UNVEILING AND ANALYZING PIRAEUS SHIPPING CLUSTER
Piraeus (and the surrounding areas) is among the top shipping centers in the world fueling its position by the presence of numerous shipping companies, a well-established network of shipping related companies and the presence of a port experiencing significant growth rates. Based on these characteristics a shipping cluster in Piraeus exist, providing the opportunity for increasing added value both to the participants in the cluster as well as the country’s economy.

The major issue with the Piraeus shipping cluster is that the related companies are not aware of it, a situation that is fueled by the fact that there isn’t any effort to identify and describe the Piraeus shipping cluster, although the last few years there is an initiative called “Maritime Hellas” but with limited success.
All the above triggered a research aiming at identifying the structure of Piraeus shipping cluster. Based on open data sources, the research identified 3,273 shipping and shipping related companies in Attica Region is. The analysis of the core business of these companies unveils that the vast majority of them (29.76%) are ship management companies, followed by companies belonging to the spare parts and marine equipment group (18.70%) and ship agents (7.49%). In total the companies have been grouped in 28 categories according to their core business.
As regards the geographical distribution of the shipping cluster companies, the
majority of them are located in Piraeus, followed by the South Attica Region and the North Attica Region as shown in the following figure.
There are two pillars supporting the structure of the shipping cluster. The first is the strong presence of shipping companies. As marked by their competitiveness and positioning in the global shipping industry, their presence stands as the main element stimulating the core of the shipping cluster, both in terms of location and economic activities. The port of Piraeus is the second pillar, playing a vital role for the formation of the shipping cluster, being among the
biggest container and passenger port in Europe.
Strengths, Weaknesses, Opportunities and Threats
The major strength of the Piraeus shipping cluster is the strong presence of companies dealing with the core of shipping business (ship-owning and shipmanagement companies). Moreover, the presence of companies dealing with all the various aspects of shipping related business gives a high diversity of the shipping cluster, which in turn provides balance taking into account that shipping industry is extremely volatile.
The shipping cluster is further reinforced with the presence of an important cargo and passenger port, that of Piraeus which is among the top ports in Europe. This adds value to the cluster and advances its growth potential. Apart from the port of Piraeus, the city is a well known shipping centre with international reputation that facilitates future initiatives towards the formation of a cluster governance scheme, along with the potentials of attracting more shipping business.
The location of central government institutions (i.e. Ministry of Shipping and Insular Policy) along with important shipping and maritime related organizations, public service authorities, and educational organisations (i.e. the University of Piraeus, marine academies, maritime training centres, etc.) at the city of Piraeus, or nearby locations, increases the added value of the cluster to the participating companies and leads to an integrated shipping cluster.
Last but not least, Greece provides to Piraeus shipping cluster, a contemporary regulatory environment that encompasses EU and international initiatives, regulations and laws, safeguarding that the members of the cluster operate in a competitive and regulated business environment that responds to the needs of the shipping industry.
The lack of coordination among the cluster participating companies is the most important weakness of the Piraeus shipping cluster. Unlike competing cluster (i.e. the Dutch or the London one), Piraeus cluster lacks a formal or even an informal governance scheme that would allow the cluster first to realize its existence and, second, to identify and advance those necessary measures for developing the cluster, providing added value to the participants and, not least, proceed with initiatives of collective actions aiming at overcoming common problems and obstacles. A significant drawback for the shipping cluster in Piraeus is the lack of appropriate infrastructures that can foster the potentials of the cluster. The lack of a business centre, traffic congestion, the lack of sufficient parking spaces, are conditions standing as major or minor limitations for the development prospects of the shipping cluster.
Regarding the opportunities, the active presence of Associations, organisations, universities and institutes that evolve inside the cluster, can fuel the cluster with new knowledge, advance know – how and operational performance. The new governance scheme at the Piraeus Port Authority (PPA) S.A. with the major shareholder being a private port operator (China COSCO Shipping Corporation), having the ability to apply for port cooperation and coordination strategies and acting as a port development company is an opportunity for advancing the cluster’s potentials. The implementation of the non-domicile initiative by the UK, as well as BREXIT, stand as opportunities for the growth of the Piraeus shipping cluster. These developments are expected to reduce the attractiveness of UK and of London in particular, for
shipping and shipping related companies, thus forcing Greekowned shipping companies to consider relocation from London to Piraeus.
The major challenge for the Piraeus shipping cluster is the competition it faces from other maritime centres and shipping clusters around the globe. Singapore, London and Dubai are among the major competitors of Piraeus as places for the location of shipping companies. Recently, Cyprus endorsed a new regulatory framework aiming at increasing the country’s attractiveness for shipping companies. The ongoing implementation might result an additional challenge for Piraeus.
Concluding, Piraeus shipping cluster has potentials and could further strengthen its position in the global shipping networks. The major issue is to launch initiatives aiming at implementing cluster mentality in the participating companies, allowing them to understand the benefits of clustering. Following that, the cluster must be organised under a formal or even an informal governance scheme in order to be able to operate for the benefit of the participating companies and for the benefit of the country.

THE EUROPEAN ROAD ASSESSMENT PROGRAMME (EURORAP) HAS APPOINTED LINA KONSTANTINOPOULOU SECRETARY GENERAL IN BRUSSELS
Previously, she worked for more than 10 years in senior management positions at the European Association of Automotive Suppliers (CLEPA) and ERTICO – ITS Europe. She has been involved in the management of various multi-stakeholder platforms, innovation and policy activities as well as a wide range of European transport and ICT research projects.
EuroRAP chair and Director of International Public Affairs of the Royal Dutch Touring Club (ANWB), Ferry Smith, said: “The Board recognises Lina’s excellent track record of leadership, expertise and experience in this sector. We believe she will make a major contribution over the years ahead in road safety assessment in Europe and at the same time strengthen design and operation of ‘roads that cars can read’ towards the vision of Cooperative, Connected, Automated and Autonomous Mobility’’.
Commenting on her appointment, Lina said: “I look forward to joining the EuroRAP team and working with them. EuroRAP aims to reduce death and serious injury through a programme of systematic assessment of risk, identifying the major shortcomings that can be addressed by practical road improvement measures. “Through its partnerships with those responsible for a safe road system – civil society, motoring organisations, vehicle manufacturers and road authorities – we are actively promoting a Europe Free of High Risk Roads.”
TEST WITH MAGAZINO ROBOTS AT ZALANDO SUCCESSFULLY COMPLETED
The German robotics company Magazino has successfully completed its test project with the mobile picking robot TORU at Zalando, the online platform for fashion and lifestyle. Now the expansion of the robot fleet and the move to a larger operational area are on the agenda. At the test site in Erfurt, Magazino’s TORU robots were deployed parallel to humans within the Zalando warehouse and responsible for the autonomous storage and retrieval of shoe boxes in shelving racks.
The approval of the project consisted of a three-day performance and availability test. The robots had to prove their speed and reliability. Markus Ruder, project manager at Magazino and responsible for the deployment at Zalando, says: “We were able to exceed the requirements in all areas. What makes us particularly happy is that the hard work of the past weeks has paid off so clearly”.
Laser scanners and 3D sensor technology at the front and rear enable the autonomous robots to safely support the employees in their activities while operating in parallel. If TORU registers an employee or an obstacle on its route, it first slows down, stops in time and waits - or searches for an alternative route if the route remains blocked.
In 2018 Zalando put the first TORU robots into operation in Erfurt: The robots support “stow” (storage) and “pick” (picking) operations in the areas of shoe boxes. Their special skill: In contrast to other automation technologies, in which only entire load carriers such as pallets or crates can be moved, the mobile TORU robots uses approaches of artificial intelligence as well as 3D camera technology and can thus recognize, grasp and transport individual objects. With these capabilities, they are also able to support the chaotic storage system used in Zalando’s logistics centers.
