Greater Cleveland is in a dynamic new era, one defined by an All In approach and an abundance mindset.

We are a region on the rise. Across The Land, we see progress in innovation, investment and development. Most importantly, the region is embracing a fundamental shift in mindset: a belief that our future is expansive and our opportunities are increasing.

The latest Midwest Growth Rankings reinforce that momentum. Ranking 4th in Business Growth, 3rd in Income Growth and 6th in Jobs Growth among 11 peer regions signals that the shared commitment driving this region forward is gaining traction.

This progress is driven by the strength of our companies and entrepreneurs. That, together with strategic initiatives, a strong business environment, supportive policy and an All In approach are moving our community forward.

Four years ago, Greater Cleveland Partnership launched the All In Plan to accelerate growth and prosperity. The plan identifies key priorities and metrics, and, most crucially, defines how private, public and philanthropic partners must work together for Cleveland to become one of the Great Regions in the Great Lakes.

The region had a very strong year. The headlines in this report share some of the business and civic successes.

• Companies, institutions and NASA made major commitments to the region, investing in new headquarters, operations and innovation capacity.

• Entrepreneurs launched and scaled diverse ventures.

• Talent initiatives that aligned employers, organizations and individuals grew.

• Development efforts improved our downtown, waterfronts, and neighborhoods, expanded our arts, cultural and health institutions and enhanced our stadiums, parks and airport.

The region’s economic trajectory is clearly positive, but we are neither satisfied nor complacent. Progress is real, and so is our drive to accelerate it. Top-tier performance requires strong ambition, continuing improvement and commitment to execution.

In 2025, we refreshed the All In Plan, adapting it for new opportunities and challenges and setting the stage for continuing the region’s growth.

Artificial intelligence and talent development are central to this next phase. AI is rapidly reshaping industries and redefining skills. Businesses and entrepreneurs must leverage AI technologies to both operate and innovate to compete more effectively. We must prepare adults and students for changing and emerging roles, and we must also attract more individuals to the region. That means strengthening industry to education partnerships, highlighting workforce pathways and ensuring Cleveland grows as a talent destination.

Energy is another critical requirement for our growth. As demand increases, regions with reliable, affordable and increasingly clean energy will lead. Greater Cleveland has an opportunity to leverage its industrial base, natural resources, innovation assets and infrastructure to deliver traditional and next-generation energy to power the future.

Guided by an All In approach and an abundance mindset, we will continue to convene leaders, catalyze initiatives and advocate for pro-growth policies that advance Greater Cleveland in this dynamic new era. Through a shared vision and disciplined execution, we are building a world-class community defined by innovation, opportunity and an exceptional quality of life.

Greater Cleveland Performance

The All In Plan sets a path for Greater Cleveland to be one of the Great Regions in the Great Lakes. GCP tracks the success of regional businesses and compares Greater Cleveland’s business, income, and jobs growth rates to Midwest peer regions. These metrics guide priorities and strategies of the All In Plan.

The Cleveland Index tracks the performance of the region’s 35 public companies and compares it to the S&P 500 Index.

Greater Cleveland Partnership is the region’s leading economic development organization and with over 12,000 members, the largest metropolitan chamber of commerce in the nation. It includes the Council of Smaller Enterprises and Cleveland Development Advisors, a real estate development affiliate. Guided by a board of corporate and entrepreneurial CEOs, the organization focuses on strategic initiatives, business services and advocacy to propel Greater Cleveland towards being one of the Great Regions in the Great Lakes.
