GENERAL INFORMATION

MISSION STATEMENT

The mission of the Freeport Park District is to promote the use of recreation in generating an exciting, dynamic quality of life by providing the highest quality facilities and programs to meet the ever-changing needs and interests of individuals of all ages and abilities. The Park District will preserve and protect land and resources for the enrichment of the community and future generations.

The Park Board generally meets on the third Tuesday of each month at 6:30 pm at the Park District Administration Center located at 1122 S. Burchard Ave. Meetings are open to the public. A meeting schedule is available on the Park District’s website.

RESIDENCY POLICY

For purposes of registering for a Freeport Park District program, renting a District facility or purchasing a District service at the resident rate, the individual’s primary residence must be within the Freeport Park District boundaries. Any owner of real estate within the boundaries of the Freeport Park District and paying taxes to the Freeport Park District, but residing outside the boundaries of the Park District, shall receive the resident rate, as will his immediate family. Immediate family is defined as spouse and/or children residing with the property owner. Proof shall be required in the form of property tax bill and photo identification.

AMERICANS WITH DISABILITIES ACT

If you need assistance in accordance with the Americans with Disabilities Act, please contact the Freeport Park District Administration Center or state your need when registering for a Freeport Park District program.

PHOTO POLICY

Occasionally, Park District staff may videotape or photograph participants enrolled in programs, classes, events or enjoying park facilities. These photographs are for Park District publications, flyers, brochures and future promotional materials. All photos and videos taken on Park District property are for Park District use and become its sole property.

FINANCIAL AID

The Freeport Park District recognizes the need within our community to provide assistance to residents who do not have the financial resources to participate in the fee-based services we provide. Financial Aid is available for Freeport Park District residents who meet the District’s Financial Aid program guidelines. Financial Aid Guidelines and Application are available at the Freeport Park District Administration Center.

PROGRAM REGISTRATION

Registration for Park District Programs is Handled on a First-Come, First-Served Basis. The Importance of Registering Early

Please note that each Freeport Park District program has a registration deadline that is listed in the program description. Registration deadlines are created to allow time for staff to determine if minimum enrollment is met, create schedules, order supplies and equipment, form rosters and organize other resources to ensure a successful program. Registration may not be accepted after the published registration deadline. Many Freeport Park District programs have a maximum capacity and fill up quickly. It is strongly encouraged to register early to guarantee enrollment in a program.

PROGRAM CANCELLATIONS

The Freeport Park District reserves the right to cancel, postpone or combine classes.

PROGRAM REFUND POLICY

Refunds for classes and events will be given if requested two weeks or more prior to the program

start time (minus a $5 service charge). If a refund request is made within two weeks (14 days) of the start of the class or program, only a partial reimbursement (less a $5 service charge and direct program expenses) will be issued. Refunds for bus trips (minus a $5 service charge) will be issued only for a documented medical emergency or if arrangements are made for someone to fill the opening. Cash refunds will not be issued once the class/program has begun. A Program Refund Request Form must be completed and submitted to the Park District Administration Center before a refund will be issued.

INCLUSION

The Freeport Park District provides year-round opportunities for individuals with disabilities to participate with their peers in general recreational programs. Inclusion opportunities are available to individuals of all ability levels and ages. If you or a family member would like to enroll in a Park District program and need assistance, simply request additional services at the time you register. The request will be reviewed and the appropriate assistance determined. The Recreation Supervisor will monitor progress throughout the program by staying in direct contact with the individual or caregiver. The sooner we have the information about your request, the better chances are for a successful inclusion experience. Please provide at least two weeks notice prior to the start of the program date for an inclusion request. BEHAVIOR POLICY

All participants attending Freeport Park District activities or using Freeport Park District facilities are expected to exhibit appropriate behavior at all times. The following guidelines have been created in order to maintain a safe, enjoyable environment for all participants. Additional rules and guidelines may vary for specific programs as deemed necessary by staff.

ALL PARTICIPANTS/PATRONS WILL:

• Show respect to all participants, staff, and volunteers.

• Follow program rules and take direction from recreation staff.

• Refrain from using abusive or foul language.

• Refrain from threatening or causing bodily harm to self or others.

• Show respect for property, including equipment, supplies, and facilities.

• Not be in possession of weapons.

If Inappropriate Behavior Does Occur, Recreation Staff Will Attempt to Resolve the Problem Using the Following Conduct Model:

• First offense – verbal warning.

• Second offense – time-out of activity and discussion with supervisor.

• Third offense – suspension of activity/facility privileges, removal from activity/facility for remainder of the day.

If a participant continues to refuse following directions of recreation staff or if the incident is an emergency, Police will be called and the participant may face further disciplinary action. The Park District reserves the right to dismiss a participant whose behavior endangers his or her own safety or the safety of others.

Bunny Trail

Saturday, April 4, 2026 • 11:00 am - 1:00 pm

Trail begins by the Krape Park Carousel

Grab your basket and join us for an eggstra special adventure! The fun begins by the carousel, where you can follow a bunny-friendly trail that’s perfect for wheels, too. Along the way enjoy visits and photos with the Bunny, fun family activities, and a barnyard petting zoo! Admission is free — no pre-registration required.

Arbor Day Celebration

Friday, April 24, 2026 • 11:00 am - 1:00 pm

Gunkel Shelter, Krape Park

Arbor Day will be recognized and celebrated by the Kiwanis Club, City of Freeport, and Freeport Park District. This park event brings Kiwanis Club Kids from local elementary schools to Krape Park to learn about trees and help plant one in the park. Interactive stations will be set up in the Gunkel Shelter led by the University of Illinois Extension staff. Berin Jackson, Superintendent of Parks and Natural Resources, will guide the planting. The public is welcome to attend.

Drop the kids off for a fun-filled night at the park while you enjoy some well-deserved time to yourself! Kids are invited to wear their favorite pajamas and join us for an evening of music, movies, pizza, snacks, crafts, and games. It’s the perfect way for kids to have a blast while parents take a break! Limited spots available. Each child needs a registration.

World Migratory Bird Day

Saturday, May 9, 2026 • 10:00 am - 1:00 pm

Oakdale Nature Preserve Park

Join the Northwest Illinois Bird and Nature Alliance as we recognize World Migratory Bird Day and this year’s theme: “Every Bird Counts.” Together, we’ll explore the powerful role community and citizen science plays in protecting birds across the globe. Take a guided nature hike, bird-watch, play games, and enjoy hands-on activities. This free event is open to all ages and abilities — everyone is welcome to join the fun! Join some family friendly competition to promote teamwork, problem-solving and fun through a timed puzzle-solving competition. Teams of 2–4 participants will compete to complete a 500-piece jigsaw puzzle. Winners determined by fastest completion time or most completed puzzle at the end of the time. Annual puzzle included in registration for take home, and participants can bring food and drinks. (No alcohol or glass permitted.)

Saturday, June 27, 2026 • Race starts at 8:00 am Krape Park

Don’t miss your chance to run, walk, and celebrate fitness in the heart of Pretzel City! Whether you’re a novice runner tackling your first 5K or a seasoned competitor chasing a new personal best, the Pretzel City 5K is the perfect race for you. The course features flat roadways and scenic paths that wind through beautiful Krape Park, a great route for runners and walkers of all levels. This event is part of the Rockford Road Runners circuit, so lace up and join the fun!

All pre-registered participants will receive an official event t-shirt. Awards and refreshments to follow the completion of the race.

Join us for Unplug Illinois Day — a time to step away from screens and reconnect with nature, friends, and family! Enjoy a day full of outdoor fun, games, creativity and adventure at Krape Park. Fish with us on the Yellow Creek (limited loaner poles available; Ages 12+ must present a fishing permit day of). Try our chalk obstacle course, family fitness class in the amphitheater, and get creative at our craft station. Attendees can make nature-inspired crafts to take home. Sports equipment also available to use! Event participation raffle prizes will be drawn at 1:30pm. Light refreshments served while supplies last. No pre-registration required.

Saturday, July 18, 2026 • 9:00 am - 1:00 pm

Read Park Family Aquatic Center

Set sail for a day of friendly competition and poolside fun! Participants will compete in teams of two, showcasing their creativity and boating skills as they race homemade, decorated, and designed boats across the water. All boats must be fully built prior to race day. Awards will be presented for speed, creativity, and team spirit! Standard admission rates apply for spectators and all must sit in designated seating area. Swimming is not permitted for spectators. Registration is by team, and only one person per team is required to register. Teams will receive a list of rules and accepted materials. Event check-in will begin at 9am with races and awards to follow. Open swim available after the races.

Movie in the Park

Saturday, August 8, 2026 • 7:00 pm - 11:00 pm

Koenig Amphitheater, Krape Park

Join us at Krape Park for a night of family fun under the stars. Free pre-movie games and crafts will be available in the amphitheater shelter starting at 7pm. Pack your snacks, bug spray, chairs, and blankets! The movie will start at dusk, approximately 8:30pm. In the event of inclement weather, check our website for event updates. Admission is free. Concessions available for purchase.

Krape Park Art Walk

Saturday, August 15, 2026 • 10:00 am - 4:00 pm

Krape Park

Calling all area artisans and enthusiasts of handmade art! This event will have artists and crafters from across the region gather to showcase and sell their finest work! Krape Park Art Walk will bring you a great collection of creative people, skilled makers, and a vast array of what is celebrated as handmade. There will be live music, carousel rides, children’s entertainment and crafts, and tasty servings from local food vendors. Deadline for artist and craft vendors submissions is Friday, July 31, 2026. Join us for a glow-tastic evening and play a round of mini-putt with glow-in-the-dark golf balls and complementary glow sticks to light up the night. Van Tours/ Bus Trip

Get ready to hit the road with the Freeport Park District and make unforgettable memories! Sign up for our Van Trips to fun destinations! Explore exciting spots, meet great people, and enjoy the freedom of the open road—all without the hassle of planning. Pack your sense of adventure and let’s roll! Seats are limited to 14 seats per trip. All children must be accompanied by a parent or legal guardian.

Chicago Botanical Garden Van Trip

Experience all the colors of summer and see the beautiful blooms! Explore 385 acres of nature and beauty. Spend your day as you please, walking the gardens, bird watching, shopping at the Garden Shop, visiting the café for tasty drinks and treats, and browsing the art exhibits. Extensive walking is required; paths are accessible. Admission to the gardens is included in registration fee.

Explore the Quad Cities: a leading gaming destination! Start at the Isle Casino Hotel of Bettendorf, followed by a stop at the Rhythm City Casino Resort, and end the day at Bally’s. Chicago Cubs vs St. Louis Cardinals Bus Trip

Let us take you out to the ball game! We’re headed to Wrigley Field to watch the Chicago Cubs. To reach the stadium, you’ll need to walk several blocks from the bus parking area and climb stadium stairs to our section (elevator and ramps available).

NEW! Brewery Van Tour

Learn about Milwaukee’s thriving brewpub scene and enjoy ice-cold refreshing samples while you take a behind-the-scenes tour of daily operations. A souvenir pint glass and 4-8oz samplings are included in the price. Additional drinks and food are available for purchase. We will have a break for lunch at a nostalgia-based bar with arcade gaming where all games cost just 25 cents. This trip involves extensive walking and standing, along with stairs. Learn to Play Pickleball

Pickleball is a popular paddle sport that can be enjoyed by all! It combines elements of tennis, badminton, and ping-pong. Equipment will be provided. Location: Krape Park Pickleball Courts

Adult Co-Ed Slow-Pitch Softball League

Teams will compete in a 10-week season ending with a double elimination playoff, but only the top 8 teams of each league will qualify for the playoffs. Rosters must consist of at least 7 to 13 players who are 18 years old or older; 10 players are allowed on the field at once. The umpire will be a member of the batting team, and a mat will be used to call balls and strikes.

Aquatic Programs

Swim Lessons - Level 1

Introduction to Water Skills

Participants will learn to enter and exit water safely, float on front and back, submerge underwater, exhale underwater, explore swimming on front and back, follow basic water safety rules, and submerge to pick up objects underwater.

Swim Lessons - Level 2

Fundamental Aquatic Skills

Participants will build on skills learned in Level 1 and learn to tread water, explore swimming on side, perform rhythmic breathing, glide on front and back, rollover front to back, and swim on front and back using combined strokes.

Swim Lessons - Level 3

Stroke Development

Participants will build on skills learned in Level 2 and learn to jump into

deep water, dive from sitting or kneeling position, bob with head fully submerged, perform rotary breathing, survival float, swim front crawl, swim back crawl, perform butterfly kick and body motion, perform HELP and huddle positions, perform reaching assists, and use Check-Call-Care in case of an emergency.

Swim Lessons - Level 4

Stroke Improvement

Participants will build upon skills learned in Level 3 and learn to dive from compact or stride position, swim underwater, perform feet-first surface dive, coordinate butterfly, swim breaststroke, swim elementary backstroke, swim on side using scissors kick, perform open turns on front and back, tread water using sculling arm motions and kick, use safe diving rules, and perform throwing assists.

Swim Lessons - Level 5

Stroke Refinement

Participants will build upon skills learned in Level 4 and further refine the front crawl, back crawl, sidestroke, breaststroke, butterfly, and elementary backstroke. Participants will also learn to shallow dive and begin swimming, tread water with two different kicks, survival swimming, tuck and pike surface dives, front flip turn, backstroke flip turn, and rescue breathing.

Swim Lessons - Level 6

Swimming and Skill Proficiency

Participants will further refine all six strokes to perform them with greater ease, efficiency, power and smoothness over longer distances.

Lifeguard Employment and Training

Freeport Park District is looking for lifeguards to work at the Read Park Family Aquatic Center, May – August. All lifeguards are required to be certified through the American Red Cross. If you are reliable, attentive, and comfortable in the water, we offer opportunities to become a trained and certified lifeguard. Designed for parents and tots ages 4 and under, this class will introduce your child to the pool in an interactive and fun atmosphere. Parent(s) are required to be in water with child at all times.

Private Swim Lessons and Private Diving Lessons

If you are looking for more individualized swim instruction, private swim and diving lessons are available at the Read Park Family Aquatic Center. Swim lessons are available for any level of swimmer ages 3+ and diving lessons are designed for good swimmers who are comfortable in deep water. ½ hour lesson - $25 ½ hour lesson (x4) - $75

Little Fins

This program is designed for the soon-to-be swimmer who is ready to explore the water without a parent, but not ready to participate in Level 1 swim lessons. Classes will be kept to a minimum 1 to 3 instructor/participant ratio.

Lil’ Kickers

Lil’ Kickers is a newly revitalized instructional program. This 4-week session will focus on the basic fundamentals of soccer. Participants will learn dribbling, passing, shooting, defense, sportsmanship, and teamwork. Team shirts included.

Junior Group Golf Lessons

Junior Group Golf Lessons include the basics and fundamentals of the golf swing. Location: Park Hills Golf Course

Private Golf Lessons

All golf lessons are taught by PGA Professional, Jeff Hartman. Call the Pro Shop at 815-235-3611 to set up a lesson time.

Tot Time

Bring your little ones to the park for a fun-filled hour with the Freeport Public Library and Park District. Program includes: crafting, playtime, storytelling, games, and a thrilling group parachute activity to top it all off. Please note each date requires a separate registration.

Youth Pickleball

Youth Tennis Lessons

This class provides a solid foundation to build skills and understand stance. Instruction includes hand-eye-coordination, racket skills, and stroke production with emphasis on ground strokes, serves, returns, and volleys. Court position, scoring, and singles and doubles are also introduced.

Special Recreation

Northlands Association for Special Recreation (NASR) is a cooperative partnership between the Rockford, Freeport and Belvidere Park Districts (referred to as a member district). NASR programs are open to any individual with disability-related needs such as physical, mental and developmental disabilities and persons with mental illness, behavior disorders, and visual and hearing impairments.

Member district residents are invited to participate in specialty/ therapeutic (TR) programs offered through any member district at the resident rate. For participation in Inclusion Services at a member district other than your own member district, you must pay the non-resident rate for that program.

NASR Bowling Tournament

Strike it big at NASR’s 16th Annual Bowling Tournament! Bowlers will compete in 2 games and be placed on lanes based on bowling average and age. If you are not a regular bowler, please indicate skill level when registering and let us know if you will utilize a ramp to bowl. Pizza, awards, door prizes, bowling shoes, and tons of fun are included in the fee. Transportation is NOT provided.

Special Olympics Team Uniforms All Special Olympic athletes must obtain a team uniform as required for each sport. Uniform requirements are included in the program description. Contact the Administration Center in Read Park for order forms or to inquire about uniform purchases. Uniform fees apply and are subject to change.

*PLEASE NOTE: Participation in state tournaments is not guaranteed and is dependent upon staff availability. Additional participation fees up to $50 may apply. All athletes must have a valid Special Olympics Illinois account (or create one) through the Center of Excellence at https://portals.specialolympics. org. Athletes must complete the Health History Form and Athlete Acknowledgement Form, and accounts must be renewed annually to be eligible to participate.

Facilities & Park Rules

Facility Rental/Reservation Policies

A $100 deposit is required for all indoor facility rentals and is due at time of reservation purchase. Your deposit will be forfeited if you do not return the key, if there is any damage, or if excessive cleanup is required.

Reservations can only be made within each calendar year. A $50 surcharge will be added to your rental fee for all reservations outside the current calendar year up to 1 year in advance. An additional fee of $100 will be charged to groups of 150 or more utilizing a Park District facility.

Non-profit organizations planning to conduct fundraisers on Freeport Park District property must apply for a permit at the Administration Center in Read Park. If the organization is not renting a facility or paying a user fee, the organization will pay a flat rate of $50. For further details about these policies, contact the Administration Center in Read Park, (815) 235-6114.

Facility Rental/Cancellation Policies

If your group must cancel a reservation, the following policy is in effect:

Less than 4 weeks notice No refund

4-5 weeks notice 25% refund

6-7 weeks notice 50% refund

8 weeks notice 75% refund

Park Usage Rules

The complete Park District rules, regulation and ordinances, which govern public usage of Park property and facilities, are available at the Administration Center or online at www.freeportparkdistrict.org/ information/additional-informationresources/. Tickets may be issued for violating regulations. Penalties vary. Park fines are determined by violation classifications: (A), (B), (C), and (D). Maximum fine is $500.

• Park Sites shall be open to the public from dawn until dusk, or as posted (Class C).

• Pedestrians and bicyclists always have the right of way over motor vehicles. (B)

• Park patrons may feed the white domesticated ducks in Krape Park. Feeding wild ducks and geese or any other wild animal is prohibited. (D)

• Under no circumstances are temporary signs, balloons or any other items to be pinned, stapled or otherwise attached or placed on any tree, park sign or along the roadway. This action will be considered littering. (C)

• Motor vehicles are restricted to roadways, parking lots or designated parking areas only. Vehicles are not permitted on park walkways or trails at any time. This prohibition includes loading and unloading purposes. (B)

• Fires are only allowed in designated metal fireplaces that are provided by the District. Use of all privately owned grills (gas or charcoal) is not permitted without prior approval from the District. Use of gas grills will require a certificate of insurance from your homeowner insurance carrier naming the Park District as additionally insured. (A)

• Tents, nets or canopy structures are not permitted without prior approval from the Administration Office. (B)

• Picnics and events utilizing third party suppliers (tent rental, caterers, etc.) must be approved by the Park District in advance and may require the purchase of a liability insurance policy naming the Park District as additionally insured for the duration of the event including setup and breakdown dates. The use of all third-party suppliers require at least 30 days advance notice to the event.

• The use of amplified sound (public address systems, radios, boom box, musical instruments) is prohibited unless authorized in writing by the Executive Director. Groups seeking authorization should consider use of the Koenig Amphitheater. (B)

• The use of profane, abusive or loud, boisterous language or conducting oneself in a disorderly manner is prohibited. (A)

• Activities that damage or disturb any natural or man-made feature are prohibited. (A)

• Possession or consumption of alcohol, cannabis, and/or illegal drugs is prohibited. (A)

• The possession or discharge of firearms, fireworks or explosives is prohibited. (A)

• Wading or swimming in all district creeks and ponds is prohibited. (D)

• Minors under 10 years of age shall at all times be under the direct supervision and control of a parent, guardian or responsible adult custodian. The applicant/user is responsible for monitoring the conduct of their guests or invitees. (D)

• All dogs and pets must be on a leash, no longer than 10 feet, at all times. Hitching or tying an animal to a tree, bush or shrub is prohibited. The owner is responsible for the conduct of the animal and shall carry equipment and supplies for removing feces and shall place feces deposited by the dog or pet in an appropriate receptacle Continuously barking dogs and/or animals displaying overly aggressive behavior will not be permitted in any park. (D)

• All waste and trash must be deposited in proper garbage receptacles. (A)
