Oldham County is one of the best places to be Thank you for opening this publication and welcome to Oldham County! There’s a smile on our faces and our hands are extended. Our doors are always open to business opportunity, educational success and an enjoyable lifestyle. Our County is named after Colonel William Oldham, a Revolutionary War soldier and early settler in Kentucky. You will find a statue of Colonel Oldham and more about his history in LaGrange on the plaza in front of the construction fence around the county courthouse. The courthouse is undergoing a renovation and new building project which is scheduled to be completed by the end of 2023. Even though the last census put our population at more than 67,000, in Oldham County it is easy to become more than ‘a face in the crowd’. We extend a warm welcome to new residents and invite active participation in the many community options available - civic, religious, recreational, educational and business. Find new friends in sports, worship, clubs, volunteer service and other activities. Spending time in Oldham County, you will quickly discover why Oldham County is recognized for its supportive family environment, top-ranked school system and skilled workforce. More than half of the residents of Oldham County have a highereducation degree. We are proud of our well-planned and beautiful neighborhoods and clean and safe environment. For many years, Oldham County has been ranked by the University of Wisconsin and the Robert Wood Johnson Foundation as the healthiest county in Kentucky. We appreciate this honor and intend to continue raising the health environment for everyone. Oldham County is served by 4 Oldham County Guide 2022

Judge Executive of Oldham County

two full-service hospitals, Baptist Healthcare in LaGrange and Norton Brownsboro off Highway 22, just over the Jefferson County line. My responsibility as JudgeExecutive is to manage county government on a day-to-day basis, similar to a county executive in other counties. Overall county government and the services it provides fall under the authority of the Fiscal Court, a body of eight elected ‘magistrates’ and the county judge-executive. Public safety is county government’s number one responsibility and we are pleased to be able to say Oldham County is a safe community. Four police agencies within the county protect and serve – Oldham County Police, the Oldham County Sheriff’s Department, LaGrange Police and Pewee Valley Police. Both Oldham County and LaGrange officers are equipped by body cameras for public and offer safety. Each agency also provides school resource officers in its jurisdiction for each elementary, middle and high school. Resource officers are focused on security, but also have been assigned to handle specific administrative matters and interact with children and families in circumstances that may be linked to negative behaviors and juvenile justice issues.

The county is also served by six fire departments and an emergency ambulance service (EMS), operated as a partnership by county government and Baptist Healthcare. Since future keeps coming and tomorrow is only a day away, Oldham County is forwardlooking. We have multiple public and private projects in various phases, including: • extension of high-speed broadband to all unserved and underserved, as well as improved service for existing customers. • construction of a new 55,000 sq ft courthouse in LaGrange, expected to be completed in the fall of 2023. • new roads in our county business park, Oldham Reserve. • construction of a new exit on I-71 (Exit 20) in 2022, opposite the Oldham Reserve business park. • widening of I-71 through the county, from Jefferson to Henry County. • new addition to the county library system at Goshen/ Prospect. • construction of Springs Park in Downtown LaGrange and further development of two county park, Schamback Park along the Ohio River at Westport and Maples Park in Crestwood. • remodeling for community events of the interior of the historic Methodist Church Building in Downtown LaGrange. • expansion of the John W. Black Community Center in Buckner. • a new senior living and long-term care facility in LaGrange. As you go through other pages in this publication, you will find information about our community leaders, cities, Chamber of Commerce, churches, tourism, and business services. I hope you will find Oldham County as enjoyable as we do. Welcome to Oldham County!

City of La Grange is “My Kind of Place” “There is hope in the world after all!” This is what we might exclaim when a genuine act of kindness renews our hope in the world becoming a better place. If you have lived in Oldham County for very long, you know that our community is blessed with a lot of kind people. Some of them never get publicly recognized, but their kindness brings hope to many. Raegan and Rylyn Richins decided to create and sell “Be Kind” signs and donate the proceeds to local nonprofit organizations. Their kindness got the attention of the nation and resulted in La Grange being defined as a place where kindness is valued, encouraged, and celebrated. La Grange is now called, “The Kindness Capital of Kentucky!” While that may be a high standard to live up to, there will be no doubt over the coming months that our community is actively looking for ways to encourage and reward acts of kindness. Our hope is that news of our kindness will spread to the world and bring hope to all. Hello! My name is Teresa Boling. I am the new Executive Director for the La Grange Main Street Program

Oldham County Judge-Executive David Voegele

An Overview of Fiscal Court: Management of the County Government In Kentucky, fiscal court is the name given to each county’s legislative and governing body. A fiscal court operates similar to a county commission or board of supervisors in other states. It is a policy-making body, regulatory agency and service provider. Oldham County’s Fiscal Court is made up of the judge-executive and eight part-time ‘magistrates’, all of whom is elected to four year terms in office. The judge-executive is full-time. The judge-executive, or “County Judge”, as the position is known, is the chief administrative officer of county government. This person is also the county’s number one advocate in both the public and private sector and top public relations representative. The County Judge is involved in almost every aspect of the life-blood of the community, overseeing public services, promoting economic development, serving on many boards and commissions, appointing others to oversee public agencies and providing assistance and support for non-profit groups in the community. The County Judge does not conduct trials or act as judge in the judicial sense of judge and jury, but does preside at the bi-monthly meetings of Oldham County Fiscal Court. Among the responsibilities of the County Judge in connection with the fiscal court are the preparation and execution of the annual county budget, overseeing county finances, supervising police, road, maintenance, planning and development, building inspections, county engineering services, recycling, environmental programs

A Little Crestwood History

Once a densely forested area of hardwood trees, the only form of transportation to “Beard’s Station” was by stagecoach. That was until resident Joseph Beard donated land to the Louisville & Frankfort Railroad. In 1851, the railroad tracks through Beard’s Station were completed. Joseph then added the area’s first post office in 1857 on two acres of land he had kept for himself. Peppered with new log cabins, Beard’s Station became “the place” for Louisville folk to vacation, camp, and get away from the hustle and bustle of the city. The town and post office were renamed Crestwood in 1909, the name chosen for the town’s location on a small crest and its abundance of hardwood trees. Crestwood became incorporated in 1970, followed by the extension of Louisville Water Company lines into the area.

Meeting Time and Place: Meeting time and place: Fourth Tuesday of the month, 7:30 p.m., New Goshen Presbyterian Church.

Brief Historical Background: In the late 1970s, the residents of what is now known as the City of River Bluff formed a homeowners association to take control of the maintenance and repair of the roads. The association took on the responsibilities of arranging garbage pickup and worked with other ideas to improve life in our subdivision, with funding from the residents. The association existed for several years, until it was decided that the duties it

Councilor Charles Gilson

undertook could be more effectively performed by a formal city government. Additionally, by forming a city funding could be obtained through state assistance and property tax revenue. This would allow residents a tax deduction for these payments, which was not available for payment of homeowners association dues. Accordingly, in August of 1980, the Mayor-Commissioner form of government was adopted for the City of River Bluff. A MayorCommission form of government is made up of a Mayor and four members of the commission. Neale Parsons accepted the nomination and was unanimously elected first Mayor of the City of River Bluff along with the first Commission consisting of Jim McNeil, Phil McClanahan and Charles Barnes. The Mayor Commission Board, although elected officials, have always served as uncompensated volunteers. By October 15, 1980, all sections of River Bluff had been officially annexed into the City of River Bluff. The original Home-owner’s Association was officially disbanded on May 10, 1981. Over the years, the City Commission has negotiated garbage pickup, installed lighting, signage, improved drainage, acquired cable television, installed gas lines, and made many other improvements. The original intent was never to govern by passing laws and restrictions, but rather maintain a quality standard of living by acting as good

The Dinner Table Project was created by Four Rivers Behavioral Health Regional Prevention Center in 2015 with the basic idea that families that eat together, have better relationships. If children have better relationships with their parents and siblings, they are less likely to try drugs and alcohol. Then we found out that the children of families that share meals together also have better academic performance, higher self-esteem, a greater sense of resilience, lower risk of teen pregnancy, lower risk of depression, lower rates of obesity, and a lower likelihood of developing an eating disorder! Through the years, The Dinner Table Project has changed but the core has stayed the same. We encourage families to eat together at least once a week with no electronics! ranked #10 in Louisville area by US News & World Report Graduation rate of 96.9%, compared to 90.2% average for Kentucky ACT scores remain among the highest in Kentucky Dual credit enrollment of 2,432 with 93% of students receiving a qualifying score

These exceptional scores and recognitions would not be possible without the vision and hard work of every individual working within the school system and through parent/ community partnerships. From the outstanding leadership provided by our locally elected school board to the high expectations set by our parents and community members, Oldham County Schools continually strives for excellence. We are a continuous improvement district and

are focused on ensuring the highest levels of learning for each of our students. OCS strives to prepare our students academically, physically, and emotionally for the future. We are fortunate to have highly skilled teachers providing top notch instruction in the classroom, as well as strong leadership from the administrative staff at the school and district levels. We continue to see significant increases in the number of students enrolling in Career Pathways. Each school in the district has a Gifted and Talented Educational Services (GATES) Coordinator who facilitates service delivery for identified students. The

district also has two resource teachers who provide consultation and collaborative services to teachers and GATES Coordinators. We also recognize the importance of having a superb support staff in place, including those working in transportation, maintenance, food service, finance, technology, personnel and health. In addition to academics, our district is proud to put the health and safety of our students at the forefront. Each school has a full-time registered nurse. This allows us to provide the best environment for our medically fragile students, provide quick relief to those who may get sick at school, and it gives us the opportunity to implement health and wellness education in the classrooms. We recognize the importance of students’ mental health, with a vast team of counselors, psychologists and mental health consultants on hand to help students and families handle the emotions and challenges facing our students. For increased security, Oldham County Schools utilizes ten full-time School Resource Officers. These uniformed officers are trained in schoolbased law enforcement, threat assessment and response, youth drug use and abuse, social media and cyber security, and mentoring. In addition, they complete regular checks of campus security and are ready to respond to emergency situations at their assigned schools. As the proliferation of computing in our daily life

continues, technology must also play an increasing role in the support of teaching and learning. The resources and technologies that are available continue to grow in features and effectiveness as learning tools. The district technology staff fully supports the integration of technology into curriculum and instruction and is committed to providing guidance and support to ensure the success of these school-based efforts. Our Vision All Oldham County students, supported by family, community and schools, participate in relevant engaging, quality learning tasks, in safe, well-designed schools and guided by highly skilled teachers and visionary leaders. “ONCE YOU REALIZE THAT YOU MAY NOT HAVE THAT ‘LATER,’ YOU START TO APPRECIATE IT A LOT MORE.” — Brittany Caskey, Heart Care Success Story

Brittany Caskey lived by the motto “go hard or go home” until one evening when she struggled to get through the warmup before her workout. The 36-year-old wife, mom and executive was experiencing the classic symptoms of a heart condition in women, despite having none of the classic risk factors. When she arrived at Baptist Health La Grange’s Emergency Department, specialists discovered a blocked artery, and she had a heart procedure the next day. After cardiac rehab and therapy to manage the psychological effects of heart disease, Brittany has a new outlook on life, “I find myself sitting down and listening to my son tell a story. Before then, I found myself saying ‘Tell me later.’” Learn more about our advanced Heart Care services at BaptistHealth.com/HeartCare.
