The Excellence in Construction Awards remain one of the most meaningful ways we recognise the extraordinary work of our members. Each year, these awards showcase projects that demonstrate technical excellence, innovation and an unwavering commitment to quality. More importantly, they celebrate the people whose expertise, collaboration and leadership make those achievements possible. As you explore this year’s winners and finalists, you’ll see projects that are transforming communities across Victoria. Fellow of Engineers Australia (NPER), Fellow of the Australian Institute of Building, Member of Master Builders Victoria, Member of the Australian Society of Building Consultants, VCAT Building Expert Frank Pavan is Managing Director of Pavan Consultants, a Melbourne based, multidisciplined firm of project managers, building designers, engineers and interior designers. Frank is a civil/structural engineer with post-graduate qualifications in building design, project management and commercial and domestic estimating. He has worked in many and varied industries including mining, petrochemical, commercial, retail, educational, defence, industrial, judicial, local, state and federal governments and multi-unit developments. Frank has 38 years’ experience in the building and construction industry and has worked in Saudi Arabia, Italy and in many Australian capital and regional cities. Pavan Consultants has won three project management awards in 2014 and 2017, that latest being a National Award in project management. The firm also won three design awards in 2011. He has worked on projects valued up to $40 Million. Frank is a past President of the Victorian Chapter of the Australian Institute of Building and was a member of the VBA’s Building Practitioners’ Board. He has been a MBV Judge for more than 20 Years and has been the Chief Judge for the past 5 years.

Sustainable Building Advisor Master Builders Victoria Philip has been employed as the Sustainable Building Advisor at Master Builders Victoria for the past 22 years and on building and construction related projects and research for the last 25 years. Phil’s extensive experience in education and training has informed the development of nationally recognised sustainable construction training programs and the national roll out of the accredited Master Builder Green Living program.

Rod brings over 30 years of experience to the construction industry across domestic, commercial, industrial and high rise as well as more than 15 years in the civil industry, and previous roles as a plumber. Rod has operated a range of machinery on civil projects, quarry works and road projects (Hallam Bypass, Hume Bypass, Cell Lining at the Wollert Landfill). For over 10 years Rod has worked as a safety officer and is passionate about the building and construction industry.

He has provided advice on sustainability solutions and onsite environmental management on projects ranging from large infrastructure developments to small residential building companies. Phil has also spent time working for the Environment Protection Authority Victoria, Melbourne Water, local government and as an academic. In 2014 he received a fellowship from the International Specialised Skills Institute which enabled him to travel to Germany in 2015 to investigate job skills in the prefabricated construction industry. He has presented at forums and conferences both nationally and internationally on sustainability, modular construction and emerging industry trends.

Vicki Aslanidis is the Head of People & Events at Master Builders Victoria, where she leads the organisation’s people and events functions. Having joined MBV five years ago, Vicki has progressed through the organisation to become a valued senior leader, demonstrating a strong commitment to employee engagement, organisational culture, and leadership development.

Emily Bryson is a People & Culture Advisor at Master Builders Victoria, having joined the organisation in 2023. She is passionate about fostering inclusive workplaces and meaningful connections.

Prior to joining MBV, she worked with NECA Electrical Apprenticeships, where she gained extensive experience across human resources, recruitment, apprenticeship programs, workplace health and safety, workers’ compensation, and event management. Throughout her career, Vicki has been passionate about supporting people to achieve their potential while fostering inclusive and high-performing workplaces. Her practical HR expertise, strong stakeholder relationships, and dedication to professional excellence have contributed to her success in the people and culture profession.

Growing up in The Netherlands, Jan started his career as a writer/ journalist and public relations manager with Elsevier’s Publishing Company in Amsterdam. The attraction of wide-open spaces saw him immigrate in 1983 to the Yukon, Canada, where after a short stint as a communications strategist for the government, he became involved in Canada’s super energy efficient building program labelled ‘R-2000’. Over the following 12 years Jan developed extensive knowledge in sustainable and energy efficient construction. Starting as a builder of R-2000 homes in Canada’s far North in the 1980s, he later progressed into a building consultant and building inspector. Jan immigrated to Australia in 1995, where he discovered energy efficiency was not widely recognised in Australian construction. He developed a number of demonstration projects: ‘The Healthy House”, ‘The Eco-home’ and ‘The Economical House’, which were all built in Sunbury, Victoria. He received invitations to guest lecture at a number of universities on sustainable building and developed training programs for energy efficient construction.

With experience across employee engagement, wellbeing, and organisational culture, Emily partners with leaders and teams to create positive employee experiences and support high-performing, peoplefocused environments. She is driven by a genuine interest in helping individuals and communities thrive and values collaboration, authenticity, and continuous growth. Throughout her career, Emily has contributed to initiatives that strengthen workplace culture, promote wellbeing, and encourage a sense of belonging. She brings a thoughtful, peoplecentred perspective to everything she does and is committed to building stronger connections within workplaces and the broader community.

As an environmental building consultant Jan advises on a wide range of issues to both industry and private clients. As a trainer for Master Builders in Victoria, Jan combines his journalism background with his practical building skills. His focus is strongly on future industry developments with education being key.

He worked on various sites with promotions to foreman, site supervision and contract administration. Peter was employed as a building estimator by a number of major building contractors and subcontractors and most recently employed by Hooker Cockram Projects as Chief Estimator for 28 years until his retirement in 2007. Since then, Peter has been active in the domestic building market with developments of new units, new houses, refurbishments, renovations and extensions, also working with the Building & Facilities Committee at Holmesglen TAFE until this committee was discontinued in 2016. Peter now enjoys retirement.

After obtaining double degrees from the University of Melbourne, Paul has spent a considerable amount of time participating on both local and international projects, working across all facets of the building construction industry including Domestic, Civil, Commercial, Land Subdivision and Property Development in both Private and Public Sectors. Through his career, Paul has been appointed as Estimator, Contract Administrator, Project Manager, Client-Side Project Manager, Senior Project Manager, Chief Estimator, Project Director and had held various Company Directorship. His roles have seen him successfully deliver a portfolio of diverse and complex projects and developments. His most recent appointment was as Project Director at one of the fastest growing companies, Greenland Holding Group, currently ranked 202 in the Global Fortune 500 list. He worked on their tallest residential tower in Sydney known as “Greenland Centre” — currently under construction and will stand 235m tall. Paul joined Codicote as Director in 2018 is also a director at a construction consultancy firm Pi Projects.

Robert Conti studied architecture at the University of Melbourne and is the principal of Conti Architects Pty Ltd. The company commenced operations in 1987 following his return from working as an architect in London from 1984-1986. It has since established a body of awardwinning architectural projects incorporating architecture, interior design and landscaping in the commercial, institutional, residential and tourism sectors. Robert’s extensive travel and overseas work brings international experience and a historical perspective of architecture to his works.

Hedley has a Civil Engineering degree and is a Past President of both Master Builders Victoria and the National Master Builders Associations. He has almost 50 years experience in the construction industry including over 25 years of Senior Management experience in the Commercial Building, Civil Infrastructure and Mining Services sectors. His broad experience includes national Profit & Loss responsibilities with some of the largest contractors in Australia and a period of time working overseas for French construction giant SAE. Post Hedley’s experience with large national builders he became a partner in a medium sized contractor, J A Dodd Ltd, before selling it to a listed company.

Grace Feeney-Connor is an Employment and Industrial Relations Advisor at Master Builders Victoria, where she advises employers across the building and construction industry on workplace relations, compliance, dispute resolution and workforce management. Admitted as an Australian Lawyer in 2024, she previously worked in the WorkCover jurisdiction, assisting with workplace injury claims and stakeholder disputes.

Hedley’s building experience includes working in the Office, Health, Retail, Industrial, Educational, Community Infrastructure and Apartment sectors. These days Hedley works as a non-executive director and currently sits on the board of Cbus Super and Cbus Property.

Grace was invited to judge the Excellence in Community Engagement category due to her experience working with builders, contractors and industry stakeholders to navigate workforce and workplace matters that often require effective communication, consultation and engagement with a range of parties. Through advising construction businesses across Victoria, she has gained insight into how projects interact with their workforces, clients and local communities, and how strong stakeholder engagement contributes to successful project outcomes. This experience provides a practical perspective when assessing the effectiveness and impact of community engagement initiatives.

Jim graduated in 1982 and joined a Melbourne based building company. During the next 43 years he was instrumental as key constructor, director and shareholder, in growing the company into a highly profitable major contractor earning industry admiration by successfully competing against national and multi-national builders. During this period Jim introduced many innovations that are now prevalent in the industry.

Damien holds a Master of Architecture from the Royal Melbourne Institute of Technology and brings more than 35 years of experience across architecture, urban design, strategic development, and domestic building assessment.

Carmel is a Construction OHS Advisor and Lead Auditor who joined the Master Builders Association of Victoria in 2019.

Christopher McSteen is a Director of McSteen Tan Architects, an inner-city architectural firm dealing in a number of design areas including new housing, town house developments, housing renovations and additions, school buildings, commercial offices, factories and Town Planning applications. His office projects vary enormously and range in size from $20M — $0.5M. Whilst Chris’s work has mainly been in Victoria, he has also spent several years overseas working in America and Italy on a range of design projects from high rise residential to urban design, to tourist related facilities. His interest in Italian architecture — classical and modern — takes him back to study in Italy every 1-2 years. He was involved as the Design Architect with several TV stations, Channel 7 and Channel 9, for a series of Architectural Programmes: Channel 7, 2004 — ‘The Terraces’ and Channel 9, 2013 — ‘The Tyler Fishlock Home’. He has received a number of design awards, including most recently in 2014, the Urban Design Award from Boroondara Council for Best Heritage Conservation, Additions and Alterations. He has acted as Architectural Lecturer at public forums for Environmental Design Seminars at Playbox and Sustainable Design Seminars at BMW Edge, Federation Square. His work has been published in a variety of areas including Home Beautiful, Kitchens and Bathrooms, RAIA Awards and The Age.

Jim has constructed over 150 projects ranging in project value from $2 million - $450 million, with a combined initial contract value in excess of $5 billion. These include: Federal Government Projects: defence, airports, shipping, research facilities, laboratories, TAFE colleges, University projects and carparks. Victorian State Projects: Commonwealth games, and Grand Prix precinct projects, schools, hospitals, police stations, theatres, public housing, public service offices, and restoration and construction of iconic historical buildings and monuments of national significance, including The Shrine of Remembrance, the Old Treasury Building, Parliament House, Government House, the first Governor’s residence, Melbourne Town Hall, the Supreme Court, the Court of Appeal, and the Immigration Museum. Local Government projects: civic buildings including town halls, libraries, and swimming pools. Private and Institutional Projects: office buildings, shopping centres, hotels, hospitals, nursing homes, schools, churches, industrial buildings and over 80 multi- unit or high-rise apartment projects containing over 11,000 apartments

He served as Senior Building Assessor at Domestic Building Dispute Resolution Victoria from 2017 to 2024, where he provided technical advice, conducted compliance assessments, and supported the resolution of complex building disputes. Throughout his career as an Architect, Damien has led and contributed to significant public and private sector projects, including commercial and institutional projects, major urban renewal initiatives and awardwinning architectural work. Damien holds a particular passion for heritage architecture and the adaptive reuse of historic buildings. As a practicing Architect he sought any opportunity to preserve the character and significance of heritage places while integrating contemporary design solutions that ensure their ongoing relevance and use. Damien is a current employee of Master Builders Victoria and his extensive knowledge of building codes, construction standards, design quality, and project delivery puts him in good stead as a respected Advisor to support our members and has earned him a respected reputation across the industry. Passionate about excellence in the built environment, Damien brings a wealth of practical experience, technical expertise, and sound professional judgement to his role as a judge for the Master Builders Victoria Construction Awards.

With 20 years’ experience in Occupational Health and Safety, Carmel has specialised in safety management of commercial, industrial and residential building and construction. Carmel has tertiary qualifications in Training & Assessment, Occupation Health & Safety and Lead Auditing along with many years working across the construction industry both in Victoria and Queensland. Carmel represents Master Builders Victoria on several stakeholder forums to assist and advise in the development of industry guidance material in the areas of OHS.

Sam Smith is the Director of Advisory at Master Builders Victoria, leading the delivery of advisory services to builders and industry stakeholders across a broad range of business, risk and operational matters. Having commenced his career with Master Builders Victoria in Occupational Health and Safety, Sam has developed extensive experience supporting the building and construction industry through practical advice, stakeholder engagement and industry advocacy.

Scott is a registered builder with more than 44 years of experience delivering major multi-storey residential, retail, and commercial developments. Over the past two decades, he has served as a Construction Manager on projects valued at up to $400 million, combining project leadership with direct oversight of health, safety, environment and quality (HSEQ) performance. Throughout his career, Scott has played a key role in the successful delivery of more than 5,000 apartments, along with numerous retail and commercial developments, earning a reputation for his strong commitment to safety, quality, and operational excellence.

Sam has represented Master Builders Victoria on a number of industry and stakeholder working groups and contributed to the development of guidance materials and industry initiatives. His experience spans construction, government, emergency services and major events, providing a broad understanding of risk management, governance and industry best practice. Drawing on his advisory experience and understanding of project performance, Sam brings a practical and balanced perspective to the assessment of excellence in construction projects.

Beyond project delivery, he has contributed significantly to the advancement of the construction industry, including as a member of the working group that established Master Builders Victoria’s Leadership Simulation Centre. Scott is also the Immediate Past National President of the Australian Institute of Building, reflecting his long-standing commitment to leadership and professional development within the sector.

Throughout his career, Steve has worked with some of Australia’s leading construction companies, including Grocon and Multiplex, and has recently been appointed Construction Manager with Colin Joss & Co. His project portfolio includes landmark developments such as Sydney’s W Hotel, the Victorian Comprehensive Cancer Centre, and Kerribana Primary School in Leneva. Steve believes exceptional outcomes begin with quality assurance during the design phase and a clear understanding of client expectations. He is a strong advocate for open communication, recognising it as the foundation of successful leadership, collaboration, and project delivery. His extensive experience delivering large scale and complex projects across Victoria and New South Wales has enabled him to bring valuable expertise and innovative thinking to regional Victoria. Yiaga - Fitzroy Pavilion Redevelopment Wardle Studios Anson Smart

The transformation of the Yiaga Fitzroy Pavilion demanded exceptional construction expertise, balancing new interventions within a retained 1960s structure while preserving its key architectural elements. A defining achievement was the delivery of the pavilion’s curved brick façade, where every locally made brick was carefully set to achieve a continuous flowing form, finished with hand-piped mortar that creates a unique textured expression. Across the project, intricate stonework, bespoke joinery and handmade materials were installed with exacting standards, bringing together complex geometry, structural ingenuity and meticulous workmanship in every detail.

NORTHERN REGION

FRANK PAVAN CHIEF JUDGE Fellow of Engineers Australia (NPER), Fellow of the Australian Institute of Building, Member of Master Builders Victoria, Member of the Australian Society of Building Consultants, VCAT Building Expert Frank Pavan is Managing Director of Pavan Consultants, a Melbourne based, multidisciplined firm of project managers, building designers, engineers and interior designers. Frank is a civil/structural engineer with post-graduate qualifications in building design, project management and commercial and domestic estimating. He has worked in many and varied industries including mining, petrochemical, commercial, retail, educational, defence, industrial, judicial, local, state and federal governments and multi-unit developments. Frank has 38 years’ experience in the building and construction industry and has worked in Saudi Arabia, Italy and in many Australian capital and regional cities. Pavan Consultants has won three project management awards in 2014 and 2017, that latest being a National Award in project management. The firm also won three design awards in 2011. He has worked on projects valued up to $40 Million. Frank is a past President of the Victorian Chapter of the Australian Institute of Building and was a member of the VBA’s Building Practitioners’ Board. He has been a MBV Judge for more than 20 Years and has been the Chief Judge for the past 5 years.

DANIEL MAZZEI Managing Director Mazzei Group, Director Building & Construction Foundation (Registered Charity), Committee Member MBAV, Diploma of Building and Construction Daniel is the founder and Managing Director of Mazzei Group, a Melbourne construction company launched in 2016 spanning luxury custom homes, multi-dwelling residential projects, social and specialist disability housing and remedial building works. A carpenter by trade with almost thirty years in the industry, he has grown the Mazzei Group into a diversified organisation delivering projects across both the private and government sectors, with a reputation for design understanding, disciplined delivery and an exacting commitment to quality. Daniel’s career has covered every stage of residential construction. After completing a four-year apprenticeship renovating existing homes, he ran his own carpentry business before co-founding Better Living Group where he over saw project site management of multi-unit developments and large-scale custom residential builds. He is also the co-founder of the Mazzei Foundation, the Mazzei Group’s charitable arm focused on building crisis and affordable housing for vulnerable women and children. This breadth of experience underpins Daniel’s approach to judging: a detailed understanding of construction quality, buildability and design resolution, a practical eye for the coordination behind complex projects, and a genuine enthusiasm for seeing quality craftsmanship recognised.

MASTER BUILDERS VICTORIA EXCELLENCE IN CONSTRUCTION AWARDS 2026

DAVID NEWNHAM Degree in Civil Engineering at Monash University Master Builders Board of Management; President from 2008 to 2010, Building Practitioners Board (20002008); co-opted member until the Board was disbanded in 2016. David has been involved in the building and construction industry since completing a Degree in Civil Engineering at Monash University in 1971. After over 20 years in project management in commercial building with projects including the Reserve Bank Note Printing Works at Craigieburn and the Melbourne Central Project, he moved to residential building as Victorian Building Manager for AVJennings in 1992. In 1997 he joined with two other partners for a management buyout of Stonehaven Homes where he remained until his retirement in 2016. Stonehaven Homes is an architectural design and construction company involved in inner suburban residential housing. David’s involvement with Master Builders extends back to receiving industrial advice in the late 1970s. His main involvement occurred when he joined the housing sector committee in 1992. He was elected chairman soon thereafter and served on the state council from that time. Following eight years on the Board of Management he became President from 2008 to 2010. David served for eight years on the Building Practitioners Board from 2000 to 2008 and continued as a co-opted member until the Board was disbanded in 2016. He has served on the CoINVEST (building industry long service leave fund) board since being elected in 2011. David has enjoyed his time in the building industry and joined the Victorian Small Business Mentoring Service in 2017 as a volunteer to share his experience with others.

Steve has been building and creating ever since he was barely old enough to lift a hammer. He is continuing the legacy of four generations in building, construction and engineering.

Terry has devoted more than 50 years to the building industry, with broad experience across domestic, commercial, and maintenance construction. A qualified carpenter and builder, he has worked across every stage of the process, from hands-on construction through to project management, quality assurance, and client-facing leadership roles.

Geoffrey is highly experienced as an architect specialising in the master planning and design of major projects, urban spaces, and large-scale public facilities.

Peter Carmody’s experience in the building industry ranges from small projects, multistorey buildings, fitout and refurbishment of existing buildings since beginning his career as a carpentry apprentice in 1957. He worked on various sites with promotions to foreman, site supervision and contract administration. Peter was employed as a building estimator by a number of major building contractors and subcontractors and most recently employed by Hooker Cockram Projects as Chief Estimator for 28 years until his retirement in 2007. Since then, Peter has been active in the domestic building market with developments of new units, new houses, refurbishments, renovations and extensions, also working with the Building & Facilities Committee at Holmesglen TAFE until this committee was discontinued in 2016. Peter now enjoys retirement.

With over 45 years’ experience in running businesses in the building industry, covering a broad range of domestic and commercial projects, including thousands of projects within the insurance industry. Steve has a strong social conscience and is proud to be a Master Builder and an accredited Green Living Builder, with a genuine passion for people and the environment. Steve has a holistic approach that shapes his business culture. He believes that building houses is not just about bricks and mortar, it is developing and supporting families and communities to thrive. He has made his companies to be more than a business, it is to care for each other, customers, and the wider community.

A proud member of the Master Builders Association for 40 years, Terry has earned a reputation for professionalism, integrity, and consistently high standards. His company is a past recipient of a Master Builders Homes of the Year Award, reflecting the exceptional workmanship and dedication to quality upheld over many years by Terry and his team. With extensive experience spanning residential renovations and extensions, architectural new builds, schools, childminding centres, nursing homes, and local government projects, Terry brings deep practical knowledge and sound judgment to every project. His expertise includes construction management, contractor relations, compliance, and the full breadth of the building process.

He has extensive experience in integrated community projects, design for the community and arts and complex heritage issues. He has also practiced environmentally sustainable design since the 1970s and is a strategic thinker with a sophisticated knowledge of architectural planning and contemporary aesthetics and practiced environmental design skills. Throughout his career Geoffrey has been commissioned to design, document and project manage many one family customdesigned houses, project houses and multi-unit residential projects. Geoffrey has a great capacity to visualise and develop conceptual solutions for a wide array of project types. His visualisations are locally and internationally acknowledged as being highly successful in communicating to the public and stakeholder groups the key design criteria in planning and urban design.
