Message from the President

It is with great excitement that I welcome you to Galveston College as we begin our 2026 summer and fall semesters. Our island campus continues to be a place where opportunity meets community, offering not only a beautiful setting but also a vibrant, supportive environment where your goals can take shape. From your first day on campus, you’ll find faculty and staff ready to guide you, encourage you, and ensure you feel part of the Galveston College family.

Whether you attend classes on our main campus on Avenue Q or at the Charlie Thomas Family Applied Technology Center, you’ll have access to the resources and support needed to reach your potential.

We are especially proud to celebrate a few historic milestones: record-breaking enrollment in fall 2025 and spring 2026. More than 2,700 students chose Galveston College as their pathway to higher education, the highest enrollment in our history. This growth reflects the trust our community places in us and reaffirms our role as a vital partner in building a stronger future for Galveston and beyond.

In addition to our new Health Sciences Education Center which prepares students for successful careers in the healthcare industry, we also opened the Student Success Center. This welcoming space is designed to support every student on their journey, offering tutoring, career placement services, a computer lab and a wide range of resources to help you achieve your goals.

Admissions

Applying for Admission

For admission consideration to degree and certificate programs, new students need to complete the following steps:

1. Complete the Application for Admission online at gc.edu/admissions.

2. Submit official transcripts from home/high school and colleges and universities attended.

3. If required, take appropriate placement tests and complete the New Student Orientation.

4. Meet with a Student Success Advisor to discuss your degree plan and plan your class schedule.

5. Submit evidence of the Bacterial Meningitis vaccination.

Readmission

Previously enrolled students who have not attended Galveston College for one year or more must reapply by completing a new Admissions Application and the Residency Questionnaire.

Important Notice For New And Readmitted Students

Pursuant to the Jamie Schanbaum and Nicolis Williams Act, all entering students to an institution of higher education or private or independent institution after January 1, 2012, MUST show evidence of being immunized against bacterial meningitis. (Texas Education Code 51.9192)

Entering student is defined as:

a) A new student – a first-time student in an institution of higher education, or the private or independent institution of higher education, including a student who transfers to the institution from another Institution or

b) A student who previously attended an institution of higher education before January 1, 2012 and is enrolling in the same or another institution following a break in enrollment of at least one fall or spring semester.

The bill exempts from the immunization a student who is enrolled only in online or other long distance education courses or who is 22 years of age or older.

a) An affidavit from the physician stating that obtaining the vaccination would be injurious to the health or wellbeing of the student.

b) An affidavit form completed by the student that he/she declines the vaccination for “reasons of conscience,” that includes religious beliefs.

Evidence of the vaccination must be during the five-years preceding and at least 10 days prior to the first day of the semester in which the student plans to enroll. Only vaccines covering the four different types of meningitis (MCV4) are accepted.

How to provide evidence of vaccination to the Galveston College Office of Admissions:

• Submit a signed official notification from your physician indicating the month, day and year the vaccination was administered, or

• Submit an official immunization record generated from a state or local health authority, or

• Submit a signed notification from your physician that obtaining the vaccination will be injurious to your health or

• Submit an affidavit that the student declines the vaccination for reasons of conscience.

Proof of your vaccination must be submitted to the Office of Admissions (M-160) in person, via email: admissions@ GC.EDU or via fax 409-944-1501. Galveston College only accepts the Meningitis A vaccine to meet requirements. The Meningitis B vaccine will not satisfy the vaccination requirement.

Dual Credit & Early Admissions Program

High school and homeschooled students can get a head start on earning transferable college credits at a minimum cost before graduation by enrolling in Galveston College's Dual Credit/Early Admissions Program. Dual credit strengthens abilities necessary for success in college, including study skills, critical thinking, time management, and following guidelines. Dual credit classes also assist students in preparing themselves academically as they transition as full-time students at the schools and universities of their choice.

The Advantages of the Dual Credit & Early Admissions Program include:

• Earn college credit while in high school or homeschool equivalent.

• Courses are transferable to most Texas four-year colleges and universities.

• Savings on tuition costs and fees compared to those of a four-year university.

• Seamless transition from high school or homeschool equivalent to college.

• Greater likelihood of success in subsequent collegiate work.

• Greater likelihood of earning a high school diploma and a college degree, or workforce certificate(s).

• Access college facilities and resources such as Tutoring Center, Library and Counseling & Advising services.

Qualifications for Dual Credit & Early Admissions:

1. Must be classified as a high school student or homeschool equivalent.

2. For academic transfer courses, demonstrate readiness for college coursework via the Texas Success Initiative (TSI) Assessment, ACT, SAT, or other approved assessment. Please visit your high school counselor to ensure readiness standards are met. Homeschool students can test for TSI or provide ACT, SAT scores if taken. This does not apply for workforce programs.

3. Complete the Dual Credit Admissions application and select dual credit as method of entry at gc.edu/admissions.

4. Submit an official high school transcript and an official test score report. See your Counselor.

New Student Orientation

Welcome to Galveston College, Whitecaps! All firsttime college students are required to complete a New Student Orientation prior to registering for classes. Orientation is a vital part of the enrollment process and is designed to support your academic success and transition to college.

For your convenience, Galveston College offers both online and in-person New Student Orientation options. In-person orientations are offered in two formats: General New Student Orientation and Dual Credit New Student Orientation, based on your student classification.

Online Orientation

The online New Student Orientation is available through the Whitecaps Portal in the Student Orientation section. This self-paced experience introduces students to campus resources and support services and provides guidance on navigating the online tools used by Galveston College students. The online orientation takes approximately 45 minutes to complete.

In-Person New Student and Dual Credit Orientations

In-person New Student Orientations are offered during the summer for students enrolling in the upcoming Fall semester. These sessions provide a convenient, comprehensive experience where students can complete key enrollment steps in one day, including obtaining a student ID, addressing financial aid, and registering for courses.

Galveston College offers two types of in-person orientations:

General New Student Orientation

You are considered a new incoming student if:

• You have graduated from high school

• You are beginning your college education at Galveston College

• You plan to attend full-time or part-time

Dual Credit New Student Orientation

You are considered a dual credit student if:

• You are currently enrolled in high school

• You take Galveston College courses through your high school

• You wish to earn college credit prior to high school graduation

During the in-person orientation, students will:

• Learn about academic resources and support services available at Galveston College

• Connect with faculty, staff, and fellow students

• Become familiar with the Galveston College campus

Testing and Registration

Placement Testing

Students may not register for classes until they demonstrate college readiness via exemption using ACT, SAT, STAAR scores, or completion of the TSIA 2.0. Students enrolling in Level One Certificates may be TSI exempt. Please contact an advisor for more information.

Texas Success Initiative

The Texas Success Initiative (TSIA 2.0) assesses students’ college readiness in reading, writing and mathematics. Official test score reports are required for placement/exemption.

Students who do not demonstrate college readiness in any or all areas will be required to enroll in the appropriate developmental course(s). Galveston College offers the TSIA 2.0 in the Testing Center. See the Counseling Office to check your TSI status and receive more information regarding the pre-assessment activity.

Galveston College Testing Center

The Testing Center, located in N-220, provides support to the Galveston College community by accurately administering, reporting, and securing assessments used by both the college and community. Services are offered in a clean, fair, comfortable and safe environment. The Testing Center is dynamic and strives to accommodate evolving testing and assessment needs.

How to Register for Classes

The Whitecaps Portal system provides students with immediate and ongoing information about programs and services available at the college as well as online access to their individual courses and program of study status.

Register Using myGC on Your Whitecaps Portal

New Students

• Contact the Office of Admissions to verify that your records are complete.

• Plan your degree plan and courses online via the Student Planning and Registration option in myGC.

• Contact Counseling/Advising for assistance with course planning.

• Follow the instructions listed to register online.

Continuing Students

• Register using myGC in the Whitecaps Portal during scheduled registration periods. Follow the instructions listed below. (Continuing and former students should also check with the Office of Admissions to remove any registration holds before meeting with a Counselor, Faculty Advisor, or Program Coordinator.)

• Follow the instructions listed to register online.

Returning Students

• Students who have not been enrolled for at least one year will need to reapply to the college at gc.edu/admissions before being allowed to register.

• Follow the instructions listed to register online.

Ability to Benefit

Students who are admitted under the Individual Approval Admission Form and are seeking a technical/workforce program of study may be eligible for federal financial aid. These students must take the Ability to Benefit exam to determine eligibility. Additionally, these students must enroll in an adult basic education (GED/High School Equivalency) program while enrolled at Galveston College. Students are expected to submit a plan to the Financial Aid Office outlining when the GED test will be completed. See the Financial Aid Office for more details.

Students must make the following scores on the Ability to Benefit exam to be considered for federal financial aid: Reading – 233 Writing – 235 Arithmetic - 230 All scores must be met during the same testing session.

Register

3. For continuing students, enter your GC User ID and password (the password is the same as your current campus computer password) and click login. For new students, enter “GC” followed by your 7-digit student ID number and password (the password is defaulted to your date of birth mmddyy randomly generated and emailed to you upon admission to the college) and click login. If you changed your password or need to reset it, contact the IT Help Service Desk at 409-944-1352.

4. Click the “myGC” logo.

5. Select Student Planning and Registration.

6. Review your degree progress under the “View my Progress” area. Add courses to your degree plan by clicking the “Search for Courses that Fulfill this Requirement” button and selecting “Add to my Plan.” For assistance with course selection, contact your counselor/advisor.

7. Once courses are added to your degree plan, go to the “Plan and Schedule” section. Scroll to the appropriate term and select course sections for each class in the left side pane on the page.

8. After all course sections are planned, click the “Register Now” button on the “Plan and Schedule” page.

9. Navigate to the main myGC menu and select “Student Finance” to pay for your courses.

a. If you plan to make a full payment click “Make a Payment.”

b. If you plan to sign up for a payment plan click, “Payment Plans.”

*NOTE – A tutorial video and guide to using Student Planning is available on the Whitecaps Portal.

NOTE: The Whitecaps Portal will prohibit students from registering in courses when they have not completed the required prerequisite(s), lack the appropriate placement test score(s), and/or fail to enroll in the course co-requisite. Students are responsible for the development and accuracy of their class schedule.

Enrollment is complete when tuition and fees are paid. Please contact the cashier in the Business Office for other methods of payment.

Schedule Changes

The WHITECAPS PORTAL is available for schedule changes during Early Registration and General Registration. Students who need to change their schedule (including adding or dropping a course) must contact a Counselor, Faculty Advisor, or Program Coordinator to have the change(s) approved during Late Registration. Some students may have restrictions on their ability to make changes.

Student Services

Veterans Benefits Program

The Financial Aid Office assists eligible student veterans and their spouses and dependents in obtaining veterans’ educational benefits in compliance with Veterans Administration procedures and regulations. To receive veterans’ benefits, students must be admitted to Galveston College, enroll in a degree-seeking or certificate-seeking program and apply for veteran’s educational benefits. Current students should visit or contact the Financial Aid Office each semester after registering for classes to verify their eligibility of benefits.

Veterans Benefits And Transition Act Of 2018

In accordance with Title 38 US Code 3679 subsection (e), Galveston College adopts the following additional provisions for any students using U.S. Department of Veterans Affairs (VA) Post 9/11 G.I. Bill® (Ch. 33) or Veterans Readiness and Employment (Ch. 31) benefits, while payment to the institution is pending from the VA.

NOTE: A Covered Individual is any individual who is entitled to educational assistance under Chapter 31, Veterans Readiness and Employment, or Chapter 33, Post-9/11 GI Bill benefits.

Galveston College will permit any covered individual to attend or participate in the course of education during the period beginning on the date on which the individual provides to Galveston College a certificate of eligibility for entitlement to educational assistance under chapter 31 or 33 (a “certificate of eligibility” can also include a “Statement of Benefits” obtained from the Department of Veterans Affairs’ (VA) website– eBenefits, or a VAF 28-1905 form for chapter 31 authorization purposes) and ending on the earlier of the following dates:

1. The date on which payment from VA is made to the institution.

2. 90 days after the date the institution certified tuition and fees following the receipt of the certificate of eligibility.

Galveston College will not:

• Prevent nor delay the student's enrollment;

• Assess a late penalty fee to the student;

• Require the student to secure alternative or additional funding;

• Deny the student access to any resources available to other students who have satisfied their tuition and fee bills to the institution, including but not limited to access to classes, libraries, or other institutional facilities.

However, to qualify for this provision, such students may be required to:

• Produce the Certificate of Eligibility by the first day of class;

• Provide written request to be certified;

• Provide additional information needed to properly certify the enrollment as described in other institutional policies.

Senior Citizens Discount

All United States citizens who are residents of Galveston Community College District who have attained the age of 65 years (65 and older) are eligible to receive a 100% tuition discount for credit courses and a 50% discount for associated fees for credit courses (exceptions include individual music instruction, course fees, liability insurance, health fees and testing fees). Tuition/fee adjustment requests for credit courses must be made at the time of registration.

Degree Audit

You may view your degree progress in your Whitecaps Portal. A degree audit is a computerized evaluation report that compares completed, in progress, and transfer coursework against program requirements. An audit report is generated that reflects coursework compared to requirements of a declared major at Galveston College. The audit is unofficial and should be used only as a tool to assist with planning future coursework. Students are strongly encouraged to work closely with a Counselor, Faculty Advisor, or Program Coordinator when interpreting the report.

New and continuing students can view their degree progress by following these instructions:

Academic Fresh Start

Academic Fresh Start entitles residents of Texas to seek admission to public institutions of higher education as undergraduate students without consideration of courses undertaken 10 or more years prior to enrollment. An applicant for admission who is a Texas resident may enter Galveston College pursuant to the “academic fresh start” status, Texas Education Code, §51.931. Applicants can request a Petition for Academic Fresh Start from the Office of Admissions.

a) Fresh Start must be declared upon entrance to the College. Students who do not declare upon entrance will not be considered after they have enrolled.

b) An applicant who elects to apply under this statute may not receive any course credits or grades earned for courses taken 10 or more years prior to enrollment.

Notes: Academic Fresh Start does not apply to Financial Aid or VA benefits guidelines and/or regulations. Should the student seek admission under this option, then no college courses or credits 10 years or older will be evaluated. (A student's TSI exemption, based on work completed prior to the fall of 1989, is retained even if a student elects to take advantage of the Academic Fresh Start program.) This option does not relieve students from notifying the college of attendance at previous institutions, nor of the need to submit transcripts indicating all previous course work attempted.

Registration assistance and academic support are available for students with disabilities. For further information and to register for services, students should contact the Advising and Counseling Center in Moody Hall at 409-944-1220, or email advising@gc.edu.

Student ID Cards

All Galveston College students are required to possess and display a valid Galveston College Student Identification card. A Galveston College student ID card is required for college services such as the Library, Gym, the Student Success Center, and in the Testing Center. Students must be registered and provide proof of tuition settlement before receiving a student ID. Students having a Galveston College ID card will be given a current semester sticker upon registration verification. Students may obtain their ID card at the IT Service Desk in room R-120. Please note: the picture you take for your ID will be the picture that faculty and staff see when they access your account.

Parking Permits

All students, faculty and staff at Galveston College are required to identify their motor vehicles on campus through the use of a Galveston College Parking Permit. Parking permits can be obtained during normal business hours, at no cost at the IT Service Desk in Room R-120. You will need to know your student ID number, vehicle make and model, and your license plate number. A parking permit is required for every vehicle you will drive on campus. Galveston College Student Success Center

The Student Success Center (SSC) at Galveston College is a dynamic learning hub designed to support academic achievement, career readiness, and student success. As a shared space open to all students, the SSC offers free tutoring, career placement assistance, and transfer planning, while also housing Building Bridges to Success (BBS), a specialized TRIO program that provides additional support for eligible students. The SSC features a welcoming environment with a comfortable lobby, a full coffee and tea bar, a lounge for studying and socializing, and convenient technology plug-in stations. Students also have access to a quiet computer lab, whiteboards, a high-capacity printer, a private study room, and a spacious collaborative learning area. To use these resources and services, students must present their college identification card (ID).

Career Placement and Tutoring Services, located within the SSC, provides free academic tutoring and career readiness services to all Galveston College students. Tutoring is available through one-on-one and small group sessions, offered both in person and through 24/7 virtual tutoring via Canvas. Career services include resume and cover letter assistance, interview preparation, job search strategies, employer connections, and career exploration workshops. Whether students need help mastering course content or preparing for life after graduation, the Career Placement and Tutoring Team is a valuable resource for every student.

The Student Success Center (SSC) is also home to Building Bridges to Success (BBS), a part of the nationwide TRIO Student Support Services program funded by the U.S. Department of Education. The BBS program at Galveston College provides academic and student support services to approximately 200 students, including first-generation college students, low-income students, and those with accessibility needs. The program’s primary goals are to enhance student retention, support certificate and degree completion, facilitate college graduation, and assist with university transfers through the Center’s Transfer Hub. BBS offers a range of services, including academic advising, degree planning, course selection and registration, tutoring, personal and career guidance, financial aid and scholarship information, financial literacy education, and university transfer assistance. Students interested in joining the program must complete an application to determine eligibility and attend an orientation to become an active participant.

How to Apply for Financial Aid

1. Apply for an FSA ID at www.fsaid.ed.gov. The FSA ID is for students and /or parents, or spouse who need to complete the Free Application for Federal Student Aid (FAFSA).

2. Complete the FAFSA at www.StudentAid.gov as soon as possible. Add Galveston College’s federal school code 004972. Students should check their Whitecaps email regularly for updates.

3. Process time for the FAFSA application to be received by Galveston College takes approximately 1 week. Students will receive an email from the Galveston College Financial Aid Office requesting additional documentation, the review process, once all requested documents are received, takes about 3-4 weeks.

4. For Summer 2026 you will need to submit the 2025-2026 FAFSA. 2026-2027 FAFSA is required for the Fall 2026, Spring and Summer of 2027 semesters. It is strongly encouraged to submit both applications as soon as possible. .

When is the priority deadline date to apply for financial aid?

The Priority deadline for summer is March 30, 2026, and fall is June 9, 2026. Students may still apply after this date. However, students may need to pay for tuition, fees, and books out of pocket. Aid may be awarded retroactively.

Will financial aid pay for my books?

Books, supplies, uniforms, etc., may be charged to grants, loans, and other scholarships at the Galveston College Bookstore.

Can I get financial aid if I am a part-time student?

Yes, in most cases.

When are financial aid refund checks released?

Refund checks are mailed 14 calendar days after Financial Aid funds have been disbursed to the student’s account. All refund checks are mailed to the address on file with Admissions. Disbursement dates for summer begin May 27, 2026 (12-week Courses) and June 16, 2026 (8-week courses), and fall begins August 24, 2026 (1st 8-weeks) and October 19, 2026 (2nd 8-weeks). Direct Deposits will be received within 2-3 business days once submitted to the bank.

How do I sign up for Direct Deposit?

At the start of each semester, students who haven't provided their banking details should log into their myGC account to arrange direct deposit for their disbursements.

1. Go to myGC.

2. Click on Banking Information.

3. Click “Add an Account”.

4. Switch the Toggle Button to Activate (Blue).

5. Click “Next” and enter your Bank Account details.

6. Click Submit

Once submitted, the Business Office will confirm your banking information. Please allow 5-10 business days for your banking information to be validated before any direct deposits can be made.

Financial

Students must be enrolled as a regular student in courses that count towards their active eligible degree or certificate program. Preplans are not considered eligible programs. Other courses, including prerequisites, cannot be used to determine enrollment status unless they are required remedial courses.

Universal Access (UA) Endowed Scholarship

The Universal Access (UA) Endowed Scholarship is administered by the Galveston College Foundation, an independent 501(c)(3) organization that supports the mission of Galveston College. The program is designed to reduce financial barriers and expand access to higher education for students graduating from schools within the Galveston College taxing district.

Eligibility

Eligible students include:

• Graduates of public and private high schools located within the Galveston College taxing district

• Home-schooled graduates within the taxing district

• GED recipients from within the taxing district

• Eligible Dual Credit students

Galveston College Foundation

Eligibility is based on graduation from a taxing district school, not residency. There is no post-graduation time limit to access the award.

Award Information

The UA Scholarship provides up to $6,624 for students enrolled at least half-time, covering tuition and required fees for up to 60 credit hours toward an associate degree.

Students who complete an associate degree and continue into a Galveston College bachelor’s degree program may be eligible for additional UA scholarship funding. Students pursuing advanced technology certificates beyond the associate degree, such as CT or MRI credentials following radiologic technology, may also qualify for additional UA support.

Upon enrollment at Galveston College, the award functions as an academic scholarship. Students must:

• Remain in compliance with Financial Aid requirements

• Have an approved degree plan on file

• Use the allocation within five years of initial enrollment

UA+ Endowed Scholarship

Eligible UA recipients may also receive the UA+ Scholarship, which provides $35 per semester credit hour, with a lifetime maximum of $2,100.

UA+ funds may be used to purchase required textbooks, course materials, program-specific equipment and tools, internet access codes, and other required academic supplies. The scholarship is intended to support educational expenses beyond tuition and required fees.

UA+ is available to eligible UA recipients, including students continuing into bachelor’s degree programs at Galveston College.

All participants must complete the Free Application for Federal Student Aid (FAFSA). If a student receives a Pell Grant that fully covers tuition and required fees, the Universal Access Endowment commitment is considered satisfied. If a

student is not Pell-eligible due to income or citizenship status, the Foundation will cover tuition and required fees in accordance with program guidelines.

Eligible Programs

UA recipients may enroll in any academic or technical credit program listed in the Galveston College Catalog or in an approved workforce contact-hour program of at least 360 contact hours.

Tuition and Fees

Minimum tuition for Residents of Texas is $336 - Minimum tuition for Non-Residents of Texas is $882 - Tuition per credit hour for Residents of Texas is $56 - Tuition per credit hour for Non-Residents of Texas is $147. Third repeat course or developmental course work that exceeds 27 hours will be assessed at $60 per credit hour surcharge. Non-Residents of Texas who are not located within the state of Texas, enrolled in distance education will be assessed a $100 per credit hour surcharge.

Galveston College has launched a program designed to lower cost and increase access to required digital course materials for participating classes before the first day of class. This program makes getting digital textbooks easier on students, which will ultimately improve their success at Galveston College. Inclusive Access is estimated to reduce the cost of traditional textbook purchases by an average of 10 to 50% and provide them by the first day of class. The cost of the required digital course materials will be charged at the time of course registration. If the student does not wish to participate in Inclusive Access for any or all courses, they have up to the census day to opt out of Inclusive Access. If the student opts out, the online content will be turned off and the course fee amount will be removed from the account. The student will still be responsible for getting access to the materials which will usually cost more than the Inclusive Access Fee. To opt out of the inclusive access in Canvas, navigate to your course section and select the BibliU Opt-Out button. If you need assistance, you can also contact BibliU Campus, Inc. directly at 409-944-1259.

* Inclusive access fees are non-refundable after the section's census date.

Additional Fees

The $33 registration fee is non-refundable at any time. Student I.D. cards must be obtained by the 12th class day or there will be an additional $5 charge.

A $25 non-refundable late registration fee will be assessed and a $10 non-refundable schedule change fee will be assessed for additions, drops, or changes as follows:

Tuition Residency Classification

Residency for tuition purposes is established at the time of application to Galveston College based on the Residency Questionnaire and Admissions Application. Once residency has been determined, students must submit a Request for Residency Reclassification and provide documentation to change residency status for tuition purposes.

1. A student is considered a Texas Resident - In-District resident if he/she has resided in the college taxing district for at least 12 months prior to the student's first registration at Galveston College for other than educational purposes.

2. A student is considered a Texas Resident - Out-Of-District resident if he/she has resided in the State of Texas for at least 12 months prior to the student's first registration at Galveston College for other than educational purposes and is not a resident of the college’s taxing district.

3. A student is considered an Out-Of-State / Non-Resident student if he/she has NOT resided in the State of Texas for at least 12 months prior to the student's first registration at Galveston College for other than educational purposes.

*Additional documentation may be required to establish residency for tuition purposes at Galveston College.

The Board of Regents of Galveston College has authorized the waiver of the difference in the rate of tuition for nonresident and resident students for a person, or his or her dependents, who owns property which is subject to ad valorem taxation by the Galveston College District. The person, or his or her dependents, applying for such a waiver shall verify property ownership by presentation of an ad valorem tax statement or receipt, issued by the tax office of the Galveston College District, or by presentation of a deed, property closing statement, or other appropriate evidence of ownership of property which is subject to ad valorem taxation by the Galveston College District.

The responsibility of enrolling in courses under the proper residence classification is that of the student. If there is any question regarding the student's correct residency classification, it is the responsibility of the student to discuss this matter with the Registrar/Director of Admissions.

Changes to tuition residency classification must be submitted prior to the published census date for the change to be effective for the appropriate term.

Concurrent Institutional Enrollment Tuition Adjustment

When a student registers at more than one public institution of higher education at the same time (i.e., enrolled at Texas A&M at Galveston and Galveston College or UTMB and Galveston College), the student may be eligible for a reduction in tuition. This adjustment will be in accordance with Section 54.0602 of the Education Code which establishes, in essence, that once a student has enrolled at one public institution and paid the required minimum tuition, he/she will be charged tuition at the credit rate only when enrolling at a second public institution and will not have to pay the minimum tuition charge a second time. If a student is enrolled in four or more hours at Galveston College they are not subject to the minimum tuition requirement or the waiver. In order to qualify, the student must bring a copy of their receipt for payment of tuition from the institution in which enrollment was first made by the 12th class day (for fall and spring semesters) or at time of payment at Galveston College.

Texas Tuition Waiver

The student must bring the required third-party billing voucher issued by the sponsor to the Business Office by the census date for the term (varies by term). Voucher with missing, incorrect information, or received after the census date of the term will not be accepted.

Returned Checks

All returned checks will be assessed a $35 handling fee. Upon receiving a returned check, the Business Office will place a "hold" on the student's record. A certified letter will be sent to the individual whose check is returned. This letter will set a final date for settlement of this returned check. After this date, the returned check will be sent to the District Attorney's office for legal action.

Stop Payment Fee

Checks that are reissued as a result of being lost due to mishandling, mutilation, or incorrect address will result in a $10 stop pay reissuance fee.

How to Pay

Students can pay on campus in the Business Office by check, cash, or credit cards. Galveston College accepts VISA, MasterCard, American Express and Discover. The Business Office is located on the second floor of Moody Hall at 4015 Avenue Q, Galveston, Texas. In addition, students can pay online using their student portal.

To help you meet your educational expenses, we are pleased to offer FACTS as a convenient budget plan. It is not a loan; therefore, you have no debt, there are no interest or finance charges assessed and there is no credit check.

The cost to budget monthly payments is a $30 per semester non-refundable fee. Please remember, all payments are deducted immediately! The FACTS Enrollment Fee is automatically deducted from your account WITHIN 14 days of your agreement being posted to the FACTS system.

Nelnet Payment Plan

Nelnet is a convenient budget plan, not a loan program. You have no debt, there are no interest or finance charges assessed and there are no credit checks. The cost to budget your interest-free monthly payment plan is $30 per semester non-refundable Nelnet Enrollment Fee. You may budget your tuition and fees in the following ways:

a.) Automatic Bank Payment (ACH)—ACH payments are those payments you have authorized Nelnet to process directly with your financial institution. It is simply a bank-to-bank transfer of funds that you have pre-approved for your expenses at Galveston College Payments may be made from either your checking or savings account. Payments are processed on the 5th of each month and will continue until the balance is paid in full.

b.). Credit Card Option—Paying with your credit card gives you the option of taking advantage of any bonus programs that may be offered by your credit card company. Your monthly payment will be automatically charged to the credit card you designate. Payments will be charged on the 5th of each month until the balance is paid.

MAGNETIC RESONANCE IMAGING (MRI)

The majority of classes will include an Inclusive Access (IA) fee as part of registration. This fee covers the cost of electronic textbooks required for the course. IA fees are cheaper than the regular cost of these textbooks therefore save the students money. The exact IA fee associate with each course can be found online through the Whitecaps Portal. Students do have the option of opting-out of IA fees, but will still have to purchase the required materials often at a higher price.

Student Records

Galveston College has established policies and procedures to comply with the “Family Educational Rights and Privacy Act of 1974” and the “Texas Open Records Law” (State Senate Bill 1071 and House Bill 6).

Generally, schools must have written permission from the eligible student in order to release any information from a student’s education record. However, FERPA allows schools to disclose those records, without consent, to the following parties or under the following conditions (34 CFR § 99.31):

• School officials with legitimate educational interest*;

• Other schools to which a student is transferring;

• Specified officials for audit or evaluation purposes;

• Appropriate parties in connection with financial aid to a student;

• Organizations conducting studies on certain students for or on behalf of the school;

• Accrediting organizations;

• To comply with a judicial order or lawfully issued subpoena;

• Appropriate officials in cases of health and safety emergencies; and,

• State and local authorities, within a juvenile justice system, pursuant to specific state law.

* A school official may include a volunteer or contractor outside of Galveston College who performs an institutional service of function for which the school would otherwise use its own employees and who is under the direct control of the school with respect to the use and maintenance of PII from education records, such as an attorney, auditor, or collection agent or a student volunteering to assist another school official in performing his or her tasks. A school official typically has a legitimate educational interest if the official needs to review an education record in order to fulfill his or her professional responsibilities for Galveston College. Galveston College also considers personnel instructing/ supervising students at clinical, internship and other practicum sites as school officials.

Student Rights Under FERPA

The Family Educational Rights and Privacy Act (FERPA) affords eligible students certain rights with respect to their education records. (An “eligible student” under FERPA is a student who is 18 years of age or older or who attends a postsecondary institution at any age.) These rights include:

1. The right to inspect and review the student's education records within 45 days after the day Galveston College receives a request for access. A student should submit to the Director of Admissions/ Registrar a written request that identifies the record(s) the student wishes to inspect. The school official will make arrangements for access and notify the student of the time and place where the records may be inspected. If the records are not maintained by the school official to whom the request was submitted, that official shall advise the student of the correct official to whom the request should be addressed.

2. The right to request the amendment of the student’s education records that the student believes is inaccurate, misleading, or otherwise in violation of the student’s privacy rights under FERPA. A student who wishes to ask Galveston College to amend a record should write Director of Admissions/Registrar, clearly identify the part of the record the student wants changed and specify why it should be changed. If Galveston College decides not to amend the record as requested, the school will notify the student in writing of the decision and the student’s right to a hearing regarding the request for amendment. Additional information regarding the hearing procedures will be provided to the student when notified of the right to a hearing.

3. The right to provide written consent before Galveston College discloses personally identifiable information (PII) from the student's education records, except to the extent that FERPA authorizes disclosure without consent. Galveston College discloses education records without a student’s prior written consent under FERPA except for disclosure to school officials with legitimate educational interests. A school official includes a person employed by Galveston College in an administrative, supervisory, academic, research, or support staff position (including law enforcement unit personnel and health staff); a person serving on the Board of Regents; or a student serving on an official committee, such as a disciplinary or grievance committee.

A school official also may include a volunteer or contractor outside of Galveston College who performs an institutional service of function for which the school would otherwise use its own employees and who is under the direct control of the school with respect to the use and maintenance of PII from education records, such as an attorney, auditor, or collection agent or a student volunteering to assist another school official in performing his or her tasks. A school official typically has a legitimate educational interest if the official needs to review an education record in order to fulfill his or her professional responsibilities for Galveston College. Galveston College also considers personnel instructing/supervising students at clinical, internship and other practicum sites as school officials.

4. The right to file a complaint with the U.S. Department of Education concerning alleged failures by Galveston College to comply with the requirements of FERPA. The name and address of the office that administers FERPA is:

Alcohol and Drug Abuse Information and Referral Program

In compliance with the reauthorization of the Higher Education Act Program Participation Agreement required by institutions participating in programs of student financial assistance authorized under Title IV of the ACT, Galveston College provides alcohol and drug abuse information and referral. No alcohol or illegal drugs shall be allowed on campus. Any student caught with such a substance will be subject to suspension from attendance and/or enrollment and legal action, when appropriate. Whitecaps Student Email Accounts

All students at Galveston College are given their own free Whitecaps email account, which includes free access to Microsoft Office 365. College personnel (including your instructors) use your Whitecaps email address to provide you with important information such as, “Please come by my office so we can discuss your latest assignment.” Since these are the kinds of emails a student does not want to miss, you need to regularly check your email. Simply go to the Galveston College webpage at gc.edu, click “Whitecaps Toolbox” at the top of the page and then click on the link that says “OUTLOOK MAIL”. It’s that easy!

Computer Labs/Internet Access

Many, if not most, of your classes at Galveston College are “Web Enhanced” and require that you have access to the Internet for certain aspects of your course. Don’t worry if you do not have access to the Internet from your home, Galveston College has many computer labs that operate at convenient hours throughout the week.

Committed To Safety

Students who have experienced sexual assault, sexual violence, stalking, domestic violence, or other crimes may seek advice, assistance, and resources from the Vice President of Student Services, or the College’s Title IX Coordinator. The Title IX Coordinator’s duties include facilitating the complaint and investigation process. Individuals within these offices can assist the complainant with accessing medical or counseling services, advocacy services, social support services, legal services, and police services. Even in the absence of a formal complaint, the College may be able to provide assistance to the complainant with respect to his or her academic, living, transportation, or working situations. Online Classes

Students enrolled in online courses may be required to come to campus to take their final exam. Please refer to the course syllabus for the exact deadline on completing the final exam. Spaces are limited in the testing center so it is recommended that students take their final exams as early as possible during the exam period. Contact your instructor if you have questions.

Grades Submitted

All grades are due in the Office of Admissions via the Whitecaps Portal by 10 a.m. Instructors should enter grades into Whitecaps Portal for processing as soon as possible following completion of the exam. Students should check all examination dates with their instructors prior to the exam week. Examinations should be administered in the room where the class meets, however, off-campus classes will be announced by the instructor. Laboratory exams will be given on the last scheduled lab day of the semester.

Distance Learning

A $35 course fee will be charged per course for all Distance Education courses. This includes both Hybrid and Internet courses. Students must have access to the Internet in order to participate in distance education classes. Also, an on-site orientation is sometimes required by the instructor (check with instructor or syllabus).

All Distance Education students are strongly encouraged to review the Student Resource Hub, which is filled with startup essentials and important resources. It can be found on the Canvas Dashboard once student is registered and classes have begun.

Bookstore Refund and Exchange Policy

• BibliU Campus, Inc., will give full refunds for textbooks during the first five (5) days of the fall and spring semesters. Thereafter, a full refund will be given only through the twelfth (12th) class day with a receipt and a drop slip. A cash register receipt must accompany all refunds and returns and the current BibliU Campus, Inc., price sticker must be affixed to the book. Returns may be made within five (5) class days from the opening of each summer session.

• Study guides, syllabi and test preparation manuals are non-refundable.

• No refunds or exchanges are accepted on software, computers and tablets.

• All other merchandise may be returned within three (3) days of purchase with a receipt. New materials must be returned in original condition. Shrink-wrapped items may be returned for refund if unopened. (Refunds are not allowed during the week prior to or during finals.)

Buy Back Policy

As a service to students, the bookstore offers to buy back books on a daily basis. The following criteria determine prices paid for books:

• During the designated buyback period, the bookstore will pay up to 1/2 (one-half) of the retail purchase price for good condition books which are needed for sale in courses for the upcoming semester.

• Other days the offer may be less and will be based on wholesale purchase prices as published in the Textbook Buying Guide.

Traveling south on I-45...

Take 61st Street exit and turn right at stop light. Travel approximately one mile to Seawall Boulevard. Turn left on to Seawall. Proceed down Seawall to 39th Street. (Gaido’s Restaurant is at corner of 39th and Seawall). Turn left on 39th and travel north to Avenue Q. Turn left at 39th and Avenue Q and proceed one block to Main Campus. Main Campus parking is available on Avenue Q, Avenue R, and Satellite Parking at 39th and Avenue Q.

Traveling south on I-45… Take Exit 1B toward 71st Street. Merge onto frontage road/Broadway Boulevard and travel approximately five blocks to the first stop sign. At the stop sign, turn left onto 71st St. Take the first left onto frontage road/Broadway and continue on the frontage road for approximately five blocks to the Applied Technology Center campus.

Travel west on Avenue Q

toward 45th Street. Turn right at 45th Street and proceed to the stop light on Broadway Boulevard.

Turn left onto Broadway and travel approximately one mile. Continue onto I-45 North to Exit 1C. Take Exit 1C and merge onto the frontage road/ Broadway. The Applied Technology Center will be on the right.
