Last week, our business community gathered for one of my favorite nights of the year — our Annual Awards Banquet. With the theme “Success is in Bloom,” the evening was more than a celebration. It was a reminder.

In Grants Pass and across Josephine County, success does not happen by accident. It is planted in long hours, watered by risk, and strengthened through perseverance. And ultimately, it blooms because of people — people like you.

Looking around the room, I saw business owners who have weathered economic shifts, workforce shortages, regulatory pressures, and rising costs — yet continue to show up every day with courage and commitment. I saw emerging leaders stepping forward and legacy businesses investing in the next generation. I saw a community that refuses to stand still. Most importantly, we paused.

In the constant rhythm of building, advocating, networking, and solving problems, we rarely stop to recognize the good happening right in front of us. The banquet gave us that moment — a collective breath. A chance to acknowledge that while we are always striving to grow, we are already part of something truly special.

That evening would not have been possible without the extraordinary efforts of our staff and volunteers. From months of planning to the final details of décor, logistics, sponsorship coordination, and program execution, this event reflected teamwork at its finest. Our small but mighty Chamber team continues to operate well beyond its size, and our volunteers bring both heart and hustle to everything we do. To each of you who played a role: thank you.

While we celebrated, the work of advocacy and community development continues. Oregon’s short legislative session is wrapping up, and your Chamber has remained actively engaged in monitoring and weighing in on policies that affect local businesses. Advocacy is stewardship — protecting the economic foundation that allows our community to thrive.

At the local level, the City’s Budget Committee convenes this week. Budget decisions shape infrastructure, public safety, and economic development priorities that directly impact our members. We remain focused on ensuring business voices are present and heard.

We are also entering the primary election cycle and preparing for candidate forums. Providing space for respectful dialogue between candidates and the business community is one of our most important roles. An informed electorate and engaged business community strengthen both our economy and civic culture. As one season closes, another begins.

Our focus now shifts toward the energy of spring and summer — with Wine Stroll and Concerts in the Park ahead. Sponsorships are open, and these events create meaningful ripple effects for retailers, restaurants, lodging providers, and service businesses throughout the region.

This year marks the 40th anniversary of Concerts in the Park — four decades of music, memories, and momentum. What began as entertainment has become a cornerstone of summer vitality for our local businesses.

Yes, we celebrated.

And we recommitted — to growth, advocacy, partnership, and building something even stronger for the next generation.

Success is in bloom. And because of you, the roots run deep.

Oregon’s 2026 Short Legislative Session

By law Oregon’s 2026 short legislative session must adjourn no later than Sunday, March 8, though most observers expect lawmakers to wrap up their work by Friday, March 6th.

As is typical for a short session, much of the Legislature’s attention this year has centered on budget adjustments and funding policy, addressing gaps and making mid-biennium corrections rather than advancing sweeping new policy frameworks.

Several high-profile debates dominated headlines. One of the most widely discussed issues involved a proposal to move the statewide transportation funding vote from the November ballot to May. Supporters argued the earlier vote would provide clarity on the state’s transportation funding challenges sooner, while critics raised concerns about voter access and transparency in shifting such a major policy decision.

While those discussions captured much of the public attention, several issues with significant implications for Southern Oregon businesses remain unresolved. One bill the Chamber has actively opposed is HB 4148, which would redirect a portion of Transient Lodging Tax (TLT) revenues away from tourism promotion. Lodging taxes are paid primarily by visitors and have long been reinvested into tourism marketing and destination de-

velopment that brings travelers — and their spending — into communities like Grants Pass. Redirecting these funds risks weakening one of the most effective tools our region has for supporting local businesses.

Another critical issue is restoring enforceable liability waivers for recreation and fitness providers. Oregon is currently the only state that does not recognize these waivers, creating major insurance challenges for outfitters, guides, gyms, and recreation providers. Many operators now have only a single insurer willing to write policies in Oregon, driving premiums to unsustainable levels and threatening access to outdoor recreation.

The Chamber supported SB 1593, which would have addressed this issue with bipartisan backing. Unfortunately, the bill was blocked from reaching the floor amid pressure from trial lawyers. Instead, lawmakers advanced SB 1517, which initially worsened the situation. Advocates have since worked to amend the bill, and the final days of the session will determine whether meaningful relief can still be achieved.

Throughout the session, the Grants Pass & Josephine County Chamber of Commerce has continued to advocate as a strong voice for rural Oregon businesses — ensuring that policymakers understand the real-world impacts their decisions have on the entrepreneurs, employers, and workers who power our communities.

Rogue Leadership Cohort Seeks Nonprofit Partner for Community Capstone Project

Rogue Leadership Cohort Seeks Nonprofit Partner for Community Capstone Project

The inaugural cohort of the Rogue Leadership Training Experience is entering the final phase of its eight-month journey — and they’re looking for a local nonprofit or community organization to partner with for a high-impact capstone project.

Over the past five months, 30 participants have worked through an intensive curriculum focused on personal, relational, organizational, civic, and community leadership. The program brings together a diverse cross-section of our region — private-sector professionals, nonprofit leaders, and emerging youth participants — creating space for collaboration, shared learning, and long-term relationship building across sectors.

This leadership initiative is made possible through the generous support of community sponsors including AllCare Health, Evergreen Federal Bank, and RenTec Direct.

Now Seeking a Community Impact Partner

As the cohort enters its final three months, participants are shifting their focus to the capstone phase — a defining component of the experience.

Rather than creating something entirely new, the cohort will serve as an accelerator for an existing nonprofit or community organization that already has a meaningful project underway but could benefit from additional leadership capacity, strategic planning, and execution support.

The selected organization will receive the collective focus and expertise of 30 trained leaders committed to delivering measurable and lasting impact in Josephine County.

Nonprofits and community organizations interested in being considered are encouraged to submit their project for review at: https://cohort.unbreakablegp.org/p/community

With three months remaining, the inaugural Rogue Leadership Training Experience cohort is demonstrating that leadership development done right does more than grow individuals — it strengthens an entire community. For more information or to be involved in future cohorts, contact the Chamber, thopkins@grantspasschamber.org

The Young Professionals Network is for young professionals in the target age range of 18-45 who are looking for networking opportunities with other young professionals, connections to the community and business leaders, community engagement, and professional development. The network holds monthly luncheons, quarterly socials, and community service projects.

In February, our Young Professionals group organized two impactful events that combined community service and professional development, fostering both camaraderie and growth among participants.

Our first event was the Quarterly Adopt-a-Street Trash Cleanup, a cherished tradition we have maintained through our long-standing partnership with the City of Grants Pass Public Works Department. This event is not only a fun and engaging way to contribute to a cleaner and healthier community, but it also provides ample opportunities for networking. Participants always leave feeling accomplished and connected, having made a tangible difference in our community.

For our second event, we had the privilege of being hosted by Club NW for Professional Development focused on “Cultivating Culture.” Scott Draper, the founder, delivered an inspiring session filled with insights on core values and personal development. In his grounded and laid-back style, Scott led an engaging conversation about defining goals as A, B, or C, with the latter being something that both excites and scares you. He emphasized the importance of perseverance, even in the face of fear, and the value of continuous learning.

Scott shared memorable insights such as, “You are the culture of your organization” and “Culture eats strategy for breakfast.” These nuggets of wisdom resonated deeply, reminding us of the power of culture in shaping successful organizations. Additionally, we heard from Jesse Sallas, the Club’s Director of Programs, who delved into the steps they take to embed the Club’s culture with new hires. He explained that employees are referred to as “Serrior’s” (Service Warriors), each carrying a Serrior’s Guide outlining the Club’s core values.

Scott concluded with a powerful statement: “Self-love is where it starts!” This reminder reinforced the idea that cultivating a positive culture begins with individual self-awareness and care.

The event was not only rich in content but also generous in hospitality. Participants received thoughtful goodie bags and enjoyed a delicious lunch, making the day both informative and enjoyable.

March, we will host a Quarterly Networking Social at PNW. Check the Chamber Community Calendar for details on this event, which is free to attend and includes lunch. To learn more about the YPN or explore sponsorship opportunities, contact Christie Swafford at cswafford@grantspasschamber.org.
