Our population of approximately 130,000 is the largest population of age 60-plus adults served by any of the 13 regional Area Agencies on Aging across Alabama. We work closely with the Alabama Department of Senior Services and receive federal, state, and local government funds, as well as some private grants. Volunteering Provides Purpose, Engagement, New Challenges and Opportunities South Alabama RSVP has office locations in Daphne and Atmore for Local Volunteers RSVP (Retired Senior Volunteer Program) is one of the largest volunteer networks in the nation, with RSVP programs serving the majority of Alabama communities. RSVP taps the skills, talents, and experiences of those ages 55 and over to meet a wide range of local community needs. The program offers opportunities to use skills and talents learned over a lifetime, while developing new ones. Diverse volunteer opportunities provide meaningful and rewarding volunteer experiences and contribute to the quality of life of the volunteer and the community. program is a partnership between the Probate Court of Mobile County and the Area Agency on Aging. Motivated, compassionate volunteers will be appointed by the Mobile County Probate Court to make informed decisions about the health and well-being of individuals who can’t make those decisions for themselves and have no one else willing or able to serve as their guardian. New Changes for Medicare Two significant changes are impacting people on Medicare this Fall, Medicare has begun mailing out new Medicare cards to people in Alabama that will replace their old cards, and Medicare Open Enrollment has be extended to March 31st.
New Medicare Cards are arriving in Alabama mailboxes Medicare is gradually mailing new Medicare cards to everyone on Medicare. The new cards remove social security numbers to help prevent identify theft and fraud, and give each individual a unique number. So open that letter from Medicare and take out your new card and give it to all your medical providers and pharmacies on your next visit. Be aware that Medicare will mail the letter to the address Social Security has on file. With direct deposit, some people may have forgotten to tell Social Security when they move and have a new address. Call right away if you have not updated your address to be sure you get your new Medicare card. And also be aware of anyone who contacts you by phone or email about your Medicare card, as scammers will try to take advantage of this change to get your personal information. If you have questions about the legitimacy of someone contacting you about your Medicare, call the State Health Insurance Program (SHIP) of the Area Agency on Aging at 251-706-4680.
Changes to the Medicare Advantage Open Enrollment Period in 2019 Want to switch to a different Medicare Advantage plan? Starting in 2019, you’ll have a new opportunity to do so. You’ll have more time to enroll or disenroll. The Medicare Advantage Disenrollment Period (January 1 – February 14 every year) will be replaced with a different arrangement. This will be effective starting in 2019, according to the Centers for Medicare & Medicaid Services (CMS). The Medicare Advantage Disenrollment Period lets you
drop your Medicare Advantage plan and return to Original Medicare (Part A and Part B). It also lets you sign up for a stand-alone Medicare Part D Prescription Drug Plan.
New Medicare Open Enrollment In 2019, a new Medicare Advantage Open Enrollment Period will run from January 1 – March 31 every year. If you’re enrolled in a Medicare Advantage plan, you’ll have a one-time opportunity to: • Switch to a different Medicare Advantage plan • Drop your Medicare Advantage plan and return to Original Medicare, Part A and Part B • Sign up for a stand-alone Medicare Part D Prescription Drug Plan (if you return to Original Medicare). Most Medicare Advantage plans include prescription drug coverage already. Usually you can’t enroll in a stand-alone Medicare Prescription Drug plan if you already have a Medicare Advantage plan, but there are some situations where you can. Call your Medicare Advantage plan if you have questions. • Drop your stand-alone Medicare Part D Prescription Drug Plan
Why switch Medicare Plans? Medicare Advantage plans have certain benefits you can always count on. That is, they deliver your Medicare Part A and Part B benefits (except hospice care, which Part A covers). Many of them also include coverage beyond Original Medicare (Part A and Part B). For example, most plans include prescription drug coverage, and some include routine vision services or other benefits. But these extra benefits (beyond Part A and Part B) can change year to year. For example, suppose you take certain medications and you have a Medicare Advantage Prescription Drug plan. Your plan might cover your prescriptions. But sometimes a plan changes its formulary (list of covered medications).

Medicare Open Enrollment is October 15, 2018 to March 31, 2019. Come to our Medicare Mall at the October 3 Senior Expo at The Grounds in Mobile or the October 10 Senior Expo at the Baldwin County Coliseum in Robertsdale from 9:30 to 12:30 to talk to the Medicare plans about the coverage they will be offering in 2019 or to talk with our State Health Insurance Program.
Every fall, your plan will send you an Annual Notice of Change. Pay attention to this, because it lists any changes to your benefits or plan rules. A plan formulary may change at any time. You will receive notice from your plan when necessary.
Part D Open Enrollment, When to enroll in stand-alone Prescription Drug Plan Most (but not all) Medicare Advantage plans include prescription drug coverage. But Original Medicare (Part A and Part B) doesn’t include this benefit. Instead, Original Medicare may cover certain prescription drugs in specific situations, like if you’re in a hospital or clinic. So, if you drop your Medicare Advantage plan to return to Original Medicare, you might want to enroll in a stand-alone Medicare Prescription Drug Plan. The new Medicare Advantage open enrollment period described above lets you do this. Benefits, premiums and/or co-payments/co-insurance may change on January 1 of each year.

The SHIP program is officially designated by the Alabama Department of Senior Services and the U.S. Administration on Community Living to provide free,
unbiased Medicare counseling. Open enrollment Medicare counseling is available at our offices at the GM&O building at 110 Beauregard Street off Water Street in Mobile and at the Baldwin County Council on Aging in Robertsdale by appointment. Concerned about Medicare Fraud? SMP is here to help. The Alabama Senior Medicare Patrol Program or SMP, is a partnership between the Area Agencies on Aging in Alabama and the Alabama Department of Senior Services. Senior Medicare Patrol is a preventive educational program whose goal is to reduce Medicare error, fraud and abuse through statewide coordinated efforts of educational and promotional activities and to encourage reporting of discrepancies by Medicare beneficiaries and caregivers to the Senior Medicare Patrol Coordinator located at the Area Agencies on Aging’s SHIP program at 251-706-4617 or jroberson@ sarpc.org. Our SMP’s work with Medicare beneficiaries and caregivers to educate them about Medicare benefits and Medicare statements related to these benefits. With an understanding of Medicare Summary Notices, Medicare Part D Prescription Drug Plan (PDP) Explanations of Benefits (EOB) and other related health care statements, a person can identify, resolve and/or report possible billing errors, fraud, abuse and waste
to the Area Agency on Aging’s SHIP program (State Health Insurance Program. SMPs play a unique role in the fight against Medicare errors, fraud, and abuse. SMP volunteers and staff serve as “eyes and ears” in their communities, educating beneficiaries to be the first line of defense. Medicare is complicated. What may seem like an error to the beneficiary may simply be the result of a misunderstanding about benefits. It may also be abuse, which involves billing Medicare for services that are not covered or are not correctly coded. The provider has not knowingly and intentionally misrepresented the facts to obtain payment. Medicare fraud assumes criminal intent. The Centers for Medicare and Medicaid Services (CMS) defines fraud as “the intentional deception or misrepresentation that the individual knows to be false or does not believe to be true,” and that is made “knowing that the deception could result in some unauthorized benefit to himself or herself or some other
person. Some common examples of suspected Medicare fraud or abuse are: • Billing for services or supplies that were not provided • Providing unsolicited supplies to beneficiaries • Misrepresenting a diagnosis, a beneficiary’s identity, the service provided, or other facts to justify payment • Prescribing or providing excessive or unnecessary tests and services • Violating the participating provider agreement with Medicare by refusing to bill Medicare for covered services or items and billing the beneficiary instead • Offering or receiving a kickback (bribe) in exchange for a beneficiary’s Medicare number • Requesting Medicare numbers at an educational presentation or in an unsolicited phone call • Routinely waiving co-insurance or deductibles • Waivers are only allowed on a case-by-case basis where there is financial hardship, not as an incentive to attract business

SenioRx Partners with Ozanam Charitable Pharmacy to Provide Free Prescription Assistance SenioRx is a prescription assistance program of the Area Agency on Aging that helps persons of any age with chronic health conditions obtain free or low cost prescription medications who have no or inadequate health insurance coverage, or find themselves in the Medicare Part D prescription coverage gap. Area Agency on Aging staff, and their partners at the Baldwin and Escambia County Councils on Aging, help people apply to national pharmaceutical companies for free prescription medications. When more immediate help with prescriptions is needed, or for medications not available through these patient assistance programs,
the Ozanam Charitable Pharmacy can often help. The Charitable Pharmacy provides some generic prescription medications and donated name brand medications for lower income adults. A detailed description of their program can be found at www.ozanampharmacy.org.

Taking charge of your health No one wants to have a chronic long term condition. Unfortunately, most of us will experience two or more of these conditions during our lives. Another major concern for older adults are falls. While falls are a leading cause of injury and death among adults age 65 and older, falling is not a normal part of aging and most falls are preventable. The Area Agency on Aging is offering free classes to help individuals take charge of their health, stay healthier and remain independent. Living Well Alabama is a program for chronic disease self–management and classes are designed to help those with ongoing health conditions live healthier lives. Long-term conditions may cause fatigue, a loss of physical strength and endurance and require new strategies to delay disability, improve function and help people manage their own health on a day to

Local Councils on Aging provide convenient locations for County Residents With the Area Agency on Aging located in downtown Mobile, the South Alabama Regional Planning Commission has partnered with our neighboring counties to provide local walk-in access for the citizens in Baldwin and Escambia Counties. The Baldwin Council on Aging, a department of the Baldwin County Commission, serves as a local resource for information and assistance for seniors. The Council on Aging provides guidance navigating the issues seniors face. A few of the services offered are: personalized case management, insurance counseling, prescription assistance, benefit screening, durable medical assistance, legal assistance, tax information, consignment gift shop, ceramic classes, nutrition sites and assist those approaching retirement.

Alabama Act to Protect Older Adults from Financial Exploitation This relevantly new law was passed in Alabama on August 1, 2017, and gives law enforcement an additional tool to assist victims and prevent further incidents of abuse. The relief for victims of elder abuse can come too late. In the case of physical abuse, the injury has been inflicted and the abuser may return. In financial exploitation cases, the money has and continues to be spent with impunity. The Elder Abuse Protection Order and Enforcement Act (Act) provides an early intervention, a civil court order, to stop the abuse and continued financial exploitation. This Act is modeled closely on
Alabama’s domestic violence Protection From Abuse Act. Victims of elder abuse will have protections similar to those available to victims of domestic violence. A victim of elder abuse or financial exploitation can petition for their own relief, or a legal fiduciary (trustee) can petition on their behalf. Procedurally, courts and attorneys will be familiar with the processes. And, the Act requires the development of a standardized petition and court order to enhance efficiency. This creates an expedient method by which elder abuse victims can obtain a protection order against their abuser/exploiter.
The bill contains three components. First, it creates a civil Elder Abuse Protection Order which contains the requirements for a petition, procedure for filing, and available court-ordered relief. Second, it creates an enforcement statute allowing for criminal prosecution of a violation of the court order. Third, it amends the warrantless arrest statute (Ala. Code § 15-10-3) to allow for warrantless arrests in circumstances currently allowed for domestic violence protection orders. This act is a compliment to the already strong laws we have to prosecute those who commit elder abuse.
In 2013, Alabama passed the Protecting Alabama’s Elders Act. That criminal law gave law enforcement and prosecutors additional avenues to prosecute elder abuse, neglect, and financial exploitation — serving to punish offenders and deter future crimes. This law will provide an expedient civil remedy to victims of elder abuse — serving to prevent further abuse and financial exploitation. South Alabama Regional Planning Commission Joins National Campaign to End Senior Hunger Grant supports local effort to connect older adults with SNAP When it comes to eating a healthy diet, millions of Americans 65 and over face a double whammy: a fixed income, and rising food costs. Alabama is among the leading states in senior hunger given the number of older adults with low incomes who are struggling with medical, housing and food costs. Nationally, adults aged 65+ have an average annual income of $46,627, and they spend more than $5,500 — or nearly 12% — on food. Additionally, this year those who rely on Social Security received just a 0.3% increase in their Cost of Living Adjustment. Their friends just 10 years younger have a greater income (averaging $75,262 annually), and they spend less (9.3%) on groceries. The South Alabama Regional Planning Commission’s Area Agency on Aging was recently awarded a grant to support a National Council on Aging (NCOA) nationwide effort to help older adults struggling to buy groceries apply for the Supplemental Nutrition Assistance Program (SNAP) to supplement their food budget. The U.S. Department of Agriculture
estimates that just 2 out of every 5 seniors who are eligible for SNAP are enrolled in the program. This means that millions of low-income older adults are missing out on this vital program, which nationally provides an average monthly benefit of $110 to help participants buy healthy food. Alabama seniors leave an estimated $850 annually on the table when they do not apply for benefits. The South Alabama Regional Planning Commission is one of more than 30 community organizations across the country that is stepping up its efforts to assist seniors in applying for SNAP. The organizations will use NCOA’s free online BenefitsCheckUp® tool (www.BenefitsCheckUp.org) to screen older adults with limited income for SNAP eligibility. Since 2014, the initiative has screened almost 400,000 people for SNAP eligibility, and helped nearly 70,000 seniors apply for SNAP. “We’re excited to be part of this proven effort that has the potential to help low-income older adults in South Alabama improve their health and financial security,” said Julie McGee,

Alabama has made a special effort to help older adults age 60+ have healthy diets through improvements in its SNAP food assistance program that provides money to buy groceries. For seniors who are retired or unemployed with no earned income, there is no office visit necessary, benefits under the Elderly Simplified Application Program are awarded for three years unless maximum income is exceeded, no assets are counted, income is self-declared, and a standard medical deduction is available to increase benefits. It is estimated that over 70% of seniors who qualify never apply, leaving an average of $850 in benefits on the table. Long-Term Care Ombudsman
Senior Employment The Senior Community Service Employment Program, also called the Senior Aides program, is a community service and work-based training program for older workers that provides useful community services and fosters individual economic self-sufficiency through training and placement into unsubsidized jobs. While in the program, participants are paid minimum wage for up to 20 hours a week. The Area Agency on Aging provides the local Ombudsmen for Mobile, Baldwin and Escambia counties. The Ombudsmen are advocates for residents in long-term care facilities — Nursing Homes and Assisted Living Facilities. They work with all parties to protect the health, safety, welfare, and rights of Alabama’s long-term care residents. Anyone can use the Ombudsman, including residents, their friends and family, or employees of long-term care facilities.
An Ombudsman’s role is to: • Provide information to the public including how to choice a facility, and residents’ rights in long term care facilities. Staff are available to
make presentations. • Educate residents, family members, and facility staff, and assist with resident and family councils. •V isit each facility to evaluate conditions and help ensure residents receive quality care to which they are entitled. • Investigate and resolve complaints on behalf of residents. •A ct as a mediator between residents, family members and staff. senior adults in recreational activity and fitness. Any resident of the state of Alabama age 50 and older is eligible to participate in the games. The winners for the local events may compete in statewide competitions. This year’s games were held over the summer in Mobile, Chickasaw, Robertsdale and Orange Beach and included basketball free throw, billiards, Frisbee throw, Nerfball throw, softball throw, horseshoes, shuffleboard, table tennis, checkers, dominos, doubles dominoes and bowling. Opportunities to compete at the state level in swimming, golf and 3-on-3 basketball are also available. Local champions can compete statewide in Valley, Alabama October 15-18 and a chartered bus will be available. South Alabama senior athletes bring back many state medals annually. 2018 Senior Citizens Hall of Fame recognizes local citizens The 36th Awards Ceremony for the Alabama Senior Citizens Hall of Fame was held August 5, 2018 in Montgomery. Representative Victor Gaston of Alabama House District 101 in Mobile and Mrs. Charlotte Boyle of Atmore were inducted as Permanent Members of the Hall of Fame. Also honored was Andrew B. Schottgen of Fairhope who received a Legislative Special Award. The Alabama Senior Citizens Hall of Fame has honored and recognized Alabamians age 60 and older for their
outstanding contributions to the lives of older members in their local communities annually since 1983. Award categories include Permanent member, Posthumous award, Lifetime Achievement, Special Awards, those Married 65 years or more, and persons 100 years of age or more. Dementia Friendly Alabama comes to South Alabama Project manager Beth Reinert, is leading the way for the Mobile area to become dementia friendly. Available through funding provided by Dementia Friendly Alabama and in partnership with the Area Agency on Aging and Dementia Friendly America, dementia friendly principles are being offered to the faith communities in South Alabama. Ultimately, the goal is to create a culture where those living with dementia and their care partners feel respected, supported and included in everyday community life. Every part of the community has a role to play.
Ms. Reinert says, “Caregivers and people with dementia tend to become isolated in their homes, withdraw from their usual activities due to the disease progression and the stigma associated with dementia, and embarrassment due to the lack of understanding from the general public, previous social interactions, friends, and family.” She understands this first hand as she
cared for several family members who had Alzheimer’s disease. According to Dementia Friendly America, “Dementia friendly faith communities can provide an important spiritual respite. As welcoming, compassionate environments, they offer families with dementia opportunities for meaningful engagement and spiritual connection. Through dementia friendly practices, entire faith communities can embrace and uplift people with dementia and their care partners.” (Reproduced from ACT on Alzheimer’s® developed tools and resources).
Ms. Reinert is targeting the faith communities but hopes to move into other sectors in the future. Anyone interested in having her visit a faith community to prepare the staff to recognize the signs of dementia, learn to use dementia friendly communication skills, become sensitive to caregiver stress and provide support is encouraged to contact her. Important Information for Persons receiving Medicaid Waiver Home and Community Based Services or Medicaid in a Nursing Home The Alabama Medicaid Agency has informed certain persons on Medicaid that, pending federal approval, Medicaid will offer extra help to certain recipients starting on October 1, 2018. This extra help is called case management. It will be provided by Alabama Select Network, a company chosen by Medicaid. This extra help is for Medicaid recipients who: • live in a nursing facility; or • who are on Medicaid’s Elderly and Disabled (E&D) waiver or the Alabama Community Transition (ACT) waiver. Your Medicaid benefits will not change. This extra help will go along with the Medicaid services you have now. You can get extra help to: • learn about your long-term care
