Flipping through the pages of this issue of the Gazette, I had a central thought: “There really is a lot happening in Golden Plains.” With rates capped and more people than ever moving to our Shire, our Council made a commitment to step up our game in seeking more government investment to deliver quality infrastructure and programs for our communities. We developed our Priority Projects, strengthened our lobbying, and coordinated our efforts with our G21 and Central Highlands partners. And it’s paid off. Take a look through the Gazette. In this Federal Election, we locked in $4.6 million to fund key projects in Bannockburn, Lethbridge and Inverleigh. We secured more than $3 million for three bridges in Teesdale, Piggoreet and Meredith, as well as two roads projects that connect Pitfield and Cressy, and Linton and Mannibadar.
We were successful in getting a $169,000 grant for sporting lights in Rokewood and we just opened new sporting facilities in Smythesdale, Linton and Bannockburn representing a total of $455,000 in State Government investment. We’ve got three new mobile towers in Maude, Teesdale and Grenville; and we’re building the Bannockburn Heart with more than $1.7 million in government grants. And that’s just in the past two months. It’s a popular pastime of naysayers to claim that Council doesn’t do anything but it’s simply untrue. Our towns will never have the big, fancy facilities of Geelong or Ballarat – that’s not part of the lifestyle of Golden Plains – but Council is delivering valuable projects that enhance the quality of life in the towns you choose to call home. The Federal Election in Golden Plains Following a busy Federal Election campaign, the Coalition has been re-elected to form government and Golden Plains has one new and one returning member of the lower house of parliament. In the federal electorate of Wannon that includes the northern part of Golden Plains Shire, Dan Tehan MP of the Liberal Party was returned to the seat and his cabinet role as Education Minister in the Coalition Government. During the campaign, there were no election commitments to Council projects in the Wannon electorate. In the marginal federal electorate of Corangamite that includes the south-east of the Shire, Australian Labor Party candidate Libby Coker was elected to her first term in parliament, replacing Sarah Henderson of the Liberal Party. During the Federal Election campaign, the Coalition promised to fund the following Council projects in the Corangamite electorate, if re-elected to govern the nation: • $3.2 million to build a new roundabout at the entrance to Bannockburn; • $832,000 for female friendly change rooms for members of the Golden Plains Soccer Club at the Bannockburn Soccer Facility; • $500,000 to upgrade the club rooms at the Inverleigh Sporting Complex; and • $100,000 for lighting at the Lethbridge Recreation Reserve.

With more than $4.6 million committed to the voters of Golden Plains, Council will be working with the Federal Government to support the timely delivery of these promised projects and meeting with our federal representatives to make sure the people of Golden Plains remain front and centre in their minds and their decisions while they serve in the nation’s parliament for the next three years.
ROADS&bridges
Money for Roads and Bridges
Pitfield-Cressy Road.
Council has successfully secured significant Federal and State Government grants for five key road infrastructure projects.
Wall Bridge, Teesdale Golden Lake Road Bridge, Piggoreet New concrete bridges to replace the 100-year-old timber structures of Wall Bridge, spanning Native Hut Creek on Stones Road in Teesdale; and Golden Lake Road Bridge, spanning Woady Yaloak River in Piggoreet. These new bridges will have increased loads and improved safety for all road users. The new Wall Bridge will also improve pedestrian safety with a footbridge and safety rail. The new Golden Lake Road Bridge will deliver quicker commute times and improved access, eliminating 3kms in detours for heavy and emergency vehicles. The Funding Commitment: The Federal Government’s Bridges Renewal Program grants will fund $303,500 of the estimated $607,000 cost of replacing the Wall Bridge and $300,000 of the estimated $600,000 cost to replace the Golden Lake Road Bridge. The funding will be matched by Golden Plains Shire Council.

The existing single-lane, load-limited bridge will be replaced by a new structure with two travel lanes, better alignment and gradients, and improved road safety. The works complement $300,000 spent last year on the approach road to the bridge, funded under the Federal Government’s Black Spot Program. The Funding Commitment: The $300,000 grant from the State Government’s Fixing Country Roads program will offset the cost of the new $1.6 million bridge on MeredithSteiglitz Road. Council will fund the remainder of this much-needed project with money allocated in the Draft Budget 2019/20 and funds rolled over from last year’s Budget.
Linton-Mannibadar Road The project will widen and seal the existing 4.8km of narrow sealed road measured from the RokewoodShelford Road towards Linton.
This significant road upgrade and widening works will make PitfieldCressy Road safer for all users and support heavy vehicles transporting grain to the receival facility in Werneth. This grant funds 3.8km of widening works, supporting recent works by Council including new box culverts on the bridge over Little Woady Yaloak Creek, and widening of the road from the bridge to Werneth Road and the 1km section towards Colac-Ballarat Road. The Funding Commitment: The $800,000 grant from Fixing Country Roads and $400,000 allocated to the Shire from the Federal Government’s Roads to Recovery Program will fully fund this $1.2 million project.

vec: New Ward structure for Golden Plains Shire The Victorian Electoral Commission (VEC) has released the final report of its representation review of Golden Plains Shire, recommending that in the future the Shire be represented by seven councillors – two councillors from a north-west ward, two from a central ward and three from a south-east ward. The VEC will submit its recommendation to the Minister for Local Government, as required by the Local Government Act 1989. If approved by the Minister, the electoral structure will apply at the October 2020 general election. The selected structure, known through the review process as Option B, consists of seven councillors elected in the following ward structure: • A two-councillor ward (Goldfields Ward) in the northwest of the local council including Haddon, Napoleons, Scarsdale and Smythesdale; • A two-councillor ward (Central Plains Ward) in the less populated central area of the local council including
Cape Clear/Illabarook/Rokewood Junction, Dereel, Inverleigh, Linton, Rokewood, Corindhap, Shelford and Teesdale; and • A three-councillor ward (Eastern Plains Ward) in the south-east growth area of the local council including Bannockburn, Batesford, Lethbridge, Maude/Steiglitz/ She Oaks and Meredith. The VEC conducts a representation review of each municipality in the state every 12 years. The review process was conducted over four months with public information sessions in Bannockburn and Smythesdale, written submissions, and a public hearing in Rokewood. The final report is available at the VEC’s website: vec.vic.gov.au. Copies of the final report are also available for public inspection at Council’s Customer Service Offices in Bannockburn, Smythesdale and Linton.
Council’s Budget 2019/20 The Draft Budget 2019/20 was approved by Council at its Ordinary Meeting on 23 April 2019 and was on public exhibition for more than 28 days.
The final Budget 2019/20 will be considered by Council at its Ordinary Meeting on Tuesday 25 June at Linton Customer Service Centre, 68 Sussex Street.

Golden Plains Shire Council is proud to deliver four new sport and recreation facilities in three towns of the Shire, with official openings in May and June 2019.
Linton Oval Lighting Completed: Four new towers, lighting up the oval at Linton Recreation Reserve to AFL local football standard. The Carngham Linton Football Netball Club has given a big thumbs up to the new lights that have increased its opportunities for training and matches, as well as recreational activity at Linton’s major community sports facility. The club’s netball players have also benefitted from the project, training at night under the lights. The $255,000 lighting project was funded by a grant from Sport and Recreation Victoria.
Linton Netball Change Rooms The Project: New female friendly change rooms at Linton Recreation Reserve. Haddon House, formerly a portable office at Council’s Customer Service Centre in Bannockburn, was relocated to the Reserve and Council funded the redevelopment project to transform the building into change rooms for the Carngham Linton Football Netball Club.

sport&recreation Smythesdale Skate Park Completed: A first-class regional skate facility for children, youth and residents in the north of the Shire. The existing skate park in Smythesdale was redeveloped and expanded to deliver this impressive new facility including the big blue half pipe, several ramps and skate elements, and a basketball ring. Designed for skateboards, scooters and rollerblades, the new facility is perfect for all ages and abilities. The $250,000 redevelopment of the Smythesdale Skate Park was delivered with a $100,000 grant from Sport and Recreation Victoria and $150,000 from Council.
Victoria Park Netball Courts in Bannockburn Completed: Two competition netball courts; a new multisport court area with futsul goals, and basketball and netball rings; installation of new fencing and lighting; undercover benches for players/officials; and storage space at Victoria Park in Bannockburn. The 2019 netball season has been an exciting one for the Bannockburn Football Netball Club players, who have been training on their new courts prior to showing off the new facility to opposing teams. The new multi-sport court area is open to the whole community and has been very popular with families shooting hoops and kicking the soccer ball. The $500,000 project was funded with a $100,000 grant from Sport and Recreation Victoria and $400,000 from Council.
Rokewood Gets the Green Light Council welcomes the $169,258 grant from the State Government’s Community Sports Infrastructure Fund for the lighting upgrade at the Rokewood Recreation Reserve.
Importantly, the upgrade will support the club and Reserve committee to grow and strengthen their memberships as well as schedule more matches, training sessions and events.
Council will also contribute $115,000 to deliver the full upgrade project.
The Reserve is the only public multi-use recreation facility in town and is a valued gathering place for players, families, supporters and visiting sporting teams; hosting a range of informal and formal sporting opportunities and events for the whole Rokewood community.
The new lighting at the Rokewood Recreation Reserve will meet the AFL standard for local football training and matches. Improved lighting means improved safety at the Reserve, as well as less wear and tear on the field as the full oval can be used for training.

Priority Projects Access to reliable telecommunications is vital for residents and businesses in Golden Plains Shire, and more infrastructure is needed to meet the needs of many local communities. Telecommunications are crucial for economic growth and investment, as well as community connectivity and safety. While parts of the Shire have access to NBN and mobile phone coverage, telecommunications is still an issue for many areas of Golden Plains. National Broadband Network (NBN) Bannockburn was connected to Fixed Line NBN in 2016; and NBN Fixed Wireless towers have been built in Dereel, Enfield, Haddon, Haddon West, Smythesdale, Linton, Linton Central, Ross Creek, Rokewood, Cape Clear, Batesford, Cressy East, Inverleigh, Lethbridge, Meredith, Teesdale and Sebastopol South (which covers part of Golden Plains). Mobile Black Spots Council continues to lobby for Mobile Black Spot Program funding for new mobile phone towers to provide service for homes, businesses, industry and events. While recently installed towers have significantly improved community safety and the quality of life of residents and business owners, there is still more to be done to meet the needs of our communities.
TELECOMMUNICATIONS Benefits of improved telecommunications infrastructure: • Improved safety in fire prone areas • Supports investment, in areas such as the Golden Plains Food Production Precinct and the Gheringhap Employment Precinct • Better communications and connectivity.
What we need Council is seeking full NBN Fixed Wireless coverage for the Golden Plains Food Production Precinct in Lethbridge, to fuel economic development and investment attraction, as well as improving the safety and productivity of existing agricultural investors. Round 5 of the Federal Government’s Mobile Black Spot Program is now open, with funding for new mobile phone towers available. Members of the public are encouraged to report mobile black spots and Council will nominate areas of concern in the Shire to the Federal Government. New Mobile Towers for Golden Plains Golden Plains is successful in securing three new mobile phone towers for the Shire, thanks to funding from Round 4 of the Mobile Black Spot Program. The two new Telstra towers at Maude and Teesdale and the new Optus tower at Grenville are co-funded by the Federal and State Governments. Strong and consistent mobile coverage is essential for communication including emergency services and the safety of regional communities. The new tower in Maude will improve coverage for the Moorabool Valley, which is significant for visitors and tourism businesses including local wineries. The growing population of Teesdale including the CFA fire station, visitors to the soon-tobe upgraded Teesdale Turtle Bend Reserve, and local businesses will benefit from improved coverage. New Optus towers in Haddon North and Teesdale are online, with an Optus tower also planned for Cape Clear. These have all been co-funded by the State Government. Previously, the Federal Government’s Mobile Black Spot Program delivered new mobile towers in the fire-prone townships of Dereel and Steiglitz.

Golden Plains Still Growing Strong
The report separates the Golden Plains Shire into several geographic locations, each known as a Statistical Area Level 2. Data showed that the Statistical Area Level 2 of Bannockburn and surrounds, grew by 3.6% to bring the population to 7,117 people. Bannockburn and surrounds is now the ninth fastest growing regional Statistical Area Level 2 (by percentage growth), behind other fast growing areas such as Grovedale in Geelong, Alfredton in Ballarat, Torquay and Lara.
New population growth figures released by the Australian Bureau of Statistics show that Golden Plains Shire is still one of the fastest growing areas in regional Victoria. Between 2017 and 2018, Golden Plains Shire grew by 2.4% or 552 people, taking the Shire’s population to 23,120 people. This growth retains Golden Plains as the fifth fastest growing regional LGA in Victoria (by percentage growth rate).
The new statistics show that the population continues to grow across the Shire, with the Statistical Area Level 2 locations of Golden Plains – South and Golden Plains – North growing by 2.4% and 2.3%, taking their respective populations to 7,240 and 4,742 people. The Statistical Area Level 2 of Smythes Creek also grew by 0.7% to bring the population to 4,021 people. For more information on the Australia Bureau of Statistics data, visit abs.gov.au
COUNCIL’S NEW Local Law No. 1
At its Ordinary Meeting on 23 April 2019, Council adopted its Local Law No. 1 – Council Meeting Procedures & Common Law; and the Council Policy 4.4 Public Participation in Council Meetings (Question Time, Presentations & Submissions, Petitions & Joint Letters). Both the new law and policy came into effect on 13 May. Key features of Local Law 1: New Public Question Time: Any person can ask Council a maximum of two questions of Council during a 30-minute Question Time at Ordinary Council Meetings. All questions must be lodged by 10am on the day of the meeting by email, Council’s website or hand delivered to Council offices. Change to Public Presentations and Submissions: Any person may lodge a written submission, and may also request to speak at the relevant Ordinary Meeting of Council, in favour of or against:

- A planning matter (for example, a planning permit application) where the person has previously made an objection in accordance with The Planning and Environment Act 1987 - A matter where Council called for submissions under section 223 of the Local Government Act 1989 (e.g. the Council Budget) and the presenter has previously made a formal submission. Under the new policy, time will not be allocated for public presentations on any other agenda items. However, Council will now receive written submissions on those matters and those submissions will be forwarded to Councillors prior to the meeting. CAMPING AT SMYTHESDALE GARDENS The Smythesdale Progress Association is now using part of the Smythesdale Gardens as a camping area for travellers. Camping is short term only – a maximum of three days – and visitors are encouraged to provide a donation for their stay. Community managed camping provides great benefits to the local community through increased tourism and increased patronage of local shops and businesses. In addition to maintaining the Gardens reserve and funding its other activities, the Association uses a portion of the donated funds to support other local community groups and projects through its Community Dividend Scheme. This year, the Association made donations to the Smythesdale and Scarsdale Parents and Friends groups from the Woady Yaloak Primary School, the Woady Yaloak Kindergarten, and the Scarsdale Community Men’s Shed.
