1. Robert’s Rules of Order—The latest edition is the basis for parliamentary procedures.
2. Bar of the Conference—The bar of this virtual annual conference will be limited to those voting members who have preregistered by April 29, 2024.
3. Agenda—The printed agenda will serve as a guide of conference sittings.
4. Honorary Seats—Honorary seats are granted to the following persons when they are not already voting members of conference: (1) conference ministerial candidates [CMCS], (2) supply ministers (3) lay representatives of conference, (4) organized Free Methodist Fellowships, (5) persons reporting for conference boards or committees, (6) the assistant conference secretaries and the executive director of representatives of any conference or general church [i.e. World Ministries Center, Foundation, Colleges, etc.]
5. Assistant Secretaries—The Secretary is empowered to appoint Assistant Secretaries.
6. Tellers and Ballot Elections—Affirmation votes will happen in three ways: (1) the bishop will call for a show of hands of voting members; (2) voting members will fill out paper ballots; or (3) voting members will receive digital ballots that will be electronically tallied and reported out to the conference (persons unable to access the digital vote may be provided with paper ballots). Persons monitoring the voting results (“tellers”) will not be members of the Annual Conference. No votes shall be counted by persons outside the bar of conference.
7. Communications—All correspondence received by the Conference Secretary of the Annual Conference will be referred to the proper person, board of committee unless it has specific relevance to this Annual Conference Session.
8. Written Reports—The Chairman of each board or standing committee or a person designated by him/her, will prepare a written report, including recommendations, to be a part of the delegates packet (book of reports/Guidebook).
9. Ordering of Committees and Boards—The conference will have the same boards and committees as approved last year.
10. Minutes—The minutes of each sitting, including the last sitting, will be read by a Minutes Reading Committee of three, appointed by the Conference Secretary, for correction and/or approval. There will not be an oral reading.
11. Motions—All motions, resolutions and recommendations shall be submitted in writing (including via the Zoom Q&A function) to the Conference Secretary.
12. MEGA and Nominating Committee Report—The reports of the MEGA and Nominating Committee shall be approved at the appropriate time in the agenda. Positions to be filled by a ballot vote will be handled as specified in item 6 (above). Additional voting will be at the discretion of the Chair.
13. Ex-Officio Membership—The Conference Superintendent shall be ex-officio member of all conference boards and committees. He may appoint someone to represent and/or accompany him at any meeting.
14. Terms of Office—All newly elected board and committee members, team leaders or directors shall take office at the close of the Annual Conference.
15. Business Overlooked—All business overlooked by the Annual Conference session and routine business during the conference year shall be referred to the Executive Committee.
16. Fiscal Year—The fiscal year shall correspond to the calendar year.
17. Adjournment and Next Session—We adjourn to meet at the call of the Chair. The conference Superintendent and the Presiding Bishop will determine the date for the next annual conference.

The Southeast Region Conference (SRC), churches, and leadership will be directed and evaluated based on the following PVMV statements, FM Way and Mission Measures, and the Extreme Ownership Leadership Paradigm.
Purpose - The SRC exists to effectively advance the Kingdom of Jesus Christ through disciples, leaders, churches, and networks. (Matt 24:14; Matt 28:18-20; Mk 16:15-18)
Vision - The SRC vision is to be a Spirit-fueled movement of godly, obedient, and reproducing disciples, leaders, and churches on redemptive mission to every community in the conference and beyond. (Mt 28:19; Is 61:1-4; Jn 20:21; 2Tim 2:2-4 )
Mission - The SRC mission is to L.E.A.D. leaders and churches. (Mk 12:30-31; Eph 4:11-12; Acts 13:1-3)
LOVE one another through connection, conversation, relationships, and service.
EQUIP through resourcing, training, and development opportunities.
ACCOUNTABILITY for a healthy relationship with God, family, self, and work. DEPLOY leaders to communities (faith communities & geographical communities).

La Conferencia de la Región Sudeste (SRC), sus iglesias y su liderazgo serán dirigidos y evaluados con base en las siguientes declaraciones de la PVMV, el Camino FM y las Medidas de Misión, y el Paradigma de Liderazgo de Propietario Extremo.

Conférence de la Région Sud-Est (CRS) PVMV
La Conférence de la Région Sud-Est (CRS), les églises et les dirigeants seront dirigés et évalués selon les déclarations de la CRSV, les mesures de la Voie et de la Mission FM et le paradigme du leadership d'appropriation extrême.
Objectif - La CRS a pour mission de faire progresser efficacement le Royaume de Jésus-Christ par l'intermédiaire de disciples, de dirigeants, d'églises et de réseaux. (Matthieu 24:14 ; Matthieu 28:18-20 ; Marc 16:15-18)

The Ministerial Education, Guidance & Appointments (MEGA) Board’s objectives are to produce clearly defined and regularly refined systems and properly equipped MEG Team members and mentors to facilitate effective leadership development for gift-based service and outcome-based ordination.
Clergy members on the MEGA Board are Regional MEG Team Leaders. Lay members on the MEGA Board come from those nominated to serve as Regional MEG Team Members.
The MEGA Board’s responsibilities include:
1. Oversee the development, operations, and refinement of the MEG System. Oversee, develop, and refine the process of screening, developing, and equipping those sensing a call to ministry leadership (ordained or deacon). (BOD, 5230.E, G)
2. Oversee Regional MEG Teams and Mentors: Develop and oversee the training and resourcing of MEG members and Mentors. Oversee the reporting and record-keeping of the MEG work being done by the MEG Teams. Provide guidance and counsel to those presently serving on the MEG Teams. (BOD 5230.H)
3. Oversee Clergy Care System.
4. Assist Regional MEG Teams in processing especially difficult situations with clergy or aspiring clergy candidates.
5. Provide a report with recommendations to the Bishop/Annual Conference regarding the candidate’s progress, remediation, status, and appointment. (BOD 5230.F)
6. Provide feedback to the denomination on ways to improve our MEG system and operations.
The objective of each Regional MEG Team is to oversee the aspiring ministry leaders in their development progress and process with them their spiritual health, sense of calling, gifting/grace, and leadership vision and practices to confirm they are properly equipped for effective ministry leadership and longevity operating in a network of accountability and encouragement.
Each Regional MEG Team has a clergy Regional MEG Team Leader. This clergy MEG Team Leader has a dual role of being a clergy representative to the MEGA Board. A nomination to serve as Regional MEG Team Leader is a nomination to serve on the MEGA Board.
The MEG Teams’ responsibilities are:
1. Oversee the screening of all new candidates for the ordination process, their developmental journey toward ordination, and the processing of ministry calling and vision beyond ordination. It is vital to watch and mentor for alignment with FMC & SRC PVMVs (BOD 5230.E, G). This requires prayerful discernment, as not every passionate person is called.
2. Provide accountability, guidance/counsel, and encouragement to those presently serving in ordained leadership and those walking through restoration (BOD 5230.H) in alignment with FMC & SRC PVMVs. This requires prayerful discernment, as not every sorry person is repentant.
3. Process Elder transfers through the FMC & SRC PVMVs. This requires discernment that there is a PVMV match with the candidate and that their motive in joining is missionally driven with a contributive, not a consumer, mindset.
4. Process disciplinary situations through the FMC & SRC PVMVs. Processing disciplinary issues will require following proper procedures and consistent, clear, and accurate reporting.
5. Provide a report with recommendations to the MEGA Board regarding each candidate’s processes, remediation, status, and appointment. (BOD 5230.F)
The purpose of the Nominating Committee is to identify candidates with the gifts and alignment with the FMC & SRC PVMV to serve in specific roles of conference leadership, e.g., MEGA Board, Regional MEG Teams, BOA, and General Conference Delegates.
The SRC BOA oversees the property and annual budget of the annual conference. The SRC budget is used to support a conference superintendent, the FMC-USA equal participation plan (EPP), SRC Conference ministries, and, when needed, to assist local congregations with financial and legal issues.
The BOA’s objective is to ensure conference operations that are ethical, effective, and efficient in fulfilling the FMC & SRC PVMVs to the glory of God.
The responsibilities of the BOA are to provide guidance to the Superintendent and Conference for operations that are ethical, effective, and efficient, and in alignment with the fulfillment of the FMC and SRC PVMV and compliance with denominational and government standards and requirements:
1. Accountability for Superintendent and Conference operations to be in alignment with FMC and SRC PVMV, FMC Book of Discipline, and legal and effective practices.
2. Accountability for resources and operations
3. Advice, counsel, expertise, oversight, and service in strategic planning, operations, financial, legal, and property issues, and resource management.
The SLT is composed of the superintendent and all regional superintendents. Regional Superintendents share in superintendent spiritual, administrative, and leadership responsibilities, assisting in the oversight, encouragement, support, and accountability of leaders and churches to the fulfillment of the SRC-FMC PVMV and ethical operations.
The SRC Staff handles the day-to-day operations of the conference in the areas of administration, support, and services to local churches and leadership, and the conference operations are oriented toward fulfilling the SRC-FMC PVMVs.
1. Delegates are elected by the local church at the annual society meeting (in January) and serve for the calendar year (6 months before conference and 6 months after conference).
2. Delegates represent the society (local church) at the annual conference. They serve as members of the conference only when they are seated, and the conference is in session.
3. Delegates serve as a liaison between the local church and the conference.
4. Delegates reflect both the society and their own personal views in their discussions at conference, and act on behalf of the good of the conference.
5. Delegates are expected to report significant actions of the conference to their local church. Reports may be to the congregation, official board, society, etc.
6. The delegate (or at least one of the delegates) serves on the local board of administration and the pastors cabinet of the church.
7. Delegates ensure that pastoral care is provided for the pastor and family by:
a. appropriately welcoming a new pastor and family
b. inquiring as to whether family and ministry needs are being met
c. coordinating expressions of love and appreciation during pastor appreciation month (October), at Christmas time and other occasions
d. consulting with the pastors cabinet and superintendent in recommending a sabbatical leave for study and/ or physical, emotional and spiritual renewal
e. ensuring that the cost of family camp, the annual conference, pastors and spouses retreat, etc. are provided for by the church, if at all possible
f. serving as a loyal friend to the pastor—providing encouragement, prayer and counsel
g. appropriately thanking the pastor when a pastor is transitioning out of the church
8. Delegates serve as spiritual leaders in the church and as a liaison from the pastor to the congregation and the congregation to the pastor, all through the pastors cabinet.
9. Delegates serve as spiritual leaders in the conference by:
a. praying for the conference superintendent and staff
b. completing the Superintendent Nominating Committee Survey, re: conference priorities, leadership selection and superintendent nomination when a superintendent is being nominated
c. encouraging their church to keep current in their conference financial support commitments
d. seeking counsel of the pastors cabinet (after speaking with the pastor and before approaching the superintendent) if there is a perceived need for a pastoral change
10. Delegates take part in the superintendent nomination process by completing the Superintendent’s Nominating Committee Survey regarding conference priorities and identifying potential superintendents.
11. Delegates enjoy the privilege of seeing, first hand, the broader division and ministries of the conference and, in turn, endeavor to share this with the local church.
12. Please submit your delegate credential form in a timely manner (as directed by the conference), or be prepared to fill out a credential form upon arrival at annual conference.
13. As a delegate, you are to participate in the Annual Conference.
14. You are encouraged to attend Regional Training Events with your pastor.
15. If an issue arises that would benefit from additional assistance, you are encouraged to contact your Clergy Coach or Regional Director.

DISCIPOLOGY SYSTEM STEP-BY-STEP

1. All pastors and delegates will be receiving the book Discipology (the black book) at AC26. This book is for leaders, for catalysts of your evangelistic-disciple-making system. This is a manual, a deep dive into discipleship and developing a discipleship system.

2. The Journey To Disciple-Making workbook (the white book) is for everyone, those being trained to make disciples. This book is encouraged and helpful, but not essential.
3. The Discipology Plan on the Through-The-Word Bible App is for everyone and free, and takes everyone through the same preparation/training journey as the white book. It has the same content, though not the same wording. You can access the Discipology Plan in four ways:

1. Have your current Discipleship System (Sunday School or Small Group) pair up in groups of 2 (Luke 10:1) to do the free 28-day Discipology Training on the Through The Word App (#3 above). Each session runs approximately 10-12 minutes in length. The Journey To Disciple-Making workbook (the white book) has the same lessons and can be used independently or with the App.
2. Each team of 2 will identify their one non-Christian to disciple. They will invite him/her to go through the 24-day book of John discussion on the Through The Word App with Peyton Jones. Each session runs approximately 10-12 minutes in length.
3. If the new person commits to follow Jesus as Lord, you will: (A) Plug them into your current discipleship system (Sunday School or Small Group) to learn and grow by learning and applying the teachings of Scripture to their daily lives. (B) Have them find their disciple-making partner to do Discipology steps 1 & 2. This will mobilize your new disciples to participate, not spectate; to contribute, not just consume.
4. If the new person doesn't commit to following Jesus as Lord, you continue to be their friend, praying for them, and inviting them to group discussions, church, Sunday School/small groups, and fellowship with you and other Christians (Love them into the Kingdom). You will also begin to pray about who your next disciple invitee will be.
5. Repeat the process with a new non-Christian.
There will come a point where a Disciple-Maker will have done this enough that they don't need the app, but should have their new disciple work through the process with the app to give them guidance and tools for reference for themselves and to pass on to their disciple.
(A) To mobilize all God’s people as Disciple-makers to fulfill the Great Commission and Great Commandment.
(B) To equip every believer to know how to make a disciple and to train their disciple to do the same.
(C) To integrate each new disciple into the local church discipleship/SG system for spiritual formation and life transformation.
(D) To see the multiplication of disciples, leaders, and churches.
1. The solving of the disciple-making problem creates a new problem, the need for leaders. Each church will need to be working on its system to develop and equip people for leadership.
2. Disciple-making and multiplication are messy. The messy lives of new disciples may bother and offend the sensibilities of some of your church members. This is a sign they also need discipled.
3. Be careful! You may just start a movement!!

Robert “Riley” Higgins
Robert “Riley” Higgins currently serves as Director of Student Ministries at Christ Community Church in Columbus, GA. A Columbus native since 2009, Riley has been a part of CCC since 2010, where his faith, leadership, and calling have been deeply formed within the life of the local church. He holds a master’s degree in leadership from Asbury Theological Seminary and completed his undergraduate studies at Columbus State University. In 2019, following a transformative summer internship at CCC, Riley surrendered to a call to ministry and has since devoted his life to investing in the next generation. With a deep passion for discipleship, Riley is committed to helping students encounter Jesus, grow in their identity in Christ, and actively participate in advancing the Kingdom of God. Riley and his wife, Bekah, are devoted to serving their church, investing in community, and walking alongside the next generation.
I have been an active member of the Free Methodist Church for several years, serving in various capacities that reflect his deep commitment to spiritual growth and community engagement. His journey in ministry began with a personal call to serve, which has since been nurtured through participation in local church leadership, youth mentorship, and mission initiatives. Dieuseul has contributed to conference activities, including workshops, volunteer programs, and collaborative projects that support both congregational development and broader outreach efforts.
Isai Gomez Lopez

My name is Isai Gomez, and I serve the Lord faithfully in Mulberry FL. Having been born into the Gospel, my life has been shaped by a continual commitment to Christ and His Church. From an early age, I developed a heart for worship and the teaching of Scripture, which continues to define my ministry today. I currently serve as Interim Worship Leader, musician, and I oversee Digital Connection and Photography in my local church, seeking to steward both creativity and leadership with excellence and integrity. In 2024, I received clear confirmation of God’s pastoral calling upon my life, affirming a deeper season of preparation and dedication to shepherding His people. My passion is to worship and teach the Word of God with clarity and conviction, equipping believers to grow in faith and maturity. I am a devoted husband and father of two, and I anchor my life in the promise of Book of Isaiah 43:1.
Yudineisi Rodriguez
My name is Yudineisi Rodriguez. I was born in Guantánamo, Cuba, on October 28, 1988. My mother converted to the Lord when I was 5 years old, and from then on, she began to take me with her. From a very early age, the Holy Spirit placed in me a deep conviction of God’s truthfulness, that I belonged to Him and must live for Him. At the age of 11, my mother died, and I moved to Havana. It wasn't until I was 16 that a Christian aunt took me to the Ebenezer Free Methodist Church. I reconciled with the Lord, and in His mercy, He kept my heart all those years. It was then that I was instructed and discipled, strengthening my faith in the Lord, and since then, I have actively served Him. I was baptized on October 9, 2006. In 2012, I began studying at the Higher Institute of Theological Formation of the Dominican Republic, and by the grace of God, we finished in 2016. In November 2012, I married Onell Rodriguez, and in December 2014, we moved to the United States. Today, we have two children and serve at CLS Brandon Church. Blessings!
Marie Saincy
My name is Marie Saincy. I was born in May, 1966 in Port au Prince, Haiti. I have been a member of the Immokalee Haitian Free Methodist Church for 15 years. I gave my live to Jesus since I was 8 years old. My parents were Catholic, but I went to a Methodist Elementary School funded by World Vision Mission in Haiti. There, all the teachers were Christian, and they prayed and preached the Gospel to students everyday before classes started. One day, I heard the voice of God, and I asked the teacher to pray for me. Since that day, God has been everything in my life. By the grace of God, I graduated from high school and went to college which was not common for girls at that time in Haiti. In 1993, I met my husband while I was an employee at a bank in Haiti and we got married one year after, in October 1994. God blessed us with 3 wonderful children, 1 son and 2 daughters. After the earthquake of January 2010, we moved to Florida, and I went back to school and earned a Bachelor’s degree in Criminal Justice. I worked for the Shelter for Abused Women and Children for 4 years as domestic violence advocate. Since 2017, I have been working as an ESL tutor at Immokalee Middle School.

Yamilka Sena has been a Public-School educator for 26 years. In 2020, she answered the call for Pastoral Ministry and entered Asbury Theological Seminary. In 2024 she earned a Master of Arts degree in Ministry. God’s call led her to a career redirection in 2023, and Yamilka left administration and returned to teaching where she now shares the Gospel to high school students through advanced Biblical Studies courses. Yamilka’s passion to disciple the unchurched drives her to lead Bible studies in her home, and various discipleship groups in her community. Yamilka is a mother to Alexa (19) and Amber (18).
My name is Idalia Garcia. In 2003, I settled in Chicago, Illinois, where I completed my studies in 2009. In 2010, I earned my certification as a Certified Nursing Assistant (CNA), a profession I have carried out with love and dedication, serving senior adults and understanding service as part of my calling. In 2013, I gave my life to Jesus Christ as my Lord and Savior, and a year later I was baptized, marking the beginning of a personal relationship with Him and the conviction that my purpose is to worship Him, serve Him, and teach His Word. In September 2023, together with my husband and our two children, we arrived at Cristo La Senda in Brandon, Florida, where God confirmed our pastoral calling. I currently serve as Children’s Ministry Director, while my husband serves in worship, under the spiritual covering of Pastors Sergio & Hicy Peralta.

Will Borin was called to ministry shortly after completing his Bachelor’s in Biology, and started by leading a college campus ministry at Columbus State University in 2012. That same year he married Haley Borin, and they had their daughter Wren in 2016. Will joined his first Free Methodist Church in 2016 at Christ Community Church in Columbus, GA. During the CMC process, Will has been able to serve college students, and as a lead pastor at Hopewell Church in Pine Mountain, GA. Currently, he serves as the associate pastor at Village Church in Phenix City, AL.
Andrew grew up as a member of Christ Community Church in Columbus GA. He is a Takoah Falls graduate. He has served on staff at Village Church, focusing on evangelism and missional engagement, as director of Harvest Ministries, a missional church organization, and is currently in a missional ministry that engages in need-meeting ministries, education, and relational evangelism and discipleship.

Meghan R. Gross
Victor M. Gray

Lifelong resident of Shreveport, Louisiana, he received his Doctorate in Ministry from the United Baptist Theological Seminary in Shreveport Louisiana. Lifelong member of the Morning Star Baptist Church in Shreveport under the leadership of Rev. Dr. Theron Jackson where he served in the Board of Christian Education as well as the Pastor’s Advocacy Board as well. He is currently an instructor at UTBS teaching Apologetics. Has been serving as Intern Pastor of the Central Free Methodist Church in Shreveport as well as Vice President of the One Hundred Me. Of Shreveport inc. A Non-profit mentoring program for under serviced young men. In his own words I am just a nobody trying to tell everybody about somebody that can save anybody.
I am currently finishing up my Master of Divinity at Asbury Theological Seminary, which will be completed in August of this year. My passion is for adult and intercultural ministry, and I am currently discerning best next steps, whether in chaplaincy or pastoral ministry. I currently lead the young adults’ group at Christ Community Church and have loved getting to watch young adults seek God more deeply and find a supportive, welcoming community to edify them as they do so.

Lana Johnson
Lana is a native of North Alabama. Not being exposed to church while growing up, Lana came to know Jesus as her Savior in her early 30’s. From there it only took a couple of years for Lana to recognize her calling into vocational ministry. For the past twenty years Lana has served God and the church primarily in the areas of spiritual formation, discipleship, congregational care and strategic planning. With great joy, along with her husband, Don, and her children, Hope and Daniel, Lana launched a new community church on Ash Wednesday 2026 and looks forward to witnessing God’s movement in this new endeavor.


Jennifer L. Kerouac
Pastor Jen and her husband Scott have called Florida home for over ten years now. The Illinois native felt called to ministry at the age of fourteen. She learned the importance of being a servant while raised in a very mission focused home church in Illinois. However, she was called to go deeper than serving in a lay capacity in 2010. God moved her into the role of Pastor at Shady Hills Mission Chapel when she was appointed on October 31, 2021, after being led there on Christmas day in 2020. Since then, Pastor Jen has collaborated with the amazing servant leaders an incredibly mission minded outreach team and congregation to expand their services to the Community and beyond. The congregation has been a beacon of light to the Shady Hills community and Pasco County under Pastor Jen’s leadership and the talented Shady Hills Mission Chapel’s dedicated volunteer team. Pastor Jen has an AAS in Paralegal/Legal Assistant Studies, served as a Judicial Intern in the 21st Judicial Circuit of Illinois, a BA in Legal Studies, DCF’s Office of Domestic Violence Faith and Community Leaders Designation Training, among many other certifications that are rooted in God’s direction to serve His children.
I received the Lord as my personal savior in 1980 after a touched by the spirit and ask my in-laws my wife parents Rev. Manuel and Joaquina Garcia to open the church that night because I want it to give my life to God. Since that day I am a servant of my savior. I have been married to a woman of God for 47 years. We have 4 children one of them is Pastor Sam Nieves, 8 grandkids and 7 great –grandkids.


Alex Palomaria
Alex Palomaria serves as Congregational Care Pastor at Frazer Free Methodist Church in Montgomery, Alabama, providing spiritual support to hospitals, nursing homes, and homebound members. A veteran of the U.S. Air Force, he retired as a Chaplain after 32 years of service, holding senior leadership roles including Wing Chaplain for a base populace of 5,000+ personnel. He has also served seven civilian churches in roles ranging from Christian Education Minister to Associate Pastor and Senior Pastor.
Alex deployed to the Middle East, providing pastoral care, preaching, and teaching in Iraq, Afghanistan, and Africa, and completed two remote tours in Korea. He served as Deputy Wing Chaplain at Aviano Air Force Base, Italy, preaching monthly in Hungary. He completed 15 months of Clinical Pastoral Education (CPE) and is a certified hospital chaplain.
He holds a BA, MDiv, and DMin, and served as an instructor at the Salvation Army College, training future leaders in Christian service and leadership. Alex’s call to ministry is fueled by a passion for guiding and supporting individuals in their spiritual journey. He brings extensive cross-cultural and leadership experience, having served 16 civilian and military chapels across the United States and abroad.

I was born in São Paulo, Brazil, on January 25. I have been married for 31 years, and I am a mother of two children, Jennifer and Gustavo, who serve the Lord together with me. From an early age, I recognized God’s call to ministry, and for more than 35 years I have dedicated my life to Christian service, pastoral care, and the teaching of God’s Word. Throughout my ministry journey, I have served in various areas, including discipleship, biblical teaching, children’s ministry, family support, and spiritual care in times of pain and vulnerability.
Along this path, I have faced personal and health challenges; however, my health condition has never been an obstacle to serving God. Instead, it has become part of my testimony of God’s faithfulness, grace, and sustaining power. I am currently continuing my formation through chaplaincy training and ongoing theological studies, with a deep desire to serve with sensitivity, excellence, and faithfulness to the Scriptures. I believe ministry is a calling to love, welcome, and walk alongside people, reflecting the character of Christ in every circumstance. My ordination is the public affirmation of a calling I have lived out with commitment, obedience, and complete dependence on God.

Yanelly Rosario
I was born in the Dominican Republic. In 2007, I had a life changing experience that led me to the Lord. After some time during prayer and fasting, I came to the understanding that I needed a more intimate relationship with my Lord and Savior. Led by the Holy Spirit I felt a strong desire to dedicate my life to the Ministry. So I decided to begin my theological studies at the Mizpa Christian University. after a while I began to congregate at Cristo La Senda Church in Brandon FL. Where I had the opportunity to serve as a Deacon and several ministries. While I was serving and growing in my relationship with the Lord it was my prayer that I would meet a man of God in Ministry that eventually would become my husband. The Lord answered my prayer in 2023. Today to His Honor and glory my husband Pastor Jose Elias Rosario and I lead Cristo La Senda Church in Mulberry, FL.

Suzanne has served in various roles in children’s and youth ministries as a volunteer beginning as a Sunday School teacher at the age of 14, and has served on the staff of Christ Community Church as the Director of Children’s Ministries for the past eight years. She holds a B.A. degree in English: Professional Writing and is a graduate of KidMin Academy certification program through KidzMatter. She has been married to her husband, David, for 19 years and they have twin daughters, Delia and Norah, and a nephew, Luke. They all bring a smile to her heart and grey hairs to her head. Josh is an Elder transferring to the SRC from the Ohio Conference. He and his wife, Carissa, have two daughters. Josh works as a trainer at Disney World, Disney University. He and his wife have started an unconventional church expression there, Beyond Pixie Dust, that focuses on relational evangelism, providing a God Conversations skeptics gathering, discipleship, and worship experiences.
Nelson R. Blount

Grew up in Greenville IL. Dad died when I was 8 yo. Mom reared my older sister, and I. God gave me a dream May 1971 that changed the course of my life. A God ordained meeting with a new friend who invited me to audition as drummer for a Christian singing group. Invited Jesus into my heart the night of the audition, October 1971 at the bumper of my car in a parking lot at Greenville College. Traveled in music ministry for Greenville College, 1971-1973 as drummer sharing Jesus AZ-CA to MN-FL. Married Camille Murray March 1973. Our adventure following Jesus together began in St. Petersburg FL (1973-74). Graduate of Greenville College 1975. Graduate of Asbury Theological Seminary and ordained in Wabash Conference (1977). Youth Pastor-Assistant Pastor in Wabash and AZ-CA churches. Became church planter in Canton, OH 1980. Then in 1986 moved to be associate pastor at Clearwater-Largo FMC becoming lead pastor in 1988. Moved to Ohio Conference 1997 spending the last 19+ in Westlake OH (including recovery ministry which actively continues today) before retirement and moving to Florida in August 2020. Launched The Gathering ministry January 3, 2021 at Veterans Funeral Care chapel with two people. With convert growth it grew to 30-40. I began volunteering at St. Petersburg, Cornerstone Community August 2024 as assimilation pastor and became part time staff in January. Today we also continue the Gathering as a Sunday morning worship service on Thursdays at 5 PM at Sunset Palms Clubhouse.
Jamie is an Elder transferring to the SRC from the North Central Conference. She led a Christian publishing company, served as a COO and HR Director, and was recently pastor of Cedar Crest Church. She also has experience in leadership development and training. She and her husband, Shawn, started the ministry Good In The Hood, and together will be focusing their efforts on that ministry from their new home in South Carolina.


Shawn Morrison
Shawn is an Elder transferring to the SRC from the North Central Conference. He is the Executive Director of Good In The Hood, a practical evangelism and mission training ministry started by him and his wife, Jamie. He previously pastored in the Twin Cities. He and Jamie are moving to South Carolina with a passion for the vulnerable and focus to grow Good In The Hood.

We have reviewed the accompanying financial statements of Southeast Region Conference FMC, which comprise the statement of financial position as of December 31, 2025, and the related statements of activities and cash flows for the year then ended, and the related notes to the financial statements. A review includes primarily applying analytical procedures to management's financial data and making inquiries of company management. A review is substantially less in scope than an audit, the objective of which is the expression of an opinion regarding the financial statements as a whole. Accordingly, we do not express such an opinion.
Management is responsible for the preparation and fair presentation of these financial statements in accordance with accounting principles generally accepted in the United States of America; this includes the design, implementation, and maintenance of internal control relevant to the preparation and fair presentation of financial statements that are free from material misstatement whether due to fraud or error
Our responsibility is to conduct the review engagement in accordance with Statements on Standards for Accounting and Review Services promulgated by the Accounting and Review Services Committee of the AICPA. Those standards require us to perform procedures to obtain limited assurance as a basis for reporting whether we are aware of any material modifications that should be made to the financial statements for them to be in accordance with accounting principles generally accepted in the United States of America. We believe that the results of our procedures provide a reasonable basis for our conclusion.
We are required to be independent of Southeast Region Conference FMC and to meet our other ethical responsibilities, in accordance with the relevant ethical requirements related to our review

1. Must live out a growing personal relationship with Jesus Christ and exemplify the P.V.M.V. of the FMC and SRC.
2. Is a member of the SRC Superintendent Leadership Team (SLT) and will follow all SRC policies and procedures.
3. Must have a good attitude and be committed to personal growth/development spiritually and professionally in leadership, job-related skills, and innovation. Also, learn and implement appropriate technologies to maximize effectiveness and efficiency.
4. Must have good communication (verbal and written) skills.
5. Must be an elder in good standing of the FMC.
6. Must have strong organizational leadership skills; maintain a professional demeanor, be engaging, friendly, empathetic, and caring; good social and telephone skills at all times, and maintain strict confidentiality regarding church records, ministry situations, etc.

Must participate in scheduled SLT meetings, meetings with pastors and churches, leadership retreats (late summer & early spring), regional gatherings (Fall & Winter), Annual Conference, and occasional training for the conference and denomination. 1. Work with the superintendent and conference leadership on the continuous development of conference leadership, structure, systems, and operations in alignment with the FMC & SRC PVMVs.

4. Coordinate bi-annual Regional Gatherings with Superintendent and Host Sites.

6. Connect with pastors in the region monthly to walk through church assessments, strategy, and accountability for progress and full participation in the conference.
Assess current reality and strengths using the FMC strategy wheel, FMC mission measures, and the SRC PVMV. Assess current discipleship and leadership development systems and identify anyone who can move up the pipeline.
7. Oversee pastoral care, pastoral appointments, pastoral discipline, multiplication, and church situations in your region, determining what needs Superintendent involvement. This will likely require the development of a District Leaders Team to assist.
8. Identify potential leaders (in and outside FMC) and locations for multiplication.
9. Identify and develop potential future Regional Superintendents.

8. Recommend potential MEG Team members and MEG Team Leader to the SRC Nominating Committee.

A Pastoral Letter from the Board of Bishops
Greetings to our Free Methodist pastors and leaders,

As bishops, one of our responsibilities is to encourage the church toward being a faithful, holy witness of Jesus in our time. In accordance with God’s will, this includes the proclamation of the gospel so that all people might be saved and come to a knowledge of the truth (1 Timothy 2:4). Yet, our witness to the transformative power of the gospel to be God’s holy people is also crucial; we are to be a people who teach and live out the character of God and the kingdom principles found in Scripture. Throughout every age of the church there are powers and principalities at work in opposition to these aspects of our witness, and as a result, people work to manipulate the message of Jesus Christ for other agendas.
Our call to the church is to be discerning, faithful , and engaged. We don’t need to take on the fear, anxiety, and anger that many, even those who claim Christ, have surrendered to in our culture. We must not adopt ideologies of the world or seek ways to control or dominate others. Instead, we can be set apart, wise and courageous because of the truth and hope that is found in Jesus Christ alone.

We need to be discerning about syncretism that presents a renewed threat to the witness of God’s people. All types of syncretism weaken faith, compromise the power and message of the Gospel, and open the door to idolatry. When influential cultural voices blend the gospel with secular ideologies, such as Christian nationalism, conservatism or progressivism, capitalism or socialism, self-actualization, and the like, the church must bring correction to preserve our holiness. Likewise, we must recognize as blasphemy any act that mocks God, declares political agendas to be ordained by God, or claims special status as an agent or equal of God.

We must be faithful as Kingdom people living under the reign of God. The Lord whom we serve has given us authority to act on behalf of the poor and oppressed and we should always “commit ourselves to respect the worth of all persons as created in the image of God” ( Book of Discipline, ¶158). Instead, as followers of Jesus, we are encouraged to live in life-giving holiness which reveals the love of God to our neighbors, the immigrant, the poor and marginalized, and even to our enemies. Jesus modeled this posture and commanded us to seek first the Kingdom of God and His righteousness and trust Him for all else.
As we set ourselves apart in discernment and faithfulness, we should not retreat from our communities or nation but be engaged as salt and


light in a fallen world. As Wesleyans, our devotion to the whole counsel of God's Word means that we must never separate personal and social holiness. Your call to action is twofold: first, listen and obey the Spirit’s direction for how you might live out a faithful witness in service to your own community and to one another in the church, and second, pray persistently with us for the courage and scriptural conviction to speak and live in Kingdom-formed, countercultural ways.

Some have concluded that as spiritual leaders we are inappropriately engaging in political dialogue, yet our concerns are for and directed to the church . As those who are in the world but not of the world, we must engage with both the people and the systems of the world around us. Regarding the Christian and the State, our Book of Discipline affirms this active posture:
As Christians we pray for “all who are in high positions” (1Timothy 2:1-2) and live in submission “for the Lord’s sake to every human authority” (1 Peter 2:13). We pursue faithfulness to Jesus Christ in all things, work for the common good of all, and actively seek to influence social, cultural, and political systems toward the example and teachings of Jesus Christ (Matthew 5:13-16). We oppose all that degrades, demeans, and dehumanizes human persons and the dignity and value with which God invests them (Romans 13:7; 1 Corinthians 13) ¶3331A

Members of the Free Methodist Church commit to “give our loyalty to Christ and the church, refraining from any alliance which compromises our Christian commitment” ¶157, and resist subjugating the Bible’s timeless truth to cultural norms or social trends. The humanistic, political, sexual, and economic ideologies of today are not places where the people of God place allegiance or put our trust. “But blessed is the one who trusts in the Lord, whose confidence is in Him” (Jeremiah 17:7).
We have been commanded to be witnesses for Christ in all the earth and, thankfully, empowered by God’s Spirit (see Acts 1:8) to faithfully proclaim and demonstrate the truth of the gospel together as His holy people. May it be so.

FMC in Europe equips national leaders to make and multiply disciples, as we engage with the Gospel of transformation and establish multiplying, transformational churches. We are part of God’s movement to bring awakening and revitalization to all communities in Europe and populate them with spiritually maturing disciples.
Susy and I have the privilege of leading and serving a team of missionaries and national leaders in 16 countries. They are planting churches, training leaders, and serving through various types of ministries.
As we serve in our communities, i t i s there that our mission begins. We step into conversations. We open our homes. We share meals, stories, and lives. We bring the message of Jesus out of the stone walls and into everyday life because the gospel isn’t meant to be confined to monuments. It’s meant to be lived, seen, and experienced.
Our mission remains clear. For the past twenty years, we have been partnering with you. In that time, we’ve celebrated victories, walked through challenges, and seen God’s faithfulness again and again.
We’ve watched new churc hes take root where there were none. We’ve seen leaders rise up to shepherd their communities. We’ve prayed with people whose lives have been forever changed by meeting Jesus for the first time.
Friends, our mission continues…we’re still here, praying, working, believing because we know the gospel can transform Europe, one life, one family, one city at a time.
I believe our next stage in ministry will be one of strong partnerships. Partnering will be vital to advance the kingdom.
