Welcome to White Hall: A Quality of Life Community
Just a short drive south on Interstate 530 from the busy streets of Little Rock, Arkansas is the city of White Hall, a modernized community with a small town atmosphere that continues to gain notoriety for its clean streets, low crime rate, first-rate educational system and well-accomplished professional police and fire departments. It is not hard to understand why the city continues to move forward in a constant state of growth since its incorporation in 1964. The current population of White Hall is 5,526. White Hall also offers several opportunities for those who enjoy shopping and dining as well as numerous clubs, organizations, activities, and modern top-rated lodging facilities. For the youth, there are numerous active clubs and organizations to join, including the Boy Scouts, several church organizations, and an array of athletic activities from the White Hall Softball and Little Leagues which have produced champions. The James “Jitters” Morgan White Hall Community Center is located at 9801 Dollarway Road. It features a full-size gymnasium/basketball court and indoor elevated walking track with TV’s, various fitness zones and game equipment. The center is available for meetings, weddings, receptions, banquets, and other special events. A concession area and a full-size kitchen is just one of the many features available at the center. Crenshaw Springs Water Park is also located on the property next to the center. The park features fast water slides, a rock-climbing wall and kid’s splash zone. White Hall City Park, located at 101 Parkway, across from White Hall City Hall, is also a favorite among the locals. The 36 acre tract of land includes seven baseball and softball fields, two tennis courts, newly widened and resurfaced walking trails, restrooms, several covered picnic pavilions, a covered amphitheater, a skate park and lots of playground equipment, including a furnished fenced-in play area designed for the younger families. Lots of special events are held at the park including Founders Day, Kid’s Fest, and the White Hall Chamber of Commerce Easter Egg Hunt. Each Christmas, the park is illuminated with beautiful Christmas displays including an incredibly special one consisting of three-foot trees lining the pathway just past the main entrance, each topped with a special personalized commemorative star. White Hall has been recognized in several areas: • Ranked 7th best city in Arkansas to raise a family by Homesnacks.net. • A Safe Choice Security study lists White Hall ranking 4th in the state in the top 10 safest places to live in Arkansas. • According to SafeWise.com, White Hall was voted as one of the top safest cities in Arkansas, coming in at number 11. • Cities of Distinction Award in the category of Tourism Development in the population category of 5,000-20,000.

The White Hall Police Department was officially established in 1983. White Hall native Perry Holland was appointed as chief of police, operating out of a single room located in City Hall. Holland passed away on June 15, 2019. Richard Wingard, the department’s sixth Chief of Police, retired in 2019 following an eight year tenure as chief. Current chief Greg Shapiro is a former captain of the Pine Bluff Police Department. Shapiro has lived in White Hall for 16 years. He is a graduate of Pine Bluff High School and attended the University of Arkansas at Little Rock. He later majored in criminal justice, and it was after an internship at the Little Rock Police Department that he knew he wanted to become a police officer. The department works tirelessly to train for numerous scenarios in an effort to stay up to date and finely tuned so residents can sleep easy at night as officers work to keep White Hall one of the most peaceful cities in the state. When school is in session the department places Student Resource Officers at each of the schools in an

Current Chief Sandy Castleberry has served as the department chief for 14 years. The fire department maintains a Class 5 ISO Fire Rating which lowers the residents' homeowner insurance premiums. They provide free fire safety inspections for home owners, as well as assist with the installation and testing of smoke detectors in the homes of those in need. for those scholarships. In 2004, then-Chief Foster brought up the idea of a charity ball. Starting in 2016, scholarships were given for individuals who wanted to further his or her education in the law enforcement field. The association can give back to the kids in the community. The association buys turkeys at Thanksgiving and assists with the Angel Tree project in schools to help families. Chamber of Commerce is heart of community By: Teresa Bennett
The White Hall Chamber of Commerce has been working to promote business growth and bring positive light to the community for 36 years. However for three years prior, the group made up of local business leaders titled it as the White Hall Merchant's Association. During one of the early meetings, members decided to host a weenie roast for the city's 20th Birthday. This event would soon become an annual event that brings businesses and members of the community together in a major and memorable way, drawing thousands to the park to be a part of the celebrations. Today, the chamber remains very involved in the community, supporting numerous annual events including the Community Service Awards Banquet to honor those who have went above and beyond in the community; the Easter Egg Hunt in White Hall City Park which boasts 8,000
eggs, a dozen bicycle prizes, and the Easter Bunny; Community Service Awards Banquet, White Hall Founders Day Golf Tournament, Trade Day city-wide yard sale, White Hall Founders Day Parade and Celebration in the Park, 5k Walk/ Run, White Hall Community Christmas, Memorial Stars in the Park and White Hall High School Scholarships. Also, the Chamber sponsors the Kids Fest Child Abuse Awareness event and Fourth of July Fireworks Display. The citizens are blessed to have leaders, business owners, educators and citizens that work together create economic success and happiness within our community. The Chamber's goal is to work toward improving quality of life for all through the support and commitment of its members, volunteers and committees. Relyance Bank’s New Headquarters Signals Continued Growth for Community PINE BLUFF - Relyance Bank, headquartered in Pine Bluff, Ark., announced the construction of a 37,000 square foot facility to house management and consolidate various departments at a new site. The location of the new building site resides on Highway 270, just west of I-530 in White Hall. The new facility will provide increased functionality, efficiency and accommodate future growth for Relyance Bank. According to Chuck Morgan, Chairman and CEO, “Pine Bluff National Bank (now known as Relyance Bank), opened its doors in 1965, with its main office located at 912 Cherry Street. From this original location, we have increased the size of our facility with multiple building projects over the past 30 years. Our bank has grown to a point in which we are now approaching $1 billion in assets, we now employ 200 associates, plus we have grown in the number of services that we provide. All this is to say, that we have outgrown our present facility.” The bank recently retained an independent site evaluation team to explore all options for expansion. A thorough site evaluation and selection process was conducted that independently evaluated five different locations for visibility, ease of access, site development opportunities, site development costs, traffic count, marketability and adjacent site development. The conclusions of the evaluation led to the choice of this site. “Although we will be moving from our present downtown location, we remain fully committed to this community in which we have deep roots,” Morgan said. “We will continue to strongly serve our community. We will continue to support growth initiatives,
such as Go Forward Pine Bluff, as well as continue our substantial support for charitable organizations and economic development. Passionate for the beat to continue Passion is an understatement when it comes to this dynamic duo - Kyle Plunkett and Miranda McHan. Due to their love for the art of dance, the two started MK Studios in Watson Chapel a mere seven years ago. This vision started with just one studio suite and 44 students. It has since grown into an upwards of 160 students and 6200 sq ft of dance and tumbling space known as Powerhouse Dance & Tumbling. The newly branded Powerhouse Dance and Tumbling powered by M.K Studios, recently moved to the new, completely renovated, location in White Hall to accommodate their growing list of students. With a much larger location, both dance and tumbling can be offered all under the same roof. “The way we view it is we, (our entire staff - not just Miranda and I) are a team. You know the saying it takes a village - is so true. It is not just the two of us running the show anymore. We have a staff that is so well versed and well trained, we feel we have the best, no matter what style of training you are looking for. In the beginning, it started out being Miranda (the M) and Kyle (the K), just the two of us teaching every class. In the last 7 years, we have grown the studio to be so much more team centered where all our staff are being utilized in the areas that they

In a ceremony, Tuesday, July 28, Col. Patrick S. Daulton assumed command of Pine Bluff Arsenal. The ceremony was broadcast live via Facebook, so adherence to pandemic social distancing measures could be observed. Col. Gavin J. Gardner, Commander of U.S. Army Joint Munitions Command, served as the presiding officer. JMC Command Sgt. Maj. Brian Morrison led the ceremony as PBA’s colors were moved from Roch Byrne, PBA Dep-

uty to the Command, to Gardner, then to Daulton as he took command. “Good morning. I want to thank everyone for being here – those physically and attending virtually. You honor us with you presence,” said Gardner. “I couldn’t think of a better place to be than Pine Bluff Arsenal and to thank the Workforce for their dedication to the mission here the past five months, as we have gone through the COVID-19 pandemic.” Giving a personal welcome to Byrne’s family – his wife, Dianna, and

Beadle serves White Hall in many ways

A man of many hats, Bill Beadle serves White Hall in numerous ways. Bill Beadle, everyone knows him or at the least knows the name. Beadle moved to White Hall in 1969 as he was starting his freshman year in high school. He married his high school sweetheart, Paula McCullough, in 1973 and has been married 47 years. They have two daughters, Melanie Waller and Holly Trucks. According to Beadle, they have six fantastic grandchildren, Matthew, Rebecca, Madison, Roston, Anthony and Jacob. Beadle shared that he loves White Hall because of the people and the small-town atmosphere. “I know most of the people,” said Beadle, “or at least the ones that have been here for a while.” Beadle’s start as an emergency responder was quite interesting and an “aha” moment in his life. In 1992 he came upon an accident and he was not sure what to do, it was then he decided it was time to learn. He sold an old vehicle he owned to pay for the tuition and enrolled in EMT school at what is now SEARK College. Beadle met Ron Lusby, owner of Ron Lusby's Emergency Ambulance

Services, in 1973 and Lusby encouraged Beadle to become an EMT. Graduating in 1993, Beadle went to work for Lusby. Shortly after that, he became a Nationally Registered EMT and did a lot of part time shift work on the ambulances for several years. For about 23 years he worked for free, just because he enjoyed helping others. When he first started working for the ambulance service, Lusby asked him if he would learn how to letter the ambulances and Beadle has been lettering them ever since. Beadle and his wife Paula started their own company, Autographics by Beadle, which has become a full-time business, “but that is a whole different story,” Beadle said. At the present time, his main position is rescue for the entire county and
he is the first to respond for White Hall and the areas north, Hwy 365, and west, Hwy 270, of White Hall. In 2001, Kenneth Starnes bought the ambulance service
from Lusby and it is now called EASI, Emergency Ambulance Service, Inc. A few years ago, about the time Beadle retired from the Pine Bluff Arsenal, EASI decided they wanted to put him on the payroll. They furnished him with a truck, which has the Jaws of Life, an AED and other lifesaving equipment. “One of the things that always surprises me is when someone comes up to me and says I saved their life or cut them out of a vehicle so many years ago,” Beadle stated. “And a lot of the times I can recall where it was

and what happened, and they tell me they just wanted to say ‘thanks’ again. That always make us feel good.” Most of his children and grandchildren have been in on the action. Many have responded with him over the years which has given them a firsthand experience of true emergencies and have even been able to help Beadle do rescue calls such as cutting people out of vehicles. They have helped keep children calm at some of the accident scenes while Beadle worked with their parents, a true blessing, according to Beadle. “I really enjoy helping others. God gave me the talents to use for his glory and that is what I try to do. I try to put myself in the patients’ position and think about what they need now in the moment. I try to keep up with my patients by checking back to see how they are and tell them ‘don't hesitate, call me if you need anything,’” he said. In addition to serving as a first responder, Beadle has also been involved in the White Hall Volunteer Fire Department since1981. “In 1981 there was a large woods fire where Taylor Elementary School is, and I helped put it out,” he explained. “Later that day Rickey Doucey ask me to join the fire de-
partment and I really was not interested but I did anyway. “I told Rickey I probably would not be a member for long, and 26 years later I retired as a Captain. In 2009 Mayor Jitters Morgan asked if I would be Fire Marshal for the city to which I agreed and I have been the Fire Marshal since,” Beadle stated. In 2019 Beadle started working in the Jefferson County Coroners office with Chad Kelley. “I talked with Chad Kelley and started working for the Coroners Office as a Deputy Coroner,” he said. “In my opinion our Coroners do not get paid enough for all they have to do and so I told Chad I would like to do it as a volunteer to help them.” When not volunteering to work for the coroner, the fire department or the ambulance service, Beadle spent the past 19 years answering another especially important calling, chauffeuring Santa around White Hall area during the Christmas holiday. “I love the sparkle and contagious smiles of the children when they see Santa,” he elaborated. “It is magical.” Beadle said that some changes will be coming this year with new lights and new music. Beadle enjoys helping others in many areas and
has received numerous outstanding awards for his volunteerism including Fireman of the Year in 1997 and 2012, Jack Moody Volunteer of the Year for 2007, EASI First Responder of the Year in 2008 and the EMS Star of Life from the Arkansas Ambulance Association 2008 and the Jitters Morgan Small Business of the Year, Bill & Paula, in 2012. Beadle is thankful for the support his wife has always given him. “I have to give a lot of credit to my wife because without her I could have never done all the things that I have done,” he said. “She has supported me in everything I do.

When the phone rings for a rescue call at 2 in the morning, she is awake and usually is still awake when I get back home. She worries about me when I go on calls because there have been so many responders killed while working accidents because of drivers not paying attention.” Beadle retired from the Arsenal as a Project Manager for the LayAway program in 2017 after 36 years working for the Engineering and Technology Directorate. He enjoys spending more time with his family and becoming even more involved in the community that he so loves, White Hall.

Something for everyone at Hartz Honey Hole Michael and Janet Hartz have a knack for finding unique items. They didn’t necessarily have enough room for all their treasures, so they decided to set up a booth at a local antique shop. After expanding their booth several times, they realized they wanted their own space. The first Hartz Honey Hole opened in 2013 in a 1200-square-foot rental house in White Hall, Arkansas. The Hartz covered the exterior with leftover paint from the previous homeowners (ironically, the color was
“Beeswax Yellow”), and hired their first employee, or Honey Bee, Melissa. After a year, they outgrew their space and started planning a new build, something with Southern charm. Janet’s dad, Joe, loved watching old war movies and was inspired by a clip from a storefront called the Long Branch Saloon. He snapped a picture and sent it to Janet, and they knew the “old town” look was perfect for their new space. With help and guidance from a friend who was an architect, they drew

up plans and got to work. Unfortunately, Joe passed away a few months before the new build was complete. The Hartzes celebrated the grand reopening of Hartz Honey Hole and Joe’s birthday, September 17th, 2015 in the shop walk, Dogwood Village. With beautiful handpicked antiques, jewelry, funky threads,
home goods, and gourmet goodies, there is something that is sure to delight everyone at the Honey Hole. A historical attraction in White Hall
Over 700 people visit the White Hall Museum throughout the year. A railroad caboose, a gift from the Cotton Belt Railroad, is located in the mini-park at the east end of the property. Directly in front of the caboose is a section of the original Dollarway Road. The Veterans' memorial is also located on the museum grounds. The beautiful gray and black granite structure was funded by private donations and is engraved with approximately 700 names of veterans. The monument was officially dedicated on Veterans Day, Nov. 11, 2001. Each year, a special program is observed at the monument on Memorial Day and Veterans Day. The current director is Brenda Doucey. Doucey became director in January 2015. The two previous directors were Janice Grider and Mary Lou Maulden. The first board for the museum was formed on May 14, 1990 with Grider as the coordinator/ director, with Jean Boast serving as president. Members of the first board were Nadyne Aikman, Bea Ashcraft, Clara Burton and Doucey. The museum is open from noon to 3 p.m. Thurs. - Sat. About twice a month the museum receives donated and loaned items. Items are always welcome to add to the museum. There is an urgent need to obtain historical photographs that can be scanned and become a part of the collections. Also there are currently photographs and newspaper clippings that need to have names, locations, dates, etc. identified to maintain historical significance.

STATE OF THE CITY ADDRESS • 2020 It is my honor and privilege to come before you tonight to share with this council and the citizens of White Hall a report on the State of the City. Tonight, I am pleased to report that our city is strong and we continue to enjoy residential and commercial growth in our city. The White Hall Public Works Department has been busy through the year with construction, growth and general maintenance. The Public Works crew replaced a large drainage culvert under Terry Pond Cove as well as making asphalt and curb & gutter repairs on Terry Pond Cove. The crew repaired and overlayed 400 feet of Homestead Street and 400 feet of Bridges Street. The crew picked up approximately 300 yards of leaves from our residents for our compost/recycling program. We loaded and distributed 60 yards of compost. We continued mowing and maintaining our city streets in an effort to help keep our city clean! Keeping our parks, city buildings and city property clean and well maintained is a priority. The public works crew does an excellent job and handles any task that I give them! It is amazing how the little things can affect the City’s overall image. The White Hall Volunteer Fire Department has provided another exceptional year of service to our community. The department is composed of two stations with eighteen (18) firefighters and eight (8) fire apparatus. One hundred twenty one (121) calls for service within the city limits of White Hall were responded to along with seven (7) mutual aid calls outside the city. Over the past few years, the department has had many improvements and advancements to ensure the best possible service to the community. We remodeled Fire Station #1 with living quarters to enable a faster response to calls. We have ordered a new Pierce Fire Truck that will be ready in 18 months. We purchased a newer ladder truck to replace the older unit. These upgrades were made in order to help keep our ISO Rating at a Class 3. The department has continued to demonstrate the best that White Hall has to offer and named Jimmy Lunsford as the “Volunteer Fireman of the Year”. This year has proven to be both active and rewarding for the White Hall Police Department. Police Chief Wingard retired and we hired a new Chief of Police Greg Shapiro. Currently, the department consists of sixteen (16) full-time officers, with four (4) of those officers being school resource officers, two (2) administrative assistants, and nine (9) Auxiliary Officers. Their dedication and hard work continues to control and prevent crime in our city. In 2019, the department took Five Hundred Seventy Nine (579) Police Reports, worked Ninety Eight (98) Traffic Accidents, Sixty Five (65) Felony Arrests, Two Hundred Ninety One (291) Misdemeanor Arrests, Six (6) DWI’s and One Hundred Fourteen (114) Warrants were served. The School Resource Officers have taught Drug, Alcohol, and Tobacco Programs in the White Hall School District. The part-time II officers volunteered an estimated Fifteen Hundred (1,500) hours. They worked school activities, baseball and softball events, Founder’s Day, and White Hall City Park activities. Thanks to the local businesses and attendees for their support, the 16th Annual Charity Ball was a great success. The proceeds are disbursed throughout the year to various local charitable and community programs, such as scholarships to graduating seniors. Finally, the administration continues to recognize excellence within the department as Auxiliary Officer Joe White was named “Volunteer Officer of the Year”. The James “Jitters” Morgan Community Center has had a busy five years. The center has regularly been utilized for special events such as weddings, banquets, etc. and many people enjoy the indoor walking track and the basketball courts. Crenshaw Springs Water Park had a great sixth season. Approximately 21,000 visitors visited the water park last summer! The park provided approximately 50 jobs to local young people and had a positive impact on our local economy. The White Hall Museum is open and busy with school groups touring and learning about our history. Preserving our city’s history is very important. I want to thank the White Hall Chamber of Commerce, volunteers and our sponsors for all of their hard work and support in making Founder’s Day and all of the events throughout the year possible. The city website www.whitehallar.org is a great information resource for our citizens. You can also follow us on Facebook and Twitter. The City of White Hall continues to rank in the top ten best places to live, to raise a family and one of Arkansas’s safest cities to live. As I reflect on my time as mayor, I am always amazed at how this community works together to continue to make White Hall a great place to live. I want to thank the dedicated public employees who make our progress possible. I want to thank all of our many volunteers who make this city such a great community. I want to further recognize and thank this Council, the City Clerk/Treasurer Ms. Ellen Welch and City Attorney Tom Owens for their hard work in helping guide our city in the right direction for future successes. In conclusion, we as your elected officials will continue to manage the city’s business in a responsible manner and continue moving the city forward.
