Il riutilizzo ai sensi dell’art. 183 del D.lgs. 152/2006 “qualsiasi operazione attraverso la quale prodotti o componenti che non sono rifiuti sono reimpiegati per la stessa finalità per la quale erano stati concepiti”. I “centro di riuso” o “centro del riutilizzo” (CdR) sono definiti come aree attrezzate adiacenti a un centro di raccolta comunale dove vengono intercettati, custoditi e distribuiti (venduti e/o donati) beni usati sottraendoli, come ultima chance, dal flusso dei rifiuti urbani. La città di Busto Arsizio (VA), con i suoi 83.500 abitanti é la 5a città della Lombardia e l’undicesima a livello nazionale, e si caratterizza per l’elevata densità urbanistica e ottime performace della gestione dei rifiuti. Nel 2022 è stato avviato un Centro dei Riutilizzo, finanziato attraverso un bando di regione Lombardia che è andato ad integrare la rete di negozi dell’usato e associazioni attive nel recupero di beni usati. A sei mesi dall’avvio la risposta dei cittadini di Busto A. dall’apertura del CdR è stata ottima permettendo di raccogliere i beni conferiti ed esporli efficacemente, garantendo un turnover adeguato e per la maggior parte dei beni una valorizzazione e quindi una sottrazione dal flusso dei rifiuti. Summary The EU waste hierarchy has waste prevention, including reuse, as a preferred option. Reuse pursuant to art. 183 of Legislative Decree. 152/2006 “any operation through which products or components that are not waste are reused for the same purpose for which they were designed”. The “reuse center” or “reuse center” (CdR) are defined as equipped areas adjacent to a municipal collection center where used goods are intercepted, stored and distributed (sold and / or donated), subtracting them, as a last chance, from the urban waste flow. The city of Busto Arsizio (VA), with its 83,500 inhabitants is the 5th city in Lombardy and the 11th at national level, and is characterized by its high urban density and excellent waste management performance. In 2022, a Reuse Center was launched, financed through a tender from the Lombardy region which integrated the network of second-hand shops and associations active in the recovery of used goods. Six months after the start, the response of the citizens of Busto A. from the opening of the CdR was excellent, allowing them to collect the goods conferred and display them effectively, guaranteeing an adequate turnover and for most of the goods an enhancement and therefore a subtraction from the waste stream. 1.
