CHIEF'S PREFACE No organization can operate effectively without a clearly established framework of policies, procedures, and guidelines. Employees should not be expected to carry out their duties without a well-defined understanding of organizational expectations and performance standards. As the demand for police services continues to grow, so too will the complexity of our responsibilities. This makes it increasingly important that we regularly review and assess the policies that guide our operations. This manual is intended to provide both management and employees with the direction and information necessary to support individual success and the overall effectiveness of the Department. It is not possible to create policies that anticipate every situation you may encounter in your service with the Glendale Police Department. We are a Department of professionals committed to public safety, and our policies and procedures are designed to support you as you navigate the challenging and dynamic nature of this work. The Glendale Police Department's Policy and Procedures Manual serves as a guide to help employees fulfill the duties and responsibilities required by law and by the needs of our community. Every member of the Department is expected to become familiar with its contents. This manual is intended to promote consistency, efficiency, and morale, while ensuring that all members act in alignment with established standards.
