JUST-IN-TIME SHIPPING:
THE PATH TO CONTAINER EFFICIENCY

he 1970s played a pivotal role in the history of trade, shipping, and manufacturing. In this decade, Toyota revolutionized the manufacturing world with the wide adoption of its Just-in-Time (JIT) production planning process. In essence, that represents operating with low inventory levels where raw materials, goods, or even labor are scheduled to arrive or be replenished exactly when, or shortly before, they are needed in production. Having the system, Toyota could solve some of the problems associated with keeping high-inventory levels, free up a significant amount of capital, and reduce the opportunity costs. It could also minimize storage, service/maintenance, and inventory risk costs.
Nowadays, JIT and its equivalents are the industry standards in the automotive and are also universally adopted in the wider manufacturing and service verticals. However, if automotive or manufacturing sectors can afford to wait for an order to be placed and then produce, in many other business areas, in order to adopt JIT, highly accurate Demand Forecasting must be in place.
An obvious example of such an area is the container shipping industry, which in the 1970s has also experienced a renaissance with the wide adoption of containerization. However, improvident internal processes and trade imbalances led to huge inefficiencies. Empty containers had to be repositioned from big consumer centers such as Europe and the US to big manufacturing powerhouses like China and Southeast Asia. To be able to satisfy demand at any given time and location, and compensate for the long repositioning cycles, ocean shipping carriers keep excess
container inventory. Traditionally, inland empty containers account for around 3040% of the total container shipping fleet.
This contrary to the JIT way of working is called Just-in-Case (JIC) – it represents an inventory-management method whereby inventory, goods, and materials are always on hand, to be at the right place when needed and to ensure that customer orders are always satisfied. However, the estimates for the safety stocks or inventory levels in the ocean shipping industry are often not data-driven and based on the gut feeling and experience of local agents. They are often highly incentivized to constantly keep a larger safety stock in order to be able to satisfy all potential customer orders. This incentive goes into conflict with the strive for the efficiency of the overall organization.
The contrary scenario in which the central organization dictates the local safety stocks also exists. After the collapse of Hanjin in 2016 (which was among the world’s top 10 carriers back then) and the following turmoil, some companies have significantly slashed their fleets. However, that created the opposite outof-stock problem, where companies are
struggling to satisfy customer demand.
Regardless of whether out-of-stock or overstocking, the problem could be very costly. According to Boston Consulting Group (BCG), the cost for this empty container logistics (incl. repositioning, storage, handling, etc.) accounts for about 5-8% of operating budgets and is estimated to cost the industry around $20bln annually. Adding to that maintenance & repair, the costs can easily reach 12% of a shipping line’s operating costs. According to the CEO of the 6th largest ocean shipping line globally, Jeremy Nixon, dealing with empty inventory, is roughly a billion-dollar problem for Ocean Network Express (ONE).
The logical question here is how Ocean Shipping Carriers can switch from JIC to JIT to improve their operations and P&L. Contrary to the common understanding, JIT in ocean shipping should be easier to achieve than in manufacturing. Similarly, as in manufacturing, its implementation goes through building lean and extremely efficient supply chains. However, in the ocean shipping industry companies should not fully rely on external parties to always supply them on time with the needed goods and materials. Rather, ocean shipping carriers can rely solely on themselves, or to
be more precise, on the utilization and accuracy of their own data. Step by Step towards Just-in-Time Shipping
As discussed above, a prerequisite to adopting JIT is to precisely know the future demand. Currently, the expected demand of smaller ocean shipping carriers and the safety stocks tied to it are primarily calculated by sales and local agents based on their customer interactions, experience, and gut feeling. The larger and more technologically advanced ocean shipping carriers rely on statistical modeling of their own data in order to detect trends and seasonality and to forecast demand. However, logistics data often falls below certain quality standards and, if not properly preprocessed, further data modeling may lead to the wrong conclusions.
Thus, machine learning algorithms should be deployed to increase and improve data usability and ensure high forecasting accuracy. However, the first immediate effect of this action is achieving full Inventory, State & Cost visibility across the entire network. On top of that, external factors that affect volumes (holidays, PMIs, economic indicators, etc.) should be also incorporated into the forecast to ensure even higher forecasting accuracy and robustness. This step is crucial for finding the right dynamic safety stocks at any given time per asset type, grade, and location.
To further optimize their fleet, companies can deploy smart optimization algorithms that take into consideration all relevant costs (storage, repositioning, stevedoring, handling, maintenance, etc.), sailing schedules, and bookings curves among others. The combination of demand forecasting and this cost-based optimization provides the possibility to make the data-driven assessment whether repositioning is meaningful or not, from which place to resupply (both locally & globally), whether to grade, and at which location storage or maintenance should take place. The ease and speed to resupply should be also taken into consideration when conducting the risk assessment. Integration or collaboration with short-term leasing vendors could further increase efficiency.
If all of these elements are applied, ocean shipping companies should be able to build the highly efficient supply chain required to reap the benefits of JIT. Transmetrics’ customer implementations show that JIT could help shipping companies cut their storage costs by up to 30%. Additionally, empty container logistics costs could be optimized with further 10%. Arguably the highest shortterm impact on a shipping company P&L is the possibility to minimize the total fleet size by up to 12% without hurting revenues and service levels. In fact, Transmetrics’ JIT system could also indicate where container shortages are likely to appear, weeks in advance. This even helps companies mitigate that and gain additional revenues by meeting demand where and when it occurs. Despite the recent stable financial results shown by some of the ocean shipping companies, there is no doubt that 2020 has brought new challenges for the container shipping sector. In addition to the existing US-China disputes and already deteriorating trade,
the COVID-19 pandemic causes further pains to the industry. In the most apocalyptic forecasts, some analysts say that the pandemic may lead to the “largest decline in shipping volumes in living memory”. All of this decreases profitability and puts additional pressure on operations, forcing shipping companies to strengthen their efforts to increase efficiency. Thus, there is arguably no better time for ocean shipping players to act and adopt Just-in-Time.
It took a while for Toyota to perfect the system, but it is fair to say that JIT helped the company build a competitive advantage over its rivals and revolutionized the automotive & manufacturing world. Now it is time to act for the container shipping lines, as all means for implementing Just-in-Time Shipping are present.

Μ MAAS ALLIANCE LOOKS BACK AT 2020 AND FORWARD TO 2021
aaS Alliance, hosted by ERTICO, started 2021 with a lot of hope after a difficult year; even if still in lockdown and forced at home in many parts of the world, 2020 left the mobility community with some learnings and opened their eyes to the vulnerability of functional sectors, including transport. 2021 is the year of action, here are some of of the organisation accomplishments of last year.
Despite the COVID crisis, the MaaS Alliance has continued its work towards seamless multimodal mobility services, together with its members, continuing the discussion on smart and sustainable mobility with EU representatives including Commissioner for Transport and Mobility Adina Vălean and by hosting the MaaS Summit in September. The Summit in particular focused on the policy schemes linked to the Green Deal creating benefits for people, societies and planet and improving the resilience of the transport and mobility system. In the context of the recovery plans, the MaaS Alliance has provided suggestions for legislative and financial measures to support the twin digital and green transition of our economies during and after the pandemic. These ideas were reflected also by the brand new EU Strategy for Sustainable and Smart Mobility that was published in December.
In October 2020, the MaaS Alliance turned five. Starting with the MaaS Declaration, signed in 2014 at the ITS European Congress in Helsinki, to the establishment of the MaaS Alliance in 2015 in Bordeaux, during the ITS World Congress; growing from 7 to 30 to now 100 Members; setting the framework
for MaaS with the publication of our White Paper in 2017; and then later on co-creating the important reallife building blocks for MaaS. These are milestones achieved thanks to a fantastic cooperation between our members from the public and public sectors. To mark this milestone, the organisation launched a series of interviews with some of their Members to highlight important steps that led as to now.
Last year the MaaS Alliance has grown to 100 members and has welcomed already 3 new members in 2021; Toyota Financial Services Corporation, City of Buenos Aires and Vix Technology. This year the MaaS Alliance is committed to continue engaging in different ways and forms with the mobility community to facilitate a functional open market and full deployment of MaaS services through the work of three working groups: Governance & Business Models; Technology & Standards; and Users & Rules. In 2021, the Governance & Business Model Working Group (led by Marko Javornik, Voyego) will continue with focused and enhanced efforts to help the members with business model considerations; it will also continue to support the achievement of a comprehensive approach and roadmap for MaaS-enabling ticketing. Within the Users & Rules Working Group (chaired by Laura Lassila, Traficom), a new activity will start focusing on MaaS and Urban Planning. The Technology & Standards Working Group (coordinated by Ferdinand Burgersdijk) will continue with its agenda towards interoperable MaaS services and data exchange environment.
A LOGISTICS MATURITY SCORE FOR BRANDS AIMING FOR E-COMMERCE GROWTH
In order to help brands assess their eCommerce logistics capabilities, leading global logistics provider GEODIS, in collaboration with professional services consultancy Accenture, has devised a methodological approach to measure the level of e-Commerce readiness.
Called “Maturity Score”, it determines challenges brands have to face to rapidly adapt their logistics infrastructure to changing retail purchasing habits.
In their recent, original research study of brands developing their e-Commerce sales channels, GEODIS and Accenture Interactive had identified five key logistics’ capabilities needed to build and maintain flourishing ecommerce operations.
On this basis, they have devised a methodology that evaluates each e-logistics capability and converts companies’ practices into scores. The average score across the 200 companies involved in the research are a middling 58; one third of brands earned “high maturity” scores of 67 or greater; one third achieved “average maturity” with scores of 51 to 66 and the remaining third recorded “low maturity” scores of 50 or lower.
FIRST VESSEL CALL AT HHLA PLT ITALY
On 20 March 2021, the RoRo freighter Ulusoy 14 docked at the HHLA PLT Italy terminal in Trieste. This is the first commercial vessel call at the new multi-function terminal majority-owned by Hamburger Hafen und Logistik AG (HHLA) since the beginning of the year. Representatives of the shipping company, the Port Authority, terminal staff and the newly appointed Managing Director of HHLA PLT Italy, Antonio Barbara, welcomed the vessel on its arrival.
The M/S Ulusoy 14 is a RoRo ferry of the shipping company Ulusoy Sealines, based in Turkey with a longstanding experience in servicing the Mediterranean, represented in Italy by the General Agent Samer & Co. Shipping. The vessel operates in regular liner service between Cesme, located west of Izmir in Turkey, and the Adriatic seaport of Trieste. In future, Ulusoy Sealines will call at the HHLA PLT Italy terminal every Saturday to discharge and load trucks, trailers and swap body containers. The ship has a length of 208 metres and a capacity of 4,100 lane metres. A new 35-metrewide ramp specially built for RoRo handling is available at HHLA PLT Italy able to handle the newest generation of RoRo ships deployed in the Mediterranean.

Few brands excel at any of the 5 key logistics capabilities and even fewer excel at all of them”.
Challenges vary in accordance with the level of maturity. “Brands at the more mature end of the spectrum tend to struggle with flexible shipping options and, at times poor inventory management, while at the lower end brands are challenged by integration of their stores with e-Commerce networks resulting in operational inefficiencies” says Nath.

ARVATO SUPPLY CHAIN SOLUTIONS IMPLEMENTS AUTOMATED PACKING SOLUTION IN

Arvato Supply Chain Solutions is forging ahead with the automation of their locations and processes. At the warehouse in Dorsten/ Marl (Germany), the supply chain management and e-commerce service provider has launched a new packaging machine to deliver more efficient and flexible operations for thriving, international shoe brands – and beyond. This automatic packaging solution is scalable and will also soon serve further e-commerce clients and locations.“Using the new packaging machine, we have the capability to increase the throughput of boxes per hour and have more flexibility when ramping up capacity in the forthcoming summer season for our customers,” explains Christoph Brings, Site Manager of the ecommerce distribution center in Dorsten/Marl. He continues with further advantages, “We are continuously improving the operational planning of employees and are able to process customer orders with more continuity and stability, even during peak periods”. The automatic carton packaging system CartonWrap, from the Italian manufacturer CMC, was chosen for the installation. Articles to be packed are first scanned, whereby the process differentiates slightly between single and multiple article orders. The goods are then placed on a conveyor and fed into the packaging system – all process steps following are completely automated. The machine calls up the correct customer
order from the IT system for those scanned articles, and after a quick confirmation, begins the packing process. Products are measured by a 3D scanner and the system then produces precisely tailored shipping boxes while concurrently generating any required shipping documents. The articles, cardboard and documents are then brought together at the core of the machine where the box is folded around the product and automatically sealed. If needed, customer specific Branding can be applied per inkjet on the shipping box via the integrated print-on-demand capability. The shipping label is then automatically applied to the box and the package is moved to the goods out area. The new packaging solution is a further important component in the digitalization strategy of Arvato Supply Chain Solutions, which calls for the automatization of processes and locations via the increased use of precisely tailored technology and intelligent systems. “The packaging machine concept was developed from the start with a view to expansion in other locations. A perfect example is the launch of a further unit at our Pleasant Prairie site in the USA at the end of the month,” explains Brings. “The technology can be transferred easily to other distribution centers and customers but must always be customized. One condition of the implementation is, for example, the use of the same ERP system.

Suez Canal blockage: supply chain risks assessed
Global supply chains already strained by the disruption caused by the pandemic have been further challenged recently by the blockage of the Suez Canal, an artery that carries 30% of the world’s container cargo each year. Happily, the Canal is now functioning normally again, but a reported 300 ships have been delayed awaiting transit, many others were re-routed via the longer passage around South Africa’s Cape of Good Hope. In its advisory capacity as a mitigator of risk and loss in the supply chain TT Club is warning of the consequences of these recent events. Mike Yarwood, TT’s Managing Director, Loss Prevention comments, “Beyond the delay to cargo on board those ships affected, there will inevitably be a knock-on impact for those involved in discharging the containers at destination ports when they finally arrive, as well as the final mile delivery carriers. While the immediate impact may be a lack of cargo arriving when expected, presenting market supply challenges, it is when the cargo does start to turn-up that further potential risks emerge.”
The arrival of large volumes of laden containers, coupled with the requirements for hinterland distribution, will create disruption at ports and terminals, straining throughput and yard capacities, and creating accumulation of cargo. This is a complex risk and one that will not only affect destination hubs.
The situation will also aggravate an already widely reported imbalance of container equipment especially on the East to West trade routes as laden containers are tied up and consequently empty availability to reposition to shipment areas worsens.
Yarwood further stresses, “The risk of theft at ports and freight depots in this scenario is heightened and a greater focus on security is required. Whether it simply be at an overspill holding or storage area, or temporary warehousing, wherever and whenever cargo is not moving, it is more likely to be stolen. Those active in the supply chain should be mindful of these security risks. Due diligence, undertaken to ensure that any third party provider of storage is adequately resourced to meet these demands, is a prudent step to take in these circumstances.”
Particularly in Europe, driver shortages are already expected to soar through 2021, as highlighted by a recent International Road Transport Union (IRU) survey. This will exacerbate the difficulties in delivering import cargoes and picking-up consignments for export. The overall lack of capacity to move containers has the potential to create additional challenges. Those seeking to secure road haulage capacity should be mindful of the associated security risks outlined in the recent TT Club/BSI joint cargo theft report, and take the advised steps in mitigating the threat of theft.
Yarwood concludes, “The last decade has witnessed many in the supply chain drive towards streamlining and operational efficiencies. Such measures have included reducing the number of suppliers and introducing ‘just in time’ principles to lessen the burden of unnecessary inventory costs. Experiences over the last twelve months through the pandemic, the Brexit transition and more recently the Suez Canal blockage, bring into question this bias towards efficiency and cost reduction. If such are achieved at the expense of resilience, is this policy the correct one? The new normal might see many stakeholders increase their focus on contingencies and adopt more a ‘just in case’ philosophy than a ‘just in time’ one.”
