In the world of residential development, most guidance between agent and developer focuses on the run up to sale completions, whether this is either providing estimated first-year budgets, or offering advice on TP1 covenants. But once the final homes are sold and the development is fully occupied, another equally important phase begins; the often-lengthy period before roads and drainage are adopted.
Residents commonly ask for timescales of when the homeowners will be taking on the responsibility of the management company, of which we usually answer, ‘How long is a piece of string!’ Adoption of roads relies on a series of technical sign-offs between the developers, local authorities, highway departments, and sometimes third-party utilities and this often delays the handover from taking place.
Although to residents it can feel that developers are withholding information or keeping control of the management company for an extended period, the reality is far more complex. It is at this stage where the involvement of the managing agent is crucial.
