?)mustbe of anguish beyond my vocabulary, of regret above many a tragedy. “Shame” and“decorum”arenowlost. Those are not taught. Instinctive they are, with littlenudgesandglaresfrom mommaandpoppa, andthat villageoflongagothatspent so many long patient, thanklesshourstoguideand helpgrowacertainway
Lack of shame and lack of personal decorum are overtaken by the love of the crass and titillating, the suggestive and the believed seductive. There’s a ready

High Court dismisses CANU officer’s challenge to termination
…Justice Singh rules matter is private law dispute
The High Court on Friday dismissed a judicial review application filed by former CustomsAnti-Narcotic Unit (CANU) intelligence officer
StephonJohn, rulingthatthe termination of his contract amounted to a private law employmentdispute.
The ruling was handed down by Chief Justice (Ag) Navindra Singh. The court
found that John’s employment did not attract publiclawremediesandwas therefore not amenable to judicialreview
According to a release fromtheAttorneyGeneral’s Chambers, John entered into a fixed-term contract with the Government of Guyana in 2023 to serve at CANU
His contract was later r e c o m m e n d e d f o r termination with cause by CANU’s acting head and wassubsequentlyterminated by the permanent secretary
of the Ministry of Home Affairs on behalf of the government.
Through his attorney, Darren Wade, John argued
constituted a public office and that the nature of his duties engaged public law considerations, thereby making the decision subject tojudicialreview
However, the State c
relationship between the parties was governed by contract and therefore at its highestgaverisetoaprivate lawemploymentdispute.
It was argued that the decision to terminate the contract did not involve the exercise of statutory or constitutional power and was not subject to judicial review
Justice Singh upheld the State’s submissions and dismissedtheapplication.
Thecourtheldthatwhere a private individual is
government under contract, the relationship is generally contractual rather than groundedinpubliclaw
It further outlined that public law remedies would o
appointment was made under the constitution, made by the Public Service Commission, or governed by statute prescribing a mandatory procedure for termination.
Justice Singh concluded that John’s employment did
not fall within these categories and that the dispute was therefore not amenabletojudicialreview

Repeal U.S. oil embargo on Cuba

Fmr Caribbean leaders
…call on Int’l community to provide urgent humanitarian aid to avert crisis
Former Caribbean Heads of State and Government have issued a public appeal calling for urgent action to prevent what they describe as a “deepening humanitariancrisis”inCuba.
In a statement attributed to formerGuyanesePresidentDonald Ramotar and former prime ministers Keith Rowley, Kenny Anthony, Bruce Golding, Edison James, Tillman Thomas, P. J. Patterson and Freundel Stuart, the leaderssaidtheyare“perturbed”by thesituationunfoldinginCuba.
TheypointedtotheJanuary29, 2026ExecutiveOrderissuedbythe United States against any nation providing oil to Cuba without the imposition of punitive, discriminatory tariffs, arguing that itamountstoeconomicwarfareand inflicts“unconscionablesuffering” ontheCubanpeople.
CNN recently reported that Cubamaybeexperiencingthemost profound moment of economic uncertainty that the island’s residents have endured in decades if not over their entire lives Through military action in Venezuela and threats of tariffs on Mexico, the Trump administration hasshutofftheflowofoiltoCuba,
attempting to strong-arm the communist-run island into making significant political and economic reforms.Asthecrisisdragson, life is slowly grinding to a halt across this island of nearly 10 million people, themediaentitysaid.
“The consequences of this horrific fuel blockade are catastrophic and constitute cruel punishment of the 11 million civilians by the strangulation of Cuba’s vital requirements for energy, food, medication, education and basic livelihood,” theformerleadersnoted.
They noted that the universal principle of dialogue to resolve conflicts and disputes must not be abandoned in favour of what they described as political vendettas wagedbypowerfulnationsagainst smaller states through economic measures. They recalled that on December 8, 1972, the prime ministers of Barbados, Guyana, Jamaica and Trinidad and Tobago established diplomatic relations with Cuba, asserting their sovereign right to end the hemispheric economic isolation of aneighbouringCaribbeanstate.

solidarity with the region through medical brigades, scholarships, sports cooperation and disaster relief, offering assistance during times of need without requesting reciprocalsupport.
“We,duringourtenureoverthe last 33 years, have been inspired and imbued by the courage and foresightofourpredecessorsatthe helm to consistently sponsor and support the Resolutions at UN General Assembly for the termination of the illegal financial and economic embargo by the US against Cuba That abhorrent embargo was condemned by an overwhelmingmajorityofMember States, including 4 permanent membersoftheSecurityCouncil,” theformerleadersstated.
They further noted that the
global community cannot remain silentwhilea“fatalperniciousfuel torniquet” stifles the Cuban economy and suffocates human livesthere.
“Weadvocatetheimperativeof repealing immediately any decree thatwillresultinanunprecedented humanitarian crisis in Cuba and undermine the tenets of international law,” the former leadersstated.
Additionally, the statement emphasised that the foundation of the Caribbean Community (CARICOM) rests on the right of each sovereign state to promote regional solidarity and advance comprehensive cooperation. The leaders expressed confidence that Caribbean citizens would support any decision by regional
governments to provide tangible material assistance to Cuba during thisperiod.
It was stated, “We will never accept the doctrine that might makes right. Economic warfare waged on differences of ideology and political systems is no less odious in our single universe than military invasion anywhere for territorialaggrandizement.”
Endorsing findings by UN human rights experts that the Executive Order violates international law, the former leaders urged the United States Government to rescind what they describedas“inhumaneweaponof mass destruction,” and called on the international community to provideCubawithurgentlyneeded humanitarianassistance.

Trump described the tariffs as vital for U.S. economic security, predicting that the country would be defenseless and ruined without them. Trump in November told reporters that without his tariffs “the rest of the world would laugh at us because they’ve used tariffs against us for years and took
advantage of us.” Trump said the United States was abused by other countries including China, the second-largesteconomy

“Canada should prepare for new, bluntermechanismstobeused to reassert trade pressure, potentially with broader and more disruptive effects,” Laing said in a statement.
After the Supreme Court heard argumentsinthecaseinNovember, Trump said he would consider alternatives if it ruled against him on tariffs, telling reporters that “we’llhavetodevelopa‘gametwo’ plan.”
Treasury Secretary Scott Bessent and other administration officials said the United States would invoke other legal justifications to retain as many of Trump’stariffsaspossible.Among others, these include a statutory provision that permits tariffs on imported goods that threaten U.S. national security and another that allowsretaliatoryactionsincluding tariffs against trading partners that the Office of the U S Trade Representative determines have used unfair trade practices against Americanexporters.
None of these alternatives offered the flexibility and bluntforce dynamics that IEEPA provided Trump, and may not be abletoreplicatethefullscopeofhis tariffsinatimelyfashion.
Senate Democratic Leader ChuckSchumercalledthedecision a “victory for the wallets of every American consumer,” adding: Trump’s illegal tariff tax just collapsed. He tried to govern by decree and stuck families with the bill. Enough chaos. End the trade war.”
Democratic Senator Elizabeth Warren said the ruling left many questionsunanswered.
“The Court has struck down thesedestructivetariffs, butthereis nolegalmechanismforconsumers and many small businesses to recoup the money they have already paid Instead, giant corporations with their armies of lawyers and lobbyists can sue for tariff refunds, then just pocket the money for themselves,” Warren said.
INCREASED LEVERAGE
Trump’s ability to impose tariffs instantaneously on any trading partner’s goods under the aegis of some form of declared national emergency raised his leverage over other countries. It brought world leaders scrambling toWashingtontosecuretradedeals
that often included pledges of billionsofdollarsininvestmentsor other offers of enhanced market accessforU.S.companies.
But Trump’s use of tariffs as a cudgel in U.S. foreign policy has succeeded in antagonizing numerous countries, including those long considered among the closestU.S.allies.
IEEPA historically had been used for imposing sanctions on enemiesorfreezingtheirassets, not to imposetariffs.Thelaw does not specifically mention the word tariffs.Trump’sJusticeDepartment had argued that IEEPA allows tariffs by authorizing the president to “regulate” imports to address emergencies.
The Congressional Budget Office has estimated that if all current tariffs stay in place, including the IEEPA-based duties, they would generate about $300 billion annually over the next decade.
On April 2 on a date Trump labeled “Liberation Day,” the presidentannouncedwhathecalled “reciprocal” tariffs on goods imported from most U.S. trading partners, invoking IEEPA to address what he called a national emergency related to U.S. trade deficits, though the United States already had run trade deficits for decades.
