SIGNIFICANT COMPETITIVE ADVANTAGES FOR GREECE IN FREIGHT TRANSPORT

Greece’s potential in terms of the growth of the freight transport sector is enormous. Our country’s geographical location and the pivotal role of Greek merchant shipping in maritime transport, create significant competitive advantages.

The Government has been working towards this direction for the past 4.5 years. It is not just a theory but something that can be proved in practice. According to the World Bank classification, the Greek supply chain sector moved all the way up to the 19th position from the 42nd in 2018.

Freight transport contributes 1/10 of the country’s GDP. Investment in logistics infrastructures and services is a strategic priority for the Ministry of Infrastructure and Transport, despite the existing adversities and challenges.

The damages caused to the railway network by the devastating floods last September, resulted in disruptions to the movement of goods, at a considerable cost for the national economy.

Working together with the Hellenic Railways Organization (OSE), tremendous efforts were made to restore the railway line without delay and the first trains to travel transported the goods that had been accumulated, mostly in the ports of Piraeus and Thessaloniki.

In the course of 2024, we will proceed with permanent repairs using resources from the Recovery and Resilience Facility.

Over and above the restoration and modernisation of the existing railway network, we are promoting long-term planning, which includes the connection of the domestic railway network to ports and Industrial Zones, to ensure seamless cargo transportation.

In the current programming period, we have included the connection with ports of Northern Greece (Thessaloniki, Kavala, Alexandroupoli), together with the connection to the new cargo port of Patra and the extension of the suburban railway in Attica all the way to the ports of Lavrio and Rafina.

In addition, we are submitting a proposal of financing from the Connecting Europe Facility-2 (CEF-2) for the following projects:

• Upgrade of Acharnes Railway Centre - Oinoi section.

• Upgrade of Liossia - Corinth section.

• Upgrade ofThessaloniki - Promachonas line.

• Implementation of Alexandroupoli - Ormenio project.

• Implementation of Rio - Patra project.

At the same time, aiming to extroversion, the Greek government has undertaken an initiative for new, European railway freight corridors, promoting at an EU level a project pertaining to the development of the “Thessaloniki - Kavala - AlexandroupoliBurgas - Varna - Ruse” railway connection.

The new connections will give domestic freight activities considerable momentum

At the same time, we have proceeded with upgrading the services of supply chain operations, based on our National Supply Chain Strategy which focuses on the following axes:

• Infrastructures’ upgrade, with the creation of new freight transport centres, such as Thriassio I and II, the largest logistics hub of Southeast Europe in Fyli, and the Gonou ex-military camp in Thessaloniki.

• Digital transformation, based on initiatives such as the participation of the Ministry of Infrastructure and Transport in the co-funded FENIX project, which is a pan-European digital information network for transportation and logistics.

• Sustainable and Green Logistics, aiming to reduce the sector’s environmental footprint.

• Improvement of professionals’ training level in the sector.

At the forefront of this effort, we find the digital transformation of procedures enhancing the resilience of the supply chain, as it was in fact proven during the pandemic.

The continuous flow of digital information in the supply chain has contributed to the strengthening of e-commerce, by making it easier for companies to develop innovative methods for the movement of goods, resulting in operating cost reduction and new customer services.

Tools, such as the pilot platform for the “Hellenic Transportation & Logistics Watch” connecting digitally the Greek with the European logistics market, provide useful qualitative and quantitative data, with a view to developing a strategy and making business decisions.

The Ministry of Infrastructure and Transport remains focused to its strategy. We make multi-faceted investments in the supply chain, aiming to make Greece the main freight gateway to Europe.

Through planning, methodical approach and fruitful cooperation with all the public, private and scientific stakeholders involved in the Greek market of freight transport and logistics, I am confident that we can succeed.

2024 INFRASTRUCTURE TRANSPORTATION PLAN

From 2015 to 2022, the Central State's investments in upgrading Infrastructure and Transport Networks have quadrupled compared to the past (annual Public Investments Programme data). The intensification of concessions through HRADF, and the completion of the Major Road Projects has improved the confidence of businessmen & investors towards the country. LOGISTICS IN BALKANS

EU IN ACTION FOR TRANSPORT & LOGISTICS IN BALKANS

Infrastructure – roads, railways, bridges, ports – is the foundation on which the economy is built. Better transport links can transform a region or community, and drive growth and wider benefits.

The EU has contributed to improving infrastructure in the Western Balkans over decades. Yet, there remains much to do. That’s why the EU is stepping up investment in transport in the region.

The goal? Faster, greener transport solutions! Better links within the Western Balkans, and with the EU, will improve the quality of life for all, and help businesses compete across Europe and beyond.

What are the challenges?

Despite much investment over the past 30 years, transport infrastructure in the Western Balkans lags behind much of the rest of Europe, in both quality and density. A legacy of poorly maintained and fragmented networks has hampered growth and integration within the region, and with the EU.

• This has a host of knock-on effects, for instance, on safety, on the environment, on trade, and on attracting services and people to work in poorly connected areas

• Almost one-third of the region’s road network requires urgent maintenance or upgrading. Over 35% of the secondary rail network requires investment, with 30% affected by capacity constraints

• On density, the Western Balkans has an average of 54 km of road per 100 sq. km of land, compared with 126 km in other Central and Southeast European countries in the EU (excluding Romania and Bulgaria)

This has a direct impact on the movement of goods and the people within the region and beyond. According to the World Bank, “delays at crossings in the Western Balkans are five times longer than in many EU countries and trucks spend some 26 million hours at crossings in the region each year – that’s nearly 3,000 years”.

How is the EU responding?

Improving and expanding transport links across the Western Balkans, and with the EU, is a priority for the region and the EU. Travelling and transporting goods should be faster, cheaper, greener, and safer.

Between 2015 and 2020, the EU provided €1 billion in grants to transport and energy projects. Channelled through the Western Balkans Investment Framework (WBIF) – an EU-led donor investment platform that pools funds from various sources – this resulted in dozens of major road schemes, rail interconnections, and upgrades at ports. Combined with loans of partner financial institutions, these grants generated almost €4 billion in investment, and created over 45,000 jobs.

As well as hard infrastructure, EU support also links to issues like

regulations and border procedures, which affect travel costs and time. The Transport Community – set up in 2017 and composed of the EU and the six Western Balkan partners – plays a key role in helping partners to align with EU standards.

Ongoing support

Connectivity is at the heart of the EU’s Economic and Investment Plan for the Western Balkans (EIP). This foresees extensive investment for flagship projects in areas such as transport, energy, and the green and digital transitions.

Priority projects in the transport sector will include those extending Trans-European Transport Network (TEN-T). The aim is to bring the core network up to EU standards, create stronger links inter-regionally, and with the EU, and promote greener transport.

• Rail renaissance – Modernising key railway stations and improving the rail network and connections with other public transport systems. This will bring many benefits, for instance, moving freight off roads and improving air quality through lower emissions

• ‘Smart’ roads – Integrating sustainable and smart technologies in road transport such as multimodal transport nodes, electric charging stations, and intelligent transportation systems. This will help to increase safety and efficiency, and optimise traffic flows

• Maritime and inland waterways – Continued support for maritime and inland waterway ports and related infrastructure. Moving goods by water can offer a greener alternative to truck transport

• Multimodal transport – Prioritising green public transport solutions and sustainable urban mobility plans (such as cycling and pedestrian infrastructure), creation of low-emission zones and infrastructure for low emission vehicles. Combining different means of transportation has many benefits, from cutting down journey times to reducing the environmental footprint

MINISTERS ANNUAL MEETING

The annual Ministerial Council Meeting of the Transport Community took place in Skopje where transport ministers from the Western Balkans, Georgia, Moldova, and Ukraine, as well as the European Commission, gathered to discuss reforms concerning the region’s transportation networks, alignment with EU legislation and standards, and transport’s social aspects. The meeting, which took place both in-person and online, showcased a commitment to fostering stronger collaboration and connectivity between the region and the EU.

inister of Transport and Communications of North Macedonia, H.E. Mr Blagoj Bochvarski, said that the Agreement on the establishment of the Transport Community is of essential importance and it contributes to the Regional Partners of the Western Balkans to go through the process of accession to the European Union more easily by harmonising domestic legislation with the EU. “The activities related to this Agreement led to the strengthening of regional cooperation, but we still have work to do in order to realise the activities determined in the Action Plans in order to achieve the common goals,” Minister Bochvarski underlined.

Director-General for Mobility and Transport at the European Commission, Ms Magda Kopczynska, underlined that 2024 will be a crucial year for the Transport Community. She urged members to redouble efforts on reforms and to implement the EU transport acquis. The region can count on the EU’s support as it moves forward.

Welcoming the participants and thanking Minister Bochvarski for hosting the meeting, Mr Matej Zakonjsek, Transport Community Permanent Secretariat’s Director pointed out that today’s Ministerial Council meeting covers crucial points for enhancing connectivity and transport in the Western Balkans and in the Observing Participants.

Progress Report of Acquis Transposition

During the meeting, the ministers endorsed the Progress Report of Acquis Transposition and TCT Action Plans and emphasised the collective commitment to aligning the legislative frameworks as a key step towards the closer integration of transport markets within the Transport Community. The ministers acknowledged, as outlined in the report, that the progress in the implementation of the action plans has been gradual during this reporting period, with a need for an increase in the implementation pace.

The ministers then turned their attention to the development of the indicative extension of the Trans-European transport network between the European Union and the Southeast European Parties. The Regional Steering Committee’s report on indicative TEN-T extensions of the Comprehensive and Core Network in the Western Balkans for 2023 highlighted that the progress towards compliance

with specific key TEN-T indicators remained steady and, in some instances, even accelerated.

The ministers also noted that progress has been made in implementing the Economic and Investment Plan flagship projects, yet the pace of progress needs to accelerate. In this vein, the new Growth Plan, adopted by the European Commission on 8 November 2023, offers a good opportunity to further strengthen the implementation of the Economic and Investment Plan. Finally, they noted that regional cooperation keeps improving, strengthening ties between regional partners, and paving the way for the synchronised implementation of the TEN-T Network

TEN-T project expands

For the first time, to replicate the same approach as in the case of the Western Balkans, the Ministerial Council discussed the initial reports on Georgia, Moldova, and Ukraine’s transposition of EU Acquis and compliance with the TEN-T network. The discussion included interventions by Observing Participants, providing a platform for constructive dialogue and collaboration. Social issues under the Transport Community Treaty were also a key point of discussion, with the ministers acknowledging the conclusions from the Social Forum of Transport Community and endorsing the Action plan for the implementation of the EU Acquis in the area of social issues and passenger rights. The meeting concluded with the presentation of the benefits that the newly established Transport Observatory Database/ Information System (TODIS) offers to the key stakeholdersive.
