As we head into a busy and consequential stretch for our business community, I’m struck by how this moment reflects both the challenges we face and the strength we continue to show together.
Later this month we’ll gather for our Annual Awards Banquet, an evening that intentionally pauses the noise of economic uncertainty to celebrate what is working. Oregon’s business climate is not without headwinds: employers are navigating cautious consumer spending, workforce constraints and a constantly shifting regulatory environment. Yet this night is about recognizing the businesses, leaders, and partnerships that continue to invest locally, innovate, and collaborate.
Economic development doesn’t happen in isolation; it happens because people choose to show up for their community. Our awards banquet is a reminder that while there is much work ahead, there is also a great deal to be proud of right here in Josephine County.
I’m also honored to share that I’ve been nominated to join the Board of Directors for Oregon Business & Industry (OBI). This opportunity strengthens our ability to ensure Southern Oregon’s voice is present in statewide conversations that directly affect local employers. Of particular importance, one of OBI’s priority issues this year is repealing or meaningfully revising HB 3115--this bill directly aligns with the advocacy work we are already advancing on behalf of our local business community. This alignment reinforces that the concerns we hear from employers here in Josephine County are shared across the state. My focus remains firmly rooted at home and this role is an extension of our commitment to advocate for practical and business-friendly policies at every level.
Finally, Oregon’s short legislative session began this month and will move quickly. Lawmakers have just weeks to act, with early committee deadlines and a critical state revenue forecast shaping the entire session. Budget pressures are significant, and discussions around spending reductions, potential tax changes, and regulatory expansion are already intensifying. Decisions made early, especially following the February revenue forecast will set the tone for employers across Oregon.
As always, the Chamber will stay engaged, informed, and proactive. Through connection, advocacy, growing workforce and leadership opportunities, and collaboration, we remain focused on one goal: supporting the success of our local business community with confidence and hope for what’s ahead.

Oregon’s 2026 short legislative session is now officially underway, having convened on February 2, and the pace is already brisk. This session is scheduled to run through March 8, with a constitutional limit of just 35 days. If lawmakers move efficiently, it could wrap up even sooner meaning critical decisions for employers will be made quickly and early.
As the session opened, legislative leaders released summaries for all proposed bills. By the time you are reading this, those summaries are expected to include the full bill text. At present, lawmakers are considering roughly 300 bills across both chambers. You can review the materials here:

The defining feature of a short session is speed. Committees have only a handful of meetings, roughly six total hours to decide which bills will advance and which will die. Those decisions must largely be made by

Budget and tax policy are shaping up to be the central issues. While the state is technically showing a $63 million shortfall, the true gap is much larger, closer to $800 million once unavoidable costs are factored in, including Medicaid eligibility changes, wildfire suppression expenses, and the desire to maintain a healthy ending fund balance. Agencies were directed by Tina Kotek to propose both 2.5% and 5% budget reduction scenarios, though it remains unclear how deeply lawmakers will rely on those options.
A major pressure point this session is a push to raise revenue by “disconnecting” Oregon’s tax code from certain federal tax provisions adopted last year. Of particular concern to employers is the potential loss of accelerated depreciation for business investments, an issue worth more than $300 million in the biennium. Importantly, these changes could be enacted with a simple majority vote.

Colonial Decorators has proudly served generations of customers with quality flooring, tile, and window coverings since 1958. The business was founded by Leonard “Dutch” Prulhiere in Akron, Ohio, where he established a reputation for craftsmanship, integrity, and hard work. When Dutch later moved his family to Grants Pass, he brought Colonial Decorators with him and opened the business in a rented building in downtown Grants Pass, laying the foundation for a family-owned company that would become a trusted name in the community for the last 68 years.
Dutch’s sons, Kerry and Tim Prulhiere, grew up in the business and spent their lives installing floors and learning the trade from their father. In 1973, Kerry and Tim, along with Tim’s wife Joan, purchased the business from Dutch. As the company continued to grow, they made the decision to leave the downtown location, purchased their own piece of property, and built a store designed to better fit the needs of the business and its customers. Colonial Decorators remains at that location today, continuing to serve the community from the space built to support its expanding services.


Today, Colonial Decorators specializes in the retail of hardwood, laminate, luxury vinyl plank, sheet vinyl, residential and commercial carpet, window coverings, ceramic and porcelain tile, natural stone, tile setting materials, and floor installation materials. In addition to product sales, the business provides professional floor installation services for both residential and commercial projects and proudly offers free estimates. With great installers on our team with over 140 years of combined experience, every project is completed with precision, care, and lasting quality. Our team works closely with customers to help them select the right materials and bring their vision to life.
Colonial Decorators has been family owned and operated from the start, and on most days, four generations can be found in the store. Owners Tim and Kerry Prulhiere remain actively involved in daily operations. Working alongside them are Tim’s daughter Crissy and her husband Dave, as well as their daughter Taryn, representing the next generation of the family. You may even see Taryn’s young children in the store from time to time, a reflection of the strong family presence that has always been part of the business. Also part of the team are Kelly, Tim and Kerry’s nephew, and Jake, the warehouse associate who helps keep operations running smoothly.

Starting a business is exciting, but it can also be overwhelming. It’s not always clear where to begin or who to ask. That’s why the Grants Pass & Josephine County Chamber of Commerce created the Manual for Starting a Business in Josephine County, to bring all of the essential information for starting a business into one place.
As part of that effort, a previous Chamber intern, Rubi Madrigal, contributed several of the graphics used throughout the manual. These visual elements help break up dense information and make the guide more approachable for readers who may be encountering these requirements for the first time.
Even with a clear and well-organized guide, one challenge still remains. It’s finding the specific answer you need at the moment you need it. When you’re an entrepreneur juggling ideas, deadlines, and decisions, flipping through pages or interpreting technical language can slow you down a lot when you’re just trying to get off the ground.
That challenge is what inspired my current project. I’m working on an AI-powered chat-bot that uses the Chamber’s business startup manual as its primary knowledge base. It’s simple goal is to make trusted local information

easier to access. Instead of searching through a book, users will be able to ask straightforward questions like “Should I form an LLC or a Sole Proprietorship?” or “What’s required to open a food business?” and receive clear, relevant answers based on Chamber-provided guidance.
This tool isn’t meant to replace human support. It’s designed to help entrepreneurs get oriented more quickly, understand their next steps, and approach the process with greater confidence before reaching out to agencies, advisors, or the Chamber team.
Together, the manual and this upcoming AI chat-bot reflect the Chamber’s ongoing commitment to making business resources clearer, more accessible, and easier to use. Starting a business will always take effort, but finding accurate information shouldn’t be one of the hardest parts.
The chat-bot is still in development, but expect updates soon! Whether you’re just exploring an idea or actively preparing to open your doors, the Chamber is here to help you navigate the process and connect with the right resources at the right time.








The Young Professionals Network is for young professionals in the target age range of 18-45 who are looking for networking opportunities with other young professionals, connections to the community and business leaders, community engagement, and professional development. The network holds monthly luncheons, quarterly socials, and community service projects.

Our Young Professionals kicked off the new year with an engaging luncheon at the Hivve, featuring our dynamic Grants Pass & Josephine County Chamber of Commerce CEO, Terry Hopkins. Terry shared several informational handouts, offering a comprehensive overview of the Chamber’s functions, committees, and the extensive resources available to support our business community.
As part of our year-end review, Terry recapped some significant accomplishments from 2025:
•Launch of the Catalyst Program: This initiative successfully raised funds to sponsor new members’ dues, encouraging growth and inclusivity within our community.
•Rogue Leadership Training Experience: One of our proudest achievements, this cohort is designed to cultivate deep, adaptive, and courageous leadership throughout Grants Pass and Josephine County. For 2026, one of our main objectives is to expand our focus on communication. This involves covering topics that impact every facet of business. Terry emphasized that the Chamber remains a strong and relevant resource due to several key factors:

•Prioritizing Engagement: Keeping our finger on the pulse of issues affecting local businesses is crucial.

Terry, known for his engaging speaking style, included humor throughout his presentation and concluded with his steadfast commitment to an open-door policy, encouraging ongoing dialogue and collaboration. We are excited to see where this year takes us and are grateful for the support and enthusiasm of our Young Professionals and the entire business community.
