SUCCESSFULLY NAVIGAt ING t HE CHALLENGES o F 2020

We are back!

after a forced hiatus of 4 months, due to the cOVID-19 pandemic, I am absolutely delighted to have MOTOr back on our member’s desks.

Given that MOTOr is produced almost entirely in house by the MTa team, I made the decision to place the magazine on hold while we focussed on providing as much assistance as possible to our members in dealing with the events of the last several months.

It is fair to say that the first half of 2020 has been nothing short of a

nightmare for everyone in the community. The pandemic has delivered fear, uncertainty, chaos and it has challenged each and every one of us both personally and professionally.

There is also no doubt that the two most difficult jobs in the country through this period have been those of the Prime Minister and the individual State Premiers and chief Ministers. In Western australia, we have been extremely fortunate to have benefitted from the very strong and consistent leadership of our Premier, Mark McGowan.

From the MTA WA’s position, our focus has been in ensuring that our members have access to services and information that will assist them to navigate through this uncertain time.

further outbreaks and, in doing so, protecting our economy.

I was fortunate to be able to attend a board room Dinner with the Premier in June, the first event for the Premier since the crisis began. The event allowed me to update him on the status of the automotive industry and, more importantly, thank him on behalf of the automotive industry for his leadership during this time. I think that it is also commendable that despite the pressures on the Premier and his cabinet team, they have remained available to meet and discuss at any time the specific issues and challenges being faced by our members and the MTa Wa has achieved a number of positive outcomes from this access.

residential tenancy.

In the case of Jobkeeper, this subsidy has meant the difference between businesses having to make wholesale staff layoffs and potentially closing their doors or remaining open, albeit on a reduced scale.

The Premier has faced unprecedented pressure in not only navigating Wa through the crisis, but also dealing with continued criticism from sectors such as the tourism and hospitality industries, sporting groups including the aFL and even clive Palmer, who is now taking our border closure to the High court. Given what is now unfolding on the east coast with a second wave of the virus, the enforcement of a hard border with the eastern States was the right decision and has largely protected West australians from any

Leadership at the Federal level, no leader has ever faced the type of challenge that has been presented by the cOVID-19 pandemic. The fear and uncertainty that was, and continues to be, felt by the community requires strong, clear and consistent leadership that provides assurances to businesses and employees alike that the Government will provide support to them during this time.

Prime Minister Scott Morrison delivered on this need in a very effective way by quickly introducing support initiatives for business such as extending the instant asset right off, introducing JobSeeker and Jobkeeper and co-ordinating the code for commercial and

The MTa Wa and our national body the MTaa have worked very hard over the last several months with the Federal Government to ensure that support programs were targeted and, where necessary, changes could be introduced to ensure that the maximum benefit was achieved. We are very appreciative of the fact that the Prime Minister, Minister for Small business and the Treasurer, among others, have been prepared to listen to our concerns and review and amend support packages where there was a need. There is no better example of this than the work that was done by the MTa Wa and the MTaa to have amendments made to the Jobkeeper payments to ensure that more businesses would qualify for this payment than was originally intended and for agreeing to extend the deadline for the instant asset right off program. as I have said previously, for many in the automotive sector these initiatives have been the difference between continuing to operate or closing.

The first weeks of July, however, clearly demonstrate that this crisis is far from over. Victoria had performed well, despite some questionable and

inconsistent leadership, but now Victorians find themselves locked down for another six weeks as a result of lapses in protocols. These six weeks will be enough to kill off many businesses regardless of Government support and it is for that reason we all need to remain vigilant and maintain the practices that saw Wa come through this crisis as well as we did. The one thing that we all must recognise is that there is no place for complacency.

We are at a time where Governments need to consider the wisdom of reintroducing further lock downs in an effort to stem the infection rate. We can’t have a scenario where businesses are forced to move between lock downs and opening numerous times as this will spell disaster for business and the economy.

Assistance

From the MTa Wa’s position, our focus has been in ensuring that our members have access to services and information that

will assist them to navigate through this uncertain time.

The MTa Wa was the first Association to produce cOVID-19 Management posters and information leaflets to assist our members to maintain a cOVID safe business.

We assisted over 160 host employers and 188 apprentices who use the MTa’s Group Training Organisation to complete their Jobkeeper applications and this will see in excess of $3.6 million worth of Jobkeeper payments being processed for them. It has been encouraging that we have been successful in retaining in excess of 188 apprentices who, in the absence of Jobkeeper, may well have lost their apprenticeships.

Our Divisional Management Team spent every day during the height of the crisis on the phone to members, checking on their welfare and offering any services that they needed. This included working with individual members on developing

flexible work practices that would assist them in maintaining business continuity. concerns over lease payments for commercial property were dealt with and the MTa Wa was again first in drafting a standardised letter to landlords seeking rent relief, resulting in members saving a considerable amount of money. During this period our Divisional Management Team also received an influx of enquiries from non-MTa Wa businesses seeking clarification and assistance and, as a result, MTa Wa membership numbers have increased with the recognition of the value of membership. Importantly, the intelligence that the Divisional Managers received from our members was invaluable in being used to effectively lobby government at all levels.

Finally, the MTa Wa launched an advertising campaign during late May and June urging consumers to use MTa Wa members as they complied fully with

cOVID safe practices.

On the advocacy level, our National MTAA Office has participated as the only automotive peak association on critical consultation mechanisms with the coronavirus business Liaison unit, coronavirus commission, Treasury Department, australian Tax Office (ATO) and the australian competition and consumer commission (ACCC) among others and I thank MTaa ceO richard Dudley for his support and commitment during this time. The work of the MTaa has ensured that the interests of our members remained at the forefront of any policy development and this work directly led to improvements in a number of policy initiatives which again provided much needed relief and assistance to our members.

Lessons

On reflection, there are a number of lessons that we can take from the last few months that can assist us going forward. The first of these is that we all

now know and recognise that there is no certainty in the world and that circumstances can change almost instantaneously with devasting effect. remember that in early February this year, business conditions were strong with many on track to have the best year’s performance for several years. by the end of February, the world was a very different place and we were all left trying to figure out how we were going to get through this crisis.

Secondly, by working together, the industry is stronger and more resilient to challenges such as cOVID and sharing information benefits us all.

I am particularly proud of the automotive industry here in Wa because as this crisis deepened I saw normally competing businesses working collaboratively together and discussing key issues such as hours of operation, managing staff and sharing ideas on business flexibility initiatives. I am also proud of the fact that the MTa Wa

maintained a very strong level of engagement with our apprentices and trainees. We have also introduced a new program for automotive Tyre Servicing Technology with three options now available to members. These include:

• Automotive Tyre Servicing Technology

• Automotive Tyre Servicing Technology (RPL)

• Automotive Tyre Servicing Skill assessment

We have also been successful in having automotive electrical Technology added to our training scope and will be offering both Certificate II and III programs to industry later this year.

Investment

played a key role in co-ordinating much of this discussion and together, members and the association alike, we have come through this as a stronger, more cohesive industry.

Liaison with government

Moving forward, the MTa Wa is now working with a number of Government agencies to see what additional services we can collaborate on to assist our members. I have had excellent liaison with the Small business Development corporation and the Small business commissioner with a view to having short business programs delivered through the MTa Wa. Specifically, I would like to see programs such as understanding business Financials, Digital Marketing and Marketing your business as initiatives that we can offer either in house or on-line and I will keep members updated as we work through this process.

The MTa’s automotive Institute of Training has performed exceptionally well during this crisis and we have

MTa Wa Group ceO undertakes ‘Media blitz’ to drive Member activity

IF yOu’Ve listened to the radio, tuned into television or picked up a newspaper publication over the last two months, chances are that you would have encountered commentary from Stephen Moir, the Group Chief Executive Officer of the Motor Trade association of Western australia.

In addition to a radio campaign encouraging the public to utilise MTa Wa Member business services, Mr Moir has been interviewed on various occasions across broadcast and print media, continually reinforcing a message of ‘measured optimism’.

To ensure that we maintain our position as the leading light automotive training organisation in Wa we have also invested in new technology to assist in the delivery of training. This has included introducing Hybrid and electric vehicles to our training resources and the acquisition of two Toyota c-Hr kobas which are equipped with the latest crash avoidance and driver assistance packages. Over the next few months we will be rolling out a number of programs to further develop the skill sets of our members.

In closing, I want to thank our members for their continued strong support of the association. The MTa Wa has performed at a very high level to ensure that our members have the necessary support to navigate their way through these unprecedented times but this is only possible because of the support of members. We will continue to work tirelessly to ensure that the interests of our members are protected and promoted and I look forward to delivering strong results back to the membership.

Given the breadth of services that our Members offer and the fact that many tireless businesses chose not to close their doors for the duration of the restrictions, it’s as important as ever to engage with the public to ensure that they are not only aware of what MTa Wa Member businesses can offer them but also how to find them.

Whilst the focal point of many other industries has been built around the

narrative of “getting through challenging times” or “returning to normal”, the MTa Wa has been consistent in its messaging of capitalising on the freedoms that have been restored to the residents of Wa as restrictions were eased.

This optimism has been borne out by consumer confidence in many sectors, with used car sales ‘spiking’ during late May and June according to many Members, along with strong growth in the automotive repairs and recreational vehicle sectors. Not every Member has been a beneficiary of growth during this initial period and our respective teams are working to provide new ways of strengthening businesses and delivering training that will assist them in the future.

The association will proudly announce some new and truly beneficial programs that members in all sectors can prosper from.

In the meantime, we encourage all Members to pay close attention to email correspondence from the association as well as logging in to the MTa Wa website.

THE OFFROAD TEAM TAKING ACCESSORIES AND VEHICLES TO UNSEEN HEIGHTS

DETERMINED TO TAKE TOURING BEyOND THE LIMIT. ThIS IS ThE STORY OF cORE OFFROAD

WORDS: MATT LINNEY

WHen every track has been traversed and every mud rut has been negotiated, which path do you take? The answer is pretty simple – you forge your own.

Like a lot of australians, the team behind core Offroad are a collective of devoted adventure fanatics. When their expeditions reached the points that would leave most off-roaders ‘calling it a day’, they sought to delve deeper, further and higher than they had previously. every degree, every metre, every rock and

every grain of sand became a new challenge to conquer. With this insatiable taste for the limits of physics, the team were left wanting for more when it came to their 4WD accessories such as canopies, rooftop tents and camper trailers. Whilst some of the biggest brands in the off-road market had designed and constructed fantastic accessories, too many of them seemed to be tailored for specific types of conditions and scenarios and had some shortfalls.

Some products were affordable, yet they had poor finishes, while others were durable to a point – when

driving conditions went from treacherous to outright intolerable, they ‘tapped out’. and then, when getting off the beaten track, there’s the vitally important matter of space optimisation. Suffice to say, when a premium product is designed with poor utilisation of space, that’s one extra piece of kit that gets left in the city.

Taking this all onboard, the team sat around campfires discussing how to create something that took the best elements of the leading products but without the compromises. Welcome to core Offroad and the Phoenix line of canopies.

FROM cONcEpT TO cONSTRUcTION: ThE DEVELOpMENT OF A phOENIx concept and Design phase

The team realised that if this project was to be undertaken properly, it had to be totally orchestrated by them. They certainly had the talent and ingenuity for what has now become the core Offroad team is a culmination of more than 50 years of combined design and construction expertise and an unwavering drive to take things to the extreme. unsettled with the thought of being constrained, the core crew set themselves a task of conceiving and developing something capable of withstanding more than the vehicle itself.

clear in their mind that canopies would be the debut product solution that surpassed current market offerings, ideas were exchanged as to how it should

look, what it should be capable of and how versatile it could be from weekends to workdays.

Whilst they knew that every weekend wouldn’t necessarily involve trips that would rival a drive through the Baja desert, they were equally adamant that, should a client wish to do so, the product would be more than up to the task. It’s not dissimilar to the concept of purchasing a Ford ranger raptor. The Fox shocks which make up the majority of expense in the package may not be required every weekend, however they are necessary to answer the call when conditions are unforgiving.

Designs that would capitalise on space and design efficiencies were conceived, as were initial material choices. One idea that struck the team was the need for a material that has insulating properties and seemingly impenetrable toughness – high-density polyethylene (HDPE).

The properties of HDPe seemed to fulfil all the criteria for extreme touring. It’s immensely strong, able to withstand an incredible amount of environmental variables and possesses efficient thermal insulation properties. There was one major problem, however. Given that it is in fact so strong, the team had to

establish a way of fabricating it for their own unique application. Without divulging the secrets behind the months of testing and developing fabrication methodologies, the team were able to provide a near invisible ‘weld’ of the product with finishes that would rival that of a luxury-grade superyacht.

The phoenix rises now that they were able to shape the HDPe into the forms that they wanted, the vast collections of both computer-generated and hand-sketched dream designs could be tested. It had to have flexible and well-considered storage spaces, allow for the

range of accessories on the market today and into the future, integrate seamlessly with the leading utes on the market and – above all – it had to look as tough as the conditions that it was made to eclipse. as the overall structure was being finalised, a seemingly endless range of electrical components was integrated into the design. With extensive electrical experience, the team sourced and accommodated for the most exciting – and sometimes indulgent –items such as refrigerators, audio systems, working and visibility light integrations but, most significantly, the famed “party light” system available on the highest spec versions. after all, if you’re

going to venture to the middle of nowhere, you may as well take the party with you.

Where suitable products couldn’t be sourced or didn’t exist, the core Offroad team simply overcame the hurdle by developing, testing and re-testing their own designs until their incredibly high standards were met.

Having local manufacturing and design expertise allowed less reliance on suppliers and a greater ability for their future buyers to have this ingenious design tailored to their needs. not every user needs a complete survival and party kit but the design that underpins these top-tier versions can be enjoyed by every single user, from tradesperson (Phoenix Workmate) to a remote surfer who seeks the unridden wave (Grand Tourer Ultimate).

These key features can be seen in the accompanying pictures, with the elementproof HDPe panels, colourmatched aluminium panels, integrated LeD maxilamps and signature core Offroad design language. The branding itself is more than a logo, it’s a badge of honour for those who live a more rugged and limitless lifestyle. The canopy fits so seamlessly that it could be described as looking like a manufacturerspec addition but the reality is that the Phoenix range of canopies far surpass

anything that you’ll find from any automotive manufacturer. From solar panels to the latest lighting technologies all the way through to the ‘tough as old boots’ awnings, this is what naSa ought to use if they ever deploy vehicles to Mars.

Unleashing a beast knowing that they had created something remarkable but always remaining humble, the team tested the range on their personal vehicles, including Mazda BT-50’s, Ford Rangers and the famed 79 Series Land cruiser, best be described as ‘The Incredible Hulk’. It was time to throw a dart at a map and set out on a road trip. canvassing previously explored areas and discovering new unchartered areas, there were truly no tests that the vehicles, the canopies, the frontal bars and lighting systems didn’t encounter.

The testing had to include the most unlikely of situations to ensure that the potential extreme experiences of future buyers would be tested first-hand. at the conclusion of many enduring but rewarding trips, the team were beyond confident that the product was ‘extreme-grade’.

Owner Jimmy egan explained “It’s not about bragging or saying that we’re better. It was a proper team effort from like-minded

THE CANOPy FITS SO SEAMLESSLy THAT IT COULD BE DESCRIBED AS LOOKING LIKE A MANUFACTURER-SPEC ADDITION BUT THE REALITy IS THAT THE PHOENIx RANGE OF CANOPIES FAR SURPASS ANyTHING THAT yOU’LL FIND FROM ANy AUTOMOTIVE MANUFACTURER

people who all shared the same intense passion.

“What started as something to make our own trips better evolved into making something that everyone could benefit from. If we were going to put our names behind it, there was absolutely no way that we were going to produce anything that wouldn’t withstand extreme conditions,” he said.

“We applied the same standards to the lights and awnings that we sourced. It cost a significant amount of time and money to get to this point but we’re in no doubt that everything included in this range is the best of the best.”

after developing the closest thing to automotive freedom, the team had to put it to the

test with the public.

It was time to show the public at Gloucester Park for Big Boys Toys 2020. The beast was truly unleashed as the range of vehicles (especially the 79 Series pictured) were under the cynical microscope of some of the most hard-core off-roaders in the State. The feedback was resoundingly positive. Inundated with enquiries, punters also flocked to the camera to declare their love for core Offroad with former channel 7 broadcaster alexis Donkin and the Sky Pixels media team garnering testimonials.

“We couldn’t have anticipated the level of interest and fascination at the show” said Jimmy. “even those who were

certain that it was ‘too good to be true’ were able to understand who we were, what we were about and the process behind the product, which is always the challenge as a new entrant in such a competitive market”.

The next adventure

With plenty of orders being built and fitted at their rockingham headquarters, the core Offroad team humbly explain that the volume or interest may necessitate acquiring an additional nearby site to meet the demand. Owners receive a full reveal

experience once the canopies are fitted and having seen the many examples on site, they entirely transform the look and character of the vehicles to which they are fitted.

The pursuit to improve offroad items extends further, with Jimmy revealing the camper trailers that are due to be released to the market imminently. With the same attention to design and construction as the already legendary canopies, you can be assured that these will make a big impact upon their official release.

The team’s energy is hard to ignore. after so many early mornings, sleepless nights and such comprehensive testing, you’d think that they would put their feet up and enjoy the results of their hard work. not core Offroad. They are already putting their energies behind the camper trailers, accessories and other projects.

If you’re as excited as their newly acquired fanbase or you want to see what the fuss is all about, be sure to check out the core Offroad website, Instagram and Facebook. better yet, head down to rockingham and see these staggering designs first-hand.

LOMBARDI PRESTIGE

CELEBRATE OFFICIAL FERRARI

AUTOBODy ACCREDITATION

THE ITALIAN JOB

FerrarI. The very name almost defines power, prestige, outstanding engineering and, perhaps above all, an unrelenting passion to be the very best.

Hype swirls around Ferrari like no other brand for it has built its reputation on providing enthusiasts with some of the fastest and most beautiful road and racing cars ever produced.

Panel and paint specialists Lombardi Bros, MTA WA 2019 body repairer of the year, also have a tradition of unsurpassed quality, outstanding attention to detail and an unwavering desire to be the very best in their field.

and so it was with a great deal of fanfare and pride that Lombardi bros celebrated their recent accreditation as an officially approved Ferrari repairer with a gala opening event at their new Lombardi Prestige panel shop.

With over 100 guests and dignitaries enjoying the elegantly decorated surrounds, great food, fine wine and a magnificent display of classic modern Ferraris, the event embodied everything the brand stands for – a point not lost on Vincenzo bombardiero, Ferrari aftersales Manager, australasia.

“This event to mark the occasion is more like a new

model launch than the opening of a paint and panel shop. It is absolutely brilliant and totally reflects the standards and prestige of Ferrari,” he said.

“Lombardi bros are representing the brand and living up to the perfection that Ferrari stands for.”

Vincenzo outlined that for Lombardi bros to become an approved Ferrari repairer, they had to invest heavily in unique and specialised tooling and equipment as well as having factory trained technicians.

“In the unfortunate event that a Ferrari is involved in an accident, the owner has the security of knowing that the repairs will be carried out to the highest standards by Ferrari trained technicians using approved equipment and processes.”

“The connection between the Ferrari factory in Italy, our authorised dealer alf barbagallo and now Lombardi bros as an authorised repairer is a reflection of our commitment to establishing relationships that ensure owners receive the highest possible standards of customer service,” Vincenzo said already the accredited repairer for the barbagallo Group and the authorised repairer for some of the world’s most luxurious brands, including Land rover, Volvo, Jaguar and Lamborghini, the Ferrari partnership is a lifelong dream come true for John

and Fred Lombardi.

“aligning ourselves with Ferrari is the biggest reward for John and Fred, for not only is this the most prestigious car manufacturer in the world, but it also speaks to their Italian heritage,” event coordinator amanda Lombardi said in officially welcoming guests.

Outlining the brothers’ humble beginnings working at General Motors Holden managing structural and paint defects, amanda spoke of the passion they shared for all things automotive.

Starting their own panel and paint empire in 1972, the brothers have consistently

aligned themselves with manufacturers in order to improve their capabilities as well as always ensuring they exceeded customers’ expectations.

“It is their own personal standards that drive our family of workers here at Lombardi Prestige to offer clients an industry best level of service,” amanda said. congratulations to Lombardi bros on this momentous achievement as one of just a handful of repairers across australia and new Zealand to be recognised as an authorised Ferrari repairer.

Mercedes-Benz recently released its EQC luxury compact SUV on the roads of Perth, a vehicle that represents the first of forthcoming EQ models. The EQ name represents “Electric Intelligence”, from a manufacturer that identifies some of its key values as “fascination, responsibility and perfection”. With access to review the vehicle, thanks to Stuart Mackay, Dealer Principal of Diesel Motors Mercedes-Benz, it seemed only fitting to evaluate the car from that perspective.

Value 1: FAScINATION

as far as initial introductions go, either in the showroom or on the road, this vehicle certainly captures the imagination. The eQc 400 effectively combines ‘conventional’ european segment styling with remarkably subtle touches that have an intensely satisfying appeal when combined.

For some time, consumers have commented that they don’t want their eVs to ‘look electric’. However, there have to be some key design cues that showcase the futurefocused credentials of the vehicle.

In the case of the EQC 400 4Matic Edition 1, the 21-inch aMG wheels and seamless LeD lighting styles provide an external indication that this is no ‘conventional’ vehicle.

The interior continues this theme, with conscious consideration given to

environmentally friendly and carefully assembled appointments created specifically for this vehicle. The ergonomics are firstclass, the technology is naSa-level and the noise/ vibration/harshness rating must be the highest of any vehicle in the already refined Mercedes-benz range. To feel a whisper when you’re expecting a roar is something that always surprises, no matter how many eVs you may have driven.

The most fascinating (and strangely numbing) feeling emanates from the drivetrain. From the first corner, what was expected to be a heavy and not particularly engaging vehicle felt like a dart through the corners and equally so upon acceleration. before you think “it must be a firm ride”, you’d be staggered to find out that it’s as plush as you’d expect from any Mercedes-

WHAT IS IT?

Benz, even on the 21-inch wheels. The most lasting impression was left the moment the eQc ventured onto a 70km/h highway. The 0-100km/h in 5.1 second statistics fail to emphasise the uninterrupted, pure propulsion that you feel. no theatrics, no antagonistic noises … just the world rapidly and silently passing you by as you approach your intended speed.

We all love the thrill of exhaust rumbles and pops, but how cool to feel that same sensation with the neighbouring vehicles completely unaware of the rate at which you are accelerating due to the lack of permeating noise through their cabins. It’s like driving a performance car in incognito mode.

The everyday accessibility is what makes this vehicle so broadly appealing. We all admire the c63-S aMG, but it has a very defined audience. Imagine if you could embed the same feeling within parents who require an SuV or a retiree couple who find that the hip-point entry of sedans is too low? That’s what the eQc achieves. The fact the limited-run edition 1 has sold out proves that people are prepared to invest in premium eVs. Fortunately, the EQC 400 4Matic is still available for those looking to take ownership of this masterpiece.

Mercedes-Benz offers Plug-In Hybrid and ‘Hybrid Assist’ vehicles globally. However, the EQC 400 is the first fully-electric offering to form part of their EQ range. With the EQA and EQB models having been spotted in the wild, you can expect more models to arrive soon.

MOTOR was lucky enough to sample the Mercedes-Benz EQC 400 4Matic ‘First Edition’, with two asynchronous 150kw motors and a 4Matic (AWD) drivetrain.

Will it beat any aMG on the track? Of course not. Will it be one comfortable and thrilling drive for almost every daily driving situation? you can bet on it. The eQc 400 is a certified winner. Drive one and you’ll quickly understand why it was awarded “Wheels car of the Year 2019”.

WORDS & phOTOS: MATT LINNEY

Value 2: RESpONSIBILITY

Mercedes-benz have taken a critical leadership role in the area of corporate responsibility with the eQc 400 4Matic. Let’s explore why we think the EQC 400 4Matic, and the eQ models that will follow, are a responsible and essential product offering and will be welcomed by customers in australia who traditionally demand reliability and power.

It’s been 23 years since the mainstream Hybrid engine as we know it today was released and subsequently refined. As we rapidly venture into the now wellaccepted world of Hybrids, people are even more willing to graduate to eVs. That’s why it is incumbent upon manufacturers to offer Hybrid, PHeV and

eV options for customers who want something other than a small-displacement turbocharged engine. So whether the australian marketplace thinks eVs are required or not is no longer a issue, because this is now what the european union regulates and Mercedesbenz are embracing their responsibility with the eQc and forthcoming eQa/eQb offerings. This is closely linked with their core value of responsibility, all the way down to the way the vehicles are responsibly constructed. even the way that the vehicles are disposed of at the end of their useful life has been placed under intense scrutiny in order to uphold Mercedes-benz’s value of responsibility.

Value 3: pERFEcTION

Perfection is a port of call, not a location. every brand should be aspiring for perfection, despite its literal unattainability. as a blueprint for what a premium, luxury SuV should be at this point, the eQc is a sensational vehicle and a great taste of what is still to come for the luxury passenger vehicle segment. Is it perfect? Well, of course not for no vehicle can lay claim to that. However, the eQc is the amalgamation of a host of superb ideas married to outstanding design to ensure that it upholds the Mercedes-benz value of perfection.

This vehicle will convert a non-believer into a believer. The type of luxury buyer who is accustomed to simple, beautiful engines will take to this like a petrol price drop on a Tuesday. That is to say, they will love it. everything is contextual and the price is undoubtedly prohibitive for many but, in this market segment, Mercedes-benz has built a vehicle that satisfies so many needs while at he same time symbolising a new era of motoring that, one day, we will all embrace. For the fortunate few, this day can be today.

Groundbreaking Audi e-tron

aS MOTOr goes to print, the MTa Wa is handing back the keys to Audi’s first premium platform electric (PPE) vehicle, the e-tron. The Audi e-tron Quattro 55 showcases world-first technologies for mass-production vehicles among other segment-leading features.

*Note: you can thank the Federal Government for nearly $15,000 of Luxury Car Tax included within that price, even for a fully-electric zero-emission ‘from the pipe’ vehicle!

If the design language looks somewhat familiar, this should come as no surprise. The progressive octagonal ‘Singeframe’ aims to add a sense of familiarity to audi enthusiasts, whilst incorporating aerodynamic and visual cues that make it unmistakable as an e-tron. even the stitching on the seats is inspired by an electric circuit board.

by implementing the fundamental design principles of the Audis that people love (both

internally and externally) and adjusting them with a future-focus, this is a true alternative to purchasing an internal combustion audi. Further, as you’ll discover in our review, it may just be the most luxurious Audi money can buy, exemplifying the true definition of luxury vehicles

This is a vehicle that cannot be ‘summarised’ in a few paragraphs, so be sure to keep your eyes peeled for a comprehensive video and editorial review, unlike the all-to-common ‘spec-sheet reviews’ that you’re accustomed to. as the biggest innovation to come from audi since the introduction of Quattro, you’ll love this extensive australian road review.

Three reasons why we think EVs are a necessary and responsible product offering in Australia:

1 We drive a lot of large vehicles in Australia and we love simple, reliable engineering. Can you name more than 10 naturally aspirated, no-fuss V8 or V6 vehicles for sale on the market? Those that are left are absolute beauties but are predominantly intended for USA/UAE markets and don’t comply with Euro 6 emission standards. Even vehicles that are 2+ Tonnes, are moving to 4-cylinder turbocharged engines.

2 Single, twin and even triple turbocharged options are available for varying vehicles, but they aren’t for every driver, especially after decades of Australians enjoying the proven dependability and all-round smoothness of naturally aspirated engines. The market needs a smooth, lowmaintenance vehicle to bring back that idea of seamless, powerful and simple engineering combined with driving enjoyment.

3 Diesel and petrol particulate filters are becoming more ubiquitous under Euro 6 emissions regulations. you can make up your mind as to whether they add a sense of enjoyment or reliability to an engine. In short, we’re adding more and more previously unnecessary additions to engines to make them compliant with the strict regulations, which will only get tighter, so we need alternatives for the future.

Performance upgrades are becoming increasingly popular as an aftermarket option, particularly within the 4WD and caravan community.

Many businesses are unaware that some widely available ‘aftermarket’ offerings and products will render the vehicle non-compliant with current legislation unless the vehicle is certified by the Department of Transport WA, leaving many well-meaning businesses at risk of prosecution, both from the consumer and law enforcement.

We have been made aware that members of the public and competing businesses are actively reporting businesses that modify vehicles outside of the current regulatory framework.

Read on to find out more about what this means for your business and how you can continue to prosper, even with modification restrictions in place.

PerFOrMance upgrades such as ‘piggyback’ chips, flashtunes, larger turbochargers and intercoolers are all effective ways to increase a vehicle’s performance, but you must comply with the vehicle standards rules.

When customers demand more power from their vehicles to tow caravans, boats or just to ‘outpower’ their mates, a modest performance upgrade could see a benefit for you and your customer – providing the mistake of over-modifying the vehicle, resulting in noncompliance with State and Federal regulations, is not made.

businesses that provide a product or service that enhances the performance or fuel efficiency of a vehicle whilst addressing their

be found by a simple online or social media search.

In plain english, the removal of an emission device is illegal and will render the vehicle non-compliant with the Road Traffic (Vehicle) Regulations 2014 and the australian Design Rules 79/04 - Emission Control for Light Vehicles 2011 and will void your customer’s new vehicle warranty, not to mention potential significant fines for the individual and business involved in this practice.

customer’s needs are not necessarily doing anything wrong. They are providing a quality service that the current market trends demand. Industry experts suggest that the resulting benefits of such upgrades may include improved fuel economy and therefore a cleaner burn, in turn helping the environment. This is, of course, providing that the factory-fitted emission systems have not been removed or disabled and the vehicle is still compliant with the approved emission standard(s).

It’s clear that many varied products or services are widely available in the marketplace. Offerings of modifications or ‘deletes’ to DPF’s, catalytic convertors and ad-blue systems can

That said, commentary such as ‘australia isn’t up with the latest euro emissions anyway’ or ‘it’s the customer’s choice’ are not legal grounds to remove or adjust emission devices. regardless of the current minimum standard for australia, if the vehicle has a registration plate fitted, you risk removing the emission device illegally. unless the vehicle has been approved by the Department of Transport in Wa to run without an emission device (and therefore is exempt from being compliant with the Australian Design Rules), an emission device cannot be removed.

It must be remembered that vehicle emissions, in particular diesel emissions, are a known carcinogen which means they are capable of causing cancer.

Vehicle emissions not only damage our environment, they affect human health and contribute to reduced lung function, stroke, respiratory illness, and lung cancer to name a few.

If your business offers services such as the removal of, or ‘deleting’, emission devices, now is the time to check that your process for modifications includes a checklist to ensure the necessary compliance requirements are met or you risk prosecution.

The MTa Wa is aware that consumers and competing businesses are actively reporting to the Department of Transport their concerns regarding mechanics offering emission device removal or modifications.

The regulations don’t have to be a ‘doom and gloom’ scenario for the vehicle modification industry. Many MTa Wa members have

A FOcUS FOR LAW ENFORcEMENT...

Unfortunately, in a number of States, and indeed other countries, modifying a vehicle to improve performance has become a focus for law enforcement. This has led to even more stringent emissions testing for vehicles.

In WA, the Department of Water and Environmental Regulation regularly run the ‘CleanRun’ roadside emissions monitoring program that uses an Accuscan 4600 remote sensing device (RSD) to monitor the exhaust emissions of passing vehicles. Using a light beam the RSD collects emissions information such as total hydrocarbons, carbon monoxide, nitric oxide and particulates.

The last thing the automotive industry needs is further regulation and to assist in reducing the regulatory burden on your business you should review the work undertaken in your business to ensure that you comply with the current regulatory framework.

commentary such as ‘australia isn’t up with the latest euro emissions anyway’ or ‘it’s the customer’s choice’ are not legal grounds to remove or adjust emission devices. Regardless of the current minimum standard for Australia, if the vehicle has a registration plate fitted, you risk removing the emission device illegally.

proved that it’s possible to successfully extract power from customer’s vehicles without the removal of emissions devices or affecting new vehicle warranties.

as a business, look for products that retain the factory functions of emissions devices and operate within the ‘safe zone’ of parameters. also, research to see if they come with guarantees that the new vehicle warranty will not be affected and, if necessary, check with the vehicle manufacturer. Provide product knowledge and educate your customers that the removal of these devices is not the way forward and places them at risk of prosecution and their vehicle being deemed unroadworthy.

Road Traffic (Vehicles) Regulations 2014 - REG 356 states emission control

systems to be fitted and properly maintained.

Section (3) states each emission control system of a vehicle must remain fitted to the vehicle.

Section (4) states that each emission control system fitted to a vehicle must be in a condition that ensures that the system continues operating essentially in accordance with the system’s original design. This means that unless you’re improving or replacing the emission device fitted to the vehicle, you cannot remove or disable the unit in any way.

Providing correct service and repair to your customers’ vehicle and their emission device system keeps their vehicle complaint whilst, arguably, providing a similar return to your business without the risk of prosecution.

which means it can absorb moisture from the atmosphere over time.

Any moisture in the brake fluid can have the negative effects of causing corrosion and when there prolonged use of the brakes the moisture can boil converting to a gas which lead to a situation commonly referred to as “air in the system”.

SP Tools Brake Fluid Tester can detect if moisture has combined with the brake fluid and is a quick and simple procedure that can be performed during regular servicing.

The need to bleed a brake system may arise from the replacement of components or the changing of fluid at the manufacturers specified service interval.

The procedure for changing brake fluid at a normal service interval is straight forward starting at bleed nipple furthest from the master cylinder working forward to the closest while maintaining a sufficient level of brake fluid in the master cylinder reservoir. Consideration must be noted for vehicles fitted with ABS when the lines are opened for repair or replacement of components and manufacturers procedures will need to be followed when bleeding the system. From trial to triumph

Peel employment trial affords long-term unemployed with real opportunities thanks to automotive businesses.

a yOunG person from Western australia’s Peel region is the latest candidate to be offered full-time employment as part of a Federal Government regional employment Trials program targeting areas with overrepresented unemployment.

The MTa Wa’s automotive Institute of Technology was proud to assist with the trial, in conjunction with Status employment Services and Stirling Skills Training Incorporated.

The generous employers, who hosted the trial candidates in the Peel region were:

• Mandurah Toyota

• Mandurah Holden

• Mandurah Hyundai

• Autobahn Mechanical

• Brook’s Girl Torque Mechanical

• Lane Ford

• Murray River Auto Repairs

• Peel Tyre Service based on the principle of engaging long-term unemployed but willing candidates, the five-week program incorporated theoretical and practical training components.

The ‘block’ practical and theoretical training was provided over the first three weeks at the MTa Wa’s automotive Institute of Technology in balcatta. This block training style condenses learning into logical and sequential components without interruption, which has been a hallmark benefit of the aIT’s apprenticeship training program.

The final two weeks of the trial placed candidates with the supporting hosts, all of whom provided a safe, encouraging work experience environment.

The advantage of this onsite program is that it provided the opportunity for potential employers to oversee the participants performing in a workplace environment, with the aim of potential on-going employment offered as an option through the MTa Wa’s Group Training employment program.

The participants all had the opportunity to demonstrate and refine the theoretical and practical learnings acquired during the block training.

The Motor Trade association is pleased to announce that two of the candidates were offered employment with their hosts.

Full-time employment

Paul engler, pictured, gained full-time employment with the innovative Peel Tyre Service. He is still thriving and owner/ operator robyn cook intends to enrol Paul in the aIT’s all-new cert II in automotive Tyre Servicing Technology (AUR21916) course.

Speaking to MOTOr at the MTa Wa in balcatta, robyn commented that “Paul had a lot of enthusiasm and genuinely wanted to turn up to work each day and get involved”.

“People are often saying that there aren’t a lot of job opportunities within the Peel region. However, for candidates with the right work ethic and desire, there is almost always a business in need of quality employees, particularly amongst Peel chamber of

commerce Members [which Peel Tyre Service is],” robyn said.

Paul said that “It has been good having a job and being able to come into work each day. I’m learning lots of new things and robyn has been a good mentor. by the end of the week I look forward to playing a few video games, though –because it is hard work!”.

robyn is also enrolling another eager staff member into the cert II in automotive Tyre Servicing Technology (AUR21916), which will further advance his ability to operate within the tyre centre. The second successful candidate was Lapano Taefu, who attained employment at Lane Ford, detailing their vehicles. regrettably, but understandably, Lapano Taefu was not able to sustain employment as a direct result of cOVID-19. However, we remain confident that he will secure suitable employment soon.

Iconic Holden monaro achieves record at auction

a LOVInGLy restored Holden HT Monaro race car has achieved the highest ever price for a road-registerable australian Holden, fetching $715,000 at auction in late June 2020. The 1969 HT Monaro 57D race car sold under the hammer to an australian enthusiast who wished to remain anonymous.

“We are extremely excited that the car will remain within australia as well as the fact that this important Holden achieved the highest price for a road registerable australian Holden ever sold at auction,” commented Lee Hames, chief Operations Officer for Lloyds Auctions.

“There were seven bidders initially but it came down to two australian enthusiasts who fought it out, both with the intention to keep the car within australia,” commented Mr Hames.

It comes after the Department of Infrastructure, Transport, regional Development and communications warned the Monaro might be an Australian Protected Object.

The vehicle, which was credited with launching the Holden Dealer Team’s racing dominance in the 70s and 80s, might not have been allowed to leave australian soil.

“The auction had a 95% sell-through rate of cars all with very strong prices showing that the market is as strong as ever,” said Mr Hames.

australian market cars weren’t the only ones set to break records with both american and, more particularly, european Luxury vehicles generating considerable interest.

“It was fantastic to see the amount of people that tuned into the auction online from all over the world to watch the 5-hour live event,” Mr Hames said.

“The strong bidding and prices achieved for these cars in particular as well as the bikes was great. I think it is fantastic that the majority of bidders were Australian, meaning the cars remain on australian soil,” he continued.

“I am not particularly surprised at the prices achieved in this auction or the records broken given all of the international attention,” commented alan Jones, former Formula One World champion. “It’s a testament to the cars and the passion of car enthusiasts.”

With the Holden Monaro remaining on aussie soil and the majority of bidders being Australian, it is safe to say that enthusiasts nationwide are extremely proud and passionate people, fighting to keep their beloved cars in their country where they can enjoy them.

Out of the blue:

Red Hsv the long haul

They say timing is everything. When a 1992 HSV Utility came into John Nossiter’s dealership only weeks after the birth of his son, the well-known WA Dealer Principal realised he had a rare opportunity. So he took it.

OuT OF the blue, the red VS HSV Maloo utility arrived at John nossiter’s Perth dealership two years ago. It had been sitting in a shed on a farm a few hours from Perth, untouched and unmoved, for the previous decade.

The farming family decided it was finally time to trade-in the ute. coincidently, John’s son Mitchell had just been born. John determined that the ute should be destined for his own garage, with the intention of it becoming Mitchell’s first car when the time comes.

John nossiter takes up the story: “We had some people from a farm somewhere about two or three hours out of Perth trade it about two years ago. It had been in a farmer’s shed for 10 years –not been touched, not been driven – and the people just wanted to get rid of it.

“It’s one of those cars where there can’t be too many of them left on the road I would have thought. When I was 19 or 20, I would have killed for that car, but never been able to afford it.

“It had done 98,000km, which is ideal, and in a 5-speed manual and original, completely genuine, nothing touched on the car. It was early in the days of HSV too, and it’s still got the brock sticker

underneath for the Group a’s when they were working together.

“at the time, my son had just been born, and I thought ‘imagine if I could give him this as a present for his first car’.

“It’ll be about 40 years old, and in immaculate condition. God only knows what the thing would be worth by then. but he could sell it, he could give it as a deposit on a house, pay for his university, go travelling around the world, or keep it, whatever he wants to do with it.

“It’s sort of an investment – these things only go up in value – it’s like buying a little piece of gold or something. but originally my thought was I can give this to my son in 18 years’ time as his first car.”

Immaculate condition

Despite laying idle for the best part of a decade, the Maloo ute was in immaculate condition. John has “spent about $800 on a bit of panel and paint, a few nicks and scratches, but other than that it had very little to spend on it”. He plans to keep it in premium condition, with the vehicle venturing out for Sunday trips to the local hardware store, but little else.

“We go down to bunnings once a fortnight, pick up

After a long period of continued growth and record highs, Australian and global share markets fell significantly over February and March in response to the expected impacts of the COVID-19 outbreak.

A big concern for investors was weak economic growth due to the limited movement of people and restrictions on the buying and selling of some goods and services.

While the market falls were large, governments around the world have passed unprecedented stimulus to support economies.

The US has announced stimulus measures equivalent to 13% of its GDP. Japan announced measures equivalent of over 20%.

These extraordinary measures, along with reduced interest rates and programs designed to support credit markets that underpin the economy, have helped markets start to recover.

How does this affect my super?

All super funds invest in Australian and international share markets. The value of your super can change daily depending on how your super is invested.

When you join MTAA Super your super is automatically invested in the My AutoSuper (Balanced) investment option — unless you select another of our seven other investment options.

The My AutoSuper (Balanced) option seeks medium to high long-term returns through a balanced exposure to risk. It is a diversified option with investments in both growth assets, such as shares, and defensive assets, such as cash and fixed interest. Over 20 years, we expect 3-4 years of negative returns.

If you are invested in the My AutoSuper (Balanced) option or other options with growth assets, you may have noticed your super balance fell in February and March.

“normally old cars drive badly, but this still drives like a new car. and it has that note, you know that V8 note, even though it’s only got a single pipe on it, it’s got that lovely V8 note to it, that’s just so sweet.

“The first time I took it home I went through the northbridge tunnel and I gave it just a little bit of stick because I hadn’t heard that sound for so many years, from something I was driving, and it was just the nicest sound. I thought ‘I could listen to this for a long time’.”

Temptation comes knocking

Offers have already been forthcoming to relieve John

sale’, and I just love having it in the garage”.

and while it will be Mitchell’s decision what happens to the car in about 15 years from now, will John be encouraging his son to keep it in his garage?

“Of course, if I’m still around.”

and if he did decide to sell it?

“I’d be very disappointed, especially after I would have had it for 18 years,” John confessed.

“I can’t see him doing it to be honest. If your father handed you down something like that, unless you’ve done a really bad job with him, I can’t see him wanting to part with it.”

While the US share market fell by 33.9% from the highs in February to the lows in March, it is now down only 12.4% from those highs. Domestically, the local market is down 23.1% (as of 22 May 2020) after falling 37% in March.

Over April and May, investment returns improved and market volatility significantly dropped.

Despite the improvement, the potential for further outbreaks of COVID-19 remains possible as global economies look to lift restrictions and move out of lock-down.

Many analysts continue to remain concerned that the measures taken to constrain the virus’s spread will impact economic growth for longer than current market expectations.

Overall, uncertainty remains elevated, and the path to normality is likely to be one lined with potholes.

How long will the volatility last?

How deep, long, or widespread the economic fallout of COVID-19 is hard to predict.

If containment measures and economic support are effective, any disruption to global economic growth could prove relatively short-lived.

However, the economic damage and the potential for new or secondary outbreaks (such as those in China and Singapore) makes the path back to normal economic life challenging.

We anticipate the overall effects of the outbreak to last months, perhaps longer, with market volatility likely to reappear periodically for the foreseeable future.

Since then, markets have started to recover, meaning your super balance may have started growing again.

While short-term losses can be concerning, and there is always the possibility of more volatility and losses in the future, it is important to remember that super is a long-term investment. Fluctuations in market performance are normal and expected.

We urge you to stay calm and not to panic. Our investment strategy is designed to let us overcome short term volatility to achieve solid long-term results.

What is MTAA Super’s investment strategy?

Our investment goal is to deliver solid returns within an acceptable level of risk.

We aim to maximise returns during your working life and in retirement while protecting your accumulated retirement savings from large fluctuations. To do this we invest in a diversified portfolio of assets that balances investment returns and risks. This includes investing in a combination of growth assets and defensive assets.

We also invest in several ‘alternative’ investments or asset classes such as private equity, alternatives credit, property, and infrastructure. These assets provide income streams that can buffer against the short-term fluctuations of share markets.

We are monitoring our portfolio and markets closely and will make changes to our investment strategy as required.

We are confident that our investment philosophy has us well placed to ride out the current market volatility.

Find out more about our investment strategy. - visit mtaasuper.com.au

Should I switch my investment option?

Changing your investment option in reaction to short term market fluctuations is an important decision and depends on several factors including your age, life stage, and risk appetite.

If you are approaching or are in retirement, it is important to stay focused on your long-term investment strategy and consider all options before making any significant changes.

You should always seek professional advice before changing your investment strategy to make sure you are making changes that suit your specific situation.

HAT CLIENTS NOW xPECT TO SEE yOUR BUSINESS FROM THE MOMENT THEy ENTER

In THe wake of the impact on businesses from the cOVID-19 Pandemic, there are particular visual prompts that provide your clients with immediate confidence.

The comfort that prospective and existing clients receive upon entry to your business when they are met with certain “safe” visual cues and products ensures that they have confidence in your service delivery. We are, of course, talking of hygiene products and clear signage/decals relating to the operation of a clean, ‘cOVID-SaFe’ business.

The risks of COVID-19 infection (at the time of publication) are incredibly low in Western australia. However, we know that the public has a desire for reassurance and that their anxieties and newly formed habits are unlikely to disappear soon.

The coffee Shop scenario

To put this in perspective, consider this scenario that almost every reader would have encountered recently in Wa coffee retailer 1:

• Gaffer tape X’s on the floor (with a build-up of dirt on them) to indicate where to stand, yet patrons still unclear as to where to stand and unsure of who is still waiting to be served.

• A single ‘communal’ sanitizing station, or no sanitizer at all on offer.

• Confusing line arrangements for before and after ordering.

• Staff with no cleaning agents or goods near to them and service counters that don’t look visually clean.

• Takeaway cups being handled by a person who is touching other surfaces without cleaning their hands.

Coffee Retailer 2:

• Printed, coloured and clearlylabelled circular or square markings on the floor indicating where to stand.

• Multiple sanitizing stations with quality, clean dispensers.

• Immediately clear directional signage for pre-order and postorder lines and clear entry and exit directional signage, including toilets.

• Staff with cleaning agents and suitable wipes in abundance in their serving/counter area.

• Takeaway cups being carefully handled by a staff member who is consistently cleaning their hands or a systematic arrangement where staff have a clear, structured working function/role and are equally clean. your decision:

both coffee retailers have kitchens that prepare food that can be purchased with your coffee, however it’s out of view. How confident would you be ordering food with your coffee from coffee Retailer 1 versus Coffee Retailer 2? This example of an industry that most of us visit underscores the importance of not just having hygienic processes, but actively demonstrating this in front of your clients. clients must be assured that you don’t offer the ‘bare-minimum’ hygiene and cleanliness standards, but rather a business-wide, comprehensively clean environment that inspires a feeling of safety and confidence.

benefits of mTA WA GTO program

HOST employers who use the MTa’s Group Training Organisation (GTO) apprentice program avoided the massive application burdens and missed opportunities that were faced by ‘direct employers’ of apprentices throughout the ongoing cOVID-19 pandemic.

The facts are incontrovertible. The MTa Wa’s Group Training apprentice employment and Hosting program will pass on $2.2m in incentives to 158 businesses through the Jobkeeper scheme, irrespective of the business’ turnover. The association, as the employer, qualified under the scheme and took on the risk, and the administration and cashflow burden, in order to participate on behalf of all apprentices and host employers.

In addition to that, the MTa Wa’s GTO did all the administration to apply for the retention of Wages Subisidy for qualifying host employers, and have passed on 100 percent, amounting to another $400,000 so far. businesses directly employing apprentices, however, had to make confusing and highly complex applications involving turnover tests, significant administration. Even then, they faced a nervous wait and may not have met the criteria for eligibility for the scheme. Through the MTa Wa’s GTO, businesses facing difficulty were able to have their hosted apprentice ‘redeployed’ through the GTO network, whereas ‘direct employers’ had to make the painstaking decision to part ways with apprentices and hope that they were able to find work elsewhere, adding to the heartache of the businesses’ difficulties. When business picked up, they had to start the recruitment process and administration burden to get staff.

So if you’ve ever considered hiring an apprentice, now is the time to speak to our apprentice employment experts to ensure your business reaps the rewards with the overwhelming majority of administrative work and mentoring taken care of by the GTO staff.

The same organisation that can train your Light Automotive Apprentice to a very high standard through the MTA WA’s RTO can actively manage and employ your Apprentice. The GTO also has access to every type of automotive and related Apprentices, irrespective of their training location.

As the employer, the risk and burden to enroll for and administer the JobKeeper scheme was the responsibility of the MTA WA GTO, who also arranged the finance to be able to support the scheme for 188 apprentices.

Applications for subsidies and grants are completely managed by the GTO and 100% passed on to hosts.

replacing portions of the older vehicles in the training fleets, the CH-R’s will provide the Institute with the ability to train pre-apprentices, apprentices and post-trade candidates on the latest Toyota Motor corporation engine and safety innovations.

Showcasing some all-new technologies within the Toyota portfolio, these vehicles will form the basis of the everexpanding training and technology offering at the aIT. From bumper-tobumper, the vehicle has focal points that demonstrate what was previously only available in digital format.

Cancelling contracts during COVID-19

DeaLerSHIPS may have noticed an upswing in the number of customers who have signed a contract to buy a motor-vehicle, but can no longer go through with the deal due to a change of circumstances relating to cOVID-19.

consumer Protection has recently received a number of enquiries from consumers who want to break the contract of sale due to job losses or travel restrictions, but are concerned about dealers slugging them with a huge fee.

according to the Motor Vehicle Dealers (Sales) Regulations 1974 (WA), a dealer may seek up to 15 per cent of

Your licence, your livelihood – renewal reminder

courtesy renewal reminder notices will only be sent via SMS and email. Licence renewals and reminders will not be sent in the mail.

All licensees must ensure consumer protection has their cURRENT mobile phone number and email address.

back in early 2019 Consumer Protection’s then commissioner David Hillyard used this column to issue a renewal reminder – to check your inbox, not your post box.

We had also written to motor vehicle industry participants, who hold a licence issued by the commissioner for consumer Protection, to advise that courtesy renewal reminder notices would only be sent electronically going forward.

The purpose of these communications was to remind vehicle dealers and repairers that to continue to receive courtesy renewal reminder notices, all licensees must ensure consumer Protection has their currenT mobile phone number and email address.

unfortunately this message didn’t get through to everyone and we need to once again remind licence-holders to keep mobile phone number and email contact details, lodged with consumer Protection, up-to-date. We OnLy send SMS and email reminders about licence renewals and do not send reminders in the mail.

Incomplete licence applications

another issue I would like to address is incomplete licence applications, which was also the subject of a Consumer Protection column in the Motor Trade Association WA Journal in early 2019. consumer Protection’s Licensing team does not accept incomplete applications, such as those without a valid national Police Clearance (NPC) certificate. anyone applying for a licence needs to make sure their application is complete before submitting a new

licence application or an application to renew an existing licence. This applies whether you are sending it via post or trying to lodge in person. emailed applications will not be accepted.

For licence renewals, apply for your nPc and get other necessary documents together in advance of your licence expiry date, otherwise you risk late fees or worst case scenario, becoming unlicensed! We are troubled that this has already happened to a number of repairers, including a franchisee of a very well-known car service and auto repairer business, and a repairer who had held a licence for many years and had a large commercial contract, which was lost due to their licence expiring.

Obviously these examples are very concerning – your licence is your livelihood. Ideally, you should be lodging renewal applications 6-8 weeks before an existing licence expires. Please spread the word among your employees and industry peers.

as a result of preparing the vehicle for delivery, plus any transportation and administration costs.

It’s also worth noting that a consumer is entitled to receive their full deposit back and not be charged any pre-estimated damages if:

the purchase price as pre-estimated liquidated damages if the contract is validly terminated as a result of a breach by the purchaser.

Maximum amount even though 15 per cent is the maximum amount that can be charged, dealers should not be applying it as the default position. any fee charged has to be a genuine and reasonable assessment of losses the dealer is likely to incur as a result of the deal not proceeding. These losses may for example include interest charges if the vehicle was part of the dealer’s floor plan, costs incurred

• the contract is broken because the dealer has breached their obligations;

• the consumer withdrew their offer before the dealer accepted it; or

• the consumer can’t meet their contractual obligations despite taking all reasonable steps to do so, because the consumer is unable to obtain finance in circumstances where the contract to purchase the vehicle was subject to finance.

consumer Protection is encouraging dealers and their customers to negotiate in good faith in situations where the contract to purchase cannot be met due to cOVID-19.
