INTRODUCTION BY OCTA CHAIR

Dear OCTs friends, it is a real pleasure for me to send you this OCTA newsletter, where we keep each other informed of developments in our OCTs and other developments that are important to us all.

We can look back on a successful 20th EUOCTs Forum in Brussels last February, where the focus throughout the ministerial conference mainly was on OCTA's governance and new strategic course as well as on the results and prospects of the partnership with the European Union, with reference to the Decision on the Overseas Association ,including Greenland (DOAG). The political declaration summarizes our joint perspective for the cooperation between ourselves, and with the European Commission.

During the Forum the importance of the Global Gateway strategy in fostering regional integration, through developing joint regional initiatives to fight climate change, to improve connectivity and food security, to support energy transition and to increase workers and student mobility was underlined. We therefore acknowledge that OCTsEU partnership fits into the frame of the Global Gateway strategy and supports the implementation of its priorities by enhancing regional and intraregional cooperation, but also emphasize that it is of utmost importance that these strategies consider the interests of the OCTs.

As OCTA Chair I would like to focus the coming year on engagement towards OCTA, implement the agreements made in the OCTA strategic document and promote OCTA during various conferences and events while seeking for opportunities to benefit all OCTs.

Before I conclude, I would like to thank Greenland for its good leadership, dedication and commitment to the OCTA over the past year and for organizing a successful Ministerial Conference last February.

Thanks also to all OCTs and partners who contributed to this newsletter and I hope you enjoy reading it.

INTRODUCTION DU PRÉSIDENT OCTA

Chers amis des PTOM, c’est un réel plaisir pour moi de vous envoyer cette newsletter de l’OCTA, où nous nous tenons mutuellement informés des évolutions de nos PTOM et d’autres développements qui sont importants pour nous tous.

Nous pouvons nous prévaloir du succès du 20e Forum UE-PTOM à Bruxelles en février dernier, au cours duquel l’accent a été mis tout au long de la conférence ministérielle sur la gouvernance et la nouvelle orientation stratégique de l’OCTA ainsi que sur les résultats et les perspectives du partenariat avec l’Union européenne, avec référence à la Décision sur l’association à l’étranger, y compris le Groenland (DOAG). La déclaration politique résume notre perspective commune de coopération entre nous et avec la Commission européenne.

Au cours du Forum, l’importance de la stratégie Global Gateway pour favoriser l’intégration régionale, en développant des initiatives régionales conjointes pour lutter contre le changement climatique, améliorer la connectivité et la sécurité alimentaire, soutenir la transition énergétique et accroître la mobilité des travailleurs et des étudiants a été soulignée. Nous reconnaissons donc que le partenariat PTOM-UE s’inscrit dans le cadre de la stratégie Global Gateway et soutient la mise en œuvre de ses priorités en renforçant la coopération régionale et intrarégionale, mais soulignons également qu’il est de la plus haute importance que ces stratégies prennent en compte les intérêts des PTOM.

En tant que président de l’OCTA, j’aimerais concentrer l’année à venir sur l’engagement envers l’OCTA, mettre en œuvre les accords conclus dans le document stratégique de l’OCTA et promouvoir l’OCTA lors de diverses conférences et événements tout en recherchant des opportunités bénéficiant à tous les PTOM.

Avant de conclure, je voudrais remercier le Groenland pour son bon leadership, son dévouement et son engagement envers l’OCTA au cours de l’année écoulée et pour avoir organisé avec succès une conférence ministérielle en février dernier.

EXECUTIVE COMMITTEE OCTA

The OCTA Executive Committee held its first meeting with the new board since the ministerial meeting last February on April 9. As you already know, the ExCo consists of Aruba represented by Mr. Juan Thijsen as president, Greenland represented by Mr. Inuuteq Holm Olsen as treasurer, Curaçao, represented by Mr. Leonard Coffi as member and with effect from the third quarter, French Polynesia, represented by Ms. Emilia Manin,

as a member. In the meantime, Ms. Manin follows the meetings as an observer.

THE EXCO WILL MEET EVERY LAST WEDNESDAY OF THE MONTH. A MEETING WILL BE HELD EVERY OTHER MONTH WITH ALL MEMBERS OF OCTA.

LE COMITÉ EXÉCUTIF DE L’OCTA

Le Comité exécutif de l’OCTA a tenu sa première réunion avec le nouveau conseil d’administration depuis la réunion ministérielle de février dernier, le 9 avril. Comme vous le savez déjà, l’ExCo est composé d’Aruba représenté par M. Juan Thijsen en tant que président, et du Groenland représenté par M. Inuuteq Holm Olsen comme trésorier, Curaçao, représenté par M. Leonard Coffi comme membre et depuis le troisième trimestre, la

Polynésie française, représentée par Mme Emilia Manin, comme membre. En attendant, Mme Manin suit les réunions en tant qu’observatrice.

L’EXCO SE RÉUNIRA CHAQUE DERNIER MERCREDI DU MOIS. UNE RÉUNION AURA LIEU TOUS LES DEUX MOIS AVEC TOUS LES MEMBRES DE L’OCTA.

WALLIS AND FUTUNA

The final evaluation of the 11th Territorial EDF program for Wallis and Futuna was completed at the end of February 2024. This envelope made it possible to co-finance the Territory’s digital strategy with the implementation of concrete actions for the benefit of the populations.

• Connection to the Tui-Samoa digital cable, connecting the Fiji Islands to the Samoa Islands

• Implementation of telemedicine

• Creation of the Digital University of Wallis and Futuna, offering young people the opportunity to pursue studies in the Territory

The territorial PIM of Wallis and Futuna was signed during the 20th EU/OCT forum on February 29, 2024 in Brussels and the programming of this envelope continues with the mission of technical assistants from March 4 to 23, 2024.

THIS ENVELOPE OF 20 MILLION EUROS WILL BE AIMED AT COFINANCING THE SUSTAINABLE TOURISM DEVELOPMENT STRATEGY OF WALLIS AND FUTUNA.

WALLIS ET FUTUNA

L’évaluation finale du programme du 11e

FED territorial de Wallis et Futuna s’est achevée fin février 2024. Cette enveloppe a permis de cofinancer la stratégie numérique du Territoire avec la mise en place d’actions concrètes au bénéfice des populations:

• Raccordement au câble numérique

Tui-Samoa, reliant les îles Fidji aux îles Samoa

• Mise en place de la télémédecine

• Création de l’Université numérique de Wallis et Futuna, offrant la possibilité aux jeunes de poursuivre des études sur le Territoire

Après la signature du PIM territorial de Wallis et Futuna lors 20ème forum UE/ PTOM le 29 février 2024 à Bruxelles, les travaux pour la programmation de cette enveloppe se poursuivent avec la mission des assistants techniques courant mars 2024.

CETTE ENVELOPPE DE 20 MILLIONS D’EUROS

SERA ORIENTÉE SUR LE COFINANCEMENT DE LA STRATÉGIE DE DÉVELOPPEMENT TOURISTIQUE DURABLE DE WALLIS ET FUTUNA.

GREENLAND

On March 15 2024, the Prime Minister of Greenland, Múte Bourup Egede, welcomed the President of the European Commission, Ursula von der Leyen, to inaugurate the EU office in Nuuk. The opening of the office is part of the EU’s Arctic strategy from 2021. The opening of the office will further strengthen the cooperation between Greenland and the EU.

Two cooperation agreements were signed by Prime Minister Egede and President von der Leyen.

THE AGREEMENT ON COOPERATION ON EDUCATION AND SKILLS WORTH €71,25 MILLION AND THE AGREEMENT WITH COOPERATION ON GREEN GROWTH WITH €22 MILLION.

GROENLAND

Le 15 mars 2024, le Premier ministre du Groenland, Múte Bourup Egede, a accueilli la présidente de la Commission européenne, Ursula von der Leyen, pour inaugurer le bureau de l’UE à Nuuk. L’ouverture du bureau fait partie de la stratégie arctique de l’UE à partir de 2021. L’ouverture du bureau renforcera encore la coopération entre le Groenland et l’UE.

Deux accords de coopération ont été signés par le Premier ministre Egede et la présidente von der Leyen.

L’ACCORD DE COOPÉRATION EN MATIÈRE D’ÉDUCATION ET DE COMPÉTENCES D’UNE VALEUR DE 71,25 MILLIONS D’EUROS ET L’ACCORD DE COOPÉRATION EN MATIÈRE DE CROISSANCE VERTE DE 22 MILLIONS D’EUROS.

FRENCH POLYNESIA

From March 11 to 15, a regional workshop on drinking water supply was held in French Polynesia, coorganized with the South Pacific Community as part of the PROTEGE program financed by the 11th regional EDF, in the presence of delegations from New Caledonia, Wallis and Futuna and a representative from the WHO.

THE WORKSHOP HAS ALLOWED FRENCH POLYNESIA TO SHARE ITS EXPERIENCES AND SUCCESSES AND TO LEARN FROM THOSE OF NEIGHBORING TERRITORIES.

From March 19 to 21, the very first GO community workshop on “Energy Transition” was held in French Polynesia for the French OCTs in the Pacific, the Caribbean and North America. It was coorganized with Expertise France and is financed by the 11th thematic EDF.

Each territory was thus able to identify the constraints and solutions to be provided in terms of public policies, regulations and techniques for integrating renewable energies (EnR) into its electricity network.

POLYNÉSIE FRANÇAISE

Du 11 au 15 mars s’est tenu en Polynésie française, un atelier régional sur l’alimentation en eau potable co-organisé avec la Communauté du Pacifique Sud dans le cadre du programme PROTEGE financé par la 11ème FED régional, en présence de délégations de Nouvelle-Calédonie, de Wallis et Futuna et d’un représentant de l’OMS.

LES TRAVAUX ONT PERMIS À LA POLYNÉSIE FRANÇAISEDE PARTAGER SES EXPÉRIENCES ET SES RÉUSSITES ET DE S’ENRICHIR DE CELLES DES TERRITOIRES VOISINS.

Du 19 au 21 mars, s’est tenu en Polynésie française le tout premier atelier de la communauté GO « Transition énergétique » à destination des PTOM français du Pacifique, de la Caraïbe et de l’Amérique du nord. Il a été coorganisé avec Expertise France et est financé par le 11ème FED thématique.

Chaque territoire a ainsi pu identifier les contraintes et des solutions à apporter en termes de politiques publiques, de régulation et de techniques d’intégration des énergies renouvelables (EnR) dans son réseau électrique.

ARUBA

The inauguration of the Maria Convent building for the SISSTEM faculty at the University of Aruba is scheduled for May 20, 2024. The renovation of the Maria Convent is now complete, transforming it into classrooms and offices for the Science, Technology, Engineering, and Math (STEM) faculty.

Aruba being an OCT received from the European Union, funding for the implementation of the SISSTEM project through the 11th EDF, with a total allocation of 13 million Euros. The curriculum for the bachelor's and master's programs, along with research facilities and innovation programs leading to PhD graduates in sustainability, was finalized by KU Leuven in 2023.

This project is significant not only for education but also for diversifying Aruba's economy, contributing to the promising "Knowledge Economy" sector. The SISSTEM faculty will provide opportunities for local and international students to study STEM fields in Aruba, preserving a historic building in Oranjestad with a valuable new function for the community. Moreover, it opens new research and

development opportunities in STEM fields, contributing to economic growth.

ARUBA EXPRESSES ITS GRATITUDE TO THE EUROPEAN COMMISSION FOR THE CONTINUOUS SUPPORT THAT THE OCTS RECEIVE FROM THE EUROPEAN COMMISSION, NOT ONLY THROUGH FINANCIAL SUPPORT BOTH WITH THE MULTIANNUAL NATIONAL AND REGIONAL PROGRAMS BUT ALSO WITH OTHER FACILITIES SUCH AS THE ERASMUS+, BEST LIFE, THEMATIC ENVELOPES ETC.

We consider ourselves as part of the European Family and have the same goals for sustainability. In this respect the SISTEM faculty will be an important driver for sustainability in Aruba and in the region.

ARUBA

L'inauguration du bâtiment du couvent Maria pour la faculté SISSTEM de l'Université d'Aruba est prévue pour le 20 mai 2024. La rénovation du couvent Maria est désormais terminée, le transformant en salles de classe et en bureaux pour les sciences, la technologie, l'ingénierie et les mathématiques. (STEM).

Aruba et OCT ont reçu un financement de l'Union européenne pour la mise en œuvre du projet SISSTEM à travers le 11ème FED, avec une allocation totale de 13 millions d'euros. Le programme des programmes de licence et de master, ainsi que les installations de recherche et les programmes d'innovation menant à des doctorats en développement durable, ont été finalisés par la KU Leuven en 2023.

Ce projet est important non seulement pour l'éducation, mais également pour la diversification de l'économie d'Aruba, contribuant ainsi au secteur prometteur de « l'économie de la connaissance ». La faculté SISSTEM offrira aux étudiants locaux et internationaux la possibilité d'étudier les domaines STEM à Aruba, préservant ainsi un bâtiment historique à Oranjestad avec une nouvelle fonction précieuse pour la communauté. De plus, cela ouvre de nouvelles opportunités de recherche et de développement dans les domaines STEM, contribuant ainsi à la croissance économique.

ARUBA EXPRIME SA GRATITUDE À LA COMMISSION EUROPÉENNE POUR LE SOUTIEN CONTINU QUE LES PTOM REÇOIVENT DE LA COMMISSION EUROPÉENNE, NON SEULEMENT SOUS FORME DE SOUTIEN FINANCIER À LA FOIS AVEC LES PROGRAMMES PLURIANNUELS NATIONAUX ET RÉGIONAUX MAIS AUSSI AVEC D'AUTRES FACILITÉS TELLES QUE ERASMUS+, BEST LIFE, LES ENVELOPPES THÉMATIQUES, ETC.

Nous nous considérons comme faisant partie de la famille européenne et partageons les mêmes objectifs en matière de durabilité. À cet égard, la faculté du SISTEM sera un moteur important pour la durabilité à Aruba et dans la région.

BESTLIFE 2030

The BESTLIFE2030 concept note phase closed with an impressive total of 130 submissions, out of which 76 were selected to proceed to the full proposal stage, valued at 8,543,059 EUR. 33 of the preselected concept notes have been sourced from applicants spanning Overseas Countries and Territories, with an aggregate budget totalling 3.7 million Euros.

The call garnered significant interest from local NGOs, sub-governmental bodies, and small and medium-sized enterprises (SMEs) across the seven target regions, with representation

in the following descending order: Pacific, Indian Ocean, French Caribbean, Macaronesia, Dutch Caribbean, Amazonia, Greenland, and Saint Pierre and Miquelon. Ecosystem restoration, species conservation, and the sustainable use of ecosystem services emerged as the primary themes of the call.

La phase de note conceptuelle

BESTLIFE2030 s’est clôturée avec un total impressionnant de 130 soumissions, parmi lesquelles 76 ont été sélectionnées pour passer à l’étape de proposition complète, d’une valeur de 8 543 059 EUR. 33 des notes conceptuelles présélectionnées proviennent de candidats provenant de pays et territoires d’outre-mer, avec un budget total s’élevant à 3,7 millions d’euros.

L’appel a suscité un intérêt considérable de la part des ONG locales, des organismes sous-gouvernementaux et des petites et moyennes entreprises (PME) dans les sept régions cibles, avec une représentation dans l’ordre décroissant

suivant : Pacifique, Océan Indien, Caraïbes françaises, Macaronésie, Caraïbes néerlandaises. , Amazonie, Groenland et Saint-Pierre-et-Miquelon. La restauration des écosystèmes, la conservation des espèces et l’utilisation durable des services écosystémiques sont apparues comme les principaux thèmes de l’appel.
