Welcome to the first edition of motor for 2021. I would like to wish all members the very best for the coming year.
That said, looking back at this time last year, we were all blissfully unaware of the chaos that was about to descend on the world thanks to the COVID-19 pandemic.
As the virus grew, I, like many others, wrote it off as simply another bad flu season but with over 100million infections across the world and deaths now exceeding 2million, how wrong we were.
Australia has been extremely fortunate in limiting the virus to 28,000 cases with 909 deaths, and COVID-19 has largely been kept under control because of the Federal and State Governments’ enforcement of hard borders and the introduction of effective contact tracing processes. It is also interesting that this is perhaps the first time in history that we can applaud Perth’s status as the world’s most isolated capital city as this has undoubtedly helped keep WA safer. WA can also take a great deal of credit in keeping Australia’s economy from falling off a cliff by ensuring that the

resources sector here remained fully operational right through the crisis and this, along with prices for iron ore being at a seven-year high, has been the key contributor for WA being one of the few jurisdictions in the world to record a budget surplus.
The early talk from governments, both State and Federal, as we began to understand the scale of the pandemic, was that our economy would crash or, as many commentators stated, fall off a fiscal cliff. It was expected that there would be massive business closures and unemployment could get as high as 10%.
I think it is accurate to say that we all braced for impact at that stage.
As WA entered our brief period of lockdown, there was tremendous uncertainty across the community and, in particular, within the business sector as we grappled with key issues such as if and which businesses could open, what staffing levels would be needed and could this issue be effectively managed, and how long could individual businesses survive without trade.
The Federal Government’s support packages, including JobKeeper, delivered welcome relief and provided a degree of
certainty for many businesses. However here in WA, something unusual and unexpected began to happen. As soon as the lockdown eased, consumers started to spend and spend big.
Dealers started to report strong demand for new vehicles and caravans and automotive repairers reported an upsurge in repairs, with general maintenance, which pre-COVID was more of a discretionary spend, now seen as a must-do.
COVID had reset consumer behaviour. The inability to travel beyond our State for much of the year, as well as continued uncertainty as other States dealt with sporadic outbreaks, saw consumers look to spend their money elsewhere with some surprising results.
The automotive industry was not alone in being a beneficiary of these extraordinary times. Demand for consumer goods such as entertainment systems, sporting goods, boats and larger spend items such as home renovations saw a huge upsurge which has continued into 2021.
Within the automotive sector, sales, particularly of SUVs, has seen record growth. As an example, sales for the year ended 2020 in WA for the marketleading Toyota Corolla was in line with the previous year with 2189 delivered. But compare this to the sale of 2698 Toyota Prados and 2445 Landcruisers and we can start to see that holidaying at home with their latest SUV was the
With the sale of 2698 Toyota Prados and 2445 Landcruisers, we can start to see that holidaying at home with their latest SUV was the new normal and this, coupled with a record sales period for caravans, clearly shows that West Australians are looking to the longer term for holiday and lifestyle choices.
new normal and this, coupled with a record sales period for caravans, clearly shows that West Australians are looking to the longer term for holiday and lifestyle choices.
Used vehicle sales similarly have seen strong growth with stock being a limiting factor. Results for December saw over 9,900 used vehicles sold through dealerships and 17,000 vehicles sold on a private to private basis.
There is no doubt that the fear of COVID provided an incentive for the public to shun public transport and jump in their car to get to work. You simply had to try and get a parking spot in the CBD over the last several months to see that something had changed, and the State Government has only recently begun to see an increase in the patronage on trains and buses.
With international travel off the agenda for at least another year, it is fair to assume that the economic conditions that we are seeing now will continue well into 2021, which is good for the automotive industry. But there is an issue that could put the brakes on this activity.
The strong performance in the resources sector, along with government support for industry sectors such as
defence and construction, has resulted in an unprecedented demand for skilled labour. Thankfully, the automotive sector has seen a good level of growth in young people seeking apprenticeships and traineeships over the last twelve months. However, it is the demand for qualified tradespeople where we are seeing significant challenges.
Skilled labour demand
There are a number of similarities between what was happening in Western Australia between 2006 and 2008 and the current conditions as we emerge from the COVID crisis. Despite the worsening global financial situation from 2007, Western Australia continued to benefit from the protracted resources boom until late 2008, and we were in the grips of a skills shortage. Unemployment was holding around 3.5%, and the vacancy rate for housing was 2.1%. Today we have a very strong resource sector driving the economy, and rental vacancies are now under 1%.
However, the
unemployment rate sits at 6.4% despite strong demand for skilled labour.
In my previous role, prior to joining the MTA WA, I was responsible for the State’s Skilled Migration program, and I spent a considerable amount of time overseas recruiting skilled labour using the subclass 457 visa system. In 2006, all States embarked on substantial overseas recruitment programs, focusing primarily on the United Kingdom, India and China in an attempt to address the skill shortages being experienced.
In Western Australia, we also recognised that there was also a very good market for skilled labour just across the border in the Eastern States and to improve Western Australia’s success rate, I introduced the Go-West program aimed at attracting workers from the east. I had major industry associations, tourism and hospitality employers and government agencies all attend expos in each of the
capital cities, and the level of interest in relocating to WA was very strong. At its height, Western Australia saw in excess of 50,000 people relocating here each year. WA needs a similar response now.
Given that the 457-visa program has now been amended to remove the pathway to permanency, which significantly reduces the attractiveness of a working visa, and the fact that it could be well into 2022 before immigration can open up again, the State Government must look at ways to address the current crisis in skills.
Residents from the Eastern States represent the best option we have to attract the required skills, and I have commenced discussing the possibility of a recruitment program with the State Government and a number of peak industry bodies. This has to be a priority.
Unfortunately, the reality for every business at this time, be that automotive or other, is that the resources sector will continue to drain the available pool of existing skilled workers and we need to find an answer to this issue to ensure the ongoing viability for automotive businesses.
Western Australia has an enviable record as one of the safest places in the world, and this, coupled with our climate and standard of living, will make WA an attractive destination for immigrants once the borders reopen. We need to be ready to take advantage of this position and have programs in place and ready to go so that WA attracts the very best candidates from this market.
In the meantime there is no silver bullet that will provide immediate relief for business in finding new workers so the focus must shift to the retention of our existing employees.
I am now receiving daily reports from members advising that they have lost a skilled employee. What is new is that the resources sector is not the only poacher of staff and that automotive businesses are now approaching staff from other automotive businesses in order to recruit them.
There are two key factors in relation to staff retention that need to be understood. The first is that it is not always about money. Whilst money is a motivator, it is not the key factor behind why staff leave an employer. That said, an employee who leaves your business for the big dollars and relocates to the Pilbara was most likely always going to leave, and there is little any employer can do to stop this.
The second fact is that staff who feel valued and appreciated and who enjoy good working relationships within their employer are far less likely to leave than the employee who just turns up on a daily basis, does their job and leaves at the close of business with little to no feedback from their employer.
Today’s workplaces are very different from those 10 to 20 years ago, and the expectations of employees are also very different. I acknowledge that there is sometimes a fine line between maintaining a profitable business and keeping your staff happy through improved conditions, but the investment can pay off if done correctly.
Take COVID as an example. The pandemic has caused many employees to re-evaluate their life goals with one of these being to achieve a better work-life balance and employers need to respond to this if they wish to retain their good people. Initiatives such as improving
workplace flexibility can significantly improve retention. You can still maintain the required hours of the business – just do it in a more flexible way by looking at factors such as later start times or earlier finishing times or even introducing a nine-day fortnight which still sees employees working their required hours, just over nine days.
Employees are also looking for greater trust in their employer and are often open to taking on more accountability. In doing so, they feel more valued to the business. Every employee wants to feel respected and valued and to have confidence that their job is secure and employers can easily address this with the right messaging to all employees. Simple things, such as thanking your staff for doing a good job and letting them know you value them, has an enormous impact on staff morale and a workplace with high morale also has a low attrition rate.

Every business will continue to have to deal with a degree of uncertainty until life returns to normal and it will be during this time that we all need to ensure that our staff remain at the forefront of how we operate our business. The MTA WA’s new Employer Service section is available to assist members with any enquiries in relation to employment practices and I encourage all members to make use of this service.

In a show of great community support from our industry, those affected by the recent devastating bushfires have received up to 100 loan vehicles to help them get back on their feet.
The generous offer was also extended to the brave DFES and support workers who tirelessly risked their lives to protect the local communities, lives and properties from these devastating fires.
“After such a difficult start to 2020, we have enjoyed a great recovery in our business. This success could not have been achieved without the support of our employees and customers and the local communities which we operate in. IDOM globally has operated with the ethos that we grow by working with its surrounding community and after seeing the extremely devastating effects this fire is having, we felt this was an opportunity for us to give back and show our support,” an IDOM Automotive spokesperson said.”

The new cars are being loaned free of charge for a period of up to one month to support the relief efforts and to help families struggling by providing the means to meet their everyday transportation needs.
IDOM have multiple dealerships across the Perth metropolitan area who offered a range of vehicles to the cause. The cars offered include a range of models from Toyota, Hyundai, Mitsubishi, Nissan and Isuzu.
One of IDOM’s Dealer Principals said: “Many of our employees had been displaced during the fires. Luckily none lost their homes, but we have seen firsthand how stressful and scary this is for people living in the areas immediately affected. We, as a business, are fortunate enough to be able to offer support in the form of vehicles to families affected and to the relief workers, many of whom are our customers, friends, and employees”.

OnE of the key architects behind the IDOM Automotive Group initiative was Maddington and Canning Vale Toyota Dealer Principal, Paul Davies. Despite the enormous demand for Toyota vehicles and waiting lists for various models from loyal buyers, Paul made it a priority to have vehicles available to those affected by the bush fires, with the support of IDOM Automotive Group.
Given the stamp duty burden that would ordinarily be incurred in such an operation, MTA WA Group CEO, Stephen Moir was able to negotiate with key State Government figures to have the duty made exempt on the basis of the extraordinary circumstances.
The ability to provide DFES members and those families affected by the fires with vehicles for up to a month required a large-scale effort from a multitude of IDOM dealerships and vehicle marques. To have such a logistical feat achieved in such a short timeframe is testament to the applied

dedication of all the parties involved in making this a reality.
As a community minded person, Paul is one of many within the IDOM Automotive Group who supports community and sporting groups, such as Sprint Car racers and the Western Force rugby union side. Most of them do so without seeking to or expecting any recognition.
Western Australia is very fortunate to benefit from the philanthropy of the automotive industry, with many franchise dealership and independent dealership groups having a significant monetary involvement in the supporting of charitable and community causes.
not only is WA’s automotive industry a major employer and career provider for persons of all ages, educational backgrounds and aspirations – it’s also a generous one. From the smallest of automotive repairers to the largest commercial trucking businesses, automotive businesses are always prepared to help others.

the MTA WA’s Automotive Institute of Technology has experienced demand for additional offerings within its suite of training services at both its Balcatta and Maddington locations.
Investing in, developing and putting to market a new accredited or posttrade course takes time. The lag between recognising a demand in the marketplace and supplying a service to fulfil that need is incredibly complex. Notwithstanding, the AIT has been committed to rapidly increasing their training offerings, with no compromise to their exceptionally high training standards.
In the spirit of this commitment to growth and quality, the AIT now offers the following training courses for the calendar year 2021:
• AUR30316 – CERT II in Automotive Electrical Technology
• AUR20416 – CERT II in Automotive Electrical Technology (Release 2)
• AUR HEV1 – Battery Electric Vehicle & Hybrid Electric Vehicle Training
These new courses are now available in conjunction with our existing PreApprenticeship, Apprenticeship, AirConditioning Technology, Tyre Fitting,

Parts Accessory Fitting, Electrical Accessory Fitting and Mechanical Accessory Fitting Courses!
Providing more training services not only attracts new candidates to the Automotive Institute of Technology, but it also ensures that fully-qualified existing automotive tradespersons can further their learning and increase their expertise. In a highly-competitive job market, having these additional accreditations or skills can ensure that candidates position themselves ideally to attain employment or secure a more senior position with their current employer. Even self-employed technicians can further their learning with the AIT’s comprehensive training programs.
Registered Training Organisation (RTO) Manager, Mel Greenhow, has sourced additional, highly specialised training staff, introduced highly sophisticated timetable programs to accommodate more candidates and acquired even more vehicles for the respective training locations.
With leading-edge training facilities, a broad range of training vehicles and some of the best trainers and assessors in Western Australia, the MTA WA has

With the selfpropelled velocity of a meteor, the team at WA Seadoo and Can-Am have quickly established their sales and service centre in the heart of Wangara at a time that these iconic products are a trophy of desire among thrillseekers. With an existing dealer network close to the CBD, the newly opened Wangarra Sea-Doo/Can-Am business brings the powersports experience to the northern suburbs.
The timing of WA Sea-Doo’s opening has coincided with a resurgence in West Australians embracing the adventure lifestyle, from the depths of the
open waters to rocks showcasing 28,000-year-old art. Timing, though, isn’t everything. It takes brutal determination to cater to the huge demand of the outdoor-obsessed market here in the golden state.
Situated on the corner of Buckingham Drive and Lumsden Road in Wangara, the elevated site overlooks Wanneroo Road with its signature yellow corporate identity contrasting against the deep greys of the exterior. In what is a vehicle heartland, this unique product offering satisfies the appetite of those who want to discover areas that other vehicles simply can’t, be it ocean, river or the harshest inland terrains.
WA Seadoo and Can-Am has an energy and passion that cannot be contained much like the fiercely driven Can-Am racing team that has secured four category Dakar victories in a row, including all top 10 category positions in the 2020 Dakar Rally, and the Australian 2020 Goondiwindi 400km race.
Director Dave Donald is the man tasked with ensuring WA Sea-Doo’s goal of providing the best customer service in the powersports industry is met.
With a strong background in this sector, he seized the opportunity to open the dealership with a business partner and handselected a team that would
uphold the same level of dedication and expertise that he and his leadership team bring.
Overseeing the sale and service of the with mind shatteringly capable personal watercraft and all-terrain vehicles is Dave Donald.
When motor visited WA Sea-Doo and Can-Am, the immediately apparent dynamic between staff and customers was impressive. Take, for example, General Manager Danny Mcgaffin discussing life vests [or PFD’s as they are officially known] with a customer. The interaction was akin to friends discussing their mutual interests, not someone reading from the

label and quoting the price in an attempt to sell a product.
The fact the customer was visiting based on a recommendation speaks volumes about the power of word of mouth.
The busy service team have decades of experience in the powersports industry, but all agree that you can never tire of the burbling sound of Sea-Doo motors or the Can-Am/BRP ATV’s and their famed ‘putting’ exhaust notes, which easily rival the sweet sound of Phil Collins’ kickdrum.

That’s why Dave and the management group has focused on knowledge and education beyond products.
“We want customers to enjoy the experience, be confident in their purchase and feel a part of the family when they visit us for a service,” Dave said.
“It was really flattering that as soon as we opened, people trusted us to service their existing ATVs and watercraft. We expected that new buyers would love the experience, but the support, in general, has been really humbling. I’d like to think
There’s a lot to teach consumers, with mind shatteringly capable personal watercraft (PWC) and a broad range of all-terrain vehicles (ATVs). In addition, regulations and legislation governing these sectors add further consumer queries.
that the obsession with caring for the customer is helping.”
Not afraid to take on a variety of views, Dave has appointed personnel with decades of experience that will challenge him to redefine the customer service experience continually. Combined with the premium manufacturer products and standards, it makes for a promising future for the Wangara-based “family”, as Dave terms them.
There’s no doubting that this is more of a showcase than a showroom – and with plenty of stock for a recreational water

enthusiast, a farmer or a desert racer, any time is showtime at WA Seadoo and Can-Am.
Step inside and the line-up formation of the Can-Am’s await you with a stance so imposing that they seem ready to pounce. Even the camouflage variants can’t hide the menacing, but ultimately eye-catching, styling that would be appealing to those who have never considered an ATV or an SSV (side-by-side).
The Can-Am racing team has secured four category Dakar victories in a row, including all top 10 category positions in the 2020 Dakar Rally, and the Australian 2020 Goondiwindi 400km race.

Although models such as the Maverick X3 are truly Dakar Rally capable, there are plenty of job-ready workhorses that would make light work of muddy plains, deep sands or spring clays on any worksite or farm. For many in Australia, Fox Shox gained mainstream attention and worthy respect after they were included in the Ford Ranger Raptor. It should come as no surprise that self-adjustable Fox Shox
Once you’ve enjoyed all that the ATV range has to offer, you’ll see the Sea-Doo collection carefully arranged at the western side of the showroom. Vivid colours, impactful designs and the smell of neoprene and accessories illicit a desire to head further west to the ocean to taste the salty air. The 2021 Sea-Doo range incorporates the Intelligent Debris Free (iDF) pump system. The purpose of this system is to actively unclog the intake without getting off of the seat. The previous concerns surrounding the fact that watercraft absorb particles in the water is greatly mitigated with this ingenious system. The only thing you’ll be taking on is
the speed and enjoyment that only PWCs can offer. It’s rather easy to appreciate why these are so popular. After all, can an aluminium “tinnie” offer you the ability to fish in the evening, carve the open ocean at speed the next morning and visit a secluded river spot in the afternoon without missing a breath?
Whether you’re looking for a recreational, performance, fishing or tow sport watercraft – there’s something for every nautical need at WA Sea-Doo and Can-Am. The Sea-Doo range provides watercraft buyers with every conceivable accessory, including
100-watt Bluetooth audio systems, Garmin navigation and fish finders, 51 Litre coolers, speeds that keep pace with freeway traffic and, above all, comfort and ergonomics. Regardless of your requirements, one of the models will likely be a perfect fit.
The difference Naturally down-to-earth, Dave Donald gives off a sense of internal strength and belief while at the same time showing a willingness to continually learn from the triumphs and occasional troughs that can eventuate in a retail environment.
Dave hasn’t set out to take on a business venture solely
off the back of two famous brands, but rather he clearly demonstrates a passionate desire to introduce these amazing products to a whole new market while also ensuing existing customers get the very best in customers services. These values are equally evident amongst the “family” of staff and will certainly bolster the existing strength of the Sea-Doo and Can-Am brands in WA.

are not only an industryfirst for ATV, but that they have made their debut on a Can-Am. Producing 200 adjustments per second –without compromising Can-Am’s unrivalled dependability in all conditions – they’re world beating. The Maverick X3 range is the pinnacle of what this manufacturer can incorporate into an ATV.
With turbochargers, lockable diffs, up to 24 inches
of suspension travel and up to 32 inch Maxxis tyres, the CanAm range is so cost-effective that it is sure to lure some adventurers away from paying north of $100k for a large offroad prepared 4WD. Consider that for the same money, you could purchase a leading dual-cab ute, a serious CanAm ATV and still have plenty of cash left over to treat yourself or the family to a 2021 Sea-Doo Spark Trixx.

As WA’s desire to experience every element of our truly incomparable location increases, WA Sea-Doo and Can-Am’s products and services will assist in catering to this seemingly unstoppable pursuit to Sea and Doo more. Where we once thought that I Can do it, we now say that I am going to do it.

It’s estimated that there are 1.4 Billion cars worldwide. The chances of one of those being a McLaren Senna GTR are 0.0000054%. At the 2020 Celebration of the Motorcar attendees defied the statistics and got to view this insanely focussed track-only car in the flesh, one of a strictly limited 75 examples worldwide.

the annual Celebration of the Motorcar at the beachside Cottesloe Civic Gardens is known for bringing together a collection of exotic, classic and incredibly rare vehicles. However, 2020 marked a significant point in the exhibition’s history with a very rare opportunity to view this extremely rare McLaren.
Based on the already unbelievably engineered hypercar, the McLaren Senna, the Senna GTR is such a high-performance masterpiece that is it banned from street use. Not only that, it has even been ruled out of some of the world’s most prestigious and famed track races because of its performance and engineering advantages.
To have the Senna GTR generously supplied for display at this iconic event within days of its arrival on Australian soil was a privilege that attendees took full advantage of.
Aside from the excitement surrounding the Senna GTR, some rare icons such as the Ferrari F40 and Testarossa, Aston Martin DB4 & DB6 and the RUF Automobile Porsche 911 were on show, too.
This great event brings together some of the great marques from all motoring eras and the thrill generated by the viewing of the beautiful lines of the R129 Mercedes SL500 from decades ago is just as tangible as the excitement engendered by the adjacently parked 2019 AMG GTR.

The GR Yaris is not about pure speed, it’s about the whole driving experience, which really can’t be described – it has to be experienced.
As the Dealer Principal of Maddington and Canning Vale Toyota, you may expect Paul Davies to drive a LandCruiser Sahara, a GR Supra or maybe a Hilux Rogue.
Paul’s current weapon of choice, however, is the 3-door Toyota GR Yaris – a road-going sports car, developed directly from Toyota’s GAZOO Racing championship-winning World Rally experience. With a 3-cylinder single-scroll turbocharged engine delivering 200kW of power and 370Nm of torque, the car is most world’s most powerful triple. Its GRFOUR all-wheel-drive system – the first, original all-wheel-drive system created by Toyota in the last 20 years – is a further
innovation unique to the GR Yaris.
There’s no denying that the model has already achieved ‘cult car’ status. The initial Australian online-only release of 1000 vehicles sold out in just one week last year. Luckily, additional stock and an even wilder Rallye version are all set to find Australian homes.
From F1 driver Fernando Alonso to the consulting team at Tommi Mäkinen Racing, this vehicle has been developed and driven by the most respected racing figures in the world to create the ideal combination of rigid, lightweight construction, an agile and responsive chassis and a powerful, yet compact, turbo engine.
“Obviously you get to drive a lot of different vehicles in my role as Dealer Principal. The GR Yaris is something

totally different. It’s not about pure speed, it’s about the whole driving experience, which really can’t be described – it has to be experienced. The customer demand and interest shows that this is one of the most exciting Toyota product releases that we’ve had.”
Paul is no stranger to motorsport, having sponsored Sprintcar racing teams in Perth. It comes as no surprise that the attention paid to development, particularly of the GR FOUR driveline, has Paul absolutely convinced that this is a road-going rally drive.
“A lot of hatches these days have power, but how that power is delivered really determines the excitement of the drive. The dynamic characteristics of the chassis, transmission, differentials and driveline all come together to create a driving experience that is unique to this car, not just this segment. The power-to-weight ratio and wheelbase also assist with ensuring that this car delivers an experience that owners will find hard to replicate.”
With a popular product portfolio and many of the top-selling models in Australia, we’re sure that Paul Davies will have plenty more Toyota releases to drive, but it will be hard not to miss the remarkable performance of the GR Yaris.

Rockingham-based Core Offroad is set to shake things up as the sponsor of Big Boys Toys 2021 with the grand reveal of an exciting (and enormous) collaborative project as well as the auction of their custom 2020 LandCruiser 79 Series and 2020 Ford Ranger. As part of this major event, asked Jimmy Egan (pictured right) and Duncan Lilley about their dream rides.

A cool head with a big imagination
For me, it’s a 66 Mustang. White with blue stripes, I can’t think of another car that looks as good. It’s the ultimate timeless classic, and it always will be that. Its place in car culture and broader 60s culture is unmatched, and it signifies an era in automotive that will never be repeated.
That said, my ultimate vehicle changes every week! So there are plenty of vehicles that would be on my wishlist. Working with such unique 4x4s has really driven us to explore the boundaries of what’s possible with vehicle modification, so I think it’s hard to select just one. The modifications in modern 4x4s are impressive. There is seemingly nothing that you can’t do, from ECU tunes to creating a 6x6 Ford Ranger. That’s one benefit of the modern era of vehicle. It would be good to go back to the days of Australian manufactured vehicles, but we’re lucky enough to be involved in the next best thing – locally crafted, fully modified vehicles that are individually tailored and fabricated for Australian conditions and include processes that are completely unique to Core.”
Jimmy Egan
Lives and Breathes 4x4 Adventures
‘‘It’d have to be the Ford F350. The 6.7L V8 Power Stroke produces over 1,400Nm from 1,600rpm, with a turbo bigger than your head—the 12.1-tonne towing capacity and a payload that can handle weights as heavy as many cars. I’ve always loved F350s, I have owned almost every other 4x4, so I need this one to complete the list. We have dreamed up and built some fantastic vehicles, but this would definitely be one of the ultimate build projects. The opportunities are almost limitless.
I definitely love the more simple yet brutally durable 4x4s of previous generations. I’d gladly take a 47 Series LandCruiser over a ‘modern’ 4x4 any day. One thing that is missing from modern-day 4x4s are live front axles. They are very much missed.”

If the COVID-19 pandemic has shown us anything, it is the value of the automotive industry and, in particular, the importance of the heavy vehicle sector during this crisis. The MTA WA’s Commercial Vehicle Industry Association members are reporting an increase in business confidence across all areas of the heavy vehicle sector significantly better than expected given the forecasts at the start of April 2020. The WA mining sector, along with agriculture and transport and logistics, continue to support our economy through growth and prosperity. CVIAWA/MTA WA membership has increased this year and the MTA WA is focused on providing support and advocacy for this critical industry sector.
July 2020 saw our CVIAWA Chairperson Mike Verhoogt from Bruce Rock Engineering retire after years of tireless commitment to our industry and I want to thank Mike for his work on behalf of the members. The election of Andrew Wade from Wade Fleet Maintenance as Chair and the re-election of Garry Spouge from Modern Motor Trimmers as Vicechair of CVIAWA is very welcomed and the CVIAWA has an exciting future as we chart a course through the continuing crisis. We are grateful to Mike for his efforts over the years and for agreeing to stay on the committee to enable a smooth transition for Andrew. The CVIAWA committee is comprised of eight industry representatives and meet three or more times a year. The chair is also responsible for representing the committee at the twice-yearly National meeting.
CVIAWA called a meeting with the Department of Transport WA in November 2020 to discuss improving the process of licensing heavy vehicles in WA. It costs WA heavy vehicle dealers more than $3.3million in lost time and inspection fees to licence new heavy vehicles. The current process involves double handling of information, unnecessary inspections of every new vehicle and is inconsistent with the processes of other state and territory jurisdictions.
Unlike light vehicle dealers, heavy vehicle dealers in WA are not able to hold stocks of licence plates which avoid the need to queue at licensing centres. This could easily be overcome, provided regulation does not prevent the current practice from being an option. The Department of Transport were interested to hear some of the issues faced by heavy vehicle dealers in WA and are looking to assist the industry in reducing lost time and improving the current system. Small changes to the current processes could save the industry millions of dollars a year. The Department of Transport will inform the MTA of possible improvements after they have had an opportunity to review the current process and evaluate alternative methods to reduce red tape and save industry time and money and I want to thank the Department for their willingness to work with the MTA WA on this important issue.
The MTA WA has called on the Minister of Transport, the Honourable Rita Saffioti MLA, to address an urgent need for an increase in rest areas with serviced facilities. Long haul drivers are required to adhere to strict fatigue management rules to keep them and other road users safe but feedback from members is showing that there are significant challenges being faced by drivers when it comes to finding a suitable rest bay.
Not all rest areas have toilets or showers, and it is not uncommon on some freight routes for facilities to be up to 500-600kms apart. If a driver is lucky enough to make it to a rest area with facilities that they can access, the unfortunate reality is that the facilities are rarely cleaned and lack basic hygiene standards. There does not appear to be a requirement to keep these facilities to a standard, and when these facilities have been provided by a roadhouse or other, they are not always monitored.
The result of these poor facilities is that drivers are forced to shower in a bucket and cook their meals on the side of the road. Camping might be an experience for a couple of nights, but no one should be expected to work under these conditions which are also making it increasingly difficult for the industry to recruit new entrants.
We have also seen significant growth in caravaners who choose to use roadside rest areas as free camping sites and, in doing so, prevent trucks from gaining access. There is an urgent
need to review the rules around access for specific bays and to implement measures to prevent caravaners from taking up this valuable space.
The COVID pandemic has highlighted the value of this industry sector and although the Minister has been doing some great work in this area, we need to do more as drivers are at breaking point.
The MTA WA has committed to work with the Department to find a workable solution.
CVIAWA continues to work with Department of Transport WA and Main Roads WA to resolve industry issues On several occasions during 2020 CVIAWA has worked with the Department of Transport WA and their Main Roads area in order to find solutions to issues that directly affected the heavy vehicle sector.
A good example of this work was when Main Roads made changes to the single-use permit which then had a negative impact on the transport sector. The changes reduced vehicle flexibility for operators with a large fleet of approved vehicles. Working together, the MTA WA and Main Roads were able to identify a workable solution to satisfy both the regulator and the industry,
and changes were made to the singleuse permit as a direct result of this collaboration.
It was pleasing that the Department of Transport were quick in notifying CVIA that they had identified a possible issue with licensing combination heavy vehicle trailers. In collaboration we worked tirelessly with the Department to find a solution that prevented our industry from being disrupted and it is pleasing to say that we have found a solution and a pathway forward.

We have been working with Premiere Events to have the Perth Truck and Trailer show back in WA for 2022 and, provided we have open borders, the show will be here again, more than likely at the Perth Convention Centre. With WA excelling in almost every aspect, it is expected the next truck and trailer show will see visitors from far and wide attend and it promises to be an unforgettable event. Premiere events have plenty of ideas to keep the show fresh and entertaining, and the MTA WA will keep industry up-to-date with the development of the 2022 Perth Truck and Trailer show.
By Richard Dudley, MTAA CEO
2019/2020 is unprecedented in the history of the Federation and Members. The impacts of catastrophic natural disasters, including bushfires, hailstorms and floods, challenged many businesses, their communities, and employees over the summer. MTAA provided representations to various Commonwealth and State Government forums examining support for businesses directly and indirectly affected by these disasters.
From February 2020, the Coronavirus Pandemic (COVID-19) started to impact all levels of Australia’s health and economic wellbeing. In March 2020, the Commonwealth and jurisdictions implemented strict requirements to contain and suppress the spread of COVID-19 and quickly identified and implemented assistance and stimulus measures to provide support for business and employment.
MTAA lobbied intensively for adequate recognition of many automotive industries as the Government considered critical economic assistance and stimulus measures. Integral to these representations were MTAA’s membership and contributions to consultative forums of the Treasury Department, Australian Tax Office, Coronavirus Commission, and many other COVID-19 specific consultation mechanisms.
Initial concerns centred on what is an essential service and what is not. MTAA and Members advocated heavily that automotive industries be regarded as ‘essential’ to enable continued critical services to the national fleet of passenger, commercial and heavy vehicles. The latter half of the reporting period also hallmarked remarkable resilience, togetherness, and accomplishment by automotive businesses and MTAA members.
The real value of member-focused organisations came to the fore – first to secure businesses, as far as practicable, to get assistance for the eventual recovery, while still pursuing critical policy and regulatory reforms, albeit slowed and delayed due to the impact of COVID-19.
COVID-19
Like all Australians and aspects of life and business, MTAA its members and constituents have been impacted by COVID-19. MTAA has been heavily involved in widespread government consultations on containment and suppression actions, impacts on automotive sector industries, and the development of assistance and stimulus measures.
Throughout the year, MTAA provided comprehensive sector briefings and impact assessments, including heavy involvement in Treasury and Australian Tax Office (ATO) consultation mechanisms that helped secure:
• Instant Asset Write Off stimulus initiative. MTAA representations secured extensions to this initiative initially to September and then to 31 December 2020. MTAA representations also secured further reforms to allow for vehicle purchase up to 31 December, but for delivery to occur by June 2021. These reforms addressed significant supply delays because of the impacts of COVID.
• JobKeeper and extension to JobKeeper, an extension of reporting date requirements and prompt payment cycles. MTAA helped bring specific business issues to the ATO’s attention for consideration, which they addressed.
• Apprentice retention assistance, including Group Training Organisations (GTOs) and Registered Training Organisations (RTOs) inclusion in assistance measures. MTAA representations secured the inclusion of GTOs and RTOs in these assistance measures.
• Specific representations for industries and individual businesses. For example, MTAA provided representations for dealer and fuel retailing businesses. MTAA communications have been at never before experienced levels as business owners sought information and assistance from every available source.
MTAA was one of the first national associations to create a ‘one-stop’ COVID-19 assistance page for Members and automotive businesses impacted by coronavirus with weekly Member, Federal and State/Territory government, Department, Agency updates.
MTAA provided regular critical issue briefs and updates to essential ministers, their senior staff and
departments and agencies and offices on the impact of the social distancing and restriction measures and planned stimulus and assistance measures and continues to do so.
Together with Member Associations, including MTA-WA MTAA, has jointly influenced successful outcomes including:
• ATO deferments and Cash Flow boosts
• Business support including instant asset write off enhancements
• Auto industries as an essential service and not included in forced shutdowns (March – June 2020).
• Calls to the Australian Banking Association seeking a waiver of merchant EFTPOS charges
• Calls to with car manufacturers about reducing sales targets and agreement requirements through COVID-19.
• Calls to Insurers regarding waiving of excess for authorised repair work.
• MTAA also supported MTAA Member associations on calls for assistance with Payroll Tax and Stamp Duty relief and other jurisdiction-specific assistance. MTAA participates in many additional supplementary ATO and Treasury consultations on assistance and stimulus measures on an ongoing basis.
to the Franchising Code specific for car dealers
After 20-years of advocacy and representations following numerous inquiries and reviews, the Federal Government committed to draft and implement a Schedule of Amendments to the Franchising Code of Conduct specific for car dealers. The schedule was enacted on 1 June 2020 with penalties for noncompliance.
The drafting and implementation of a Schedule of Amendments finally recognised in policy and regulation the specific power imbalance between car dealers and car manufacturers/ distributors.
No other franchising industry or sector in the broader economy has achieved such recognition by a separate schedule to the mandated Franchising Code. MTAA was the only organisation to advocate for a plan specific to car dealers should a different mandated Code of Conduct for the automotive industry be an unviable option.

Bushfires impacted many automotive businesses across four states during the summer of 2019/20. Severe hailstorms across Canberra, Victoria, and New South Wales in January 2020 resulted in approximately 30,000 insurance claims with estimated $320 million losses. MTAA provided input on industry impacts and assistance required by businesses to Commonwealth and jurisdiction governments, including information on relief measures.
MTAA fielded calls from consumers impacted by disasters regarding their rights and assistance in undertaking repairs and seeking new vehicles.
MTAA also created a website portal to consolidate and coordinate assistance measures.
MTAA and Members achieved substantial advances in this critical policy area during 2020 with concentrated consultations and assistance to Treasury investigations into potential legislation.
Before the end of 2020, the Government provided Draft Legislation to mandate motor vehicle service and repair information. The Government has also agreed to the concept of creating an industry-led entity, consisting of the five peak automotive sector organisations, to enable the implementation of legislative requirements. The Government has also announced a one-off grant of a quarter of a million dollars to assist in establishing systems to operationalise the legislation.
MTAA continues to provide industry leadership to progress this concept by conducting a roundtable workshop of the five organisations with an independent
facilitator in December 2019. MTAA also organised access for Department of Treasury officials to office bearers of the United States National Automotive Service Task Force (NASTF) on several occasions. MTAA also facilitated input for other aspects of investigations into the preparation of the legislation. MTAA led the development of the initial Heads of Agreement on this space and led efforts to achieve this long-awaited outcome. MTAA is pushing for the legislation to be enacted before mid-2021 for implementation from 1 July 2022.
General Motors Holden decision to vacate the Australasian Market
MTAA provided evidence twice at the Parliament of Australia’s Senate Education and Employment Committee Inquiry into the General Motors Holden decision to vacate the Australasian market.
Both the inquiry and separate investigations are continuing with a final report expected in March 2021.
MTAA provided background briefings to the Industry Ministers office and other ministers on the announced closure by General Motors Holden in February 2020 and the impact on Members dealer constituents.
MTAA and some members provided submissions to a Parliamentary Inquiry and made representations on behalf of specific dealers who requested MTAA’s assistance.
MTAA and members identified and provided access to the regulator for consultations with member businesses to provide examples of behaviours and conduct considered detrimental. This work contributed to the ACCC, forcing an extension of time for negotiations and for those negotiations to be in good faith. The ACCC has also started investigations into the process and the conduct of GMH. MTAA continues to provide input into these investigations.

Additional changes sought by the MTAA and Members to the broader franchising code are also progressing through the Australian Parliament.
MTAA is actively involved in consultations with a specially convened government task force to examine the recommendations arising from the Joint Parliamentary Committee inquiry into Fairness in Franchising. MTAA and Members subject to the enactment of the legislation have secured significant changes, including:
• Increase disclosure and for car dealers specific detailed disclosure.
• Increase penalties for noncompliance.
• Identify new pathways for multifranchise dispute resolution.
• Increase and improve disclosure requirements and prohibition of requiring capital expenditure except where it has been pre-disclosed before entering an agreement is legally required or agreed to by the franchisee. A business justification statement will no longer be enough.
• Increase specificity for disclosing the circumstances under which the franchisee is likely to recoup expenditure (read tenure).
• Make changes to specifying the amount, timing, and nature of expenditure.
• Enhanced requirements on the treatment of cooperative funds used for marketing and advertising.
• Introduction of improved cooling-off periods.
• Potentially address clarification on goodwill entitlements in end-of-term arrangements.
• Provide more significant focus on breaches of restraint of trade.
• Prohibit legal costs being passed on unless incorporated in a joining fee.
• Improve dispute resolution processes.
Following the Schedule of Amendments introduction, MTAA continues to advocate for other matters including compensation, dispute resolution, and tenure. MTAA was instrumental in developing industryled principles to outline expected requirements and conduct in car manufacturer/dealer relationships and is seeking incorporation of these into the Schedule of Amendments. MTAA continues to work on incorporating other motorcycle and farm and industrial machinery franchise operations into the reforms.
The ACCC announced introducing a class exemption for collective bargaining for small businesses, franchisees, and fuel retailers. The move, expected to pass into law in early 2020/21 follows critical lobbying by the MTAA to include automotive franchise and small businesses including new car dealers. This initiative will enable dealer councils or their representatives or a group of dealers or other automotive franchise businesses to bargain an agreement and provisions collectively.
During 2020 MTAA continued to provide input to the Council of Consumer Affairs Ministers and Government departments on the need to clarify definitions of major versus minor failures as they impact consumer guarantees and manufacturer/ dealer accountabilities. Also, MTAA has been advocating for improved clarity in Australian Consumer Law on the definition of ‘distributors’ as the inclusion of car dealers is considered misplaced leading to confusing accountability and poor consumer outcomes.
MTAA provided additional submissions and suggestions on extending Unfair Contract Terms to car, motorcycle, and farm machinery dealer franchisees.
The Council of Consumer Affairs Ministers determined to make unfair contract terms illegal, and legislation is expected to pass through the Australian Parliament in early 2021. This will have a significant impact on auto industry relationships and contracts, particularly with dominant market players.
Mandating the Motor Vehicle Insurance and Smash Repair Industry (MVIRI) Voluntary Code of Conduct
MTAA continued to prepare for formal applications to the Commonwealth Government to mandate the MVIRI Code of Conduct.
By achieving the broader policy requirements of Class Exemption for
Small Business to Collectively Bargain, changes to Unfair Contract Terms and Conditions (including making unfair terms illegal), other changes to Australian Consumer Law and the Insurance Contracts Act, MTAA has now achieved necessary foundations to mandating the MVIRI Code.
Also, three jurisdictional inquiries into the motor vehicle insurance and smash repair industry in NSW, WA and SA, has provided evidence and recommendations supporting mandating the Code. Of importance is testimony provided by dominant car insurers to these inquiries of support to mandate the Code.
MTAA provided a submission to the Parliamentary Inquiry and appeared as a witness before the committee to support Member MTA-SA and the Australian Motor Body Repair Association (AMBRA) to secure a mandated Code of Conduct in South Australia.
This preparation will significantly focus MTAA efforts to have the Code mandated in 2021.
MTAA, with the assistance of Members, secured changes to VFACTS car sales data to address cyber (preregistered) vehicles inclusion in monthly data. (Changes came into effect from 1 February 2020). MTAA continues to seek additional changes to improve transparency further and provides irregularities to the ACCC for potential investigation.
Other international jurisdictions’ decisions to no longer take waste enhanced potential for introducing a national policy for recycling End Of Life Vehicles.
Government has enhanced the policy and regulatory environment for progressing an end-of-life vehicle treatment, focusing on creating capacity and capability in Australia with the release of policy that prohibits the export of waste, including automotive waste products.
Against this background, MTAA has stepped up the Government, Ministers, and Departments’ engagement to lobby for an End-of-Life vehicle recycling policy framework and regulations.

Capricorn Service Data’s new Service Advisor component also supports easier quoting and repair cost estimating for customers. After selecting a vehicle within Capricorn Service Data by model in the usual manner, Members can now bring up a one-page view of all replacement intervals and service times. This information includes key parts for services outlined in plain language. This presents a fantastic opportunity to illustrate to customers what current and upcoming work may be needed.
According to Capricorn Automotive CEO, Bradley Gannon, Capricorn is always seeking to make operating automotive service and repair businesses more rewarding and efficient for its 20,000 plus Members located across Australia and New Zealand.
“The new Service Advisor component to the Capricorn Service Data suite is a time saving benefit that enables Member technicians to concentrate on their work and help front of house staff to easily provide customers with accurate information relating to upcoming service or repair work,” Mr. Gannon said.
