ELECTRIC SCOOTER ENFORCEMENT
All classes of electric bicycles fall under the same California Vehicle Code (CVC) rules as regular bicycles:
Electric scooters are subject to California Vehicle Code (CVC) regulations:
21200.2 CVC – DUI on a bicycle
21221 CVC – Scooters are subject to the same laws as a driver of a vehicle
21201(d)(1) CVC – Headlamp required during darkness 21203 CVC – Bicycles/e-bikes can not be pulled by a vehicle 21204(b) CVC – Passenger not riding on permanent seat (sitting on handlebars) 21210 CVC – Parked bicycle obstructing sidewalk

21228 CVC – Must ride against the right shoulder 21235(c) CVC – Persons under 18 helmets are required 21235(d) CVC – Valid driver’s license or permit required 21235(e) CVC – No passengers in addition to the operator
21212(a) CVC – Persons under 18 helmets are required
21235(g) CVC – No riding on sidewalks
21650.1 CVC – Bicycles must travel in the same direction as automobiles
21235(i) CVC – May not park scooter on sidewalks
10.64.025 GMC – No riding of bicycles on the sidewalks in a business district
22411 CVC – Scooters may not exceed 15 mph
