MADHUKAR ZENDE

THE SUPER COP

MANWHOCAUGHTCHARLESSOBHRAJINGOA

Madhukar Zende may not boast the same notoriety as the infamous "Bikini Killer," Charles Sobhraj, but his tale is one of unparalleled dedication and contribution to justice. Our paths crossed at the very site where Zende apprehended Sobhraj four decades ago in Goa, unveiling a narrative rich in intrigue and the unwaveringpursuitofjustice.

Zende's journey in the Indian Police Force commenced in the year 1959 and posttraining he was posted to Mumbai Police as PSI (Police Sub Inspector) laying the foundation for an illustrious career. Through relentless determination and tireless diligence, he ascended the ranks to become Assistant Commissioner of Police in Mumbai. However, this ascent was far from smooth; it was a testament to Zende's resilience in navigating a landscape fraught with peril and adversity. Along the way, he faced formidable adversaries such as the notorious Dons of Mumbai, Haji Mastan, and Karim Lala, ensuring their apprehension and restoring order to the city'sstreets.

Zende's imposing stature and commanding presence instilled a sense of apprehension in those who dared challenge the law. These attributes were instrumental in his relentless pursuit of Charles Sobhraj, markedbydaringexploitsand unwaveringresolve.

Join us as we uncover the untold chapters of Madhukar Zende's remarkable journey—a testament to the indomitable spirit and unwavering commitment to justice that define a true exemplar of law enforcement excellence.

MadhukarZende'sconnection to Goa was solidified on the day he apprehended the notorious Bikini Killer, Charles Sobhraj, at the renowned restaurant "O Quoquiro" nestled in Porvorim, North Goa.Reflectingonthispivotal moment, Zende reminisced about his earlier encounter with Sobhraj back in 1971, in thebustlingFortareaofSouth

Mumbai. It was there that Sobhraj's grand scheme of a major robbery was thwarted, laying the groundwork for his eventualcapture.

"ThearrestofCharlesSobhraj in 1971 is the culmination of another tale," Zende recounted. According to him, the arrest stemmed from the apprehension of a minor offendernamed"AjayModi,a petty criminal, committed theft within his own home, prompting his mother to seek justice," Zende elaborated.

continued, "One fateful day, asAjayroamedtheChowpaty Area, heencounteredagroup of foreigners, seizing the opportunity to solicit illicit work for monetary gain. Unbeknownst to Ajay, among this group lurked Charles Sobhraj, a fugitive sought in multiple countries, with India servingasanewfrontierforhis criminalexploits."

Zenderevealed,"Itlatercame to light that Sobhraj had nefarious intentions, including a planned dacoity at the Air

"While we initially extended leniency and granted him a second chance under the provision of the law, allowing him to reform, his criminal tendencies persisted, leading tocontinuedpettytheft."

Zende elucidated, "The intriguing twist unfolds when freeing Ajay was an act of compassion, aimedatoffering him redemption. However, his persistent criminal activities inadvertently aided in the capture of one of India's most sought-after criminals." He

that he had become entangled with individuals wielding guns, pistols, and grenades—a stark departure from his previous criminal endeavors. Overwhelmed by fear, Ajay made a daring escape, absconding with two Revolvers. Selling one for a substantial sum of five thousand rupees, Ajay embarkedonanewventure—a modest cigarette shop—a testamenttotheconsiderable value of his earnings during thatera.

Madhukar Zende interjected, highlightingthepivotaltwistin thenarrative:"Thetaletookan unexpected turn when Ajay attempted to sell the second revolver to a local businessman in Mumbai. In a tragic turn of events, while demonstrating the weapon's functionality, Ajay inadvertently discharged a bullet into the chest of the businessman, who collapsed upon impact. Believing the man to be dead, Ajay sought my mercy, unraveling the entiretyofthestoryinhisplea forclemency.”

India office in South Mumbai. However, his rendezvous with Ajay unwittingly led him into my trap, as he unknowingly became the conduit for Sobhraj'sdownfall."

By the time Sobhraj crossed paths with Ajay, his plans for the Air India office dacoity had reached an advanced stage. Seeing potential in Ajay, Sobhraj invited him to join his gang, whisking him away to Delhi. However, upon arriving in the capital, Ajay was jolted by the realization

Now fully cognizant of Sobhraj's nefarious plans, I meticulously strategized, awaiting the opportune moment to apprehend him upon his arrival in Mumbai to execute the dacoity. Unbeknownst to me, the groundwork for his arrest had alreadybeenlaidbythepetty criminal Ajay," recounted Madhukar, emphasizing that at that juncture, his sole lead was Sobhraj's gang's penchantforlodgingattheTaj HotelwhileinMumbai.

"I meticulously surveilled the movements at the Taj, and on the auspicious day of November11,1971,myvigilance bore fruit. As a man in a suit descendedfromthepremises,

Ajay swiftly identified him. Without hesitation, I moved in, apprehending Sobhraj. DespitehisexpertiseinKarate, I ensured he was immobilized, swiftly disarming him of the revolver in his possession," Zende recalled, acknowledging the inherent risk in confronting a seasoned combatant.

"Upon bringing him to the police station, Sobhraj maintained a stoic silence, refusingtodivulgehisidentity. Undeterred, we conducted a thorough search, unearthing four hotel receipts belonging to his accomplices.

Waste no time, we swiftly raided these locations, culminating in the arrest of all four associates, alongside a significant cache of arms and ammunition," Zende recounted, signaling the culmination of Sobhraj's criminal endeavors.

Despite Madhukar Zende'ssuccessful apprehension of Sobhraj, histenure in custody was short-lived, as the Delhi Police sought him for another crime perpetrated in the capital," revealed Madhukar. "Charles Sobhraj wasn't just a seasoned criminal; he was also a masterful actor, adept at seizing opportunities wherever he ventured. During his stay at the Ashoka Hotel in Delhi, he befriended himself with a cabaret dancer, assuming the guise of a jeweler.Exploitinghertrust,he orchestrated a daring dacoity

before vanishing into the night. The sensational crime made headlines across major media outlets, given its occurrence within one of the capital's most prestigious hotels."

Despite the Delhi Police securing his custody and confining him behind bars, Sobhraj's incarceration proved fleeting. Seizing upon the chaos of the IndiaBangladesh War blackout, he orchestrated a daring escape from police custody," Zende disclosed, underscoring

he resorted to heinous acts such as dousing his victims in petrol and setting them ablazebeforeplunderingtheir residences. These atrocities spanned across major countries like France, Russia, and Iran, earning him the monikeroftheBikiniKiller.

"Despite Charles Sobhraj's successful escapes from Indian law enforcement, fate seemed to tether him to the subcontinent, drawing him backtocommitfurthercrimes, particularly in Mumbai," recountedMadhukar."In1975,

promptly alerted me, leading to the retrieval of Sobhraj's luggage containing incriminating evidence, including counterfeit passportsandweaponry."

Sobhraj's knack for eluding confinement.

“Furthermore, continued Madhukar, divulging a crucial aspect of Charles Sobhraj's modusoperandi,"followinghis escape from the Delhi jail, Sobhrajexpandedhiscriminal repertoire. Learning to adulterate drugs into coffee or liquor, he ensnared unsuspecting young women, drugging and ultimately murdering them before absconding with their valuables. In some instances,

a French couple was discovered unconscious in the opulent confines of the Taj Mumbai. Upon their recovery, they shared a harrowing account, offering a telltale sign of Sobhraj's return to India."

"It didn't take long for my suspicions to be confirmed," continued Madhukar. "Within two months, reports surfaced of Sobhraj's presence at the Taj Mumbai with a Canadian companion. The hotel's vigilant security personnel

"While Sobhraj managed to evade capture in Mumbai, he didn't flee India entirely. Soon after, I received word of his arrest in Delhi in 1975, followinganincidentwherehe druggedagroupofstudents," Zende recounted. "Called upon to testify against him, I was taken aback to see Sobhrajescortedbyaphalanx of police officers, despite my having apprehended him single-handedly in 1971. It seemed that media attention had elevated him to the status of a celebritycriminal." “Sobhraj's 1975 arrestresultedina life sentence, during which he cultivated relationships with police and jail authorities," Madhukar elaborated. "Under the stewardship of Kiran Bedi, then in charge of Delhi police, Sobhraj even gained access to computer facilities within the jail, and the BBC waspermittedtofilmwithinits confines."

"However, it was on March 16, 1986, that Sobhraj orchestrated his most audacious escape yet," revealed Madhukar. "Under the guise of celebrating his birthday within Tihar Jail, he cunninglyorchestratedamass jailbreak, luring guards with cake while orchestrating the

flight of himself and sixteen other criminals. The ensuing media frenzy catapulted Sobhraj to even greater notoriety."

The Capture of Sobhraj In Goa

The captivating saga of Charles Sobhraj's pursuit culminatedinadramaticfinal chapter, with Madhukar Zendeatthehelm.Itallbegan on March 29, 1986, when railway police detained a Sardarji (Sikh Man) and discovered a revolver in his possession. Despite interrogation, the man remained tight-lipped. However, a crucial clue emergedwhenpolicefounda receipt from the Pancharatna Hotel in Panvel among his belongings. Acting swiftly, authorities traced the hotel andlearnedthatthemanhad been accompanied by friends who had already departed. The sole lead was the number plate of their car and motorcycle, shared by the hotelmanager.

The involvement of Charles Sobhraj prompted the railway police to contact Director GeneralofPoliceMr.Jog,who immediately recognized the significance of Zende's expertiseinthematter.Zende recalled,"Whensummonedby the DGP, apprehension gripped me, fearing I had erred somehow. To my relief, I was entrusted with the Charles Sobhraj case."

Drawing from his extensive experience, Zende outlined Sobhraj's penchant for luxury accommodations, advocating foramulti-prongedapproach to track his movements across variousstates.

With the railway detainee's account providing vital leads to locations like Baroda, Ahmedabad, Mumbai, and

Alibaug, Zende and his team split into five units, each scouring different regions. ZendehimselfheadedtoGoa, armed with the knowledge that Sobhraj's wife resided in America and he may attempt to contact her via trunk calls. SettingupbaseinitiallyatFort Aguada in Candolim, then later relocating to Calangute, Zende's team tirelessly combed the state for any sign ofSobhraj. Their breakthrough came during a chance encounter at a motorcycle stand, where a perceptive young man dismissed Zende's ruse of searching for a 'brother' who absconded with a foreigner's motorcycle. Zende realized thatthisinteractionconfirmed Sobhraj's presence in Goa, with the only task remaining being to locate the telephone booth from which he would likely contact his wife in the USA.

Amidst the pursuit of locating avenueformakingcallstothe USA, Mr. Madhukar found himselfguidedtoGPO,where he was advised to head to O Coqueiro, a favored haunt among foreigners for leisure and communication amenities, including trunk call bookings. Armed with this insight, wetraversedthestate by day, homing in on O Coqueiro as dusk descended. In those days, O Coqueiro exudedarusticcharm, akinto a shack, yet precisely the milieu sought after by foreigners. Thepivotalmomentarrivedon April 6th, 1986, when Zende, then a senior inspector at Mumbai's Agripada police station, orchestrated the arrest of the elusive French serial killer, Charles Sobhraj, for the second time in his notorious career. "I recall

vividly," reminisces Zende, "thateveningcoincidedwitha riveting India-Pakistan hockey match, captivating the nation's attention. Sensing Sobhraj's presence, I requisitioned additional manpower, assembling eight officers incognito within the vicinity, poisedforaction."

Zende's intuition proved astute as a white Fiat halted abruptly nearby, disgorging two figures. Despite Sobhraj's altered appearance over the years, Zende's trained eye discerned his quarry. "Seated inconspicuously, I formulated a plan, transcribing it discreetly for my colleagues. Withprecision, wespranginto action."

However, a hiccup ensued when the cab driver, sensing trouble, grew agitated. Undeterred, Zende seized the moment, confronting Sobhraj directly. "With swift decisiveness, I identified myself, haltinghisescapeinits tracks.WithCharlesincustody after years of pursuit, I promptly alerted the commissioner of police, marking the endgame in our relentlesspursuit."

Shobhraj's success in his past endeavours can be attributed to the exploitation of loopholes within the system, a journey that began with his multiple escapes from prison. These instances underscore the vulnerability and exploitable nature of our judicial framework. Despite beingapprehended,Shobhraj remained undeterred in his criminal pursuits, confident in his ability to evade consequences.

The notorious 1976 jailbreak in Delhi during wartime failed to instil corrective measures within the system, as evidenced by Shobhraj's

subsequent escape from the supposedlysecureTiharJailin 1986, achieved through the druggingofguards. However, thenarrativetakesa turn with the introduction of Mr. Madhukar Zende, whose astuteness and determination led to Shobhraj's apprehension not once, but twice. Zende's relentless pursuit serves as a poignant reminder to those who would exploit the system that accountabilityisinevitable.

Following his 1986 arrest in Goa, Shobhraj served a life sentenceinIndia, onlytoface furtherrepercussionsinNepal, where he was imprisoned for an additional two decades. Remarkably, his eventual release and subsequent relocation to America, where he leads a lavish lifestyle alongside his lawyer-turnedwife, underscore the complexities of justice and redemption.

WORKING TOWARDS SUSTAINABILITY PART I

Sustainability is the beacon guiding humanity's future, presentingoursolechancefor survival amidst our relentless pursuitofdevelopment, which has depleted our natural resources. Goa, nestled in the heart of India, boasts abundant natural riches, yet faces the looming threat of unchecked development. Plastic usage, marine life degradation from chemical disposal, and rampant industrialization, epitomized by hillside deforestation for urban sprawl, pose existential challenges to this picturesque state.

Fortunately, Goa's youthful and dynamic Chief Minister champions sustainability, fostering a culture of conscientiousness and spearheading impactful initiatives. Under his stewardship, severalmeasures have been implemented, propelled by a personal commitment to harnessing every available resource. Foremost among these initiatives is the prioritization of renewable energy—an imperative for a state blessed withamplenaturalbountyand renowned for its pristine environment.

Last July, the Chief Minister pledged that by 2030, Goa would transition primarily to renewable energy sources. "The government has sanctioned a comprehensive policy, awaiting central approval, encompassing solar and hydro energy, among others," he affirmed. "My journey into theworldofdancebeganwith my mother, who taught me some Bollywood moves and encouraged me to join local dance competitions." Vaishnavi's passion for performance blossomed, thanks in part to the unwavering support of her maternal grandparents, who tirelessly accompanied her to classes, workshops, recordings, and performances. Their dedication fueled her dreams ofartisticgrowth.

Although her parents initially enrolled her in vocal and dance classes as mere hobbies, Vaishnavi's fascination with classical dance, sparked by televised performances and other events, soon took center stage. "Followingmy9thgrade,Ihad to momentarily pause my dance lessons. Surprisingly, that break ignited an even deeper passion within me to pursue my dance education wholeheartedly," she reflected.

It was during this pivotal time that Vaishnavi crossed paths with Guru Mandira Joshi, whose guidance proved instrumental in her pursuit. Under the mentorship of Dr. Sandhya Purecha, Vaishnavi embarked on her journey of learning Bharatnatyam, discovering a newfound appreciation for the art beyond mere performance.

Dr. Purecha's teaching approach, emphasizing the fusion of theory and practice through Shastra and Sampaday, resonated deeply with Vaishnavi, shaping her understandinganddedication totheartform.

Vaishnavi's journey into Bharatnatyam began with learningthebasics, oradavus, under the guidance of her gurus. From there, she delved into mastering various compositions and choreographies, a journey that she acknowledges as challenging yet immensely rewarding.Unlikeotherdance styles, classical dance

demands consistent practice to improve and retain the intricate movements.

"Later, when my teacher stopped conducting classes, finding a new guru became another hurdle. However, I consider myselfblessedtohavehadthe guidanceofgreatgurus."

Vaishnavi acknowledged the societal skepticism surrounding the pursuit of danceasacareer, notingthat detractors often seek to demotivate aspiring dancers. “But,"sheemphasized,"Ifirmly believe that all the struggles and challenges are justified when you and your students take the stage, pouring your hearts out in dance, and receiving applause from the audience. However, she also noted that health issues occasionally arise, causing disruptions during performancesandclasses."

Vaishnavi's dance journey has been enriched by her participation in workshops conductedbylegendarygurus such as Dhananjayans in Mhardol, Goa, Dr. Swathi DaithankarinPune,GuruKeda Gurav in Pune, and Kimaya More. Each workshop has provided her with a unique perspective on the art form.

Currently, she shares her knowledge and passion for dance as a teacher at Natyaarambh School of Art in Morjim, Pernem, and Siolim, where she mentors over 80 students. "My aim was initially tolearnthisrichartform, butit hasnowevolvedintoapassion for teaching young children about our culture through dance,"sheconcluded. Vaishnavi firmly believes that rather than blaming today's kids for being glued to their phones or screens, it's more constructive to view dance as a medium through which we can instill good values and channel their abundant energy."Iaspiretospreadlove for Indian art among today's generation," she expressed. A VISIT TO FISHERMAN'S WHARF: EMBARK ON THE CULINARY TRAIL

Fisherman’s Wharf needs no introduction, having been reviewed by numerous food bloggers from Goa, India, and around the world. However, I aim to provide a fresh perspective by sharing my personal experience, particularly if you're planningaweekenddinnervisit.

Nestled in the extreme south of Goa,onthebanksofaSalRiverwith scores of fisherman's boats anchored along the coast, Fisherman’s Wharf transports you to a completely different world. To truly immerse yourself in this experience, I recommend visiting during lunchtime, as the scenery loses some of its charm as night falls. Nevertheless, an evening visit also holds its allure, which I'll delve intointhefollowingparagraphs.

I have visited Fisherman’s Wharf on numerous occasions, both during the day and at night, and have had the pleasure of experiencing the unique charm of each time. However, one potential challenge, particularly during the summer months, is the intense heat, as there are currently no air-conditioned seating arrangements available. Nonetheless, the ambience remains pleasant, with numerous fans strategically placed around the restaurant to offer relief from the swelteringheat.

In my personal experience, the temperature tends to stay high throughout the day, irrespective of the season—be it summer, winter, or monsoon—perhaps exacerbated by thehighhumidityintheair. Moreover, regardless of whether you visit during the day or at night, Fisherman’s Wharf tends to draw large crowds. Hence, it is advisable to make a table reservation in advance. As I transition from the daytime experience to the nighttime ambience, Fisherman’s Wharf truly comes alive under the cloak of darkness. While you may notseethewaterasclearlyatnight, the rhythmic sound of waves softly caressing the shore creates an enchanting backdrop against the silent night. This sensory experience

is truly mesmerizing, evoking a sense of tranquillityand serenity. Adding to the allure of the evening is the live music playing in the background. Whether you choose to sit near the main stage or opt for a quieter spot, the melodies fill the air, setting the perfect mood for a memorable night out.

PAYMENTS TO MICRO AND SMALL ENTERPRISES NEW INCOME TAX AMENDMENT KICKS IN

Under Income Tax, normally every expense which is “accrued” is allowed as a tax-deductible expense, i.e. irrespective of whether it is paid or not, the expense is allowed in the year in which the invoice is dated/received. However, there are a set of expenses which are mentioned under Section 43B of the Income Tax Act, which are allowedonlyonthebasisofactual payment.

AmendmenttoSection43B

In the Finance Act 2023, the Government added a new clause (h) to Sec. 43B include payments made to Micro Small and Medium Enterprises (MSMEs). This amendment is applicable from assessment year 2024-25 i.e. fromFinancialyear2023-24.

Understanding relevant provisionsofMSMEAct

Firstly, the scope of MSMEs must beunderstood.

Micro, Small and Medium Enterprises are defined under the

purposes. In that office memorandum it was clearly mentioned that the benefit to retailandwholetraderMSMEshall be restricted only for the purposes of Priority Sector Lending. Therefore, in author's view, since the definition of the word enterprises in terms of MSMED Act covers only concerns engaged in the manufacturing or processing orrenderingofservice,ANDdueto above office memorandum, tradersneednotbeconsideredfor the purposes of Section 43B(h). A clarification from the Income Tax department on this issue would solvethedoubt.

Understanding due dates for paymentstoMSMEs

Section 15 of the MSMED Act lays down time limits for payment to MicroandSmallenterprises, which are explained in example mode as below:

1. If due date of payment already agreed upon between buyer and supplier:

trader, and if payment against its supplies is not made within above timelines, the payment shall be disallowed in that year under Income Tax Act, and it will be allowedonlyintheyearitispaid. Ifanysumremainspayabletosuch eligiblemicroorsmallenterpriseat end of the financial year but it is paid in next financial year, but payment happens within the time limit allowed under Section 15 of MSMED Act (as above) then the same will be allowable in the year of incurring the expenditure. For example: A supply received on 20th March 2024, needs to be paid maximum by 4th April 2024 (assuming 15 days as the time limit asabove).Ifsuchpaymentismade by 4th April 2024, then the expense is allowed in financial year ended 31.03.2024 itself (since paid within due date). However,ifitispaidafter4thApril 2024, then the expense will be considered in the year of payment i.e.FY2024-25.

MSMED Act 2006. For the pruposes of this Income Tax Provision, only Micro and Small Enterprisesarerelevant.

Further, even though you may trigger above limits, in order to avail of the benefits under the MSMED Act, MSME UDYAM Registrationisrequired.

As per MSMED Act, enterprises means any industrial undertaking or other business concern engaged in the business of manufacturing or production of articlelistedinthefirstscheduleof Industries (Development and Regulation) Act, 1951 or concern engagedinprovidingservices.

The Central Government , vide office memorandum issued on 27-2021 , had allowed traders to registerforUDHYAMundertheNIC Code 45,46 and 47 but for limited

a. If due date is below 45 days from date of receipt of goods and services–Thensuchdayswillbethe duedate.

b. If due date is beyond 45 days from date of receipt of goods and services– Then 45 days will be the duedateunderMSMEAct

Thus, it means that, max due date for payment to MSMEs can be 45 daysunderMSMEAct,irrespective of actual agreement. If the due date is shorter, then such shorter duedatewillapply.

2. If no due date agreed upon between buyer and supplier: - Due date presumed to be 15 from the dayoftheactualdeliveryofgoods ortherenderingofservices ImplicationsunderIncomeTaxAct Thus, ifanenterpriseisaregistered Micro or Small Enterprise, under MSME Act, and it is not merely a

The above position stands even if payment is made before due date of ITR applicable to the assessee because benefit of first proviso to Section 43B(h) is not available in respect of payments to Micro or SmallEnterprises.

Conclusion

The amendment has serious consequences and the tax impact in many cases may be substantial. Businessesneedtoprepareforthe year ending 31.03.2024 in advance to ensure that no sum payable to Micro or small enterprise remains outstanding to avoiddisallowance.

6.CINDY

5 PULL UPS, 10 PUSH UPS, 15 JUMP SQUATS

Focus on technique and also you're doing as many reps as possible in the time frame time, take things nice and slowly to begin with to help your body get used to the endurance needed to do bodyweight movements for 15 minutes.

Ifthisistoochallenging,trydoinga “halfCindy”for7minutes.
