This practical and thought-provoking panel will examine how empowering drivers to respond safely and effectively at the scene of a road traffic collision can strengthen workforce resilience, support safer communities and potentially help save lives when every minute counts.
After working in H&S for many years Alison Moriarty noted that there was a massive disparity between the way that on site and on road safety was addressed. Following this she focused on working with drivers and managers, to reduce fleet risk and thereby reduce collisions, injuries, costs and insurance premiums. She has worked in construction, civil engineering, and utilities and has been presented with many industry awards for her success in road safety. This culminated in her being inducted into the Fleet News Hall of Fame in 2025. Alison now works in a consultancy role, helping clients to lower their fleet risk.
David Higgingbottom has dedicated his entire career to the transport and logistics industry, specialising in compliance, health and safety, and training.
Currently chief executive of Driver First Assist (DFA), an initiative he launched at the Commercial Vehicle Show in 2014.
DFA collaborates with the emergency services to train drivers in incident management and life-saving first aid at road traffic collisions.
DFA is supported by the Department for Transport and delivers training to National Highways, DVSA, and fleet operators across all sectors.
David holds an MBA from Manchester Business School and is a Chartered Fellow of the Institute of Logistics and Transport.
A ‘barrister with a difference’, Laura Thomas’ career has spanned the independent Bar, as Partner in a leading law firm and in industry, where she has held Executive and Non-Executive roles in construction, oil and gas and transport.
Laura was engaged as Deputy Traffic Commissioner for Great Britain in two defined periods between 2017 and 2025 and has also worked for the Health and Safety Executive (HSE), thus uniquely giving her the regulator’s perspective on compliance.
As Executive Director – Legal and Compliance at Beverley Bell Consulting and Training, Laura focuses on solving clients’ legal, risk, compliance, health and safety and regulatory issues.
Rik Wenham is a leading authority in road risk reduction and transport safety, best known for his tenure as Head of the Metropolitan Police Commercial Vehicle Unit, the largest unit of its kind in Europe. During his leadership, Rik spearheaded a comprehensive review of the unit’s operational effectiveness, driving a groundbreaking shift from a traditional enforcement-led model to one centered on engagement, education, and collaboration with industry.
He is the architect of the multi-award-winning Toolbox Talk, which he oversaw his team deliver to over 70,000 transport professionals across the UK. This groundbreaking and innovative approach to driver engagement played a pivotal role in achieving a 62% reduction in commercial vehicle-related road deaths in London, alongside a 12% reduction nationally, sustained for 3 years.
Following the closure of the CVU, Rik transitioned into the private sector, where he now operates as a road risk consultant and qualified Transport Manager. He works closely with organisations to elevate compliance standards, embed safer operational practices, and deliver measurable safety outcomes.
Beyond policy and performance, Rik is a passionate advocate for the people behind the wheel. He champions driver wellbeing, mental health awareness, and suicide prevention within the transport industry, recognising that safer roads start with supported, empowered individuals.

Alan Stenson has been a sustainability entrepreneur for the past 18 years. Having established a carbon management consultancy in 2006, Alan has been lucky enough to work with many early adopters and industry leaders across a wide range of industries. In 2022 he co-founded Neutral Carbon Zone with an exceptional team of talented colleagues to create a tech-enabled solution for managing organisational, operational and supply-chain emissions, to take motivated clients on their journey to net zero.
Fleet operators urged to adopt routing technology as HGV driver shortage looms
Fleet and logistics leaders are being urged to accelerate investment in routing and scheduling technology as concerns grow over a renewed shortage of HGV drivers in the UK.
A recent industry warning from Insite highlights the risk of a widening skills gap following the loss of driver training funding, raising fresh pressure on operators already managing tight capacity, rising costs and increasing service expectations.
In response, Descartes is calling on fleet operators to prioritise technology-driven efficiency to reduce strain on existing drivers while maintaining delivery performance.
According to Andrew Tavener, Head of Fleet Marketing EMEA at Descartes, modern routing and scheduling platforms can play a critical role in easing operational pressure. By leveraging real-time data, including traffic patterns and road conditions, these systems enable more efficient route planning and help create realistic delivery schedules.
He says: “Addressing the challenges at hand requires a multifaceted approach, with technology playing an important role. For example, modern routing and scheduling software enables organisations to relieve the pressure on fleets and drivers by introducing more structure to fleet operations, as well
as visibility and control in managing daily delivery commitments.
“This technology uses real-time data to allow for more efficient routing that takes into account traffic patterns and road conditions. It then uses an intelligent background optimisation engine to create realistic and achievable delivery plans that enable drivers to maintain speed limits and drivers’ hours compliance.”
For fleet managers, this has direct implications for both compliance and driver wellbeing. Intelligent optimisation tools can support adherence to drivers’ hours regulations and speed limits, while reducing the need for last-minute schedule changes that contribute to stress and inefficiency.
Tavener says the benefits extend beyond route planning. Integrated platforms also improve communication between drivers and dispatch teams, providing greater visibility across daily operations. Proactive notification features allow customers to be automatically updated on delays or changes, helping to manage expectations and reduce inbound enquiries to contact centres.
As driver shortages persist, retaining existing talent is becoming as critical as recruitment. Technology that enables more predictable workloads and reduces administrative burden
is increasingly seen as a key lever in improving job satisfaction and reducing attrition.
The challenge for operators is balancing investment with immediate operational demands. However, with external pressures mounting (from labour constraints to customer expectations) digital tools are emerging as a practical way to do more with fewer resources.
For UK fleet leaders, the message is clear: while the driver shortage may be difficult to solve in the short term, improving efficiency through smarter routing and better operational visibility offers a tangible way to mitigate its impact.

The expanding risk landscape Fleet operators are under pressure from multiple directions. Regulatory requirements continue to evolve, particularly around driver hours, vehicle safety, emissions and duty of care.
