A THE EMERGENCE OF PIRAEUS PORT IN THE GLOBAL SHIPPING NETWORKS
decade after the concession of Pier II to COSCO Pacific, followed by the construction and the commencing of operations of Pier III and three years after the sell of the 51% of the shares of Piraeus Port Authority SA to COSCO Shipping Co., the port of Piraeus is advancing among the top container ports in Europe and internationally. In 2018, Piraeus port was the second biggest container port in the Mediterranean, the sixth biggest in Europe and the 37th in the world. No doubt, the presence of an International Terminal Operator affiliated with one of the major container shipping companies in the world is the locomotive of this development.
Indeed, based on an analysis of port traffic data for a period of two months in 2018, the port of Piraeus has emerged as an important hub in the global container shipping networks. The analysis of 609 port calls showed that the container vessels calling at Piraeus port are ranging from a capacity of few hundreds TEUs till the biggest containerships in the world fleet. There was one call per week by a vessel of 20.000 TEUs (ULCS) while there were around eight calls per week from vessels with a capacity between 12.500-14.500 TEUs (VLCS).
The analysis of the direct connections of Piraeus port (the port right before and after the Piraeus port) unveiled that the port of Piraeus is directly connected with 30 countries (Figure 1) and 75 ports. The most important finding is that the port of Piraeus is directly connected with major container ports around the world. There are 9 itineraries connecting Singapore and Piraeus on a montly base, 4 itineraries from Port Klang (Malaysia)
and five itineraries from Jeddah (Saudi Arabia) plus the direct connection between Piraeus and the top European container ports (Rotterdam, Antwerp, London Gateway and others).
Almost 34% of the monthly itineraries served by the port of Piraeus have an origin / destination a Turkish port, 15,1% an Italian port and 7,7% a Greek port. Several other Mediterranean countries are included in this top-ranking such as Cyprus, Egypt, Malta, Spain and Israel, confirming the role of Piraeus as a transshipment hub in the East Med, as the majority of the itineraries to and from other Med countries are facilitated by feeder vessels. As regards Greece, the port of Piraeus is the major “partner” for the other Greek container ports. For example, 55,13% of the container vessels calling at the port of Thessaloniki (the second biggest in Greece) came from the port of Piraeus.

Regarding the major users, despite the fact that the port is operated by COSCO Shipping, MSC is the top user with 24% of the monthly calls, followed by COSCO and Evergreen with 15,6% of the calls while the top five list is completed with CMA-CGM with 6,9% and Hapag Lloyd with 6,2%.
The situation is changing when the focus is on the container shipping alliances. The Ocean Alliance (COSCO, Evergreen, CMS-CGM and OOCL) is the top user of the Piraeus port with almost 69% of the total calls made by shipping
Concluding, the Piraeus port has more than tripled the throughput (TEUs) in the last 8 years, with the being upgraded in the top container ports in Europe and in the world. The presence of a major Shipping Line acting as a terminal operator plays a significant role in Piraeus success because, among others, the port has been well embedded in the Asia-Europe container services, operated by the three major alliances. Piraeus port is also a well-established port in the European-North African feeder network. A question mark for the port of Piraeus is the hinterland connections with rail services being a major issue in Piraeus effort to increase transit traffic to and from the Balkans and the Central European countries.

SHORT DESCRIPTION OF THE EN.I.R.I.S.S.T. RESEARCH INFRASTRUCTURE
The vision of EN.I.R.I.S.S.T is to develop a centre of excellence for research in shipping, land and air transport, targeting to the majority of the trip chain levels (e.g. short/long trips, transport hubs/ports, last mile services etc).

There is no other existing R.I. of this nature in Greece, although the country records champion performance in various transport related domains.
Greece’s geographical position has attracted global shipping entities to invest in Greek Ports (such as COSCO at the Port of Piraeus and others soon in Thessaloniki) establishing Greece as an important node for transport. Similar to the shipping and maritime challenges, the land transport is of equal importance either for the cases of major multi-modal transport hubs or for the cases of road and rail networks; the major pipeline connectors with the rest Europe.
Taking all these into consideration, EN.I.R.I.S.S.T last – but not least - objective is to set up a center of excellence for education and training which will provide continuous support and guidance to all Greek and European private and public stakeholders involved in mobility of passengers and commodities in urban and regional level. The proposed research infrastructure aims at creating a knowledge-base data repository and a comprehensive toolset able in their combination to support policy decisions and promote new and existing fields of research in the R.I. related domains and research areas.
The cooperation of consortium R.I. members with a track record of excellence is expected to enhance synergies some of which have already materialized between partner institutions
in past projects. EN.I.R.I.S.S.T will promote the research on hot topics of the modern transport and maritime agenda. Topics concerning new practices in the supply chain management for handling radically changing production patterns, new organisational forms in distribution channels, the promotion of low emission vehicles in passenger transport and urban logistics among other, need a new systematic framework and systems with an integrated shipping and transport architecture, to be treated. In the inland transport-planning field, one of the major challenges is the optimum design based on the ITS/ICT applications with the support of trip maker communication channels such as the social media. Besides the implied ICT infrastructure, we aim to develop all necessary regulatory measures to facilitate data collection.
In effect, EN.I.R.I.S.S.T will be able to study and provide feasible, reliable and
state-of-the-art solutions through its transnational and virtual access services namely (a) Maritime; (b) Inland and Intermodal Freight; and (c) Passenger Transport. Maritime Services will include the following packages: Financial, Market and Forecasting Services, Legal Services, Security Control and Piracy Protection, Environmental Risk Analysis and Energy Efficiency, Port/Terminal Services; Inland and Intermodal Freight Services will include the following packages: Freight and Logistics Market Monitoring, Freight Forecasting, Tourism and Freight Value Chain Service,, Development of a Tool for the Optimization of Supply Chains,Transport and Agrologistics, Statistical data for combined transport in Greece according to Dir. 92/106/EEC. The Passenger Transport Service Activities will include the following packages: Development of a Multi-level transport simulation system for both long distance and local travel in Greece, covering all transport modes, a Multimodal Travel
LOGIMATIC IS READY TO REACH THE MARKET
THE
FIELD TESTS OF THE AUTONOMOUS STRADDLE CARRIER AT THESSALONIKI PORT ARE FINALIZED WITH SUCCESS
The project arrived to the end of its duration achieving all the important milestones. The simulation scenarios and the field tests were finalized and the LOGIMATIC product has been already communicated to potential customers.
The main goal of LOGIMATIC is the implementation and validation of an accurate localization and navigation system in order to automate the Straddle Carrier operations in an enhanced container chain management in port yards.
LOGIMATIC technology is based on three fundamental elements: assignment, routing and conflicts identification. Each of these elements provides the following services:
• An assignment algorithm, which decides the proper straddle carrier (SC) for each job in the direction of minimizing the operational cost.
• A routing algorithm, which guides each SC to follow the “smartest” path for the completion of each job.
• A special designed algorithm, which is adjusted to the routing algorithm in order to prevent any possible conflicts between the machines.
• A Terminal Operating System (TOS) configured to meet the expectations of each terminal respectively.
• Conversion and maintenance of the equipment.
The core of the project is a costeffective, real-time positioning system that primary relies on a combination of a multi-constellation GNSS receiver, which access signals from GPS and Galileo, augmented by EGNOS and equipped with on-board sensors in order to provide a continuous, reliable and accurate
estimation of the position and velocity of the platforms. The solution is integrated on the Straddle Carrier as part of an Onboard Navigation Unit (ONU) connected to the centralized system for monitoring purposes and to exchange action plans and progress reports of their daily tasks.
The centralized monitoring station integrates a GIS tool and the existing TOS system connected to all the carriers via a wireless network to receive the current position of the platform and real-time tasks progress. The continuous precise estimation of the carriers’ location allows the optimization of the operations (at system level) and the trajectories (at subsystem level).

The current situation in ports includes a typical job assignment process within a TOS. The status of the Straddle Carriers and their proximity to origin of movement are not taken into account during the job assignment process. Moreover, the Straddle carriers’ routing is performed manually based on drivers’ compliance to driving rules within the terminal and the re-routing is just an option after a failed delivery to final destination and not en-route.
The GIS-based backend system of LOGIMATIC, which provides an interface to TOS, optimizes the assignment process through an advanced mechanism, which takes into account parameters such as proximity to origin of movement, and minimization of driven kilometres.
The monitoring of the routing is
also available providing the ability of a Collision-free routing for the autonomous Container Handling Equipment (Straddle carrier).
KER #4: A navigation module based on multi-sensor algorithms that combines Global Navigation Satellite Systems (GNSS) and proprioceptive sensors onboard.
The deployment of extensive infrastructure (such as reflectors and ground marks) is a main condition for the deployment of the existed applications that offer high-precision vehicle positioning and automation. This requirement increases the cost of applications making their adoption deterrent for small and medium enterprises.
The advanced automated localization and navigation solution of LOGIMATIC integrate the GNSS absolute positioning with laser-based local mapping optimizing the robustness and accuracy provision to
centimeter deviation. The combination of the various sensor technologies ensures the reliability and the continuity of the provided information even in cases of satellite signal loss. Furthermore, the usage of on-board sensors avoids the need of having big infrastructure deployments and thus, reduce the operational cost and space requirements.
KER #5:Large-scale application of autonomous vehicles and impact assessment of different SC fleet management strategies.
Taking into consideration the market’s need for improving port processes by assessing the performance of different technological and organizational solutions, LOGIMATIC provides an integrated model of simulation and evaluation of different SC fleet management strategies taking into consideration ports’ place, competitiveness as well as their potential. In particular, two models have been
developed: one for analysing the impact at large scale of the implementation of autonomous vehicles; one for analysing the impact at large scale of different SC fleet management strategies. The first one is based on the simulation of the port processes using a commercial dedicated software (ARENA) while the second one was written in python.

Simulation Models and the field tests
The effects of introducing automated straddle carriers to port operations are investigated through two types of simulation models.
The Discrete model demonstrates the favorable action of automation for the operations of the port terminal by reducing variability in the movement times and having the resources (ASCs) be available for an entire 24-hour.
The System Dynamics model is focused on the medium-term fleet management aspect of port operations testing scenarios with different numbers of ASCs, manned vehicles, rates of incoming containers, berth length and storage area capacity.
The results indicate that the introduction of ASCs is accompanied by an increase in productivity of the vehicles which results in more TEUs serviced. However, there is the need for coordination among the various sub-processes and optimization
of the necessary vehicles in order to avoid under-utilization of resources.

The better use of ports assets, labor and equipment as well as more effective workload plan and up to the minute information are among the main benefits, which allows a costeffective decision-making.
