From the Mayor Time flies or time crawls – for most of us, time in isolation during the COVID-19 pandemic was a strange experience. Fast forward two months and we can now see the light at the end of the COVID tunnel. As many return to our daily routines, here at Council we’ve been very pleased to be able to reopen playgrounds and recreation parks, libraries and campgrounds over the past month. It’s an optimistic start to see our families and community groups come back together – at a social distance, of course. As we are heartened by these new steps forward, we are also acutely aware that there are many people in Golden Plains who are facing a tough road back. For those who have lost their jobs or had their hours reduced, and for many businesses who were forced to close, the return to normal activity may be slow and challenging. We understand that some people will need an extra helping hand, and that’s why Council created its new Financial Hardship Policy for residents and businesses. If you need some extra time to make payments or you’re trying to get your businesses back up and running, please
call Council for a confidential chat. It may not be a call you’d usually make but these are unusual times – and it may be that we can offer the help you need. In the meantime, please know that Council is working to get the rest of our services and facilities back in action, when allowed by the Victorian Government directives. Both the State and Federal Governments have committed to funding infrastructure to create jobs and boost the economy, and we are making sure that Golden Plains is on the list. We’re off to a very positive start with $500,000 from the Regional Infrastructure Fund, $1.33 million from the Local Roads and Community Infrastructure Fund, $100,000 for ICT Technology, and 20 new local jobs for unemployed people under the Working for Victoria program. Over the coming months, we’ll continue to seek support for the COVID-19 recovery in Golden Plains and we’ll be reporting back to our residents. In our country and in our communities, it’s great to be reopening the doors and yet, we appreciate that this is just the start of getting back to normal. In the April Gazette, I wrote that Golden Plains is full of supportive people and strong communities. The COVID-19 pandemic has once again shown this to be true and together we will work through this recovery and return to the life we love in Golden Plains. The Mayoral Youth Program’s Community Impact Awards recognise and celebrate the positive contributions local young people already make to our community, while encouraging new young people to be more actively involved in their communities.
Nomination forms are available online at goldenplains.vic.gov.au/mayoral-youth-program, with hard copy forms available upon request from the Customer Service team. Nominations must be received by Friday 31 July, 2020.
Golden Plains residents, aged 12 to 18 years, who have made a positive impact to an individual, group or the environment are eligible to apply. At special award events to be held later in 2020, award-winners will receive a framed certificate of achievement and a $50 Officeworks voucher. Round One Celebration Due to the COVID-19 pandemic, Council has been unable to celebrate the achievements of those young people nominated in Round One of the program, which closed in March. Golden Plains Shire Council will now hold events later in the year to present award-winners from both rounds with their certificates and vouchers.

Funding success for Three Trails
Golden Plains Shire Council has secured a $500,000 grant from the Victorian Government’s Regional Infrastructure Fund to deliver the Three Trails Project. The Three Trails Project will improve and upgrade three significant multi-use trails: Ballarat–Skipton Rail Trail, Kuruc a Ruc Trail and Rainbow Bird Trail. Popular with walkers, hikers, cyclists and horse-riders, these trails total 101km and connect 15 different townships and communities across Golden Plains Shire, as well as City of Ballarat and Corangamite Shire. The Three Trails Project will deliver the upgrade and improvement of the current trail infrastructure, as well as design and installation of new supportive infrastructure, including: signage; shelters, seating, picnic tables and chairs; decking upgrades; safety corrals at major highway crossings; culvert and bridge upgrades; spray seal of trail sections; upgrades to the
Pittong Sleepover; installation of trail counters for data collection; and environmental works including tree trimming. In addition, the Three Trails Project also involves the promotion of the trails to attract new visitors and regional residents, increasing the usage of these picturesque trails. The total cost of the Three Trails Project is $750,000, which will be funded by the Victorian Government’s grant of $500,000; $180,000 from the Berrybank Wind Farm Community Benefit Fund; $57,000 from Golden Plains Shire Council; and $13,000 from the former Ballarat-Skipton Rail Trail Committee. Council’s contribution is funded in its Budget 2019/20 and works on the Three Trails Project are scheduled to begin in late 2020.

Community News Coronavirus Update Golden Plains Shire Council has implemented a number of changes to its operations to reduce the risks to residents, staff and volunteers during the Coronavirus (COVID-19) pandemic. Council’s Bannockburn, Linton and Smythesdale Customer Service Centres have been closed for face-to-face interactions during the COVID-19 pandemic. Council is now finalising the plan to incorporate all the appropriate COVID-19 guidelines prior to reopening the centres. Customers are still able to contact the Customer Service team by phone at 5220 7111, email at enquiries@gplains.vic.gov.au, or online at goldenplains.vic.gov.au/forms/portal. Essential services of Council that require physical contact including immunisation, maternal and child health services, delivered meals (meals on wheels), childcare, community care, and food safety inspections have continued throughout the COVID-19 pandemic, with increased healthy and safety measures. Open for the Community Following the Victorian Government’s announcement on 24 May, 2020 regarding the easing of COVID-19 restrictions, Council has reopened several facilities and services in Golden Plains. Libraries
Campgrounds
The Bannockburn Library reopened on 9 June with shorter operating hours, and normal hours to resume from Monday 6 July. The mobile library will resume its full service from Tuesday 9 June, with all scheduled visits as usual, allowing for possible short delays due to a new cleaning protocol following every stop. With the health and wellbeing of the community and staff the top priority, social distancing, visitor number restrictions and strict hygiene protocols will apply. The following back country camping locations in Golden Plains Shire were reopened on 1 June, with gathering limits applied: Inverleigh – Leigh River South, Pollocksford Bridge, Bunjil Lookout, Smythesdale Public Gardens and Haddon Lions Park. The public toilets are open at or near these locations however, in line with current restrictions, shared facilities including BBQs were not available at this stage.

Community Centres
All outdoor playgrounds, skate parks and bike parks were reopened in Golden Plains Shire on 26 May. In line with Victorian Government advice, social distancing recommendations and gathering limits are in place. On 15 May, Council reopened other popular recreation locations in Golden Plains Shire when a list of recreational and sporting activities were given the green light to resume across the State including outdoor group fitness, tennis, bowls, golf, equestrian activities, fishing and boating.
Under the Victorian Government guidelines, Council welcomed back community groups to the Bannockburn Cultural Centre, The Well in Smythesdale and Meredith Community Centre for the allowed activities from 9 June. Social distancing and health and hygiene practises are in place, with additional cleaning protocols at the centres. For more information or to make a booking, call Council at 5220 7111.
Rokewood Transfer Station
The Rokewood Resource Recovery Centre reopened on 31 May, with social distancing and health and hygiene practises in place at the site, in line with Federal and State Government guidelines. Customers are strongly encouraged to pay by card, however cash payment will be accepted. The Rokewood Resource Recovery Centre is open from 10am to 3pm, every Sunday. When a couple of dedicated members of the Rokewood Corindhap Football and Netball Club donned the legendary green and white guernseys to make a funny video about keeping fit on the farm, they intended to give a few of their footy mates a laugh while in COVID-19 isolation.
Understanding that this was more than a YouTube video, the producers of ‘Back Roads’ knew they’d struck gold with a great story about the value of local sporting and community groups in supporting and connecting people in our small towns, particularly in challenging times such as the COVID-19 pandemic.
Instead, the good humour and infectious spirit of Shaune “Spider” Moloney and Ben Hochuli resonated far beyond their small town, as it was shared and shared online, going viral with more than 100,000 views in just a few weeks. The newly-minted film stars soon found themselves on the pages of The Land and Farmers Weekly, as well as local television news and newspapers across Victoria.
After researching the history of Rokewood and Corindhap, the crew and host, Lisa Millar, hit the real back roads; and in April, spent a week meeting and filming the townspeople, including Shaune and Ben, several other football and netball players and members of the now-famous Hoppers, and local Trevor Kearns, who holds an impressive record of shearing one million sheep.
Now, the film has found a national audience with Rokewood and Cordindhap playing the starring roles in a new episode of ABC TV’s ‘Back Roads’ program. In its fifth season, the show, as its name implies, is dedicated to celebrating the remarkable people and communities to be found on the back roads of Australia.
It’s a special experience to turn on the television and see Golden Plains and the towns of Rokewood and Corindhap celebrated, and to know our corner of the world is being shared with the whole of Australia. A very proud moment that all began with having a laugh making a little film for the local footy club.

Lights On and Ready for Play

The ovals at Victoria Park in Bannockburn and the Rokewood Recreation Reserve are impressive sights with their new lights switched on, ready for the return of local community sport. At Victoria Park, the project delivered upgraded lighting on Oval 1 and four new lighting poles on Oval 2 at Victoria Park, for training and night matches of the Bannockburn Football and Netball Club. Completed in May, the lighting upgrade was fully funded by the Federal Government’s Community Sport Infrastructure grant program. At Victoria Park, the lighting upgrade complements the redeveloped cricket training facility and the new netball and multi-sport courts at the Reserve. At Rokewood Recreation Reserve, the new lighting improves safety and allows the full oval to be used

for training. The upgrade will support the Rokewood Corindhap Football and Netball Club and Reserve committee to grow and strengthen membership and schedule night matches, training sessions and events once community sport resumes. The lighting project was funded by $169,258 from the Victorian Government, and $115,000 from Council. In the past year, Council has also upgraded the irrigation and cricket wicket at the Rokewood Recreation Reserve. In the past few years, Golden Plains Shire Council has actively lobbied for sports lighting funding across the Shire. In 2019, the lighting upgrade at the Linton Recreation Reserve was completed and the Federal Government made a commitment for the installation of lights at Lethbridge Recreation Reserve. In Inverleigh, local sporting clubs have been enjoying the new lights at the Inverleigh Sporting Complex since early 2018.
The Right Path Schoolchildren, seniors and their families in Scarsdale, Rokewood, Smythesdale and Bannockburn are putting their best feet forward on new and improved footpaths. In its 2019/20 Budget, Council allocated $300,000 to complete works on a number of paths and trails across the Shire: • 100m shared concrete path on Becker Street, Smythesdale, outside the Smythesdale campus of Woady Yaloak Primary School. • 1.1km asphalt path on Pitfield-Scarsdale Road, between Carlyle Street and the Scarsdale campus of Woady Yaloak Primary School. • 230m concrete path on Aitchison Street, Rokewood, between Gibb and McMillan Streets. • 200m concrete path on Byron Street and 100m concrete path on Milton Street in Bannockburn, opposite the popular Bannockburn Heart. Council secured a grant from the Transport Accident Commission (TAC) to fund 50% of the Bannockburn footpath works, allowing Council to redirect the remaining budget to complete the Aitchison Street, Rokewood path. 6 | Golden Plains Shire Gazette | ISSUE 4, 2020
Road Projects
Safer Roads for Golden Plains Council recently completed three significant upgrades, delivering safer, smoother roads for residents and visitors of Golden Plains Shire.
Pitfield-Cressy Road The Project: A significant road upgrade and widening of 3.8kms of Pitfield-Cressy Road. The upgraded road is now safer for all users, including heavy vehicles transporting grain to the receival facility in Werneth. This project supports recent works by Council including new box culverts on the bridge over Little Woady Yaloak Creek, and the widening of the road from the bridge to Werneth Road and the 1km section towards Colac-Ballarat Road. The Funding Commitment: This $1.2 million project was fully funded by an $800,000 grant from the Victorian Government’s Fixing Country Roads program and $400,000 from the Federal Government’s Roads to Recovery Program.
Linton-Mannibadar Road The Project: The widening and sealing of 5.5kms of Linton-Mannibadar Road. Extending from the Rokewood-Shelford Road towards Linton, this upgraded road is safer for all vehicles including trucks and heavy vehicles servicing the surrounding farms. This project was a top priority of the Mannibadar Community Plan 2017-2020. The Funding Commitment: This $1.4 million project was fully funded by a $933,000 grant from the Victorian Government’s Fixing Country Roads program and $466,666 from the Federal Government’s Roads to Recovery Program.
Maude-She Oaks Road The Project: The widening of Maude-She Oaks Road and upgrade of intersections. This project delivered the upgrade and widening of 3km of the Maude-She Oaks Road, from the driveway entrance to Mountain View Quarry to Strong Road. As part of the works, upgrades were also completed to a number of intersections, as well as the sealing of road shoulders, new guardrail, and kerb and channel installation. The Funding Commitment: The project was funded by $1.1 million from Council and $385,000 from the Federal Government’s Roads to Recovery Program. ISSUE 4, 2020 | Golden Plains Shire Gazette | 7

Success for Golden Plains
As Australia emerges from the COVID-19 shutdown, the Victorian and Federal Governments have made several significant commitments to support the economic and social recovery. Council has been busy advocating for our region and even in these early days, we’ve had some exciting successes for Golden Plains.
Roads & Infrastructure: $1.33 million The Federal Government’s new $500 million Local Road and Community Infrastructure Program and the bringing forward of $1.3 billion of the 2020-21 Financial Assistance Grant payment will help local councils support jobs and businesses by delivering priority projects focused on infrastructure upgrades and maintenance. At Golden Plains, we have secured $1,333,655 that will be allocated by Council to shovel-ready local roads and community infrastructure projects, delivered in 2020/21.
ICT Technology: $100,000 The Victorian Government has given all rural councils $100,000 to enhance and improve ICT infrastructure. At Golden Plains, this new technology has made civic engagement more accessible with the introduction of livestreaming Council meetings so that residents can watch from anywhere in the Shire.
Regional Infrastructure: $500,000 The Victorian Government’s Regional Infrastructure Fund invests in projects that creates jobs, improve liveability and attract more visitors to regional Victoria. At Golden Plains, we secured a grant for $500,000 to deliver the Three Trails project. For more information on this exciting project, read the article on page 3.
Working for Victoria Golden Plains Shire residents are encouraged to apply for 20 new jobs at Council, funded under the Victorian Government’s Working for Victoria program. Council was successful is securing the commitment from the Victorian Government to fully fund 20 additional six-month positions for people who are currently unemployed. These fixed-term jobs are primarily in the outdoor works team, completing additional tasks that will benefit our communities including maintenance of local trails, fire hazard reduction works, road maintenance, tree inspections and maintenance of reserves and waterways. There are also support roles in human resources, information technology and development engineering. The Working for Victoria jobs are additional full-time positions and will not replace existing employees at Council. Part of the Victorian Government’s response to the COVID-19 pandemic, the $500 million Working for Victoria program aims to match unemployed people with employers who need staff to get through the pandemic and the recovery phase. Golden Plains joins Growing Suburbs After more than a year of lobbying, Golden Plains Shire Council has been accepted as an eligible council under the Victorian Government’s Growing Suburbs Fund (GSF) program. WHAT IS THE GROWING SUBURBS FUND? The GSF was established by the Victorian Government in 2015 to fund community infrastructure projects in 10 fast-growing council areas of Melbourne. Over its five years, the GSF program has distributed more than $200 million to deliver 193 projects in the eligible municipalities. WHAT IS THE PERI URBAN GROUP OF RURAL COUNCILS (PUGRC)? The PUGRC is an alliance of six councils with fast-growing population that are located bordering major cities: Golden Plains Shire, Bass Coast, Baw Baw Shire, Macedon Ranges Shire, Moorabool Shire and Surf Coast Shire. The PUGRC is a leader in advocating for support and solutions for the Victorian peri urban region, at the local, state and national level. 8 | Golden Plains Shire Gazette | ISSUE 4, 2020
In June, Minister for Local Government Adem Somyurek made the announcement that all six of the Peri Urban Group of Rural Councils (PUGRC) have been added to the GSF program. WHY IS IT IMPORTANT FOR GOLDEN PLAINS? Of 79 councils in Victoria, only 16 are now eligible for this significant funding program. Our council will now be able to bid for money from the fund to deliver valuable community infrastructure projects in the fast-growing areas of Golden Plains. This will, in turn, allow Council to allocate more of its own budget to other areas like road works or community infrastructure in smaller towns across the Shire. It’s a big win for all our residents and our communities.

A New Civic Home
In May, the first Ordinary Meeting of Council was held in the new Council Chamber at the Golden Plains Civic Centre in Bannockburn. It was a quiet occasion, as under direction of the Victorian Government, all Council meetings are currently closed to the public. However, Councillors met for the first time in the new civic space with community members watching from the comfort of their homes via the livestream broadcast of the meeting. In the design of the new Council Chamber, an emphasis was placed on celebrating the people and communities of Golden Plains while honouring the civic history of the Shire. Along the walls are frosted glass panels bearing the seals and maps of the historic shires of Bannockburn, Buninyong, Leigh and Grenville, and inside the display cabinets is the collection of special civic items. The first public exhibition is also on exhibit: Your Story, Our Story, featuring nominated significant objects from towns and villages across Golden Plains Shire. A mix of the old and the new, the wooden building trusses are a representation of the iconic Nimons Bridge,
while around the chamber, visitors will see state-of-theart technology including cameras, microphones and large display screens to support viewing the meeting in person or online. Stage One of the Golden Plains Civic Centre project is an extension of the existing Council office and has delivered a fully accessible Customer Service Centre with meeting rooms for residents and staff, as well as the new Council Chamber. When not being used for Council meetings, the chamber can be converted into two meeting spaces for the community and staff. Stage Two works to update the original office building, allowing for staff to relocate from portable buildings and unite under one roof, are now underway. There is also currently an Expression of Interest process to attract a commercial operation to lease the Shire Hall in Bannockburn, giving the historic building a new purpose.
Council Meetings 2020 As of 15 June, Council had committed to holding its meetings at the Golden Plains Civic Centre, 2 Pope Street, Bannockburn until further notice. In accordance with the Victorian Government COVID-19 directive, Councils meetings are currently not open to the public and are attended by Councillors and essential staff with social distancing and health and hygiene practices in place. There is no Ordinary Meeting of Council in October due The following Ordinary Meetings of Council are scheduled for 2020: to the Local Government Election on Saturday 24 October, 2020. Tuesday 28 July, 2020 Tuesday 25 August, 2020 Monday 21 September, 2020 Tuesday 24 November, 2020 Tuesday 15 December, 2020 There is also a Special Meeting (Mayoral Election) on Tuesday 17 November, 2020. All Council meetings start at 6pm.

Care for Younger People in Golden Plains
The Home and Community Care Program for Younger People (HACC PYP) provides support to Golden Plains residents under 65 years and Aboriginal or Torres Strait Islander people aged under 50 years who require assistance performing activities of daily living. Delivered by Council, these services include: Domestic Assistance Essential cleaning, laundry and meal preparation. Property Maintenance Garden maintenance, installation of small mobility aids and minor works. Delivered Meals Healthy, nutritious meals delivered. Respite Care Providing a break or an outing. Social Support Individual or group activities with others. Personal Care Support with mobility, showering and exercise.

Residents may require this assistance due to physical and/or psychosocial functional impairment related to disability (for which they are not eligible for the NDIS), chronic illness and short-term health needs. HACC PYP staff support individuals, carers and family members to identify their needs and choose the right mix of services to support their clients to live as independently as possible. The new Menu@Home program is for Council’s existing Active Ageing & Disability Service clients, as well as residents registered with My Aged Care or eligible for the Home & Community Care Program for Younger People; and is in addition to Council’s existing Delivered Meals (Meals on Wheels) program. The meals are delivered weekly every Friday, and require orders to be placed by Wednesday (two days prior). National Volunteer Week At the end of May, Council and the community celebrated National Volunteer Week. While COVID-19 restrictions prevented any in-person celebrations, Council acknowledged the outstanding contributions of its volunteers online throughout the week. The theme for Volunteer Week 2020 was Changing Communities, Changing Lives, in recognition that volunteering has an impact on the entire community, and not just individuals. From volunteers running grassroots sports clubs to those who provide important services to the elderly and vulnerable, volunteering is part of the fabric which holds our communities together. With COVID-19 disrupting everyday life, volunteering has never been more important than now. Council’s 179 volunteers assist with providing some of Council’s most vital services, such as delivered meals, social support groups for the elderly or those with disabilities, community transport and community planning. Whether volunteering with Council, a local church or sporting group, we thank you for your invaluable contribution.
National Volunteer Week Ambassador Congratulations to Bannockburn local and Council volunteer Scott Cooper who was named a National Volunteer Week Ambassador for 2020. Scott has been an active volunteer in his community for a number of years, starting with his local Karate club where he is always willing to lend a helping hand assisting the young people in the class. He also volunteers for his church; with genU, where he enjoys helping out around the garden and kitchen; and more recently, with Council. Since December 2019, Scott has been a fantastic volunteer with Council’s Active Ageing and Disability team, assisting with its vital community services such as community transport and delivered meals. This year’s Queen’s Birthday Honours List featured a name very familiar to the Golden Plains Shire community: Bill McArthur.

A Councillor for 24 years in the old Grenville Shire and then in Golden Plains Shire, who served as Mayor in 2004 and 2005, Bill was awarded a Medal of the Order of Australia for his service to local government and the Golden Plains community. In addition, Bill was the president of the Municipal Association of Victoria from 2009 to 2016, and served as a director and the vice-president of the Australian Local Government Association for many years. As many residents in the north of the Shire will know, Bill has always been very active and involved in the Haddon community. He was a CFA volunteer firefighter with the Haddon Brigade for 18 years, the president of the Haddon Recreation Centre for 12 years, and the Member of the Haddon Primary School Council for 14 years, including two years as president. Congratulations on this very well-deserved honour, Bill McArthur OAM!

The Draft Budget was on public display from 1 to 29 May, 2020. During this time, six residents submitted questions on the draft plan, and Council received nine formal submissions from residents and community groups, four of which were presented online to Councillors at the Special Budget Meeting on 9 June 2020. Golden Plains Shire Council thanks all these residents and groups for providing their feedback on the plan for the next financial year.

Pool and Spa Registrations In May, the Victorian Government announced an extension for property owners to register their pool or spa with their local council. Due to the impact of the COVID-19 pandemic, the Victorian Government has extended the deadline for its mandatory private pool and spa registration until 1 November, 2020.
