MANUFACTURING INDUSTRY FURNITURE MANUFACTURERS CLAIM INDUSTRY TO GROW 22% IN 2021 Furniture industry suppliers expect to close the year 2021 with 22% growth compared to 2020 and become one of the winning sectors of the pandemic by attracting new buyers from the United States and Canada, after the trade blockade led by the former country with China, said the president of the Mexican Association of Suppliers of the Wood and Furniture Industry (AMPIMM), Alberto Vazquez. He stated that 2022 will remain positive for the furniture industry’s productive chain after the domestic market increased the demand for wood furniture and similar products due to the home office, derived from the pandemic, whose inertia continues. After announcing the 2022 edition of MEM Industrial, the president of the sector’s suppliers informed that in the last few days, he made visits with business people from the United States and Canada to attract business in Mexico, and they will come to see the facilities. “Next year, we see it very positive. The following year will be better due to the fact that the relations of the United States with China and other Asian nations that are furniture suppliers have conflicts and continue to benefit Mexican suppliers, who are making contacts to supply furniture to the US and Canada” he said. As economies have reopened and recovered in several countries worldwide, the demand for furniture products and supplies has grown. Many factories have reached their production limits and cannot meet all that demand. The problem, he added, were the prices of the containers that rose to 15,000 dollars, a very large figure compared to 2,000 or 2,200 dollars per

container that cost before the COVID-19 pandemic, so that the inputs from Asia, now are beginning to be supplied from Mexico, and in other cases have become more expensive. However, it is attractive for North American business people to do business in Mexico and be supplied with furniture and wood supplies. “Some (businessmen) have already signed deals to supply furniture, and others are waiting to achieve something (next year).” “In Mexico, we are interested in providing the quality of the products, and the partners we have are international companies,” said Alberto Vazquez, saying that they have high-quality products that help companies to export to the US. The director of MEM Industrial, Azul Ogazon, mentioned that the entire value chain of the wood and furniture processing industry will be supported under six categories: forestry technology; machinery and industry 4.0; suppliers; upholstery since the domestic market has been growing and there is a great potential to export, which is the most important thing.

MANUFACTURING INDUSTRY U.S. AUTO SUBSIDIES WOULD DE FACTO REPEAL THE USMCA: CANADA The automotive subsidies being considered for approval by the U.S. Congress are equivalent to a 34% tariff on related imports from Canada and, if approved, would imply “a de facto repeal” of the Mexico-USCanada Agreement (USMCA), warned the Canadian government. Consequently, it anticipated that if the subsidies presented in the initiative were put into effect, they would be countered with retaliatory trade tariffs on U.S. products, impacting other areas unrelated to the automotive industry, such as the dairy sector and copyrights. “We are deeply concerned that certain provisions of the electric vehicle tax credits proposed in the Build Back Better Act would violate U.S. obligations under USMCA,” they said. The subsidy ranges from $7,500 to $12,500 and would be higher if conditions are met for assembly in that country, with a certain percentage of U.S. components and unionized labor. “The proposal amounts to a 34% tariff on electric vehicles assembled in Canada. The proposal is a significant threat to the Canadian auto industry and is a de facto derogation of the USMCA,” asserted Freeland and Ng.

Potential violations of the USMCA if U.S. subsidies pass-through • In the area of national treatment, the USMCA provides that each Party shall accord to investors of another Party treatment no less favorable than that it accords, in like circumstances, to its own investors with respect to the establishment, acquisition, expansion, management, conduct, operation and sale or other disposition of investments in its territory. • Also, in the field of investment, the USMCA provides that each Party shall accord to covered investments treatment in accordance with customary international law, including fair and equitable treatment and full protection and security. • The USMCA requires each Party to maintain domestic competition laws that prohibit anticompetitive business practices to promote competition in order to enhance economic efficiency and consumer welfare and to take appropriate measures with respect to such practices. • Each Party may conduct a countervailing duty investigation according to regulations relating to subsidies involving unfair trade competition.

JALISCO The Government of Jalisco unveiled the new COVID-19 Exposure Notification Tool, created by Google and Apple, which will be used to reinforce prevention measures against the coronavirus in Jalisco. The Strategic General Coordinator of Social Development, Anna Barbara Casillas Garcia, pointed out that the platform is secure, as it does not store any user identity data, nor does it have access to personal information, but works through the exchange of random codes from registered devices, which change within minutes of being generated. “The advantage of having worked in collaboration with Google and Apple is that there is no data living somewhere, just the codes. If a person tests positive and notifies the tool of their diagnosis, it throws an alert to their contacts for the last 14 days, without telling them who it is or the location, as there is no GPS tracking either.” On how the tool works, the General Coordinator of Government Innovation, Mario Arauz Abarca, explained that the platform works through the Bluetooth of the users’ cell phones to detect the proximity and time shared with other registered users.

ECONOMIC GROWTH IN MEXICO INDUSTRIAL PARKS IN THE ISTHMUS OF TEHUANTEPEC: AMLO ANNOUNCES THE FISCAL INCENTIVES TO BE RECEIVED BY COMPANIES. The government will develop 10 industrial parks in the 300 kilometer stretch from Salina Cruz, Oaxaca, to Coatzacoalcos, Veracruz. President Andres Manuel Lopez Obrador stated that eight of the ten industrial parks along the Isthmus of Tehuantepec are ready, which will offer tax benefits to the companies that set up there, such as a reduction in Income Tax (ISR), VAT, and property tax. During Monday’s morning press conference, the President pointed out that each industrial park will have an average surface of 380 hectares and that the land is currently being registered to regularize the land so that these industrial parks can be used for the installation of “assembly and other types of companies.” “The Secretary of the Treasury has already announced the tax incentives for those who set up in these parks. It is a considerable reduction of the Income Tax (ISR), just as we are doing in the northern and southern borders. It also includes a reduction of VAT, property tax, and other types of support. They are going to have gas and electricity,” said the President.

At the beginning of the year, Lopez Obrador’s government announced the construction of a dozen investment poles around the Isthmus Train project, which covers the stretch from Salina Cruz, Oaxaca, to Coatzacoalcos, Veracruz. The purpose of these industrial parks is to increase the generation of jobs and avoid the mobilization to the northern states and migration, promoting the development of the Mexican southeast. “The purpose is to build a curtain of development throughout the Isthmus so that in these parks, many jobs can be created and work can be offered to those who are forced to migrate. We can provide them with jobs there so that they do not have to go to the United States out of necessity,” he said. Likewise, AMLO recalled that during his visit at the end of November, he reviewed several works in the corridor and noted progress on the railroad, the industrial parks, the Acayucan-La Ventosa highway, and the train ship.

DO WE HAVE THE TOOLS TO FIGHT OMICRON? Vaccines remain the best public health measure to protect people from COVID-19, slow transmission, and reduce the likelihood of new variants emerging. COVID-19 vaccines are highly effective at preventing severe illness, hospitalizations, and death. Scientists are currently investigating Omicron, including how protected fully vaccinated people will be against infection, hospitalization, and death. The government recommends that everyone, five years and older, protects themselves from COVID-19 by getting fully vaccinated. The government recommends that everyone ages 18 years and older should get a booster shot at least two months after their initial J&J/Janssen vaccine or six months after completing their primary COVID-19 vaccination series of Pfizer-BioNTech or Moderna. Masks offer protection against all variants. The government continues to recommend wearing a mask in public indoor settings in areas of substantial or high community transmission, regardless of vaccination status. The government provides advice about masks for people who want to learn more about what type of mask is right for them, depending on their circumstances. Tests can tell you if you are currently infected with COVID-19. Two types of tests are used to test for current infection: nucleic acid amplification tests (NAATs) and antigen tests. NAAT and antigen tests can only tell you if you have a current infection. Individuals can use the COVID-19 Viral Testing Tool to help determine what kind of test to seek. Additional tests would be needed to determine if Omicron caused your infection. Visit your state, local, or territorial health department’s website to look for the latest local information on testing. Self-tests can be used at home or anywhere, are easy to use, and produce rapid results. If your self-test has a positive result, stay home or isolate for 10 days, wear a mask if you have contact with others, and call your healthcare provider. Call your healthcare provider or public health department if you have any questions about your selftest result. Until we know more about the risk of Omicron, it is important to use all tools available to protect yourself and others.

2022 BUDGETS MUST BE (AGAIN!) DOUBLE-CHECKED Most companies in Mexico, by the month of December, used to have their next year’s budget not only prepared but also double-checked and approved. Generally, by the end of the third quarter of the year, the information that the executives in the companies had available was good enough for them to prepare an accurate budget. Today the economic and business environment is extremely changing; what companies had already projected and set as the final version today must be reviewed to make sure it correctly reflects the scenarios they will face next year. One of the main components of all companies’ budgets are the wages and salaries increases. The inflation rate, both in Mexico and the USA, shows percentages that companies haven’t seen in almost two decades. Will 2022 increases fall below the 2021 inflation rate, or will companies be ready to update next year’s budgets.
