Q&A with Dr. Lynn Kowalski
Medical technology ‘just scratching the surface’ Dr. Lynn Kowalski, a gynecologic oncologist at Nevada Surgery & Cancer Care, wrote the book on hysterectomies — or, at least, a book on them. More to the point, Kowalski’s “Not Your Mother’s Hysterectomy” aims to inform readers and explain in language they can understand what to expect during and after the procedure. Kowalski has performed thousands of hysterectomies on Nevadans since she began practicing in Las Vegas in 1998. What is the best business advice you’ve received? Describe your management style. I am a big-picture person. I like to think about new ideas, visions for the future and systems approaches to making things work better. Luckily, my partner is good at focusing on details, so between the two of us, we run our practice with a team effort. What is your dream job, outside of your current field? Wildlife photographer, because I love capturing an amazing unscripted moment that showcases the beauty of nature. I love traveling to new places and getting into the wilderness. If you could live anywhere else in the world, where would it be? New Zealand. The people are amazingly friendly, and the food and wine are great. Whom do you admire? Dr. Mona Hanna-Attisha, the pediatrician in Flint, Mich., who sounded the alarm when she discovered her patients were being lead poisoned by the city’s water. Once she discovered disturbing symptoms in her patients, she did research to confirm her suspicions and worked with water experts to pinpoint the source of the problem. She went outside the bounds of her clinical practice to truly help her patients in a time of crisis. If you could change one thing about yourself, what would it be? I’d have smaller feet. What is something people might not know about you? Even thought I’m 6 feet tall, I am the shortest in my family. Anything else you want to tell us? I am working on a slideshow of my best travel photographs that we will show in our office waiting room. I will incorporate images from the great places I have visited, starting in my own backyard and expanding to Papua New Guinea, Namibia, Alaska and Ecuador.

We’ll be hosting charity rides regularly, where the proceeds earned during those classes benefit one cause or another. Indoor cycling has had a profound effect on our lives. So we are really coming at this from the point of view of two passionate women who love to work out this way and want to pay it forward. What made you believe Las Vegans would embrace an immersive cycling experience?
Melien: I tend to gravitate toward a more intimate and personal workout experience, and I noticed that Las Vegas has tons of small, comfortable yoga or Pilates studios — and some small gyms — but there wasn’t an indoor cycle studio with a boutique feel. We hopefully can be that place where people enter feeling welcomed and taken care of. What are the benefits of indoor cycling as a type of exercise?
Melien: There’s something really supportive about having 36 people in class together, cheering each other
Your fiancé is Larry Rudolph, who manages Britney Spears and others. How did he become involved with Xcycle?
Barnet: Larry has always been supportive of my dream to have this studio. Ginger and I had been working on this idea for months, when Larry had to undergo open-heart surgery. After his procedure, he found his passion for indoor cycling as well, deciding to take his health and fitness much more seriously. What’s the most important part of your job?
Barnet: Keeping up with the evolution of fitness. The indoor cycling phenomenon that Xcycle is inspired by is a popular trend, but there continually will be movement toward new technology and new styles of riding, which I’ll be keeping a close eye on. What obstacles will your business have to overcome?
Melien: Awareness. It’s both a blessing and a curse that there aren’t any dedicated indoor cycling studios in this area. On the one hand, it’s an enormous business opportunity, but on the other hand, we will need to educate this market about a product they are fairly unfamiliar with. It’s going to take time and lots of word of mouth.

Sandoval: Raiders sincere about moving By j.d. morris Staff Writer
Gov. Brian Sandoval says he believes Oakland Raiders owner Mark Davis is seriously interested in moving the team to Las Vegas, and the governor is all for it. Sandoval recently met with Davis, and he told VEGAS INC that the encounter left a good impression on him. Although the governor wouldn’t discuss details of his private conversation with Davis, he said the meeting was arranged to get a sense of “how earnest (Davis) is about coming” to Las Vegas, and that he was “incredibly impressed” by their conversation. Davis has faced speculation that he’s trying to use the city as leverage to entice officials in California to approve public funding for a new stadium there. His conversations in Las Vegas have centered on a proposal from Las Vegas Sands Corp., which owns the Venetian and Palazzo resorts on the Strip, and Majestic Realty Co. to build a $1.3 billion stadium on 42 acres along Tropicana Avenue near Koval Lane. UNLV bought the land this year. If it comes to fruition, the stadium would house UNLV football games and other large events, but talk of the Raiders also playing there has dominated the public discourse about the project since it came to light. Davis met with Sands CEO Sheldon Adelson the day after the company revealed it wanted to build the stadium, and he’s since toured Sam Boyd Stadium with officials from UNLV. The Raiders possibility has been received well by residents and public officials excited by the idea of bringing an NFL franchise to a metropolitan area that has no major-league

sports teams. But it has also been met with some criticism, particularly because Sands and Majestic want a portion of the project’s price tag to be covered by public funds. Early reports pegged the public share of the cost at about $780 million, although Majestic Realty executive Craig Cavileer did not commit to a specific figure during a public appearance last month. “I would love to see the Raiders in Las Vegas. I think it would be wonderful,” Sandoval said. “But it always comes down to money.” The funding issue is being weighed by the Southern Nevada Tourism Infrastructure Committee, a group that Sandoval created last year to evaluate the region’s needs for new and improved tourist-related infrastructure projects. The committee is expected make recommendations to the governor this summer.
Supporters have said the public share of the stadium cost could come from tourism-related taxes such as those levied on hotel rooms in Clark County. But that idea has been met with strong pushback from Jim Murren, the CEO of Sands rival MGM Resorts International, and others who don’t want to see room taxes diverted from the planned expansion of the Las Vegas Convention Center. Murren has said he’s not unilaterally opposed to the idea of a new football stadium, but that his company would “not support room taxes being diverted to a stadium when we have this just tremendous, tremendous, dire need at our convention center.” The Las Vegas Convention and Visitors Authority bought the nowshuttered Riviera last year with plans to replace it with an expansion of its convention center. The authority says it needs to build a convention
facility on that site — and renovate the existing convention center just across Paradise Road — to stay competitive and meet demand from major trade shows for more space. Sandoval is sympathetic to the desire for both projects. “Certainly, the convention center is a priority for me. We need to update that. We need to not just remain competitive, but stay ahead of our competitors,” he said. “But at the same time, to have an NFL franchise in Las Vegas would be another gamechanger for us.” Yet whether the stadium should be built and whether the Raiders would really play in it are, to an extent, largely separate considerations. And on the second front, Sandoval seems unabashedly optimistic: Asked if he thought it was possible that an NFL team would come to Las Vegas, he said, “you bet, I think it’s possible.” “Based on my impressions from Mr. Davis, I think that he’s interested in Las Vegas. Based on my conversations with the Sands, they’re very interested in building a stadium. Based on my conversations with the local leadership, they’d love to see a team as well,” Sandoval said. “So the makings are there, but again, it comes down to money, and there are needs and wants. And we’ve got to make sure that we address our needs.” Sandoval said he had “complete confidence” in the infrastructure committee, which is chaired by Steve Hill, the executive director of the Governor’s Office of Economic Development, and includes representatives from the major Las Vegas resort companies. The committee heard about the stadium proposal in March and is expected to examine it further this week.
Analysis: Stadium near McCarran shouldn’t be derailed by height issues By j.d. morris Staff Writer
Plans for a domed 65,000-seat football stadium near McCarran International Airport likely will not be derailed by conflicts over the facility’s height, according to a consultant’s analysis. A map shown to the UNLV Campus Improvement Authority indicated that, at least for much of the 42-acre site proposed to house the stadium,
the facility’s height would not obstruct airport operations. Similarly, the site does not appear to have an issue with Clark County noise restrictions based. The site is 0.3 nautical miles from the end of one runway at McCarran International Airport, and proximity to the airport proved to be an insurmountable obstacle when UNLV considered building a football stadium on another site.
The map presented by Capitol Airspace President Ben Doyle showed that, to avoid getting in the way of airport operations, a facility built toward the western side of the site offers plenty of room. But Chris Jones, McCarran’s chief marketing officer, stressed that there will be issues besides height and noise levels that the stadium would need to address to move forward. “We cannot do anything that would
diminish the capacity of McCarran and its ability to bring people in and out of this valley,” he told the authority. “We cannot kill the golden goose.” The UNLV Campus Improvement Authority is made up of four members of the Nevada System of Higher Education Board of Regents and various leaders from the public and private sector, including resort executives. The university has not officially decided to build a stadium on the land.

Group pushes to keep solar rates high By daniel rothberg Staff Writer
An NV Energy-backed group, Citizens for Solar and Energy Fairness, is ratcheting up its campaign to keep a new rate structure that increases bills for rooftop solar customers. It argues that those rates keep energy rates low for the majority of other ratepayers. The campaign recently announced a statewide TV ad buy and a new website. It is the answer to Bring Back Solar, a group fighting for the reversal of a Public Utilities Commission decision in December that tripled a fixed fee for rooftop solar customers and slashed the value of credits for selling excess electricity to NV Energy. That decision prompted several solar companies, including SolarCity and Sunrun, to cease Nevada installations, which plummeted in January. Bring Back Solar, backed by SolarCity and other rooftop solar advocates, is trying to undo the rates with a ballot measure. The commission’s justification for its decision to increase bills for rooftop solar customers was that rooftop solar customers shift costs to nonsolar ratepayers. Citizens for Solar and Energy Fairness has echoed that stance in
its campaign materials and statements. “If the big rooftop solar companies get what they want, it would really hurt low-income families and punish those Nevadans who do not have solar panels,” said spokeswoman Nicole Willis-Grimes, also the Ferraro Group’s director of public affairs. “It’s patently unfair to require people to pay for something they don’t get a direct benefit from.” NV Energy is the group’s only disclosed backer, but Danny Thompson, another spokesman and executive secretary-treasurer of the Nevada State AFL-CIO, said it also had support from consumer groups. In March, the group won a legal challenge that invalidated Bring Back Solar’s ballot measure to restore more generous rates for rooftop solar customers. It argued the measure should be classified as an initiative, not a referendum. The ruling was stayed, pending an appeal. Even if the lower court’s ruling is upheld, the fight is unlikely to stop there. Bring Back Solar said it planned to introduce another measure. An organizer for Citizens for Solar and Energy Fairness described the TV spots as a “substantial statewide buy.” The group’s ad can be viewed on its website, solarenergyfairness.com.

Nevada has third-highest foreclosure rate, repos rise By eli segall Staff Writer
Despite a drop in overall foreclosure filings, lenders have repossessed a rising volume of homes in Nevada compared with last year, keeping the Silver State among the hardest-hit areas in the country. One in every 236 homes statewide received a foreclosure-related filing in the quarter ending March 31, down 11 percent from the same period last year, according to a report from RealtyTrac. Creditors started the foreclosure process on 2,330 homes in the first quarter, down 24 percent year over year. However, they seized 1,426 properties, up 46 percent, RealtyTrac found. Nevada had the third-highest foreclosure rate in the country in the first quarter, behind Maryland and New Jersey. Nationally, 1 in every 459 homes was hit with foreclosure filings, down almost 8 percent from a year earlier. Among metro areas with at least 200,000 people, Las Vegas had the sixth-highest rate, with 1 in every 213 homes getting slapped with foreclosure filings. Atlantic City, pummeled by a rash of casino closures in 2014, was No. 1, at 1 in every 106 homes, according to RealtyTrac.

How Henderson is tackling its squatter problem By eli segall Staff Writer
The city of Henderson, according to its website, is “a place to call home.” Squatters are taking that to heart. Since last fall, Henderson police have received dozens of service calls about suspected squatters. They’ve made six arrests. It’s not the only part of the Las Vegas Valley grappling with squatters. Metro Police said they received at least 4,458 squatter-related service calls in Las Vegas and unincorporated Clark County last year, up 24 percent from 2014, 69 percent from 2013 and 169 percent from 2012. The valley’s squatter problem stems in large part from the foreclosures, layoffs and other financial woes that pummeled the region during the recession. Waves of residents lost their homes to lenders or simply abandoned them, emptying houses valleywide. Some 2.1 percent of Las Vegas-area homes, or about 13,360 properties, are vacant. Nationally, 1.6 percent of homes are empty, according to RealtyTrac. The Legislature last year approved Assembly Bill 386 to address the squatter problem. The measure established such criminal offenses as housebreaking, or forcibly entering a vacant home to live there or let someone else move in without the owner’s consent; unlawful occupancy, or moving to an empty home knowing you don’t have permission to be there; and unlawful re-entry, or going back into a house without permission after the owner reclaimed the property.

Henderson Police Sgt. Kirk Moore, of the Problem Solving Unit, said the department had received 83 service calls since the law took effect Oct. 1. The six arrests have been for unlawful occupancy, he said. The department has teamed with the Greater Las Vegas Association of Realtors to help police more efficiently target squatters. They created paperwork that would outline, for instance, who owns the house and whether the occupants signed a lease with the owner or a representative. Another form gives police a voluntary consent to search the home. Moore and Henderson City Councilwoman Debra March, a former director of UNLV’s Lied Institute for Real Estate Studies, spoke recently with VEGAS INC. Can you give an overview of what the GLVAR and Henderson police are doing about squatters? Moore: The board teamed up with the police department on creating a mechanism that is safe for Realtors to report instances of squatting. If a Realtor takes on a new listing and goes to inspect the house, and if someone’s there, going in and trying to confront a potential squatter is obviously not the
safest thing to do. We’re recommending they go back to their office and fill out all the information that we need — showing they have a rightful means to act as an agent for the homeowner, the deed, all the information. It’s kind of lengthy, but it makes it very easy for us to conduct an investigation. Where in Henderson are the service calls coming from? Are they concentrated in any particular area? Moore: Not necessarily. Squatting is very opportunistic; it’s wherever the opportunity arises and where they think they can blend in. Councilwoman March, did you ever come across squatters at the Lied Institute when doing market research? March: I don’t think that was as big of an issue then. My tenure there was from 1996 to 2009, so I left at the start of the economic downturn. This is something that’s tied to the downturn. When Metro Police respond to squatter houses, they often find fraud labs, drugs, pimps, prostitutes, child abuse. Is that what you’re finding in Henderson? Moore: That’s pretty accurate. There’s a variety of things we usually come across. There’s normally some narcotics involved, and we have come across fraud labs — checks, credit cards, identity theft. And also property, a lot of property from different burglaries. They’re using squatter houses as a safe haven; they store
property there until they can offload it. But through arrests, people are starting to get the word that we’ll arrest you. That’s the biggest thing — word of mouth in their circles that, if they do this, they’ll get arrested. Are you seeing a lot of squatters with bogus leases? Moore: Absolutely — in almost all the cases. The bogus leases have all sorts of things that are inaccurate. It’s obvious. It’s the details that they miss. March: That’s why it’s so important for the property owner or the Realtor to submit the information we need. It gives us the deed, shows us who the owner is, and if they make a statement that they don’t have a lease with these people, it’s easier for our police department to take action. Anecdotally, what are some of the things in these leases that, when officers see it, they know it’s bogus? Moore: The numbers don’t match. Some of these homes are worth a couple hundred thousand dollars, so it’s not really reasonable to rent it for $600. That’s not even close to market value. And of course, the physical nature of the leases is just not professional. What are some other problems you’ve seen? Moore: They cut the lock-box, and there’s usually some damage from a forced entry. It’s also real obvious they’ve changed the locks; it doesn’t match the rest of the house.
RTC board adopts major transportation investment plan By j.d. morris Staff Writer
A sweeping, long-term plan to drastically improve transit in the Las Vegas area has been adopted by the board of the Regional Transportation Commission. By officially embracing the Transportation Investment Business Plan, the commission hasn’t made all of the document’s proposals a reality so much as agreed that its vision is worth pursuing. The Transportation Investment Business Plan has been circulating publicly since December, and its many recommendations include a light rail system to connect the airport with the Strip and downtown Las Vegas.
Yet light rail, though it has been a widely discussed aspect of the plan, is by no means the only major proposal. The plan also recommends adding a monorail stop at the Sands Expo and Convention Center and expanding it to Mandalay Bay, as well as building pedestrian bridges on the Strip and completing a host of other road work and transit-related projects. The cost of the transit plan could reach $12 billion, officials have said, and that doesn’t include the cost of building and maintaining a potential light rail system. Light rail from the airport to the Strip and downtown could cost from $2.1 billion to $12.5 billion.
Some tension regarding light rail arose when Clark County Commissioner Larry Brown, who chairs the Transportation Commission’s board, responded to recent concerns about another project: the county’s plan for an elevated expressway to move cars more efficiently to and from the Strip. The expressway is one of the proposals included in the transportation plan, and the county has already started to move forward with the estimated $200 million project. It would involve building two elevated, oneway roads: One over Swenson Street and Paradise Road and another over Koval Lane and Tropicana Avenue. But it has faced some criticism for
essentially not being forward-thinking enough — solving traffic problems with a car-focused project rather than aggressively pursuing mass transit options such as light rail. “I don’t think I’ve heard anybody in the last year say that light rail was a bad idea,” Brown said. “If we could snap our fingers and throw down a valley-wide light rail system, I don’t think anybody would disagree.” But the region can’t wait for light rail to be finished to start fixing congestion, Brown said. The expressway project is “addressing a critical need today” and can be done promptly with funding from “resort corridor dollars,” he said.

Guzman’s folks would pop in and out of Guzman’s home whenever they pleased. His solution? Buy another house. “I love my parents,” Guzman said. “But it was driving us a little crazy.” The experience of buying and selling homes thrilled Guzman. He had found his calling: real estate. Today, Guzman is senior partner of the Guzman Group, a branch of Warley Real Estate. In January, he became president of the Latin Chamber of Commerce. VEGAS INC recently chatted with him. Why did you become a member of the Latin Chamber? I thought it was good for business. I wanted to capture some of the Hispanic market. I knew the chamber had the credibility to go after that opportunity. What were your priorities when you became chamber president? Because of the recession, dollars had to be shifted around internally and prioritized. Fortunately, we’re doing very well now. Our revenue is up. Our expenses are down. I was able to reach out and bring people in who have benefited from the chamber in the past. Now, we have a brand new sign outside, and we have new flooring, new logos and a new front desk. We’ve renovated this place so people can say, “Wow, this is pretty nice.” What business trends have you noticed in the Hispanic community? Entrepreneurship within the Hispanic culture is very important. Many members come from countries where you have to learn to be an entrepreneur. The government doesn’t offer the assistance that the United States does, so you have to figure it out. What issues hold back the Hispanic business community? Access to capital. Getting a loan is still a challenge. Banks aren’t taking risks like before. It’s a product of the recession but also some of the people who come from other countries don’t understand the importance of building credit.

However, that has been getting better. There are some organizations leading the effort to enable loans to happen. I think construction-wise, getting contracts definitely is something we struggle with. There are construction companies in Las Vegas that have the capacity to take on projects, yet they’re still not getting contracts. For a while, the businesses didn’t have the capacity to do the big jobs. We understand that. But now, that’s no longer the excuse. It’s a matter of highlighting businesses. Companies come from out of town, and they don’t know how to get a list of Nevada companies. We want
to be a friendly liaison for that. Is there concern among the Hispanic business community about politicians’ rhetoric regarding immigrants? Certainly. Our culture is very political. Let’s face it, it’s getting to the point now where you really can’t win an election without getting the Hispanic vote. We need to understand that that’s powerful and learn how to use that in our favor a little bit more instead of just during election time. We shouldn’t be meeting with politicians only during election time. It should be an ongoing conversation. We, the Latin Chamber, are letting
people know that it’s important to be at the County Commission and City Council meetings. They affect your day-to-day life a lot more than a presidential election, actually. What do you hope the chamber will look like in five years? Five years from now, I hope membership will be 60 percent higher than it is now. I’d like to see our Clark County School District scholarship recipients becoming members of the chamber. I want the Latin Chamber of Commerce to have a greater impact on the Hispanic community. We want to be their resource center. We want to be more of their to-go place. What are your hopes for the Hispanic community in general? I hope the dialogue about kicking people out will be solved so that the millions who already are here, making a contribution, can come out of the darkness and do it with pride. It’s actually an economic boom that we’re missing right now. By making people work in the shadows, America is missing out on a lot. Causing fear is not good for any economy. When people are scared, they don’t spend. That affects everyone, whether you’re Hispanic or not.
