PRESIDENT’S SO LONG, 2025. WELCOME 2026! 2025 was quite a year! It began with sadness with the loss of our long-time former president and dear friend, James Martinez, and ended in celebration at the Guam Contractors Association’s Excellence in Construction awards dinner. In between, we hosted our signature middle and high school girl engagement program, Pizza, Pop, and Power Tools and then the Construction Warriors, both held at the GCA Trades Academy. We will continue in 2026 our mission to inspire the next generation of construction professionals. These hands-on events have become instrumental in showcasing the exciting opportunities within our industry to young people taking a second look at a career in the construction industry. At the Annual GCA Golf Fun-Raiser we networked (and had some fun competition) with others in the industry while supporting our association's initiatives and scholarships for students attending the GCA Trades Academy. The Samoan Joe Annual Safety Conference focused on crucial industry safety practices and innovations, brought together experts and professionals to share insights and best practices that keep our workforce safe and coming home to their families everyday. In 2026, please continue to join us at our monthly membership luncheons, held every third Wednesday. These gatherings are vital networking opportunities and provide a platform for meaningful dialogue about industry challenges and opportunities. Additionally, our various committees meet throughout the month, offering opportunities to contribute to our association's growth and development. Your involvement in these committees is vital to our continued success and helps shape the future of our industry. And the GCA is committed to professional development through our comprehensive safety training programs, including CQM, EM385 40-hour, and various OSHA certifications. These programs demonstrate our dedication to maintaining the highest standards of safety and quality in our industry. By participating in these training opportunities, you're investing in your team's development and contributing to the overall excellence of our construction community. We have an exciting calendar of events planned next year, and I encourage all members to actively participate in shaping our association and industry's future. YOUR NEXT STEPS TO GET HEALTHIER IN 2026 By Rodney “RJ” Ricarte
TakeCare can help you get healthier in 2026. Your TakeCare GCA Employee Health Benefit is based on the principles of what we call the Balanced Lifestyle which is being active, eating right, relaxing and unwinding, and being socially connected. Consistently practicing all four helps you to live a balanced lifestyle and a healthier life. Now is the time to evaluate your health, determine what you want to do better to improve your health, and find programs and people to help you achieve your goals. Here are some suggestions to maximize your TakeCare GCA health insurance benefit in 2026. Make your FHP appointments now Times with medical providers can fill up quickly, so please plan ahead and make your appointments now. Take advantage of incentives TakeCare provides wellness and disease management incentives up to $250 per eligible individual or $500 per eligible family per benefit period. Members must participate in the plan for at least three (3) months of continuous coverage within the benefit period and are an active member by the end of the benefit period and must have paid all premiums due for the benefit period. The cash incentives can be earned by completing annual physical, vision, or dental exams, various health screenings, TakeCare’s online health check, meeting selected health measurement goals, or achieving healthy outcomes. TakeCare also offers fitness incentives up to $600 per eligible individual or $1,200 per eligible family per benefit period provided they meet the program’s incentive qualifying criteria. TakeCare members have access to discounts at 19 fitness partners in Guam and 2 in Saipan. Members can also earn TakeCare’s fitness incentive by self-reporting at least 30 minutes of an approved activity such as walking, jogging, running; rowing; swimming; and or biking. Track your activity using one of the approved fitness apps and upload information about the activity to earn the incentive. Enroll in health education classes TakeCare employee members can access no-cost health education classes to learn about better nutrition, prevent heart disease, quit smoking, and control diabetes. TakeCare’s diabetes prevention program - T2 - is the only program fully recognized in the region by the Centers for Disease Control and Prevention (CDC). TakeCare members can improve health through health education classes, cancer prevention campaigns, and fitness programs. Ernest Aquino, TakeCare’s wellness team lead, and other health and wellness coaches, can provide educational and coaching services to help you get started. Schedule an Evolt scan in January to start your wellness journey. Members can register and schedule one-on-one and group classes, workshops and consultations online. ON STRENGTH THROUGH SPACE: WHY MAKING ROOM FOR OTHERS MULTIPLIES — NOT DIMINISHES — YOUR IMPACT By Maelani Taisacan Topasna
When we look at any structure — a bridge, a tower, or a multi-story facility — we often assume its strength comes from the solid elements: the concrete, the structural steel, the load-bearing components that hold everything together. But real strength isn’t only in the solid materials — it also comes from the space inside that allows a structure to become stronger. Take the hollow concrete block. At first glance, it looks like a solid piece of construction material — but the open spaces inside it are exactly what make it useful. Those spaces make the block lighter to work with, and when they are filled and supported correctly, the entire structure becomes stronger. Just as the space inside a hollow concrete block is what allows it to be reinforced and made stronger, the space we create as leaders gives others the capacity to grow, advance, and take on greater impact. Leadership is not defined by how much we hold — it is reflected in the space we intentionally create for others to rise. Carrying the Weight There was a time when I believed leadership meant carrying it all. As the Chief of the Contracting Office for the United States Property and Fiscal Office for Guam, Guam National Guard, I was — for a period — the only Contracting Officer authorized to award federal contracts and legally commit the United States Government in support of the Guam National Guard. That responsibility was an honor, but it was also heavy. Every decision, every signature, every obligation rested on my shoulders. I took pride in ensuring compliance, mission success, and stewardship of public trust — but I also began to realize something deeper: I was holding on too tightly. Leadership isn’t about holding power — it’s about developing power in others. Letting Go and Building Up I made a choice — not to do it all, but to build others who could. I mentored my Contract Specialists, guiding them through the complexities of federal contracting, integrity in 12
December 2025
acquisition, and the mindset required to serve the mission with excellence. Today, two of those Contract Specialists have earned their Contracting Officer Warrants, and I am actively preparing my final Contract Specialist to step into that role. That remains one of my proudest achievements — because as they advance, it reflects the very purpose of leadership itself. As leaders, we are charged to develop others — to mentor, guide, and prepare them to take our place. Their success is the greatest measure of ours. And when we create space for others to rise, our collective impact grows exponentially. Strength Redefined There was a time I thought my strength came from how much I could carry. Now I know it comes from how much I can let go — and who rises because I made room. True leadership is not about holding every responsibility. It’s about empowering others to carry them with pride, competence, and integrity. When we make space, we don’t lose power — we expand it. Because leadership that lifts others doesn’t divide influence — it multiplies it. From Burden to Shared Purpose When I was the only warranted Contracting Officer, the pressure never rested. There was no room to pause — no margin to breathe. Today, I have a team of empowered leaders — each capable, trusted, and committed to the mission. The weight once on my shoulders is now shared — not because I stepped back, but because I stepped aside enough to let others rise. That is what strength through space looks like. A Call to Action To my colleagues and members of the Guam Contractors Association, I encourage you to take this same principle into your businesses. As builders and leaders, the same principles that strengthen our structures must strengthen our island — resilience, integrity, and space for others to grow. We must build an industrial base that can sustain Guam’s future. Our island’s strength depends on both our experienced contractors and our up-and-coming small

ON businesses. The larger, more established firms have the power to make space — to mentor, team up, and partner with the next generation of builders, engineers, and service providers. When you share your expertise, open your networks, and create opportunities for others to grow, you’re not giving up your success — you’re amplifying it. Because when one contractor grows, our entire island grows. When we create space for others, we strengthen the foundation of Guam’s economic and defense readiness. That’s what it means to build a solid industrial base — one that’s resilient, local, and built to last. A Final Thought Every leader — in construction, business, or government — reaches a moment where they must choose: hold tightly, or let go so others can lead. Choose to let go. Choose to

make space. Because when you do, you don’t lose strength — you gain depth, resilience, and legacy. And the true measure of leadership will never be in the projects we completed alone, but in the leaders and businesses we developed who now build beside us. That is strength through space — and that is leadership that lasts.
