Spring Momentum: Growing Stronger Together
March has brought a renewed sense of energy and momentum to BBIA, and it’s been exciting to see our association continue to grow, connect, and move forward together this season.
We kicked off the month with another successful Lunch & Learn, where members gathered for meaningful conversation, valuable insight, and the kind of connection that continues to drive our industry forward These moments remind us how important it is to stay informed, engaged, and connected
One of the biggest highlights this month was our Board of Directors Strategic Planning Session, where leadership came together to align priorities and chart the course for BBIA’s future. The collaboration, forward-thinking ideas, and intentional goal-setting that came out of that day will guide our association in impactful ways in the months and years ahead.
Advocacy also remained front and center as we hosted a regional PAC Fundraiser for Florida CFO Blaise Ingoglia, bringing together leaders from across the Panhandle This event was a great example of how our industry shows up unified, engaged, and committed to ensuring our voice is heard on the issues that matter most
We also had a fantastic time at our 6th Annual BBIA Clay Shoot, where members came together for a day of networking, friendly competition, and community. Events like this continue to strengthen relationships and remind us that what we’re building goes far beyond the jobsite.
Across the board, our committees continue to flourish. The energy behind our Young Professionals, Professional Women in Building, Government Affairs, Membership, and Commercial Committees is strong, and it’s inspiring to see so many members stepping up, getting involved, and investing in the future of our industry

A STRATEGIC PATH FOR BBIA Forward
The Bay Building Industries Association Board of Directors recently came together for a powerful and productive Strategic Planning Session led by Shari Pash and the outcome was nothing short of energizing
This wasn’t just another meeting It was a day rooted in alignment, collaboration, and intentional leadership. Board members leaned in to ask important questions, challenge ideas, and map out a clear direction for the future of BBIA and the industry we serve
Throughout the session, conversations focused on strengthening BBIA’s role as a leading voice for the building industry across our seven-county
region Key areas of discussion included expanding advocacy efforts, enhancing workforce development initiatives, increasing membership value, and continuing to build meaningful connections across all levels of our industry
As part of this process, the Board reviewed and refined BBIA’s 2026–2028 Strategic Goals, which outline a forward-thinking roadmap for the association These goals center around five core priorities: growing and engaging membership, delivering innovative and impactful programming, strengthening strategic partnerships, expanding advocacy efforts, and driving operational excellence Together, these focus areas ensure BBIA remains adaptable, relevant, and positioned for long-term success.
A special thank you to Destination Panama City for providing an outstanding venue that allowed for focused discussion and collaboration, and to Mi Casita Jalisco for keeping everyone fueled with a taco bar that was just as impressive as the conversations taking place

BBIA HOSTS REGIONAL FUNDRAISER FOR FLORIDA CFO BLAISE INGOGLIA
The Bay Building Industries Association was proud to join fellow industry partners in hosting a successful regional PAC fundraiser at Hotel Indigo Panama City Marina in support of Florida Chief Financial Officer Blaise Ingoglia The evening brought together leaders from across Northwest Florida’s building industry, business community, and public sector for a night focused on advocacy, connection, and the future of Florida’s economic landscape
This impactful event was made possible through the collaboration of four Home Builders Associations across the Florida Panhandle the Building Industry Association of Okaloosa and Walton Counties, the Building Industry Association of the Big Bend, the Home Builders Association of West Florida, and BBIA The strong turnout from across the region highlighted the importance of unified advocacy and the collective voice of our industry.
Blaise Ingoglia currently serves as Florida’s Chief Financial Officer, where he oversees the state’s financial operations, insurance regulation, and fiscal accountability His role directly impacts Florida’s business environment, particularly in areas such as property insurance, economic stability, and regulatory oversight all of which are critical to the building industry Prior to serving as CFO, Ingoglia represented Florida in the State Legislature and has been a strong advocate for fiscal responsibility and pro-business policies

The strength of BBIA lies in its members and there’s no better time to grow that strength than during the upcoming National Association of Home Builders Membership Drive, kicking off April 1
Each year, this nationwide effort brings together local and state associations with one shared goal: to expand membership, strengthen industry connections, and amplify the collective voice of the building industry For BBIA, this is an exciting opportunity to not only grow our numbers, but to continue building a more engaged, connected, and impactful association across our seven-county region
Membership is more than a number it’s a network It’s access to advocacy at the local, state, and national levels. It’s education, resources, and relationships that help businesses grow and professionals succeed Every new member adds value, perspective, and strength to our organization

Leadership in Action: Inspiring Young Minds at Beach Elementary
BBIA’s commitment to education and workforce development starts early and that impact was on full display during Leadership Day at Hutchison Beach Elementary
BBIA representatives had the opportunity to attend this inspiring event thanks to an invitation from Mark Bradshaw with STEM Origins This year ’ s theme, “Train Like Olympians Grow Like Leaders,” came to life the moment students began welcoming guests with confident handshakes, guided classroom tours, and presentations showcasing their hard work
One of the most impactful elements of the day was seeing STEM education in action Students engaged with hands-on learning tools and STEM kits that encouraged problem-solving, creativity, and teamwork all foundational skills for future careers in construction and the skilled trades
The energy throughout the school was contagious Students were not only excited about what they were learning but proud to share it. It was a powerful reminder that leadership development and workforce readiness begin long before students enter the jobsite
BBIA was also proud to see Bay District Schools Superintendent Mark McQueen participating in the event, celebrating alongside students and educators while continuing to champion the initiative to put the “A” back in Bay.
Experiences like Leadership Day highlight the importance of early exposure to STEM and career pathways. These students represent the future of our industry and the future is bright.
Igniting Curiosity: BBIA Supports STEM Through Leadership Bay Project
BBIA continues to invest in the future workforce through meaningful partnerships, including support of the Bay County Chamber of Commerce Leadership Bay Class 43 project, igniteSTEM
Designed to introduce local youth to science, technology, engineering, and math through hands-on experiences, igniteSTEM delivered an engaging and impactful day at the Martin Luther King Jr. Recreation Center. More than 60 students, ages 6–16, participated in activities that combined learning with creativity and fun
A highlight of the event was the opportunity for students to work alongside F-35 pilots from Tyndall Air Force Base Participants explored aerodynamics by designing and testing paper airplanes, with one impressive flight reaching 63 feet. Additional challenges, including an obstacle course, allowed students to test their skills while gaining a deeper understanding of STEM concepts
The success of igniteSTEM extends beyond a single event Thanks to continued support from the City of Panama City, this program will live on through free monthly STEM activities at the recreation center creating lasting impact for students and families in our community.
BBIA is especially proud that two of our own, Rob Griffith and Beth Klein, played a role in bringing this project to life as members of Leadership Bay Class 43.
This initiative reflects what is possible when community partners, educators, and industry leaders come together with a shared goal: to inspire the next generation and build a stronger workforce pipeline

We’re thrilled to announce that the U.S. Army Golden Knights will be performing at the airshow and landing directly in the STEM Zone at Aaron Bessant Park!
In addition, we are planning for other parachute teams to land in the STEM Zone as well—creating an unforgettable, high-energy experience and a unique opportunity for students to meet performers up close.

The 2026 Florida Legislative Session concluded sine die on Friday, March 13 without finalizing a state budget marking the second consecutive year lawmakers have adjourned with unfinished business As a result, legislators are expected to return to Tallahassee in the coming weeks for a special session to complete the budget process
While budget negotiations remain ongoing, the session still delivered meaningful results for Florida’s home building industry. The Florida Home Builders Association worked closely with lawmakers and key stakeholders throughout the session to advance legislation focused on improving permitting efficiency, strengthening regulatory certainty, and supporting the construction of attainable housing across the state
In addition to advancing priority legislation, FHBA also played a critical role in protecting the industry from proposals that could have introduced new costs, delays, or regulatory burdens for builders and developers.
Several key FHBA-supported measures successfully passed both chambers and are now awaiting final approval from the Governor These bills represent important progress in addressing some of the most pressing challenges facing the building industry today
Key Legislative Wins Include:
HB 803 – Building Permits and Inspections
Streamlines permitting processes and expands the use of private providers to help reduce delays and improve efficiency.
HB 589 – Onsite Sewage Treatment and Disposal Systems (Septic Tank Permits)
Provides relief from prolonged wait times for septic permits, helping projects move forward more quickly.
HB 1329 – Impact Fee Reform
Establishes clearer definitions for “extraordinary circumstances,” increases transparency, and sets stricter standards for adopting or raising impact fees.
SB 878 – Stormwater Treatment
Expands credit options and increases flexibility for meeting stormwater management requirements.
SB 1138 – Qualified Contractors
Streamlines development permitting processes and reduces delays at the local level, allowing builders to move projects forward more efficiently.
These legislative outcomes reflect FHBA’s continued commitment to advocating for policies that support growth, reduce unnecessary barriers, and create opportunities for builders across Florida.
As the Legislature prepares to reconvene, FHBA will remain actively engaged, ensuring the voice of the building industry continues to be represented in Tallahassee.

Behind the Build: Strength, Resilience, and Community in Action
BBIA Young Professionals recently had the opportunity to go Behind the Build with Anderson Construction Company of North Florida, touring the remarkable progress at Harvest Worship Center a project that represents far more than construction alone
In the wake of Hurricane Michael’s devastation in 2018, this project stands as a powerful symbol of resilience for the Panama City community. Rebuilding on the original foundation, Harvest Worship Center is not only restoring a physical structure, but also helping to rebuild faith, families, and a strong sense of community
Since breaking ground in October 2024, the progress has been impressive. What once was loss is now transformation, driven by collaboration, expertise, and the collective effort of industry professionals working together toward a shared vision For our Young Professionals, it was an invaluable opportunity to see firsthand how coordination across trades, leadership, and planning come together to move a project forward
The group also learned more about the mission behind the H Project, an initiative dedicated to securing funding for the reconstruction of Harvest Christian Academy This effort reflects a broader commitment to investing in the next generation and ensuring long-term impact beyond the jobsite
BBIA extends a sincere thank you to Garrett Anderson and the Anderson Construction team for hosting the tour and providing insight into the many moving parts of a project of this scale We also appreciate Pastor Ramsey for sharing the story, vision, and purpose behind the build a reminder of the meaningful role our industry plays in shaping communities.

There are days on the job site that remind us exactly why we do what we do and this was one of them
The BBIA Professional Women in Building (PWB) Council recently had the opportunity to participate in the Habitat for Humanity Women Build event, and it was nothing short of inspiring As a proud Pink Hammer Sponsor, our group spent the day on-site working alongside an incredible team of women dedicated to making a difference in our community
From swinging hammers to sharing laughs, the energy was contagious There’s something truly special about a group of hardworking women coming together with a shared purpose building not just a house, but a future for a local family
And as the saying goes girls play house, women build them

Located at 1820 White Western Lake Lane in Southport, this home is more than just a showcase of craftsmanship it’s a testament to the power of collaboration and a direct investment in the future of our industry
Built under the direction of Daniel Gibbons with G6 Development and thoughtfully designed by M Corb Architectural Design, the home is already making an impression. From the exterior, the full structure has taken shape with roofing underway, while inside, the expansive framing of the main living space offers a clear vision of what this home will become As construction has progressed, key milestones have included HVAC installation, mechanical rough-ins, insulation, and the arrival of drywall marking the transition from structural work to the beginning of interior finishes
With each stage, the transformation has been remarkable What began as a foundation is now a fully formed structure, with defined spaces and systems coming together to bring the design to life
This year ’ s home will feature 4 bedrooms, 2.5 bathrooms, and 2,344 heated and cooled square feet, thoughtfully designed to showcase both functionality and craftsmanship It will proudly serve as Entry #1 in the 2026 BBIA Parade of Homes, taking place June 5–7 and June 12–14 from 11 AM to 5 PM

On Monday, March 2nd, our second BBIA Commercial meeting was held at Precision Stoneworks in Panama City Beach. Precision's Lindsey Cook generously hosted and supplied a Chipotle catered lunch for those in attendance
Attendance was robust with familiar faces from the first meeting but also many new BBIA members and prospective members. As such, we started with introductions and announcements. This transitioned into Lindsey's presentation on Precision Stoneworks and how they can assist the Commercial Industry We learned about Precisions' anticipated lead times, square footage program, and various types of materials that are conducive to both cost and longevity in commercial projects
Several times throughout Lindsey's presentation, BBIA Members interjected with their personal experiences. Some spoke of both Lindsey's and Precisions' dedication to customers and attention to details Others referenced their competitive lead time, exceeding client expectations It was very apparent that BBIA Members value each other's trades and expertise, illustrating their commitment to work and grow together.

Industry News – March Highlights from FHBA & NAHB
FHBA Florida Update
The Florida Home Builders Association remained actively engaged during the 2026 Legislative Session, advocating on behalf of Florida’s building industry.
Key priorities included housing affordability, property insurance stabilization, workforce development, and regulatory reform
FHBA leadership and members participated in the Spring Legislative Conference in Tallahassee, meeting directly with legislators to discuss industry challenges and solutions
Ongoing conversations focused on reducing permitting delays, addressing impact fees, and supporting policies that encourage responsible growth across Florida.
FHBA continues to emphasize the importance of industry involvement in advocacy efforts, encouraging local members to stay informed and engaged
NAHB National Update
The National Association of Home Builders continued to advocate at the federal level on issues impacting builders nationwide.
Key focus areas included housing supply shortages, labor challenges, interest rates, and federal regulatory burdens
NAHB highlighted the need for policies that increase housing inventory and improve affordability for homebuyers across the country
Workforce development remains a national priority, with continued efforts to expand skilled trades training and attract the next generation into the industry.
NAHB also reinforced the importance of tax policy and financing conditions that support builders, developers, and homebuyers in a shifting economic environment
