‘A foundational year’
Welcome to our 2025 annual report
2025 was a foundational year for GMP+ International. We built capacity, launched new offerings, and welcomed our 20,000th company. It was also the last year of our 202325 business plan – and we wanted to use this report as an opportunity to reflect on our progress against that plan.
Back in 2022 we set ourselves ambitious goals; market leadership in both feed safety and sustainability, high satisfaction scores, solid financial foundations, and to be an inspiring partner for our community.
I am so proud of all the achievements we've made against these goals, and I am grateful to our colleagues past and present for rising to the challenge. In the following pages you can learn more about the hard work that went on behind the scenes.
Inspiring partner
A large part of this success comes from the partnership we have built with our international community of GMP+ certified companies, Certification Bodies, auditors, consultants, partners, and experts.
The meaningful discussions and feedback we’ve received have led to new offerings that meet market needs (like our recently launched Feed Life Cycle Assessment standard), and significant improvements in our services (like much-requested updates to our website, portal, and databases).
GMP+ International was founded on the principle of being practical and usable in the everyday feed chain. That is not possible without true partnership and collaboration. Our scheme and services have always evolved to meet the changing needs of the animal feed industry, thanks to our collaboration with feed companies themselves. The expertise, commitment, and dedication of practitioners around the world inspires us to remain vigilant and keep searching for new ways to support the industry.

Our new business plan puts partnership first Having concluded one business plan, we have now launched our next. The start to 2026 has shown that the world is still unpredictable, and even the best of plans can, and should, change when circumstances do. Feed companies are operating in a volatile and uncertain international context, which only makes our work even more relevant. GMP+ certification is a mark of reassurance in our industry, and while our plans will adapt to meet the needs of the moment, our mission to enable a safe and sustainable feed industry, worldwide, will stay front and centre no matter what.
Between now and the end of 2028, our new business plan revolves around our partnership with the industry. We will enhance innovation to support our community in a faster changing world and to remain future proof as an organisation, and we will build on our solid reputation and foundation to enable more companies to contribute towards safe and sustainable feed, worldwide.
Within GMP+ International itself we have already made some big changes to prepare, including optimisation of the organisation and empowering our team with the skills, knowledge, and processes needed to deliver consistent, high-quality value to our customers.
I took the helm of GMP+ International just prior to 2025, and I can honestly say my first full year was a fascinating, hectic, and truly lovely experience. Getting to know the market, our stakeholders, and my colleagues has given me so much hope for the future of our work.
I'm looking forward to deepening this collaboration in the years to come.

Digitised scheme documents
Using static PDF documents made comparing documents difficult, and translations challenging for our global users.
We digitised all our scheme documents, so they can be easily viewed, searched, compared, or downloaded from a web browser.
Widely available in-browser translation tools now mean anyone from anywhere in the world can understand GMP+ requirements.

Company database
The GMP+ Company database is used by over 10,000 people every month. Users told us they wanted the database to be easier to use, with less clicking and scrolling, and more options for what to do with their search results.
We introduced a range of updates:
• Enabled exporting of individual records or full search results.
• Consolidated information for faster searching.
• Introduced general search, multi-select, and favouriting functions.
Users can now find relevant information more quickly and easily, use their results more flexibly, and ultimately spend less time on GMP+ related administration. With thousands of daily users, even small improvements in efficiency will have considerable impact.
Risk Management Tools and GMP+ Monitoring database
We provide a range of Risk Management tools available for users, including risk assessments and our Monitoring database.
Monitoring database users had to upload a lot of data manually, and wanted to see historical analysis over time in comparison with the wider GMP+ community. Users can now more easily submit risk assessments for review, and can export risk assessments for a range of materials to gain a full overview of potential hazards.
For the GMP + Monitoring database, uploading samples is faster with more automation. Users can also now look at product analysis over time; trends and hazards, contextualised with anonymised data from the rest of the community. With this data you can adjust your risk management system based on the history of the community data.

The mandate for the management of the organisation is laid down in our Articles of Association.
• Our shareholder is the GMP+ International Foundation; seven Dutch industry associations representing the whole feed chain.
• The chairman and secretary of GMP+ International Foundation together with three members of the Supervisory Board compose the General Shareholders meeting.
• Our Supervisory Board consists of three independent persons. It serves as a sounding board, and advises and supervises the Management Board.
• Our Managing Director is the board of the organisation and authorised for final decision making in accordance with Dutch law, though for specified strategic decisions she needs the approval of the General Shareholders meeting and/or the Supervisory Board.
• Our staff includes our management team of five members who are supported by 27 employees in 4 teams.

Journey to 20,000+ certified companies
We passed another significant milestone in 2025. GMP+ International now actively certifies more than 20,000 companies across the entire feed chain worldwide.
GMP+ International was established in 1992 to address concerns around feed contamination. It has grown into the world’s largest feed safety scheme and is now increasingly supporting the industry with sustainability certification.

GMP+ International’s 20,000th is Polish supplementary feed mix company Biomix. For them, certification underlines how important safety and trust are in the animal feed industry.

Scheme updates
Within the scope of the 2023-2025 business plan was the final transition from the rulesbased GMP+ Feed Certification scheme 2010 to the goal-oriented 2020 scheme. The transition was successfully concluded in March 2025.
We also continued to update the scheme in close collaboration with the GMP+ Sub Committees who represent the GMP+ community, including:
• Providing flexibility for Certification Bodies and companies with changes for remote audits and audits at another location.
• Adjusted gatekeeper protocols and introduced a new gatekeeper protocol for feed materials of mineral origin.
• A clearer and easier to use Aflatoxin monitoring protocol.
• Extended the definition of the PO Box/ Invoicing address to reduce audit times and improve transparency.
Collaboration with Certification Bodies
Over the last three years, GMP+ Certification Body (CB) assessments show improving maturity and consistency, with ongoing emphasis on audit quality, auditor competence and integrity safeguards.
We also implemented a valuable new approach to auditor qualification. After two successful examinations per scope, the auditor is now not required to take it again as long as they keep all other acceptation requirements. On page 33 we elaborate on a new way of knowledge sharing and how to secure this. This is an important change that will help ensure there are more suitable auditors in the field to support feed safety and sustainability.
Launch of new international Antibiotic-free standard (TS2.2)
Launched in March 2025, this certification enables companies worldwide to demonstrate their dedication to producing antibiotic-free feed, which is crucial to animal and human health.

Scheme updates
We continued to update the scheme in close collaboration with the GMP+ Expert Committees who represent the GMP+ community, including:
• Updates to MI5.3 Responsible Dairy Feed and MI5.4 GMO Controlled in response to market initiative demands.
• Options for remote audits, and reductions in minimum audit times to ensure a fit for purpose approach.
• Updates to multisite certification requirements, strengthening oversight and improving alignment across multiple locations.
• Adapting Feed Responsibility Management System requirements to align with the GMP+ FSA module structure and to be more fit for sustainability assurance.
Leading the market
Establishing a leading market position begins with a thorough analysis of market needs. We conducted a detailed sector analysis of sustainability needs, and how we as an independent standard setter can support.
• In partnership with New Foresight, we conducted a sector analysis, interviewed over 20 feed and food chain stakeholders worldwide, and held a special think tank session.
• The lack of end-to-end data emerged as a persistent barrier to understanding, and addressing, sustainability challenges; particularly for traceability, legality, and land-use change.
• To address this, we have begun work to explore a Data Protocol – a modular framework that defines the essential data, assurance rules, and transfer mechanisms needed to enable credible, scalable sustainability claims across actors in the feed supply chain.
Launch of Carbon Footprint pilot standard (MI5.5)
In January 2024, GMP+ International launched a pilot standard in the Netherlands to assure a methodology for calculating the Carbon Footprint (CFP) of compound feed based on the ‘Nevedi CFP calculation protocol’.
19 companies have been certified for this pilot, and the experience and lessons have been used to develop an international standard for feed environmental footprint – or a ‘Life Cycle Assessment’.
Developing a Life Cycle Assessment standard (MI5.7)
There is a clear market need for a harmonised and practical way to calculate and communicate the environmental footprint of feed across its entire lifecycle.
To meet this need, we have developed MI5.7 Feed Life Cycle Assessment (LCA). It is the next step forward from MI5.5, and builds on the pilot experience to provide a harmonised, long-term standard for the feed related environmental footprint going forward.
MI5.7 is the result of an intensive development process together with our GMP+ community. Over the past year, we worked with stakeholders through think tank sessions, ecosystem analysis, public consultation, and constructive reviews by our subcommittees and International Expert Committee. This collaboration ensures a robust and practical standard for the sector.
MI5.7 is based on the LCA methodology aligned with PEFCR Feed that supports correct application of life cycle assessment. By using recognised calculation tools and data sources (such as the GFLI database), companies can further strengthen the quality, transparency, and consistency of their environmental footprint results.
Certified companies within the scopes of production of compound feed, premixtures, feed materials, feed additives, and trade in feed can be certified under MI5.7 from May 2026.
Inspiring partner for our community
We work hand in hand with a global community of companies and partners in the feed chain.
Support for our Certification Bodies
Certification Bodies (CBs) are crucial to a safe and sustainable feed chain. We wanted to build stronger, more structured relationships with CBs and auditors, beyond compliance. Throughout the course of the 2023-25 Business Plan, we stepped up our partnership with CBs:
• We engaged more regularly with local auditors and CB locations (as well as critical/accepted locations), and we introduced regular training sessions for auditors on the GMP+ FSA and FRA modules, especially on scheme changes. This helped improve understanding and led to more consistent audits and fewer different interpretations.
• We now provide annual scheme changes as e-learning on the GMP+ Academy, for use in harmonisation meetings and continuous professional development for auditors.
• We made harmonisation sessions more interactive. Auditors can now share challenges and provide feedback, enabling us to improve requirements more quickly. In 2025, we organised a Regional Harmonisation in Asia to align the knowledge of auditors and registered consultants in the region.
• We organised more structured feedback moments, such as CB visits and evaluation sessions for the GMP+ FRA module. This allows us to collect input in a more consistent way and involve CBs more in improving the scheme.

Enhancing support for Brazil’s feed companies
In 2025 we began establishing partnerships with key organisations in Brazil.
• We entered discussions with MAPA (the Ministry of Agriculture and Livestock) to look at how GMP+ certification could reduce inspection frequency or requirements for companies, because of our established and reliable system for feed safety.
• We began a strategic collaboration with AnimalCert, a local feed scheme, to offer Brazilian companies a step-wise integration of GMP+ certification.
• We also deepened our engagement with key market players through targeted company visits.
Community engagement
• We conducted a public consultation on our new MI5.5 International Carbon Footprint of Feed, which helped ensure that the standard was clear, practical, and valuable for the feed industry.
• We continued our collaboration with our Task Forces, made up of volunteers from businesses, consultancies, and Certification Bodies who share their time and insights into region-specific challenges. Our active Task Forces include Poland, Italy, Spain, Brazil, and the Danube Region (Austria, Hungary, Czech Republic, Slovakia, Slovenia, Croatia, Serbia, Romania and Bulgaria).
• We connected with the GMP+ community at feed industry events, including VICTAM LatAm in Sao Paulo, Brazil.

Sustainable growth
GMP+ International is a financially solid organisation. Our improved financial performance is thanks to two important elements; manageable and sustained growth in certification, and proper cost and cash flow management practices.
Improved financial governance
Over the course of the 2023-25 Business Plan we took steps to improve the processes, controls, and reports behind our financial management. We optimised our budget cycle and even produced a multi-year budget, aligned with our strategy. Furthermore, we rationalised several operational financial processes, including frequent monitoring of key financial activities.
As a result, we have rebuilt and restructured our financial processes to make them more strict, professional, and reliable. This means we have stronger financial insights to inform strategic decisions, and we now have multi-year budgets and revenue estimates up to the year 2030 – supporting more informed financial planning and forecasting. We will continuously improve our financial framework moving forward to ensure it remains modern, flexible and futureproof.
Investing in our community
Stable finances have enabled us to invest significantly in the systems that certified companies, Certification Bodies, and partners use on a daily basis. Our community needed an online platform which was future proof, secure, and easier to use. Throughout the investment, the needs and feedback of the community have shaped our platform, and the resulting updates mean users have a more intuitive, seamless, and user-friendly experience.
Antibiotic-free feed standard
In 2025, we launched the international version of the GMP+ FSA TS2.2 Antibiotic-Free Feed add-on standard. Developed in collaboration with global experts, this standard offers feed companies everywhere a way to demonstrate that their products and operations are truly antibiotic-free.

A new international standard
The new standard is built on the experience of the earlier version of the same standard developed for the Dutch market, and is now available for companies worldwide. The current GMP+ scheme requires companies to strictly control the use of antibiotics and monitor for any contamination, and this add-on standard is for companies who go further and ensure there is no antibiotic contamination at their production sites.

When antibiotics are found in animal feed, even in trace amounts, they can contribute to the development of antimicrobial resistance (AMR) in humans. Stopping the emergence and spread of these resistant bacteria is an urgent public health challenge, and animal feed has an important role to play.
While the use of antibiotics in feed as growth promoters has been banned in the EU since 2006, they are still widely used in many parts of the world. This practice
continues to drive resistance and endangers the effectiveness of life-saving antibiotics. It can also enter the environment through manure, runoff, and wastewater, which can contribute to antibiotic-resistant bacteria in natural ecosystems.

In 2025, to align with the updated GMP+ FSA module, we introduced additional requirements for mutually recognised schemes to ensure comparability with GMP+ International’s standards.
Certification Bodies
Certification Bodies (CBs), and their auditors, assess and certify companies to ensure they comply with the principles and requirements of GMP+’s standards.
International Expert Committee (IEC)
GMP+ International seeks advice from the International Expert Committee and various subcommittees. They are made up of representatives from across the feed chain.
GMP+ Registered Consultants
Registered Consultants are independent companies recognised by GMP+ International. They advise companies about the implementation and maintenance of the requirements of the GMP+ Feed Certification scheme.
In 2025, 33 Registered Consultants were active around the world.
Task Forces
Our Task Forces bring business representatives, consultants, and certification bodies from a particular region together to give us an insight into region-specific challenges.
In 2025, 84 volunteers participated in 10 Task Force meetings in Italy, Poland, Brazil, Spain, and the Danube Region (Austria, Hungary, Czech Republic, Romania, Bulgaria, and Slovenia).

Over the course of 2025 we developed the plan that would oversee our work after the end of our 2023-25 Business plan. Our overall goal is to be the most accepted partner for safe and sustainable feed – and by accepted we mean used, acknowledged, and highly valued.
Our Business Plan for 2026 - 2028 is all about building on our firm foundations, and being a valued partner for the feed community around the world. Until the end of 2028, GMP+ International will focus our efforts on six critical pathways.

Feed Safety
Be seen as the number 1 feed safety scheme globally by improving quality and ease of use.
We will make further improvements to our GMP+ Feed Safety Assurance (FSA) certification that will make it easier to use, more risk-based, and more transparent.
We will also give the GMP+ Community more control by expanding knowledgesharing, so auditors, Registered Consultants, and certified companies can make informed decisions that are right for their circumstances based on valuable and practical insights.
Feed Sustainability
Scale up GMP+ Feed Responsibility Assurance (FRA) tied to feed safety by accelerating product development focusing on markets and partners with a strong sustainability agenda.
We will scale up our sustainability offerings by accelerating product development and collaborating with industry leaders, including food producers and retailers.
We are already developing a harmonised, future-proof standard for feed environmental footprint, and we are actively exploring a data protocol to enable sustainability data to be passed end-to-end across our complex international feed chain.
Markets
Maintain our position in Europe, and increase penetration in emerging and growing markets by strengthening partnerships in the supply chain for feed & food.
Many of our certificate holders are in Europe. Across South America, Asia, and elsewhere, we’ve been working with feed companies and governments who want to access global markets, but struggle because they do not yet have the equivalent safety or sustainability infrastructure; things like regulations, Certification Bodies, and widely adopted practices.
We plan to help through building on our existing presence in emerging markets to support companies to adopt practices that will, over time, meet the full requirements of GMP+ certification; enabling safe feed, and fair competition on a level playing field around the globe.

Enhance operational excellence and driving positive impact on feed safety and sustainability by improving data management and fit for purpose tooling.
We have already invested significantly in making a smoother customer and user journey, which we will continue in the coming years.
We also want to give back to our community, by means of data analytics or AI tooling, with insights that help our community to better understand trends, and developments and improve the GMP+ experience. We will work to implement an easy-to-use CB audit application to support audit execution and complete and correct audit data, explore predictive data models, and even a chat bot to support common queries to the GMP+ Helpdesk

GMP+ International has a truly collaborative culture, and we want to maintain that while further embedding GMP+ certified companies at the heart of decision making.
This means we have a team who are engaged, able to take ownership and initiative, and make customer centricity a part of our business cases.
Explanatory note to our financial figures
In 2025, the world was confronted with profound geopolitical developments that put pressure on the international trade market. The animal feed chain was also affected by this, with increasing pressure on the financial performance of companies within the chain.
In response, many organisations are actively seeking to improve their profit margins, including through economies of scale and international acquisitions. At the same time, this requires GMP+ International to keep certification affordable, workable, and future-oriented.
Within this dynamic context, GMP+ International achieved a stable and positive financial result over the past year. We exercised deliberate restraint with structural and long-term investments. The focus was on cost control, financial insight, and maintaining stability and agility.
Revenue, partly due to volume growth, increased by 3.3%.
Expected revenue for 2026 is projected at approximately €7.16 million. The EBITDA margin is estimated to be between 5% and 10%. In 2026, targeted and substantial investments will be made in, among other things, improving data and technology.
