Old Dog – New Tricks by Mike McCullough

I’ve been away from the Golf Industry almost four years now. While I still stay in touch with many of my friends in the golf industry, I’ve been cutting my teeth in the local government environment with an emphasis on wastewater.
I’ve been working on a very complex, regional, water recycling project which involved over 14 different planners, attorneys, scientists and engineers. These consultants were specialists in their respective areas of expertise. The one group of specialists that have totally garnered my respect are the consultants who have to deal with the California Environmental Quality Act otherwise known as CEQA. Any major project, either private or public, has to look at the impacts the project might have on the environment. While I’m no CEQA expert, the amount of time and effort placed on CEQA documents is un-
believable. The short list of items the CEQA team has to look into include: aesthetics, air quality and greenhouse gases, biological resources – terrestrial and fisheries, geology, soils and seismicity, population and housing, hydrology/ water resources, etc. Our project had to look at 18 of these types of sections. Along the way, the public gets an opportunity to comment on the project when a project is being considered. A Notice of Preparation (NOP) is made public which describes the project and the proposed scope of an environmental impact (Continued on page 5)

Old Dog-New Tricks Continued from page 4 report (the most complex of the potential CEQA documents that an agency may have to prepare). Fun Fact: be sure and start looking in the legal section of the local paper of these announcements. The agency that wants to carry out a project is typically required by law to notice key steps of their CEQA process decisions to the public. The CEQA team then gets to work to start compiling all of the technical information and conducting analysis required for the various sections as mentioned earlier. In our project we had biologists, hydrogeologists, multiple PhD’s, structural engineers, amongst many others who helped in developing the reports needed to complete the sections. Once all of the information is pulled together and collated into one report (draft environmental impact report – DEIR), the report is then circulated for the public to make comments regarding the impacts of the project on the environment. Our DEIR was over 1,200 pages long. If you count the two volumes of appendices (technical reports by all of the

specialists), our DEIR was over 4,000 pages. That my friend is a lot of time, effort, money and insomnia cures all rolled up into a nice package. I’m sure, golf courses who are undergoing some type of renovation or other large improvements may have to delve into this arena. If you are wading into it for the first time, I’ll give you some free advice. Pick a good CEQA consultant who has worked in the area before and has good references. The other thing is ask a lot of questions, the CEQA consultant is there to help you. The golf industry prepared me for looking at situations and trying to find an easy, common sense approach to dealing with problems. The CEQA process is not much different, except that the consultants use a different terminology but in the end they are trying to find ways to limit the impact to environment.

Just be glad the golf industry doesn’t have to deal with this on a regular basis, because there would be a lot of new tricks to be learned by some old dogs.

From the Field Jeff Jensen, GCSAA Field Staff, Southwest Region As many of you are aware, the membership of GCSAA voted to add an equipment manager classification to the membership Jeff Jensen at the annual meeting on Feb. 26 in San Antonio. This was a segment of our industry that the GCSAA board of directors felt was vastly underserved and provided opportunity for growth.
Course Equipment Managers Association (IGCEMA) membership with GCSAA. On April 28, that goal was realized as IGCEMA voted to dissolve their association and move their roughly 370 members under the GCSAA umbrella. The addition of the IGCEMA members provides GCSAA with the opportunity to strengthen ties with equipment managers from around the country.

2015 Al Glaze Memorial Scholarship Tournament It was an absolutely beautiful day in Morro Bay. The view was breathtaking and the course was in excellent condition. Thank you for the crew from Morro Bay for hosting such a great event for this year’s Al Glaze Memorial Scholarship & Research Tournament. Winning this year’s GCSACC Trophy was the team from Visalia Country Club. Michael Prouty, Spencer Wallis, Kane Summers, and Ralph Haney. All pictured at left along with GCSACC President Tennessee
Winning the Toro Trophy for Low Net Score was the team of Zach Moran, Chris Potter, Manuel Quezada, and Reed Coray. (Pictured at right) 2nd Place Net Winners were Matt Pearse, Paul Barr, Jason Pautsch, and Mark Weitz. Pictured below. The 3rd Place Net winners were, Mike Cline, Mike Scott, Steven Showers, and Derek Stone. Closet to the Pen winners were. Mike Scott on Hole #17 with 2’7” from the pin. Kevin Qualey came in first on hole #8 with 14’10” . Mark Weitz won closet to the pin on Hole #10 with a 18’4” drive.
