FINISHING THE YEAR WITH SOME BIG WINS IN WESTMINSTER

THE OUTLOOK FOR THE UK PROPERTY MARKET IN 2026 IS BROADLY POSITIVE Most forecasts are pointing toward steady, sustainable growth in both sales and lettings. After several years of economic adjustment and interest-rate volatility, confidence is gradually returning, and 2026 is expected to mark a period of stability rather than dramatic swings.

December proved to be a busy end to my year. In Parliament, we completed the final touches to the Mental Health Bill. My Liberal Democrat colleagues and I were able to secure important amendments which will deliver additional support to young carers looking after relatives suffering with mental health conditions. Young carers have long faced incredibly difficult circumstances, caring for loved ones on top of all the challenges in their own lives, and have not been getting the help they need. I'm so pleased to have played a role in changing that. My Animal Welfare Bill successfully passed its vote in Parliament and became law just in time for Christmas! This law will protect dogs and cats from abuse and clamp down on illegal pet smuggling. As a vet who became an MP, it makes it all worth it to pass this law, which will help protect more animals than I could have ever helped individually working as a vet. Back in the constituency, I’ve been keeping up the fight to stop sewage dumping by Southern Water and the ever increasing pollution our river Itchen is facing. I met up with local campaigners from Project White Hart to see what progress has been made and what more needs to be done to turn things around. That’s why I introduced a motion in Parliament to recognise the environmental threat to our rivers and the impact it’s having on endangered species like the Atlantic Salmon population. My motion called for the government to speed up its process of replacing Ofwat and putting powers in place to make sure we can put an end to water company pollution once and for all. My mission to support our farmers and rural industries across the Meon Valley continues. It’s outrageous that so many families are struggling to afford food while our farmers are being pushed to the brink, hammered by soaring input costs, trade barriers, and the looming threat of new taxes. Just 5% of farmers are under the age of 35, which raises concerns about long-term sustainability. If the government keeps turning a blind eye, we won't just lose vital rural skills, we’ll jeopardise our entire food supply. That’s why I'm backing the Liberal Democrat’s ‘Farm First’ scheme. It would give young people a strong new route into agriculture, with the training and confidence to build a future in the industry. No nation is secure if it can't feed itself. Before taking a break for the Christmas holidays, I just had to pay a visit to our posties who literally deliver Christmas - so I popped into the Winchester depot to thank them for all their hard work at the busiest (and coldest!) time of the year. For the sales market, this means activity should strengthen as affordability pressures ease slightly and households who delayed moving decisions in previous years re-enter the market. First-time buyers are expected to remain active due to government support schemes and a greater supply of energy-efficient new homes. Meanwhile, upsizers and movers who postponed plans during higher-rate periods may return, helping to lift transaction volumes. Although affordability will remain a challenge in some higher-priced areas, the overall environment is expected to be more encouraging than in recent years, with gradual, manageable price inflation rather than rapid spikes. The lettings market is projected to follow a similar pattern of steady improvement. Rental growth, which slowed noticeably in 2025 as supply increased, is expected to stabilise. Rents are forecasted to continue to rise, but at more moderate levels compared with the record increases seen between 2021 and 2023. More rental stock, particularly professionally managed, purpose-built homes should give tenants greater choice, while landlords will likely benefit from stable demand and consistent occupancy. Overall, 2026 is expected to see both sellers and landlords well-placed to benefit from a market moving steadily in a positive direction. South Downs National Park News

Green economy thrives in the South Downs amid calls to enshrine nature into UK growth plans

The South Downs National Park is the “economic powerhouse” of England’s protected landscapes, a major new independent study has shown. With protected landscapes covering a quarter of England, the report shows the South Downs is the economic leader, with the highest GVA (Gross Value Added) of £3.84 billion and hosting around a third of all businesses across the 10 English National Parks. Collectively, the National Parks bring almost £10bn GVA, bringing significant value to the nation’s economy. The new study showed the South Downs experienced around 10 per cent growth in productivity since the Covid pandemic – higher than the wider South East area. This mirrors the CBI’s study which showed that the UK economy grew 0.4 per cent last year, while the green economy grew 10 per cent over the same period. Ahead of the Autumn Budget and in light of mayoral elections across Hampshire and Sussex in 2026, the National Park Authority is calling for renewed support for rural economies and accelerated growth in the right areas. This includes turbocharging the green economy to fight biodiversity loss and promoting sustainability in the face of climate change. The National Park Authority is also warning that the nation’s economy will shrink if we do not integrate nature into growth plans. The South Downs National Park 2025 Economic Profile has been published today. Siôn McGeever, Chief Executive of the South Downs National Park Authority, said: “This is a really significant study for us and shows that National Parks are bigger players in the UK economy than many realise – and we’re growing fast. “It’s actually the manufacturing and knowledgebased technical sectors that are growing most quickly, challenging assumptions that Britain’s beautiful landscapes are purely about tourism and farming. This is partly fuelled by the fact that

National Parks are places where people want to work and that enhance workers’ wellbeing.

“However, farmers continue to be the lifeblood of the South Downs National Park and many other rural economies. They’re struggling, so we’d like to see greater support to help them thrive, including expanding opportunities for innovation, diversification and nature-friendly farming. “Nature-based solutions are a rapidly growing area in the National Park, where corporations and developers can invest in creating new woodlands, grasslands and wetlands that also help fight climate change, and ultimately it’s farmers and land managers who will deliver these. Without them we cannot deliver our nature targets and we cannot grow the food we need. So it’s really important that government policy continues to support these emerging markets.’ And Siôn added: “As a stark report by the Green Finance Institute identified, the UK faces economic shrinkage – by some 4.7 per cent within this decade – if we don’t integrate nature into our growth strategy. Here in the South Downs and across all protected landscapes, with our incredible green and blue infrastructure and brilliant partners, we have a huge opportunity to grow a nature-positive economy over the next few years. The green economy is growing quickly and National Parks are natural places for these booming sub-sectors, such as nature-friendly tourism, regenerative farming and climate solutions “This new report has shown that economic wellbeing and enhancing nature can, and should, work in tandem and we’ve got a great foundation for future growth.” Among the biggest growth areas for the National Park is landowners dedicating areas to nature restoration funded by the private sector. Over 120 acres of the Iford Estate, near Lewes – or 80 football pitches – have now been formally dedicated to nature recovery, thanks to two groundbreaking legal agreements with the National Park Authority. Among the investors have been King – the entertainment company behind the world-famous Candy Crush Franchise – and other businesses. Meanwhile, Halnaker Hill Farm, near Chichester, is one of the largest nature restoration projects in the UK. Around 330 acres of land is being restored to its natural condition

centuries ago, with a rich mosaic of wildlife habitats including hedgerows, grassland, ponds, woodland and wildflower meadows. Registered with South Downs National Park Authority and Natural England, the project is one of the largest single Biodiversity Net Gain (BNG) land banks in the UK by number of BNG units available. It will provide a total of 856 units to be sold to both the mandatory and voluntary markets across the UK to help combat biodiversity loss and climate change. The National Park Authority is currently in discussions with several landowners with a view to dedicating hundreds more hectares of land to creating new woodlands, wildflower meadows and wetlands that will be funded by businesses. RECIPE OF THE MONTH

Winter salad of curried parsnips, leeks and chickpeas A winter salad is a wonderful thing. This is a recipe from Rebecca at Open House Deli in Winchester for a wintry mix of curried parsnips, leeks and tasty, nutririous chickpeas! Perfect for that January detox.

INGREDIENTS

METHOD

• 2 parsnips, cut in half lengthways and into strips • 1 leek • 1 tin of chickpeas • 1 tsp garam masala • 1 tsp curry powder • 25g dessicated coconut • 50g rocket • Juice of 1 lemon • 2cm ginger, grated • 1 tsp tumeric • 2 tbsp tahini • 1 clove of garlic • Olive oil • Salt

Preheat oven to 190c. Place the parsnips on a roasting tray, coat in garam masala, curry powder, olive oil and salt; roast for 30 minutes. Add the leeks in for the last 10 minutes until golden. In a separate tray, toss the chickpeas in salt and oil, roast for 20 minutes. Place the coconut in a pan and dry fry for 5 minutes until toasted. HOME START MEON VALLEY Home-Start Hampshire is a voluntary organisation in which volunteers offer regular support and practical help to families under stress to help give their children the best possible start in life. Support is confidential, nonjudgemental and as individual as the families we help.Home-Start Hampshire exists to help develop our services to meet the growing need across our local community. We provide a range of support to families with children aged 0-11 years old across the county. HomeStart Hampshire works because our volunteers understand how hard being a parent can be. They work alongside parents, in their own homes, to help them cope with the stresses and strains of life and make sure they have the confidence, skills, time and strength they need to nurture their children.

In May, Alina reached out with an urgent request for life-saving equipment for the Burns Centre Intensive Care Unit. Thanks to this strong network, Sam, who is also Ukraine Relief volunteer, quickly mobilised support. The Rotary Club of Bishop's Waltham with with Richard Castle, generously donated £1,500 towards the purchase of essential equipment. Ukraine Relief immediately stepped in, topping up the remaining funds and helping to buy the life-saving equipment that was so urgently needed.

We are open to anyone who would like to use our service, regardless of circumstance and families are welcome to pop in for whatever they may need or to simply exchange some items.

The key things to consider when it comes to bathroom lights are: the style and size of the ﬁttings, how your lighting will be controlled (be it a switch, sensor or even an app on your phone) and the various layers of lighting which you might like to include (from task lighting through to atmospheric lighting). If you take time to think about who will use the bathroom and how, you’ll be able to consider the various mixture of lighting options that will suit your requirements. Q2. What would you say is the perfect mix of lighting for a bathroom? I usually suggest a mixture of task lighting, atmospheric lighting, and decorative lighting to make sure your bathroom is equipped to suit a range of purposes and moods. Task lighting is great for applying makeup or shaving on dark winter mornings, as well as ensuring your bathroom is lit enough to be thoroughly cleaned. Contrastingly, atmospheric lighting helps create a sense of calm in the evening time and helps prepare the body for sleep. Decorative lighting offers a chance to choose something beautiful which you love, adding a sense of personality to your space.

Rediscovering the Allen Gallery Alton’s Allen Gallery is an intimate setting for one of the nation’s most outstanding collections of ceramics. Since autumn 2022, supported by The National Lottery Heritage Fund, Hampshire Cultural Trust has been working to rediscover the Allen Gallery for the people of Alton and the surrounding area, building partnerships with local organisations, hosting workshops, talks, films and undertaking auditing and research to tell the stories of the objects on display. The Gallery closed at the end of 2025 for a major refurbishment and is expected to reopen in early 2027. When it returns, visitors will find revitalised galleries, a welcoming community space, and fresh ways to experience our nationally and internationally important ceramics collection. During the closure, the community programme will continue to run from the nearby Curtis Museum.

As the new year approaches, many of us look for ways to feel more connected: to place, to people and to purpose. Walking offers a simple way to do just that. It clears the mind, strengthens the body, and opens the door to learning. After a year spent exploring the deep-rooted world of trees, local walking community Rural Strides turns its attention in 2026 to another thread that binds people and place – belief. The new programme of walks, Legacy of Belief, invites walkers to explore how faith in all its forms, has shaped the landscape and traditions of the western end of the South Downs National Park.

Why does Hampshire need a Minerals and Waste Plan?

Fruit trees are now available to order for £21.50 each through Petersfield Climate Action Network’s (PeCAN) Fruit Tree in Every Garden project.

What you’ll get

Each fruit tree comes with a stake and instructions on how to plant. Trees are all 2-3 year old bare root bush trees (a young tree that has been pruned back in the first winter to form a bush shape) and are all UK grown. Trees available this year include apple, greengage, pear, plum, cherry and cobnut. Availability of each variety is limited, so order now! A fruit tree also makes a wonderful gift. So give a gift for the future this New Year!

The Hampshire Minerals and Waste Plan sets out local policies to guide decisions on planning applications for mineral extraction and waste facilities. This ensures that operations respect Hampshire’s unique character and environment and do not harm local communities. Without an up-to-date Plan, decisions could be made at appeal, meaning local concerns might not be fully considered. The updated Plan was submitted to the Planning Inspectorate in July 2024 by Hampshire’s five mineral and waste planning authorities: Hampshire County Council, New Forest National Park Authority, Portsmouth City Council, Southampton City Council and the South Downs National Park Authority.

Collecting your trees

Collections will take place on the morning of Saturday 17 January 2026 at pick up points across the district - in Alton, Petersfield, Headley, Haslemere, Liphook, and Rowlands Castle. When you order your trees, you will be able to select your nearest pick up point and exact locations will be sent nearer the time. If you select to collect your tree from Petersfield you will benefit from extra face-to-face advice and free planting demonstrations.

Over the last five winters PeCAN has distributed more than 3,000 fruit trees for gardens around East Hampshire - and nearly 3km of hedging. With almost half of Britain’s ancient woodland having been destroyed in the last 50 years, the need for these habitats is greater than ever, and you can help by planting a tree in your garden. Mineral resources, mineral developments and strategic waste infrastructure

The Plan sets out how Hampshire will provide essential materials like sand and gravel for building homes, schools, and roads in the future. This consultation is an opportunity to share views on the Plan, which will guide decisions until 2040. The changes reflect feedback from the previous consultations and the Public Examination and strengthen the Plan and its protections. After this stage, an independent Planning Inspector will review all comments and decide whether the Plan meets legal requirements and national planning policy. The consultation period is running for ten weeks. All representations must be received by 11:59pm on 12 February 2026.

GARDENING TIPS FOR JANUARY BY JILL WALMSLEY, EDUCATION TRUSTEE OF HAMPSHIRE GARDENS TRUST January may feel like the depths of winter, but it’s the month that sets the tone for the year ahead in the garden. While the weather is cold and daylight scarce, there’s a quiet sense of renewal beneath the surface. At Hampshire Gardens Trust, we encourage everyone to take inspiration from Hampshire’s historic landscapes — but the same principles of care and preparation start right at home in our own gardens. Here are some helpful tips for the new year:

1. Tidy and Take Stock

After festive distractions, a gentle tidy-up can do wonders. Remove fallen leaves and debris from borders, clear paths, and check for signs of frost damage. Take a moment to assess your garden’s structure — evergreens, paths, and bare branches can help you plan improvements for the year ahead.

2. Prune and Protect

January is a good time to prune apple and pear trees while they’re dormant. Remove dead or crossing branches to shape the tree and encourage strong growth. Check that plant supports, ties, and stakes are secure after winter winds, and protect tender plants with fleece or mulch.

3. Start Early Crops Indoors

For an early start, sow seeds of hardy crops like broad beans, onions, or chillies indoors or in a heated propagator. If you have a greenhouse, check ventilation and clean the glass to maximise light levels for young plants.

4. Feed the Soil

When the ground isn’t frozen, add compost or well-rotted manure to enrich your beds. This will improve soil structure and give your spring plantings a strong foundation.

5. Help Wildlife Through Winter

Keep bird feeders topped up and ensure fresh, unfrozen water is available. Avoid cutting back all dead stems — they provide valuable shelter for insects and seed for birds.

6. Plan for the Season Ahead

January is perfect for dreaming and designing. Browse seed catalogues, plan your vegetable rotations, and order bulbs or bare-root plants before spring arrives. Even on the coldest days, a little time spent outdoors can lift the spirits and remind us of the cycle of growth that will soon begin again. Cold Turkey

“I never want to see another pig in a blanket,” she groaned, pulling at the waistband of her leggings. “Or a prawn in a duvet. In fact, food wearing any type of bedding will never again pass my lips. Ever.” She looked at Himself over the half-undecorated Christmas tree, expecting him to agree. He didn’t look entirely convinced, though, it had to be said. Twelfth Night had arrived; the goblins would be watching and waiting to possess those decorations left up. At least, Himself was just superstitious enough to insist that the decs were all down and back in their boxes before January 6th. “Just in case,” he said. “Would you like a glass of Baileys?” He offered, tentatively. At her horrified expression, he quickly muttered, “no, silly idea.” Baileys in cocktails, Baileys in hot chocolate, Baileys on ice-cream even – all these had not only seemed perfectly reasonable during Christmas – they’d been mandatory. During New Year too. Right up to the day she went back to work, in fact. But now the thought of alcoholic beverages of any description, sickly, sticky or fizzy, was something she was filing away in a mental drawer labelled, ‘Open in Case of Emergency and/or Burns Night’. Christmas had cantered off for another year, escorted by a herd of illuminated reindeer - and the decs were down at last. One final sprig of the jolly holly that had adorned the pictures was crackling on the fire with the remnants of the Yule log. Wrapping paper, cards and crackers bought in the sales, had been packed away with the decorations – to be rediscovered with surprise and delight next December. Yuletide was gone, but by no means forgotten. A constant reminder of those (not-very-much-salad) days of carefree supping, sipping and snacking, was the uncomfortable snugness of her work wardrobe. The gym membership deals that once flooded her inbox had dried up. The particularly good value ‘twelve days of Christmas’ package would have been handy about now, she thought. Of course, when it had arrived in an email twelve days before Christmas, she’d barely had time to draw one breath, let alone a quick succession of them, panting on a treadmill. “How about a Quality Street? They’re mostly strawberry and orange, your favourites.” Himself waved the mauve container vaguely in her direction and she thought she might heave. “No?” he murmured as she shuddered and turned a delicate shade of pistachio.

The next morning she dragged the exercise bike into the conservatory from the shed. “It’s going to be lettuce for breakfast, lunch and dinner,” she announced from her seat, pedalling furiously. As Himself and the spaniels exchanged mournful looks, she conceded, “well, maybe not breakfast..” She’d dusted off the hand weights too and was now stood in the kitchen doing bicep curls and lateral raises. “Five-a-day isn’t the thing, you know – it’s more like seven – or even ten a day! Perhaps vegetarian’s the way to go..” The dogs hoped she didn’t mean them and slunk off to their bed. But Himself was very much afraid that she might mean him and sat down at the kitchen table. “That’s a lot of fibre, darling.” He shifted uncomfortably and reached for a satsuma, thinking he ought to make a start. “I’m going to jog around the block with the dogs and then I’ll construct a healthy meal plan.” There was something evangelical in her energy and Himself felt overcome with weariness just watching her stride out of the front door. He mourned the passing of the festive season and very much fancied a Baileys to go with his Quality Street. There was that nice pie in the fridge that he’d been hoping was for dinner, too. Maybe with some chips.. But her enthusiasm knew no limits. Back from her jog, she bounded out of the door and leapt into her car, returning from the supermarket in no time with the entire vegetable section - and salad stuffs of types he’d never seen before. And hoped he’d never see again. He took himself off for a bath, having smuggled a little glass of something and a few foil-wrapped somethings into the bathroom beforehand. As he lay in his steamy den, sipping and chewing by turn, he once again heard the whirr of the exercise bike. And sighed. Sometime later, after a watery nap and a change of clothes, he sauntered into the kitchen to be greeted by an unexpectedly savoury smell. The table was laid. Things looked promising. “Starving!” She announced, getting the pie out of the oven. “All that exercise just made me hungry. I mean,” she put a large dish of broccoli and peas on the table next to the chips, “I do think we should up our vegetable intake. But,” she said, dishing up hot turkey and ham pie, “let’s not go cold turkey.”

The election of the Mayor for Hampshire and the Solent has been postponed! Do we care?

recent revelations by the Local Government Association about so many Councils on the verge of bankruptcy is an issue that has not surfaced. The lack of cash to deliver essential services remains a very important concern. HMG are promising that the money they allocated for devolution will still find its way into Hampshire – various figures have been spoken about but in terms of the really pressing needs around for example Social Care – there is deathly silence!

he Government have postponed the first stage of the Devolution process till May 2028. Only recently the various political parties announced their candidates and were working towards an election next year. If my memory serves me well and I am not sure it does these days, there will however be Hampshire County Council elections next May – I think these were postponed form last May as part of the Devolution process. I summary then – the current consultation on what will replace both our County Council, the Districts and the two cities will end in early January. Hopefully as many people as possible have responded to this and answered the questions on-line. Sometime during 2026 HMG will announce what the new Unitary Councils for our homeland will be with “shadow elections” taking place in May 2027. This will give the new bodies a year to establish the new organisations with them formally coming into being in May 2028. When the new Mayor will be elected. HMGs reason for this is that it would be good to get an important plank of the re-organisation in place before the other is sorted. The postponement has certainly caused a bit of an outcry particularly from some of the candidates. One can certainly understand this as some threw their hats in

the ring a while ago and were gearing up their teams for action. Maybe the recent publicity we have had about the postponement will revive some interest in this innovation. Neither the consultation about the new Councils or the Mayor has got the heart racing. What is concerning is that after postponing one set of elections to bring forward the Devolution agenda it has happened again. There is certainly nothing wrong with HMG changing their mind as having the new Councils up and running will give the new Mayor some vital established partners. Also, it does create some muchneeded stability at a time of huge challenge for local Council Members and staff. Hopefully the timetable with NOT change again. But for those who have read some of my stuff before on these important changes – the

Do we have to wait until some of our current Councils go to the wall before something is done. Clearly the recent decisions in Surrey where HMG had to write off the huge debt of one of the District Councils and bring forward the creation of the new Unitary Councils in the area – is bit like closing the stable door after the money runs out. Would it not be logical to address the financial position of all the Councils involved before the new Councils start work? There is a bit of “jam tomorrow” in some of the current thinking by HMG – some savings could come from the various Council mergers – but these will not be available immediately. Also, the rising cost of delivering both essential and other services will soon wipe this away. Hopefully there is still time for this vital issue to be dealt with.
