#BuildGarland Bond Study Committee at Work The Garland City Council’s appointees to the Bond Study Committee are hard at work, preparing recommendations for a potential 2019 Bond Election. The committee began meeting Sept. 26 to review potential projects and needs for long-term capital projects. The 19-member committee plans to meet weekly through November, except for Thanksgiving week. They will continue to review projects, along with financial impacts and prioritization, through early December.

Annual Operating Budget The budget is balanced as required by state law and reflects City Council’s policy framework. The $178.2 million General Fund budget addresses needs in public safety staffing and redevelopment, as well as maintaining elevated funding for the Street Repair Program.

Garland Police Chief Mitch Bates Accepts Deputy City Manager Role Garland City Manager Bryan Bradford has announced a significant organizational change. Police Chief Mitch Bates has agreed to accept a new position as Garland's Deputy City Manager and Chief Operating Officer. This new position will assist in overseeing the day-today operations of the City. A national search will be conducted to select a new Police Chief. Mr. Bradford said the community will play a significant role in developing the candidate selection criteria. Chief Bates will continue to serve as Police Chief until his replacement has been selected. The search process is expected to take approximately six months. At that time, Chief Bates will begin his duties as Deputy City Manager.

Mr. Bradford said, Garland is a wonderfully diverse community. Chief Bates has worked closely with many community leaders to help our Police Department meet those diverse needs. The city as a whole is benefiting from these relationships and bridges he has built.

Garland is buzzing with new development.

BEING BUILT THERE?

1 Garland has approved a deal with Germany’s Kirchhoff Automotive to significantly grow their current operations, located at 3901 W. Miller Road, from 94,000 to 115,000 square feet. As part of the project, $20+ million will be invested in the acquisition and installation of new advanced machinery and equipment at the facility.

A new Starbucks Coffee that will include a drive-through window is under construction near the southwest corner of Arapaho and Shiloh roads.

Plastipak Packaging, a major producer and supplier of plastic bottles to companies such as Dr Pepper, PepsiCo, Kraft Heinz and Procter & Gamble, will expand their Garland manufacturing operation later this year. This major investment will realize $10 million in new valuation at Plastipak’s production facility and add six new jobs to their current workforce of 273 full-time positions over the next three years.

Housing Discrimination WHAT IS IT?

National Community Planning Month National Community Planning Month is celebrated each October as a way to highlight the role of planners and the importance of planning in our communities. This year’s theme, Housing as Community Infrastructure, underscores the critical role planning plays in meeting housing and neighborhood needs. The Planning & Community Development Department celebrated the month with activities that illustrate the partnerships planners have with

community stakeholders and professionals in related fields. The Planning & Community Development Department hosts two Neighborhood Pride Bike Rides for residents and employees through Garland neighborhoods. Participants enjoy a scenic, five-mile ride through the Embree, Chandler Heights, Orchard Hills and Travis College Hill neighborhoods. Stops in each neighborhood allow residents to share their neighborhood pride

with those participating in the tour. This activity highlights the collaborative work of community planning. Planners partner with neighborhood residents, the Office of Neighborhood Vitality, Engineering, Transportation, and Parks, Recreation & Cultural Arts to promote neighborhoods, active transportation and community health.

Renewable Power Option Garland Power & Light customers may now choose a renewable power plan: GP&L Green Choice. This option provides 100percent Texas renewable energy from wind and solar resources. “Customer interest in renewable energy has been growing because these power resources contribute to preserving the environment and are sustainable,” said GP&L

Experience the “New” Old Course

at Firewheel Golf Park Firewheel Golf Park invites you to come out and enjoy the newly renovated Old Course. Golfers will appreciate the pristine appearance of Bells Savoy sand in all of the course’s 38 bunkers. “Not only do the new bunkers look great, but they are also drying out much faster due to the new drainage systems,” Firewheel Senior Golf Superintendent John Rowe said. The old bunker sand was repurposed to fill in low spots along cart paths to give players a smoother ride as they exit onto the fairways. Trees were trimmed back on the first, ninth and 11th holes to improve visibility and playability. Firewheel also worked with Garland Stormwater Management to improve drainage in the course’s creek. A portion of the creek was dredged, and a new culvert and bridge were installed on the ninth hole. “We’ve put a lot of work into getting the Old Course in shape this year, and it really shows,” Old Course Golf Superintendent James Burnett said. Garland Receives Wastewater Safety Award

The City of Garland Water Utilities' Wastewater Division received the Water Environment Federation (WEF) Safety Award. In 2017, at the Duck Creek Wastewater Treatment Plant, there were zero (0) lost time incidents. By the end of 2017 the plant staff had gone 1165 days since the last lost time incident.

According to the EPA, North Americans purchase 33 million fresh-cut Christmas trees every year. Help Garland free up space in the landfill by recycling your tree! The trees will be ground into mulch, which will enrich gardens and more easily return to the earth.

Could I Get the Measles? With measles in the news recently, you may be wondering “Could I get the measles?” While outbreaks of measles in the United States are rare, it is important to remember that: The majority of people who get measles were unvaccinated. Measles is still common in many parts of the world, including some countries in Europe, Asia, the Pacific and Africa. Travelers with measles continue to bring the disease into the U.S. Measles can spread when it reaches a community in the U.S. where groups of people are unvaccinated.

Before the measles vaccination program started in 1963, about 3 to 4 million people got measles each year in the United States. 10

Of those people, 400 to 500 died, 48,000 were hospitalized, and 4,000 developed encephalitis (brain swelling) from measles. Measles is highly contagious, so anyone who is not protected against measles is at risk of getting the disease. People who are unvaccinated for any reason, including those who refuse vaccination, risk getting infected with measles and spreading it to others. And they may spread measles to people who cannot get vaccinated because they are too young or have specific health conditions. Children should receive two doses of MMR vaccine, starting with the first dose at 12 through 15 months of age, and the second dose at 4 through 6 years of age. Garland Utility Customers Report Scam Calls Several City of Garland commercial utility customers have received phone calls from scammers threatening utility disconnection and attempting to collect payment. These scammers may say they are calling from Garland Power & Light, and may have spoofed a City of Garland phone number to appear on the Caller ID.

The scammers sometimes provide an 800 or 888 call-back number. The City of Garland does not have an 800 or 888 phone number. On the call-back number, the scammers may have copied City of Garland recordings to make it sound like a legitimate call options menu, and may ask callers to provide their name. Kids and teens can earn Pokémon gym badges at two Garland Library locations this December. Youth ages 18 and younger may visit the library and participate in a Pokémon-themed scavenger hunt. The scavenger hunt will consist of eight activities that will help kids learn about their library. Participants will earn one badge for each activity completed. Scavenger hunt task lists can be picked up at the Children’s Desk. The activities and badges earned at both events will be different, so dedicated Pokémon fans are encouraged to attend both events and earn the maximum number of badges.

Puritan Productions premieres the historical drama “Amazing Grace: the Life of John Newton.” This stage production with dance and chorus follows the life of John Newton, who after living a drunken and morally depraved life as a sailor and captain of many African slave trading ships, turned his life toward God and became a beloved pastor and prominent supporter of the abolition of the slave trade. Newton's “Thoughts Upon the African Slave Trade” aided in William Wilberforce's campaign to end the legality of the slave trade in England. Spring Creek Park Preserve IS

FOR THE BIRDS Bird’s Christmas Trees are available for trimming in Spring Creek Park Preserve, 1787 Holford Road. The members of The Preservation Society of Spring Creek Forest have set aside many Eastern Red Cedars for youth groups to decorate with biodegradable bird feeders. Decorating will be from 10 a.m. until noon on Dec. 1, with materials on hand for making bird feeders. If ornaments are brought from home, they must be biodegradable bird feeder ornaments ready to hang with cotton yarn or string. Some examples of biodegradable bird feeders are listed below: Pine cones coated in peanut butter and rolled in bird seed Strings of fresh or dried cranberries Suet balls Strings of non-buttered popcorn Birdy shortbread

COOKIE-CUTTER BIRD FEEDERS (Easily made by school age children with supervision) 1 small package original gelatin unflavored (Knox) ¼ cup water 1 cup birdseed Straws Waxed paper Cookie sheet and cookie cutters Ribbon, string or twine

Place unflavored gelatin in a pot and add the water. Bring it to a simmer while stirring until gelatin is dissolved. Add the birdseed to the pan of water/gelatin mix and blend well; the mixture will smell earthy. Place waxed paper on the cookie sheet, and put a cookie cutter on the waxed paper. Spoon the bird seed mixture in the cookie cutter, pressing it in firmly. Cut a straw about 3 inches long and insert, making a hole for hanging. Let it set up, then remove cookie cutter and straw and add a string to hang it. NO-MELT SUET BALLS 1 cup crunchy peanut butter 1 cup lard 2 cups quick-cook oatmeal 2 cups cornmeal 1 cup white flour ½ cup sugar

Melt peanut butter and lard together, then stir in the other ingredients. Pour mixture into cookie cutter or form into balls and freeze. Raisins and/or nuts can be added to the mix prior to freezing.

The 2018 Christmas on the Square Tree Lighting Ceremony kicks off Christmas on the Square with school carolers, hot chocolate and the lighting of the official Christmas Tree. More than 100,000 lights bring the holiday season to life. Whether you’re walking or driving through, this event will bring out your holiday spirit as the lights dance to the holiday music over the radio.
