LETTER FROM THE CHIEF Throughout 2021, as our nation was forced to continue to find ways to move forward through an unparalleled global pandemic, the Smyrna Fire Department was subject to the same necessity for continued adaptation. With the support of the citizens of Smyrna, our Mayor and City Council, our City Administrator, and other city departments, the Smyrna Fire Department and the Smyrna Emergency Management Agency has offered significant guidance to all city departments throughout COVID-19. We have continued through the year by providing operational guidance to ensure safety in Smyrna facilities, testing for our staff, and finally by providing vaccinations to our staff and our citizens. We have continued to be a regional partner as well, working closely with our Department of Public Health and other local and state partners.

Throughout this unprecedented year, I remain extremely proud that the Smyrna Fire Department continues to be an exemplary organization that prides itself on being progressive, innovative, and forward-thinking. The Smyrna City Council, comprised of an elected Mayor and a seven-member Council, is charged with providing effective municipal government consistent with the needs of the city and its citizens within the approved city budget. As the city’s Chief Executive Officer, the Mayor sees that all laws, ordinances, rules and regulations are properly executed. He is also in charge of general supervision, presides at Council meetings, and has the authority to convene the Council in extra sessions.

The Council adopts ordinances and modifies them as needed, determines city policies, sets standards, approves the budget, and sets the millage rate as well as all fees and fines. It also hires and supervises the City Administrator. Together, the Mayor and Council appoint members of various City boards and commissions. A HISTORY OF EXCELLENCE
The earliest records referring to a “fire brigade” in Smyrna date back to February 27, 1896 when the aforementioned brigade was credited with battling a cotton warehouse fire in downtown Smyrna. Later, records reveal a number of attempts of organizing a volunteer fire department with various degrees of success.

In 1953, the city purchased it’s very first “new” fire truck in anticipation of providing a “regular” or paid fire department.

The City of Smyrna Fire Department opened its doors as a career/volunteer department on May 4th of 1954. The new department responded to its first call on May 5 and held an open house on May 15 to show off the new combination Fire/ Police station.

The department would continue operating as a combination department until August of 1973 when the cadre of volunteers responded to their last call and the department transformed into a fully paid organization.
1973
Rescue operations would continue to be performed by the local Civil Defense until it was finally disbanded on May 9th, 1987. Rescue operations and emergency medical response duties were then assumed by the fire department.
1987
Today, the department has grown to five stations which house a total of three engines, two truck companies, two rescue units, and one battalion chief vehicle. To date, the Smyrna Fire Department responds to over 7,000 calls and provides the citizens of Smyrna the highest level of pre-hospital care.

PREVENTION ADMINISTRATIVE ASSISTANT
The Administrative Services Coordinator’s main priorities are assisting the Chief and Deputy Fire Chief with scheduling, budgets, and requisitions. Mrs. Manna also creates our Department Annual Report, as well as our Department newsletter. She is also responsible for assisting with department social media.
The Department Support Services Coordinator’s main priorities include purchasing, maintenance scheduling, and uniform supplies. Mr. Pace is also the Department’s primary point of contact with outside vendors.
The Department Office Assistant’s main priorities are assisting Smyrna residents who call or stop by Fire Headquarters. Ms. Owens also assists the Bureau of Prevention with filing plans reviews, scheduling inspections, and coordinating clerical work for the department.

OFFICE OF THE DEPUTY CHIEF The Deputy Fire Chief works with the Fire Chief to support the strategic direction for the department and manages the operations of the organization to include; emergency services, administration, budget management, and employee development. The duties of this office include filling in for the Fire Chief, as needed, in connections with the city administration as well as other entities.
BRIAN MARCOS DEPUTY FIRE CHIEF
The Fire Administration Division manages Human Resources, payroll, reporting, budget controls, statistics, and public assistance. Responsibilities include directing and managing a $6M annual operating budget, including capital outlay projects, vehicle replacements, and SPLOST projects.

We broke ground on the departments “training yard.” The new training yard will ensure our firefighters are training in more realistic work scenarios and ensure we are

RESPONSE DIVISION The Operations Division, served through the oversight of the Deputy Chief, includes: •

The most visible part of the organization is our Line Operations personnel reporting through our Operations Division. These are the firefighters staffing the fire apparatus and rescue units who respond to requests for service 24 hours a day, seven days a week. The Line Operations personnel are divided into three shifts to ensure round-the-clock service to the community. Firefighters work a 24 hour shift which starts at 7:00AM with crews fully checking their equipment and vehicles to ensure readiness.

RESPONSE DIVISION EMERGENCY MEDICAL CARE Smyrna firefighters are trained and certified as emergency medical technicians (EMTs) and paramedics. We respond with advanced life support capabilities to emergency medical incidents that occur in the city. With fire stations strategically located throughout the city, oftentimes, firefighters are closer than an ambulance to a medical call, allowing firefighters to reach the scene of such a medical emergency sooner and initiate medical care.
FIRE SUPPRESSION The department provides fire suppression for all types of fires that occur in the city. These include: structure fires (such as homes, businesses and industries), vehicle fires, grass and woods fires and other types of fires that may occur.
TECHNICAL RESCUE Smyrna Firefighters are trained to provides all types of rescue in the city, including vehicle extrication, confined space rescue, low angle rescue, and other types of rescues that may occur.
HAZARDOUS MATERIALS The Department provides response to hazardous material leaks or spills. These may include transportation incidents that occur on the roadways or railroads and fixed facility incidents at businesses or industries.
RISK REDUCTION The Department provides risk reduction services through pre-incident planning and conducting incident action plans on high-risk occupancies.

RESPONSE DIVISION The City of Smyrna Fire Department is an Insurance Services Office (ISO) rated Class 2 “all hazards” response agency that responds to all types of emergency medical calls and fire incidents. ISO is an insurance industry risk advisory body which helps insurance carriers set appropriate premiums.

In November, our Department was re-evaluated by the ISO. The evaluation encompasses five categories: • • • • •

BUREAU OF FIRE PREVENTION The Smyrna Bureau of Fire Prevention (BOFP) is a division of the Smyrna Fire Department and is under the leadership of the Fire Marshal, Division Chief Dustin Davey. The BOFP was established in 1970 after the city adopted its fire prevention code for the very first time. In 2021, the BOFP had a staff of four in addition to the fire marshal and administrative assistant positions. Sworn members of the Bureau are state certified inspectors, investigators, and state certified peace officers with general police powers as outlined by state law. The Bureau’s primary mission is to create a safer environment for our valued residents, members of our business community and all who visit our great city!

FIRE INVESTIGATION In addition to inspection activities, the Bureau functions as a coordinated team of fire investigators. Our team is comprised of the Fire Marshal and four additional state/nationally certified fire investigators. This group is charged with investigating the causes and circumstances of every fire occurring in the city which is of suspicious nature, or which involves loss of life or injury to any person.
In 2021, there were total of 123 fire incidents in the city. Of those 123 incidents, 13 were investigated to determine the origin and cause by fire investigators (see graph at right).

EMERGENCY MANAGEMENT The mission of the Emergency Management Division is to develop plans and procedures that provide an efficient and effective response to the threats facing the City of Smyrna. By developing and exercising our all-hazards plans, we strive to minimize the impacts of an emergency or disaster on our citizens, visitors, property, the environment and the city’s economy. The Emergency Management Division has various Memoranda of Understanding (MOU) and agreements in place to strengthen our response capabilities and continues to develop additional agreements that enhance our working relationships with Local, Federal, and State partners that will enhance abilities to respond to disasters.
CERT TRAINING Community Emergency Response Teams (CERT) were started by FEMA to help promote and teach disaster preparedness to civilians. Our first class started on Oct 1 with six students. 2 nights a week for 4 weeks, they learned first aid, victim triage, fire safety and disaster organization. The highlight of the class is the simulated disaster where the students must use all the skills they have learned. With this first class completed, we look forward to teaching many more to serve our citizens.
CIVICREADY In 2021, Smyrna Fire Department and Emergency Management Agency partnered with CivicReady to provide a means of transmitting critical information to the community through smartphone notifications. CivicReady alerts have been used to warn citizens of an approaching tornadoes, as well as informing travelers of flooding effecting South Cobb Drive. Smyrna has also used CivicReady for internal communications across all city departments in reference to the COVID-19 response and impacts.

FIELD TRAINING OFFICER
The mission of the Training Division is to facilitate opportunities to meet continuing education and certification requirements set forth by the Georgia Firefighter Standards and Training Council (GFSTC), the Georgia State Office of EMS and the Insurance Services Office. The continual training efforts supported by the division ensure a competent, efficient and effective emergency response organization. This division is staffed with three full-time training professionals who serve the unique needs of each department member.

TRAINING DIVISION YEAR IN REVIEW FIELD TRAINING OFFICER In August of 2021, LT Ronnie Sadowski and LT Jacob Bower switched roles. After 2 1/2 years in the Field Training Officer (FTO) position, LT Sadowski returned to the Response Division as the LT for Station 1 – B Shift. LT Bower takes the reigns of FTO and has been preparing for a full year in 2022.
TRAINING HOURS All crew members met the requirements of 240 hours of training per year. Of those 240 hours, 24 must be structured training and 18 must be facility.
RECRUIT TRAINING The Training Division onboarded and trained 6 new recruits in 2021. Recruits were provided a hybrid onboarding/training program that consisted of 2 weeks in Smyrna, 8 weeks at the Georgia Public Safety Training Center, and then 2 more weeks in Smyrna. This program was designed to provide all the adequate training to become a state certified firefighter, as well as living up to the standards set by the Smyrna Fire Department. At the end of two separate recruit programs, the Smyrna Fire Department added a total of 6 firefighters to the ranks in 2021.

TRAINING DIVISION YEAR IN REVIEW NEW HIRE PROCESS A job announcement was opened in July of 2021. There were 4 positions needing to be filled in the Response Division. After 3 weeks of the open application, 78 candidates applied. After written testing, physical ability test, panel interviews, Chief’s interviews, psychological testing, and medical testing, 4 new recruits were slated to start recruit training on January 10, 2022. Physical Ability Test – In 2021, the Smyrna Fire Department updated their Physical Ability Test (PAT). The PAT is used to test the physical abilities of new recruits coming into the fire service. This test was updated and tested using a committee and current staff at the Smyrna Fire Department. It was validated through GFSTC.
TRAINING FACILITIES
SMYRNA TRAINING FACILITY In 2021, the Smyrna Fire Department began construction of their first training facility affectionately called “The Yard.” The Yard is located inside the property of Smyrna Public Works. The building will be a total of 3 stories, seated on a concrete pad. It will be able to accommodate for numerous types of fire training to include live fire, hose deployment, above and below grade fire attack, victim extrication and many more training scenarios. The completion date is scheduled for March of 2022.
GEORGIA PUBLIC SAFETY TRAINING FACILITY Smyrna Fire Department has maintained a quality presence at the Georgia Public Safety Training Center (GPSTC) in Forsyth, GA. In 2021, SFD sent 6 recruits through their Basic Firefighter Program. We also sent numerous instructors to teach in classes ranging from Basic Firefighter, to Prevention, to Leadership. We were also able to bring 2 GPSTC sponsored classes to Smyrna that were instructed by Smyrna personnel. • Fire Officer 1 • Fire Instructor 1
AUSTELL TRAINING FACILITY The Austell Fire Department has graciously offered the use of their live fire building. We conducted several training classes at the facility to include recruit training, coordinated fire attacks, and forcible entry.

TRAINING DIVISION TRAINING OFFERED IN 2021 COMPANY TRAINING In 2020, Company Officers submitted Training Action Plans (TAP) to the Training Division. In, 2021, the Training Division incorporated these TAPs to the Annual Training Plan. Each month, crews completed the same training across the entire fire department. TRAINING DIVISION TRAINING OFFERED IN 2021 SMYRNA COMMAND STAFF ANNUAL LEADERSHIP RETREAT Recently the Smyrna Fire Department Command Staff met to discuss the direction and leadership of their organization. The team’s main focus is on continuing the forward momentum in performance evaluations, training, promotional processes and upcoming budget decisions.
BLUE CARD COMMAND TRAINING PROGRAM •
Battalion Chief Durden participated in a May Day class in Phoenix, Arizona at the newly build Blue Card Command Headquarters. The new May Day modules for the Blue Card Command system were discussed.

Lieutenant Jacob Bower has been scheduled to become a Blue Card Command Instructor in January of 2022. The class takes place at the Blue Card Command Headquarters.
CONFERENCES Smyrna Fire Department personnel participated in numerous Fire and EMS conferences throughout the year to include the Georgia EMS Association Leadership Conference, EMS World Expo, Georgia EMS Association Educators Conference, Fire Rescue International, GA Fire Chiefs Conference in Savannah and Metro Atlanta Firefighters Conference.

TRAINING DIVISION TRAINING OFFERED IN 2021 UNITED LEADERSHIP PROGRAM The United Leadership Program launched in August 2019. The program is designed for fire service professionals who demonstrate a commitment to career advancement and enhancing the fireEMS service through their leadership. The eight-month program is open to 25 participants and features leaders from across the Atlanta metro. Going beyond a traditional classroom experience, the United Leadership Program involves traveling to organizations located throughout the Atlanta-metro area, such as WellStar, Truist and Children’s Healthcare of Atlanta, for monthly training sessions. On-site learning gives our participants the opportunity to speak directly with leaders of these organizations and see them in action. The leadership curriculum teaches skills that every person needs to master on the journey to becoming a highly respected leader. Building relationships, setting goals, thinking creatively and other soft skills are addressed during the program.

TRAINING DIVISION EMERGENCY MEDICAL SERVICES EMS DIRECTOR, THOMAS BATES The Emergency Medical Services Section is supervised and coordinated by the EMS Director, Captain Thomas Bates. Smyrna Fire paramedics represent the highest level assigned to an EMS organization, and in general, the highest level of pre-hospital medical care. Paramedics perform a variety of advanced medical procedures and assessments. This level of pre-hospital care, combined with Smyrna Fire’s rapid response time not only saves lives, but also improves the quality of life after our citizens return home from the hospital. Early recognition and intervention of heart disease, stroke, difficulty breathing and cardiac arrest by Smyrna Fire paramedics has led to the continuing care of our city. This Section also teaches and coordinates the medical training for the Smyrna Fire Department, including initial EMT school and continuous EMS training.
In 2021, 10 members of the Smyrna Fire Department completed Advanced EMT School. This school had a total of 290 in the initial EMS training: • • • • • • • • • •

PARAMEDIC SCHOOL In 2021, we have had a total of 1 member attend Metro Atlanta Ambulance EMS Academy and 1 member attend Faithful Guardian Paramedic Academy both to complete their certification in 2022. When they complete their certification process, it will bring the total number of paramedics to 46. Smyrna plans to send another 2 students to Metro for Paramedic School for the 2023 class.

HONOR GUARD AND CHAPLAIN THE SFD HONOR GUARD The Smyrna Fire Department Honor Guard is present for those who have answered their final alarm. The nine-member team is also present for special events both for the city, county, and state such as station openings, Veterans honoring, parades, and color guard presentations. THE SFD CHAPLAIN Smyrna Fire Department’s Chaplin Shell Osbon provides aid and comfort to our firefighters and their families in a time of need. As the SFD Chaplain, he also assists in any way possible when fire personnel are seriously injured, ill or deceased. The SFD Chaplain provides guidance and counseling for fire personnel for job-related problems and personal problems, including counseling with immediate family members, and responds to all major fire situations for aid to fire personnel and to aid in panic situations with civilians.
