Abstract
First, what is defined as arbitrary? In Greece, what are arbitrary buildings? The apartment buildings of renting? The slums of urban centres? The seaside gated villas on the sea? The holiday homes within the seashore? What is the legal provision under which an arbitrary building falls, and what are the categories into which it is divided? When did the phenomenon begin? How do the arbitrary buildings of the past differ from the arbitrary buildings of today? How do they contribute to the city's development? And if they do contribute, how adverse are their effects?
The diploma research thesis deals with the illegal settlements in Greece. It is structured in four chapters. In the first chapter an attempt is made to clarify the legislative framework and the definition around the act of illegal building. In the second, the historical development of the problem, the first legislative provisions and the forms of illegal construction depending on the state of society are presented, from the mid-19th century up to 2022. The third chapter is the main research part of the thesis, where three different but illegal settlements are examined, on how illegal building patterns became an accomplice to disaster phenomena and hindered their effective management. The fourth chapter presents the conclusions of the thesis.
