OUR TAKE: RODEO CONTINUES TO BE A PRIZED EVENT FOR LAS VEGAS If a cowboy tips his hat to you this week, be sure to respond in kind with a nod or a smile. Just four years ago, Las Vegas nearly lost the business of the good folks who fill up Las Vegas hotels for two weeks in early December. Naturally, the National Finals Rodeo was taking a better deal from … Orlando? Mickey Mouse, back in the saddle again! The Professional Rodeo Cowboys Association, which governs the sport, put down the pen before signing a deal on the table from Osceola County, Fla. An offer from Dallas was rebuffed as well, but not before a nervous month following an announcement by Las Vegas Events that the rodeo would hit the road in 2015. The bright minds at LVE and the Las Vegas Convention and Visitors Authority devise

ways to put heads in beds, as they like to say, throughout the year. Few succeed as NFR does, with an estimated $90 million in nongaming revenue generated by the sport’s premier event. NFR started its run at the Thomas & Mack Center in 1985. The 10-year deal signed in 2014 guarantees the PRCA $16.5 million annually. Give the association credit for negotiating a much better contract than originally offered — reportedly an additional $4 million to $5 million more than LVE’s opening proposal. This cowboy town needs the rodeo. The rodeo needs a cowboy town that can host its parties and pageantry. Somehow, they both rode to the brink of goodbye, but smartly decided not to quit each other. — ADAM CANDEE

FirstService Residential is the community manager for Sierra Madre at Mountain’s Edge Homeowners Association. Sierra Madre is a 137-unit single-family community in the master-planned development. The Forum Shops at Caesars Palace unveiled a new marquee. Conceived and designed by Simon Property Group and built by Yesco, the double-faced sign stands 85 feet tall and is covered with Yaham LED panels. The Dignity Health-St. Rose Dominican-West Flamingo Campus, is open at 9880 W. Flamingo Road. Remington Nevada, a commercial land development company, has embarked on a joint venture with Terrible Herbst Inc., one of the largest Chevron franchisees in the United States, to build Terrible Herbst gas stations and convenience stores throughout Southern Nevada. The Cosmopolitan is refreshing guest rooms in its Boulevard and Chelsea towers. The project will be fully complete in 2018, with 2,895 of the resort’s 3,027 rooms remodeled with influence from designers including Virserius Studio. JLL Income Property Trust acquired Montecito

Marketplace, a 190,000-square-foot, high-volume, grocery-anchored neighborhood shopping center near the I-95/I-215 interchange. The purchase price was approximately $63 million. Cushman & Wakefield Commerce’s operations in Salt Lake City, Las Vegas and Seattle, as well as its sister company, Cushman & Wakefield NorthMarq, based in Minnesota, have been acquired by partner firm Cushman & Wakefield. The Golden Gate completed an expansion featuring interior design from Dez Motif and architecture by Moser Architecture Studio. The expansion nearly doubled the casino in size; added a dramatic entry way on Fremont Street Experience; and extended its outdoor bar, OneBar at One Fremont Street. The Siegel Group Nevada purchased the former Budget Lodge Extended Stay Hotel in San Antonio for $3.30 million. Las Vegas Ballpark, to be located in Downtown Summerlin, is being designed by HOK. Renovations and upgrades to eight Nevada Partnership for Homeless Youth Independent Living Program residences and two NPHY Emergency Shelters were made through the generosity of associates and business partners of Keller Williams Realty Las Vegas. More than 200 agents assisted in the service project. Southern Hills Hospital and Medical Center, part of the Sunrise Health System, broke ground on the Behavioral Health Center at Southern Hills Hospital, an 80-bed psychiatric facility. 43,000-squarefoot structure will feature patient tracking and safety systems, and is being built at a cost of about $26 million. Q&A with Monica Gresser

Architecture starts with clients’ how and why By Rebecca Clifford-Cruz | STAFF WRITER

Monica Gresser, principal and citizen architect at BrazenArchitecture, is passionate about helping the homeless population. “As a citizen and human being, I am in a position to help them in some way,” she says. Gresser is exploring how, through architecture, she can help direct service providers who do work for those in need of housing, food, jobs, veterans’ services, and health and mental wellness. When did you discover your passion for architecture? I thought I might want to be an architect as a junior in high school, when my drafting instructor suggested I consider it. I remember being the only girl in those classes. In college, I somehow persuaded my adviser to create a class focusing on design-build and energy efficiency for Houston Habitat for Humanity projects. We had support from Habitat for Humanity and local architects and engineers. We also had a Habitat family willing to endure having a bunch of college kids design and build their house. Working through the project was exciting and inspirational. I can’t live that way, but sometimes, I need to get my brain and body into the mountains or Lake Mead for a mental reset. If you could take a group of visitors around Las Vegas on an architectural tour, where would the first three stops be? The Springs Preserve is an amazing example of sustainable desert architecture. I am fascinated by the indigenous qualities of the buildings — using mass and wind. I love the entry for the old La Concha Motel, which is now the entry point for the Neon Museum. It has origins in Space Age whimsy Googie architecture style, with its seemingly weightless concrete-bending forms. Also, although it’s not strict architecture, I usually point out that the Luxor and Stratosphere have an interesting relationship as physical landmarks that define the north-south central line of the Las Vegas Valley. If you’re lost in the valley at night and can see the Strip, look for the Stratosphere and the Luxor, and use them to orient yourself. Once you learn that the Strat is on the north end and the Luxor is on the south end, you can find your way to or from Henderson or North Las Vegas … or to the Strip. Whom do you admire? I am in awe of Meredith Spriggs and her work as leader (Chief Kindness Officer) of Caridad, an organization she created to humanize the homeless. I met her after reading an article about her in 2015. I told her I had a graduated-housing idea for transitioning people out of homelessness. We talked for more than an hour about ideas before I asked to shadow her on her downtown route. That day — July 3, 2015 — opened my eyes about how homeless people function downtown. We spoke to a newly homeless woman who said she was “OK and didn’t need help” (at least on that day) and a man who’d been homeless here for 10 years and wanted to go back home.

How was the concept conceived?

After dealing with the problems of stick-built and modular homes, the headaches of finding contractors, dealing with weather, site theft and labor shortages, we realized there had to be a better way. Some victims worry they’ll be excluded from Oct. 1 payouts By april corbin Staff Writer

Gia Iantuono believes her life was spared the night of the Route 91 Harvest Festival because her boyfriend, 30-year-old Brennan Stewart, died shielding her from the bullets that rained down on the crowd of 22,000 concertgoers and festival workers. Although protected from the gunfire, Iantuono suffered a serious leg injury during the tragedy, including a torn meniscus and hamstring that required outpatient surgery. Iantuono hasn’t been able to stand or walk unaided since. Returning to work at the country bar where she was employed before the shooting, or attending her surgical technician classes at the College of Southern Nevada, have been out of the question. Her doctors estimate it will be seven more months before she can walk again, said Karen Iantuono, her mother. That is just the physical trauma. The mental anguish of losing her

boyfriend in the nation’s worst mass shooting is unquantifiable. Yet the 25-year-old student may not receive a penny of the approximately $16 million donated to the Las Vegas Victims Fund and other accounts set up after the shooting. The first draft of the distribution plan lays out a protocol for giving money to families or estates of the 58 people who died in the shooting, as well as to any of the hundreds of living survivors who spent at least one night in the hospital getting treated for injuries related to the shooting. “It’s not fair,” Karen said. “You’re saying she’s less of a victim? Less deserving? Because she lived? She was holding her boyfriend as he died.” Karen attended one of two town hall meetings that the victim fund committee conducted to gather public input regarding the first draft of the fund distribution plan. She asked the committee to broaden the eligibility pool to include people like her daughter, who did not stay overnight

at a hospital but still suffered serious injuries that have required ongoing medical attention. Hospitals across the valley received more than 600 patients after the Oct. 1 mass shooting. It is unclear how many of those patients stayed at least overnight as a result of their injuries. The last patient was released Nov. 11. Karen Iantuono noted she did not set up an independent GoFundMe account for her daughter, as many others did in the days after the shooting. When people asked how they could assist her daughter, she directed them to the official fund being promoted by Clark County Sheriff Joe Lombardo and Clark County Commission Chairman Steve Sisolak. “Now they are asking me, ‘Why did we give to that? We would have just given directly to you,’ ” she said. The Iantuonos aren’t alone in feeling that the victim fund committee has overlooked people in need. Several others spoke during the town

hall about the physical and mental injuries they have endured without needing overnight care at a hospital. One woman went to the hospital after being shot in the cheek, but because it was overloaded, she did not undergo surgery that night. She had it five days later as an outpatient. “That night, it was more important for me to go home to my family,” she said. Another victim, Michelle Leonard, spoke of being trampled by the panicked crowd and the ongoing medical treatment she is receiving since for blood clots, soft tissue damage and worsening orthopedic issues. Like Iantuono, she never stayed overnight at a hospital but is expected to be off her feet for the next four to six months. “My life is forever changed,” said Leonard, a vendor at the music festival. “I feel like a bullet has been put in my head, my heart and my soul.” The 17-person committee includes representatives from Metro Police,

major donors to the fund, victim advocates, mental health professionals, lawyers, the resort industry and charitable organizations. The committee is expected to release a final draft of the distribution plan on Dec. 15. “I hope they listen, that this wasn’t just for show,” says Laura Puglia, who was working as a bartender at the festival when the shooting began. Puglia told the committee she didn’t envy the difficult decision before them, but implored them to take psychological damage like post-traumatic stress disorder seriously and to consider that many have undergone a financial burden that nobody is compensating. “Some people lost jobs,” she said, adding that she missed several weeks of work, in part because when she ran from the festival, she left behind her purse containing the identification cards she needs to get hired for independent gigs as a bartender. “Not every employer practices empathy. … I’m here to suggest everyone be included. That would show a true sense of community and a genuine way of healing.” Kenneth Feinberg, a national expert

on victim compensation who assisted county officials in setting up the structure of distributing funds, has previously described using overnight stays as a proxy for severity of injuries as a form of “rough justice” that allows fund distributors to get the money out as quickly and efficiently as possible. Feinberg, the committee members and the National Compassion Fund, which is assisting the victims fund, are all working pro bono. After the Pulse Nightclub in Orlando, Fla., shooting and the Boston Marathon bombings, the distribution plan for victim compensation funds included payouts for victims who received outpatient medical treatment. In the former tragedy, people who were present but did not receive physical injuries were also compensated. However, both of those victim funds had significantly more money to distribute — approximately $29.5 million in Orlando and $61 million in Boston. There is about $16 million in the Las Vegas fund, which includes the GoFundMe account and others, officials say. Donations are still being accepted.

LVCVA: Oct. 1 slowed tourism By thomas moore Staff Writer

Visitor volume to Las Vegas dropped by 4.2 percent after the Oct. 1 mass shooting at the Route 91 Harvest Festival, while convention business remained strong, according to numbers released recently by the Las Vegas Convention and Visitors Authority. Kevin Bagger, executive director of research for the LVCVA, said the decline can be directly attributed to the shooting. “Yes, I believe the shooting did have some effect on the leisure side (of the market), specifically the leisure drive side, because at the same time we had strong convention business,” Bagger said. The October passenger count at McCarran International Airport was up 1.5 percent, and convention attendance grew by 35.9 percent. Daily auto traffic, though, was down by 1.6 percent and hotel occupancy dropped by 2.7 percent.

“The decline ... was on the drive side, and that’s because it is easier to cancel a drive trip as opposed to an air trip,” Bagger said. Bagger said he based his conclusions on conversations with casino operators and out-of-market research the LVCVA conducted to understand the reaction of potential tourists to the shooting. The LVCVA numbers, along with others released recently, show the impact of the shooting on the Las Vegas economy have been mixed. The Nevada Gaming Control Board reported October gaming revenue on the Strip was down by 6.05 percent compared with October 2016. Revenue was up, however, in every other area the board tracks in Southern Nevada. McCarran set an all-time monthly record of 4.34 million passengers in October, beating the previous record count of 4.33 million set in July.

Electric carmaker did important infrastructure work, paving the way for a future Apex tenant Park in North Las Vegas, but it ran into financial troubles and pulled out of the project earlier this year. In September, the company paid back about $16,000 in abatements it had received from the state. Now, all that is left for the company to do is sell off its North Las Vegas property, and officials with the Governor’s Office of Economic Development say there are several prospective buyers. The Faraday story might seem like a setback to a city still recovering from a brutal hit during the recession, but North Las Vegas Assistant City Manager Ryann Juden says he remains optimistic because Faraday’s footprint leaves the city in better shape than it was pre-Faraday. “One of the most important things they did is pay ($10 million) for the engineering and design work on the infrastructure to Apex,” Juden said. “Before Faraday, people were unwilling or unable to invest the money to identify what the costs would be for that. Faraday did that. It’s not reimbursable.” The city now has a better understanding of the approximately $200 million worth of infrastructure needs related to the industrial complex, Juden said. It also has what he

calls “a bigger toolbox” for addressing those needs, thanks to Faradayinspired changes at the state and municipal level that allow special improvement districts, tax increment financing and streamlined processes for securing funding to attract and develop major projects. Faraday was a catalyst and in many ways became synonymous with economic development in North Las Vegas. But looking forward to the postFaraday future, Juden does not think any one company necessarily has to fill the exact hole left behind. “At one time, Faraday was a large piece of the pie — but it has become smaller and smaller and smaller,” he said. Apex and Faraday may have the highest profiles, but they are far from the only areas of development or companies making a splash in North Las Vegas. Amazon this summer opened an 800,000-square-foot fulfilment center — its second within the city. Other notable national companies with warehousing space include Fanatics, Bed Bath & Beyond and the Honest Co. Also flying under the radar is the

development of the so-called “North Beltway Industrial Park” near the 215 Beltway-Interstate 15 interchange. There, the city is connecting Tropical Parkway to the beltway and adding sewer and infrastructure to previously undeveloped land. Easy access to the freeway and large parcels of land make it ideal for additional warehousing or logistics-focused companies. “There’s a lot of things going on in that area,” Juden said. “It will seriously move the city ­­— it’s future tax base.” In some ways, the North Beltway Industrial Park can be viewed as a mini Apex project because it involves a large swath of previously undeveloped land that needs infrastructure improvements to attract new business, he said. Bonds and capital improvement dollars are paying for those improvements. “It is, in a way, proof of concept,” Juden said. “We can take this area and bring utilities to it — that basically touches on (what is needed at) Apex. The next logical move is for Apex to start getting those services too.” Businesses are taking note of the improvements on the north end of the valley. “It is hard to ignore North Las Vegas

in the industrial arena,” said Jay Heller, president of the local chapter of commercial real estate development association NAIOP. “It has become a big part of this market.” According to Heller, by the end of the third quarter, North Las Vegas accounted for about three-fourths of the new industrial square footage in Southern Nevada this year — that is, 3.8 million of 5 million square feet overall. The ability to find large, contiguous parcels of land with infrastructure is a huge selling point for the city, Heller said. So too is the concentrated effort city departments have made to streamline or expedite the planning and approval processes for businesses. NAIOP member VanTrust recently acquired 73 acres near the Las Vegas Motor Speedway for $5 per square foot. “That’s difficult to find in other submarkets,” said Heller, noting his own recent deal in Henderson, which saw a price point of at least twice that of the VanTrust deal. “It was a different product type … but for comparative purposes, their cost basis (in North Las Vegas) is impressive.”
