hen Bold City Brewery opened in Jacksonville in 2008, brewing and selling was easy, says co-founder Susan

Miller. Distributors called asking to sell the beer. “It used to be that we never even talked about competing,” Miller said. “There was no competition among breweries. We all were just living our lives and brewing and selling beer.”

Today there are more than 25 craft beer operations in Northeast Florida, ranging from smaller taproom microbreweries to brewpubs and regional operations. As a result, it’s becoming more difficult for brewers to be successful on a larger, regional scale than it was a decade ago, Miller said. She said it took less than $250,000 and “some credit card debt” to launch the business. Bold City Brewing, with locations Downtown and in Riverside, now distributes throughout the state and region. Demolition of the Jacksonville Landing will be set in motion Aug. 2 and fencing is scheduled to be put up the week of Aug. 5. Plant City-based contractor D.H. Griffin Wrecking Co. Inc. received a Notice to Proceed from the city’s Department of Public Works on Tuesday authorizing site work to begin at the Downtown shopping mall within 10 days. Substantial completion of the demolition will be no later than May 28, according to the notice. D.H. Griffin was awarded the $1.074 million contract June 20 after a public bidding process to tear down the shuttered riverfront building at 2 Independent Drive W. The city took control of the Landing in February after a $15 million settlement with Sleiman Enterprises Inc. The city owned the property while Sleiman owned the building. City Council legislation approving the agreement included $1.5 million for tenant lease terminations and other expenses. Tuesday’s notice doesn’t mean demolition will begin next week. Additional city documents state that a hazardous material assessment of the site will be completed before physical demolition starts. That includes identification and removal of any asbestos in the building. SEE LANDING, PAGE 10

DEVELOPMENT

City takes steps to acquire old fire station The Mayor’s Budget Review Committee unanimously approved allocating $2.6 million to purchase the Fire Station No. 5 property on Riverside Avenue from Fidelity National Financial Inc. The city is making land deals on Riverside Avenue that together would clear 5.71 acres for development. The Fidelity campus is near the fire

station site and the company has said it likely will expand in Jacksonville. City Chief Administrative Officer Brian Hughes said the fire station cannot stay on the site because of suggested roadway improvements and that anyone interested in rehabilitation and moving the building should contact DIA CEO Lori Boyer.

More than 200 rooms are envisioned near Jacksonville International Airport. Lake City Hotels Inc. plans to develop and manage two projects near Jacksonville International Airport – TownPlace Suites by Marriott and Tru by Hilton. Nick Patel, Lake City Hotels vice president and chief operating and development officer, said construction is expected to start by early 2020 for completion by early 2021. Inn of Jax LLC will own the properties, he said. Its managers are owners of Lake City Hotels, which is based in Lake City. The hotels will be side-byside at northeast Airport and Ranch roads. “The traffic at the airport has increased and we feel confident that as Jacksonville grows, airport traffic will continue to grow,” said Patel. He said expansion of industry and jobs will create the need for more airport use. Patel said travelers come to Jacksonville through several arteries – interstates 95 and 10 and the airport. New hotels mean more choices, he said. Inn of Jax LLC bought the 4.03-acre property July 9 for $2.85 million from RSAS LLC and USA Express Inc. of Miami. Both hotels are in review. For TownPlace Suites, the city issued a conditional capacity availability statement for a 103-room, four-story, 60,000-square-foot hotel. Patel said the company is completing plans for the project. A closed 3,134-square-foot Wendy’s restaurant on the property would be demolished. Tru by Hilton is shown as a 105-room, four-story, 50,000-square-foot project. Both hotels have pools and exterior porch areas, Patel said.

Special to Daily Record

Nick Patel, Lake City Hotels vice president and chief operating and development officer, is developing a Tru by Hilton and TownPlace Suites by Marriott near Jacksonville International Airport.

Taylor & White Inc. is the civil engineer. Lake City Hotels has nine properties in Lake City and Gainesville and some of Patel’s partners have properties in Tennessee, he said. Patel said more are planned. “We are constantly looking for other locations, so we hope we can do more,” he said. “We visit Jacksonville a lot with our families and it’s a wonderful town. We think Jacksonville has a great future. It has all the ingredients,” Patel said.

CSX renovating HQ, dispatch center CSX Corp. is investing another $4.14 million into its Jacksonville facilities. The transportation company is renovating the third floor of its 500 Water St. headquarters building at a cost of $2.72 million. The city issued two permits for Duckworth Construction Co. to renovate 41,778 square feet of space. Gresham Smith is the architect. The Jacksonville-based transportation company has been renovating the 15-story riverfront tower. “The renovations planned for the third floor of CSX’s headquarters building will modernize that space and will accommodate changes to the office space needs of our staff,” said spokeswoman Sheriee Bowman. “Updates to the office and meeting spaces will maximize

efficiency and create a more collaborative, better-quality work environment for teams on that floor,” she said. The city also issued a permit for CSX Transportation to renovate its 3019 Warrington St. dispatch facility at a cost of $1.42 million. Duckworth Construction also is the contractor for the 11,351-square-foot project. Bowman said the permit is for the modernization of the facility to included infrastructure improvements to flooring, lighting and HVAC systems. The project is expected to be completed by the end of the year.

WoodSprings Suites, Bentley permits approved

The city approved a foundation permit for the proposed Jacksonville Bentley Maserati Alfa Romeo dealership at 7137 Bonneval Road, off Interstate 95. AutoBuilders General Contracting Services Inc. of West Palm Beach is the contractor for the foundation and the proposed almost $11 million showroom and service facilities. Miami-based Brickell Motors and Miami Automotive Retail bought the property in February through MNAR-Real Estate Holdings LLC. MNAR paid $3.36 million for about 9 acres. THE MENDENDHALL REPORT

New DIA CEO shares outlook, strategy

MIKE MENDENHALL STAFF WRITER

Lori Boyer says marketing, focusing incentives on housing and retail are at the center of her plans. Under the three-week tenure of CEO Lori Boyer, the Downtown Investment Authority has made strides. Since July 1, the DIA has begun finalizing a contract with real estate firm CBRE Jacksonville to market and sell the site of the former City Hall and Duval County Courthouse on East Bay Street; moved to fill three vacant staff positions; and begun drafting a request for proposals to find a company to create comprehensive marketing material for Downtown. Boyer, who completed two terms as the District 5 City Council representative in June, said July 9 that Jacksonville leaders and developers need to make deliberate moves now to take advantage of the longest sustained period of economic growth in U.S. history.

That market strength is positive for near-term development, but scares development professionals, she said. “My outlook is certainly bullish,” Boyer said. “I have this real sense of urgency that we all know real estate markets are cyclical and the fact that it took Jacksonville as long as it did in this cycle to get to this high point, we need to capture it while it’s here.” The DIA’s priority in the next three years will be to encourage more Downtown housing, Boyer said. A State of Downtown report for 2018-19 released Wednesday by the nonprofit Downtown Vision Inc. shows in 2018 there were 3,199 housing units on the Northbank and Southbank. At the time data collection for the report was completed in April, 978 units were under construction throughout the Downtown core, LaVilla and Brooklyn with an additional 3,038 proposed units. MARKETING DOWNTOWN

Boyer’s strategy includes creating an efficient marketing campaign for Downtown to draw more out-of-town investment. She said there is a lack of efficiency in how the DIA has made data available about city-owned and privately held properties and local resources. Today, that information exists piecemeal across the city’s procurement web portal and in reports from city-affiliated agencies like Downtown

Vision Inc. Following a request for proposal process, a company could produce Boyer comprehensive print and online portals for developers, Boyer said. The work also could be completed in-house by whomever is hired as communications specialist, one of the three vacant roles at DIA. The DIA board would need to take action on how to proceed. “If I’m going to an (Urban Land Institute) conference, I’m going to have a packet of information on Jacksonville — what our rent rates look like, what our construction costs are and what sites are available,” Boyer said. Boyer made marketing Downtown a key talking point during her job interview with the board in May, as did DIA’s No. 2 candidate, Gregory Flisram, the senior vice president of Kansas City’s economic development corporation. If the DIA board agrees, the authority also will implement a tracker for the number of active residential units Downtown. This “dashboard,” Boyer said, would be updated continuously to catalog inventory, vacancy rates and information on housing projects in development. GROUND-LEVEL PRIORITIES

Proposed uses for groundfloor space will be a focal point for DIA.

Marital/ Family Law

In her final months on council, Boyer led the redrafting of Downtown design standards and zoning, which emphasized that first-floor business in corridors like Bay Street should draw people into the urban core. “We’re clear in our minds that we want Bay Street to have a retail or restaurant or an activated first floor,” Boyer said. “Whether the second and third floor is a hotel or office or residential, the developer can tell us what they’re proposing.” When developing a property like the Jacksonville Landing site, Boyer thinks first-floor retail, dining and entertainment will have a direct impact on the success of any public green space included in the development. Demolition of the existing structure will begin by fall, and an RFP to develop the property will be published by January. “Whether that is engaging because it is a fountain or it’s engaging because it is a stage area where we have people perform … or whether it’s surrounded by restaurants that all spill out on (to the public space),” Boyer said. “But it should be a key focal point for our Downtown waterfront.” INCENTIVES

Boyer said she will continue to strengthen the DIA’s Retail Enhancement Grant program to ensure that housing and Downtown retail grow at a complementary rate. As a lower value grant program, Boyer said there is a high proportional return on investment

from those grants. The DIA set aside $750,000 for its Retail Enhancement Grant program when it launched in 2014. To date, the DIA has awarded 14 projects a total of $690,645. According to DIA staff, companies awarded the grants invested $3.21 million into urban core properties. Where Boyer believes she may differ with some Jacksonville developers is her aversion to incentives for hotels, saying she fears the Downtown market could reach saturation. Downtown Vision’s report shows seven hotels with 815 rooms proposed or in development among the Northbank and Southbank. That would add to the 2,361 rooms in eight hotels operating Downtown. “I don’t know that it’s shared by anyone, but my personal sense is that I would not be inclined to incentivize hotels right now in the marketplace until we see more of the entertainment venues and residents come online,” Boyer said. Reducing or eliminating incentives for hotel projects will allow market demand to drive development, she said. “You don’t need to reach market saturation, but what’s going to happen is if we don’t have entertainment venues and activity rising at the same level, then you will reach that saturation point and we’ll have declining room rates.”

The program is designed to create a year-round demand for grilling products, which Far East Brokers supplies to retailers. For the majority of Far East Brokers & Consultants Inc.’s 38 years in business, selling seasonal general merchandise to retailers has been a strong business. The company services the retail industry – mostly supermarkets – with seasonal imported and promotional products, which essentially are the products at a grocery store “you can’t eat,” said Far East Brokers President and CEO Morrie Zimmerman. It’s the largest supplier of

its kind in the country, and employs 40 people in the U.S. and China. In the past five years, the company needed to focus more on marketing and to find innovative ways to do so. GrillPerks, a cross-category, consumer loyalty program for grilling product manufacturers, is Far East Brokers’ way of doing that. “Retail’s changed so much that it’s not enough to just buy good stuff and send it out there and see if it sells,” said Zimmerman, whose father, Charles, is the company’s founder. “Now we need to help them sell it. So that’s where something like GrillPerks comes in,” he said. The online program, which launched in March, provides users with tips, recipes and promotions on grilling products, and rewards them with gift cards when they buy from participating retailers. When a customer buys from a participating brand, they photograph and upload the receipt to GrillPerks.com, and for every $50 spent, the customer receives a $10 retailer or Visa gift card. Far East Brokers sells many of the brands participating in the program, such as Kingsford

and Mr. Bar-B-Q. The program is designed to create more demand at supermarkets for grilling products year-round. With Far East Brokers supplying grilling products to supermarkets, in addition to the food products already there, shoppers can purchase what they need for grilling in one place. That keeps shoppers from needing to patronize competitive supermarkets, said Mike Sims, executive vice president. GrillPerks began four years ago as a marketing partnership among several of the participating grilling brands. Grilling products would have on-package coupons for other grilling brands within the part-

nership. But from a marketing standpoint, it was difficult for Far East Brokers to track who was using the coupons, Sims said. “Printed coupons especially aren’t the way the emerging consumers and the millennials and so forth like to buy – they don’t clip coupons,” Sims said. “So we got together with the partners and we said, ‘How do we evolve this grilling partnership?’ And we all agreed that moving it to a digital platform was the right way,” he said. The updated program is taking off, Sims said. He expects it to grow more in the summer, the peak grilling months. Even though the program is on a digital platform, it’s not necessarily to target millennial

shoppers. Everyone likes to save money, Sims said, and those in older generations are adopting technology to some extent. Far East Brokers does research on consumers to better understand their spending habits, and in turn, understand what products to sell to retailers and how best to do so. Since general merchandise often is a small part of what a grocer sells, rather than investing in consumer research in the area, supermarkets rely on Far East Brokers to provide the information. Sims said the company has had positive growth for “many years running,” but wouldn’t disclose the company’s revenue because it is privately owned. Zimmerman and Sims said they consider themselves “students of retail.” When they’re not with customers in their merchandise showroom, they’re out in their customers’ and competitors’ stores. On their last trip, they visited more than 200 grocery stores in about eight weeks, all of which covered different demographic groups. These trips help them better understand the retail landscape, they said. “You can have the greatest product and the greatest price in the world, but if you don’t understand how to get it from point A to point B, and ultimately into the shopping cart, it doesn’t do you any good,” Zimmerman said.

THE BASCH REPORT

CSX projected earnings a ‘wet blanket’

MARK BASCH CONTRIBUTING WRITER

Jacksonville-based railroad giant’s stock tumbles after company predicts falling revenue. CSX Corp.’s stock dropped sharply last week, and took the rest of the market with it, after CEO James Foote gave an uncertain economic outlook with the company’s quarterly earnings report. CSX is forecasting revenue this year to fall by 1% to 2% and Foote described the economic outlook as “puzzling.” Stephens analyst Justin Long said in a research note investors were feeling some optimism about transportation stocks but “we felt CSX threw a wet blanket on the party.” Most analysts maintained their ratings on the Jacksonville-based railroad company after the earnings report but Long downgraded the stock from “overweight” to “equal weight” because of the uncertainty. “Longer-term, we continue to view the CSX story favorably due to the continued implementation of PSR, a strong management team and meaningful opportunities to gain market share,” he said. PSR, or precision scheduled railroading, is the operating system implemented by CSX two years ago that is producing better efficiency metrics for the company. “We believe one of the most underappreciated aspects of the CSX story over the longterm is its revenue growth potential as PSR is fully implemented in the U.S. and it leverages a better service product to capture market share from truck,” Long said. However, “near-term challenges could trump the positive long-term narrative around CSX’s market share opportunity,” he said. “While we think CSX will

manage the business well as it navigates these challenges, this set-up is likely to make it tough for valuation multiple expansion the next 6-12 months.” CSX stock dropped by $8.17 to $71.38 on July 17 after the earnings report. The S&P 500 index, which includes CSX, fell by 0.65% that day, with many analysts blaming the gloomy outlook at CSX for the overall decline in the market.

Economy hurts Adecco outlook Global staffing company Adecco Group, which has its North American headquarters in Jacksonville, also is facing challenges from the uncertain economic outlook. Jefferies analyst Kean Marden last week downgraded the Switzerland-based company from “neutral to underperform,” following a more drastic downgrade early this month from “buy” to “sell” by Goldman Sachs analyst Suhasini Varanasi. Varanasi said in his report he downgraded Adecco and Netherlands-based staffing company Randstad “to reflect weakening organic growth trends” that should affect their stocks. “While first quarter results showed a stabilization of growth trends, recent macro and staffing datapoints have taken a turn for the worse, especially in Europe where Adecco and Randstad generate the majority of their revenues,” he said. “Hence, we expect organic growth to weaken further and remain in negative territory

near term.” According to Adecco’s annual report, the company generated 64% of 2018 revenue in Europe and 18% in North America. Marden said in his research note he expects Adecco’s second-quarter revenue to be down by about 3% when the company reports earnings in two weeks. “Global labor markets struggled in June,” he said. “China has been impacted by tariff discussions, Benelux data was weak as automotive supply Marden chain issues ripple across Europe, our proprietary Hays job ads data suggest German momentum remained tough into July, French temp data softened in June, and (despite the positive overall nonfarm data), there has been no sequential growth in U.S. temp volumes since last autumn.” Marden said June was Adecco’s weakest month in the second quarter and he expects momentum to continue to be “subdued” into the third quarter. “Economic indicators for the global Industrials sector (53% of Adecco’s revenue) are weak, profit warnings have become more common, and tariff uncertainty has not abated,” he said. Adecco came to Jacksonville in 2010 by acquiring Jacksonville-based MPS Group Inc. for $1.3 billion. Adecco then moved its North American headquarters to Jacksonville in 2014.

Fidelity National Financial Inc.’s proposed acquisition of Stewart Information Services Corp. remains on hold as Jacksonville-based Fidelity seeks regulatory approval of the deal. The merger of the two title insurance companies was announced in March 2018 but there is no completion date in sight. The deal was rejected by New York regulators but the company is negotiating with them to resolve differences and also dealing with the U.S. Federal Trade Commission. “We continue to work with the FTC and the New York State Department of Financial Services to seek approval of the proposed acquisition and we have meetings scheduled with the FTC in both July and August,” Fidelity CEO Randy Quirk said during the company’s quarterly conference call with analysts last week. He then said company officials would take no further questions on the merger. But one analyst asked what Fidelity would do with its cash holdings if the deal falls through. Fidelity agreed to buy Stewart for $1.2 billion in cash and stock, with half of the purchase made in cash. Chief Financial Officer Tony Park said in the conference call the company expects to have about $1 billion in cash on hand by the end of the year, some of which would be used to pay Stewart. If the deal is called off, Park said Fidelity would likely have about $800 million in cash available that could be used in possible dividend increases for shareholders or stock buybacks. “All things are on the table with $1 billion of cash at Holdco (the holding company),” he said.

Dick’s Wings owner extends Jags deal ARC Group Inc., owner of the Dick’s Wings & Grill restaurant chain, said in a Securities and Exchange Commission filing last week its sponsorship agreement with the Jacksonville Jaguars is extended through the 2028-29 football season. The agreement includes the

right to operate concession stands at TIAA Bank Field and advertising at the stadium and on Jaguars’ radio broadcasts. ARC Group will pay the Jaguars $500,000 this year and $794,444 in each of the next nine NFL seasons. The company will pay more if the Jaguars have any playoff games. In addition to the cash payments, ARC Group is required to provide the Jaguars with food and beverages valued at $35,700 this season. In the same SEC filing, ARC Group also said it appointed Alex Andre as chief financial officer. The company said in a news release Andre has nearly 20 years of executive experience. Most recently he served as co-founder of THS Ventures, a consumer products company.

Jaguars sign new local television deal The Jaguars also last week announced an agreement with Jacksonville television stations WFOX TV-30 and WJAX TV-47 to remain the team’s official broadcast stations through March 2023. The two stations will broadcast preseason games and other Jaguar-related programming. Terms of the deal were not announced. The television stations are operated by privately owned Cox Enterprises Inc. However, Cox agreed in February to sell its portfolio of 14 stations, including the two in Jacksonville, to funds managed by Apollo Global Management LLC.

Cannabis firm mCig names co-CEO Jacksonville-based mCig Inc., which offers products and services for the medical cannabis industry, appointed Mike Aertker as co-chief executive officer. Aertker is a biomedical engineer with nearly 30 years of experience, the company said in a news release. Paul Rosenberg continues as chairman and co-CEO of mCig. The company’s most recent financial report showed $1.9 million in revenue for the nine months ended Jan. 31 and a net loss of $1.6 million. MBASCH@ JAXDAILYRECORD.COM

remain below 5% in 2019. Real Data said that with continued job growth in the regional economy, the demand for apartments is expected to remain strong. The report shows that 5,243 apartment units are under construction and another

3,008 units are proposed, representing a 10% increase from today. The largest share of units under construction — 45% — is in the Baymeadows and Southeast submarkets. There are 1,310 units under construction in the Baymeadows submarket, from Butler Boulevard south to Baymeadows and from Interstate 95 to the Intracoastal Waterway. There are 1,025 units under construction in the Southeast submarket, defined as Atlantic Boulevard south to Butler Boulevard and from Southside Boulevard to the Intracoastal Waterway. Real Data said the new units could lead to occupancy dropping slightly to 96.4% over the next 12 months and average 95% over the next five years, based on trends and anticipated economic and employment growth. Among submarkets, vacancy is the highest — at 8.2% — in the St. Augustine submarket south of County Road 210, and the lowest — 2% — in the Beaches submarket, comprising Atlantic Beach, Jacksonville Beach, Neptune Beach and Ponte Vedra Beach. AVERAGE RENTAL RATES

Average rental rates are the highest, averaging $1,293, or $1.42 per square foot, in the Central submarket. That market is the Downtown Northbank and Springfield areas, bounded by the St. Johns River to the south and east, the Trout

River to the north and Interstate 95 to the west. The lowest average rent is in west Duval County, at $914. Average rents are $963 for one-bedroom units; $1,156 for two-bedroom units; and $1,302 for three-bedroom units. APARTMENT STOCK

Class B units make up the majority, 57%, of the area’s apartment stock. Class B properties have midrange rents, were constructed in the past 20 years and include new affordable and student properties, have dated exteriors, require some deferred maintenance, and have older and fewer amenities than the high-end product. Class C units make up 25%. Those communities are older, constructed within the past 30 years, with the lowest rents, have dated exteriors and amenities and require more maintenance and improvements. Class A units make up 18% of the market. Class A facilities are the newest developments with the highest rents, constructed within the past 10 years or have undergone significant renovation, are well maintained and landscaped, used high-quality materials and construction, and have high-end exteriors and the latest amenities.

But if she and her family were considering opening Bold City Brewing today, their decision may have been different. “We were really, really lucky that we got in before the other guys did, and that we established ourselves in Jacksonville and in most of the parts of Florida,” Miller said. “At the time, we never really knew we were going to be as big as we are today. Why we took the financial risk at the time, I don’t know. We did – we mortgaged our house to do it. I don’t know that we’d do it today.” NEIGHBORHOOD PUBS MAKING A COMEBACK

Local brewers agree that a small-scale, taproom-style brewery is the safest financial option for those wanting to open today. It requires less buy-in on the owner’s part since the brewery only has to produce enough to sustain its own taproom. According to the Brewers Association of independent craft breweries, of the 7,346 craft breweries last year, 4,521 were microbreweries. In Jacksonville, almost half of the breweries are microbrewer-

ies or taprooms. According to the NerdWallet personal finance company, the smallest brewing systems, bought used, can cost up to $100,000. For larger systems, it can cost more than $1 million. By 2017, the economic impact of craft beer in Florida was $3.6 billion, according to the Brewers Association. Last year, there were 285 operating craft breweries in the state, according to data from the Brewers Association. In 2013, there were 66. That’s growth of 333%. Microbrewers and taproom brewers primarily brew for their taprooms and don’t operate “significant food services,” according to the Brewers Association. Microbreweries produce less than 15,000 barrels annually. With the growth in microbreweries comes the return of the “neighborhood pub,” a space that reflects a neighborhood from the beer it serves to the overall ambiance, Miller said. “If you’ve got a great atmosphere, I don’t even know if your liquid has to be that good,” Miller said. “People are going to come in and love being there. So I think it’s become a very popular way of living, not just being in the business, but for people that are coming to your business.” The taproom model is the path that Dennis Espinosa and his mother, Cindy Lasky, took when they opened Main & Six Brewing Co. in

Florida Department of Environmental Protection spokeswoman Dee Ann Miller said in a June email that Florida Administrative Code requires the property owner to notify state regulators when a building with asbestoscontaining materials is slated for demolition. The city noted in its project bid specification that the company awarded the demolition would be required to complete an asbestos survey of the 32-year-old Land-

ing. That caused pushback from some contractors considering a reply to the demolition RFP. According to the Department of Environmental Protection, the city’s requirement was contrary to federal EPA rules that require “the owner or operator of a demolition or renovation activity to thoroughly inspect the facility for the presence of asbestos.” D.H. Griffin also must provide the city with verification that it is a registered federal contractor before the company can start site work, and all employees must be proven eligible within 30 days of the contract date. City code requires that D.H.

2017 in Springfield. The build-out cost was $300,000, not including the brewing equipment. Instead of distributing its beer, the brewery can make more money selling a pint in its taproom rather than in someone else’s. “The actual route most brewers are taking now is neighborhood breweries like ours,” Espinosa said. “They are what a lot of the economists and the Brewers Association are seeing as the future of craft brewing. Regional breweries are super expensive. There’s not a lot of money in distribution unless you have an extremely high volume of beer that you produce and it continues that way,” he said. For those wanting to operate a taproom and distribute regionally, shelf and tap space is shrinking. With brewers from other parts of Florida, the region and the country seeking to sell their products in the state, it’s become more difficult for breweries to find success in distributing. With that, distributors have more beer choices to sell to restaurants, bars and stores. “It’s gotten a lot harder, and if you just think about the sheer numbers, you have 40 to 50 breweries that a distributor has to represent,” said Veterans United Craft Brewing founder Ron Gamble, whose brewery and taproom opened in the Baymeadows area in 2014. “That is a massive increase from 10 years ago when they only had three to four craft breweries they had to represent,” he said. Gamble, a U.S. Navy veteran, estimated he and his partners

Griffin not to proceed with demolition before a prework video of the area surrounding the job site is filmed and submitted to the City Construction Management Section. A representative from D.H. invested about $1 million in Veterans United. GROWING CRAFT BEER MARKET

Breweries that have opened in the past few years are latching onto a burgeoning craft beer following, said Randy Peterson, cofounder of Tabula Rasa Brewing in the Rail Yard District. It’s a market that he thinks hasn’t “reached critical mass yet,” he said. Peterson decided to open the brewery last year in an industrial area west of Downtown because he and his son were passionate homebrewers, but it didn’t hurt to see that the market for craft beer was growing. They began distributing early this year. He prefers to not disclose his investment. “Coffee used to be really mundane. You brewed it, and we all drank this brown water and it was coffee,” Peterson said. “But

from D.H. Griffin. He said the contractor plans to begin to install fencing around the site the week of Aug. 5, after receiving approval from the Department of Public Works. Croft said Wednesday that D.H. Griffin has not submitted its construction schedule to the city. BBVA Bank, the last tenant operating at the Landing, plans to vacate by Oct. 28. The bank is operating in the northeast side of the Landing, and the city plans to phase demolition so the bank can continue to oper-

then Starbucks came along and changed that. And now it’s more of a social thing, isn’t it? Beer is doing a similar thing.” Miller said patronizing a craft brewery is “a cultural thing, and it’s almost like an emotional and spiritual experience,” which she said is a reason for the growth in craft breweries in the past several years. A solid craft beer scene is good for residents and visitors, the brewers said. “It’s something everyone can relate to,” Gamble said. “You’re not going to stop in Jacksonville to go see an insurance company on your way south. You may stop and see five different breweries in the city because the love and passion for craft beer goes way beyond the city limits.” KGARWOOD@ JAXDAILYRECORD.COM (904) 356-2466

Joining Delaney in the practice group are Managing Director Fred Franklin Jr.; Eric Holshouser, a board-certified labor and employment lawyer; and immigration attorney Lori Patterson. “It’s a good placement for the firm. Other than white-collar crime, there’s nothing that we don’t handle,” Delaney said.

Chief Judge Mark Mahon shares behindthe-scenes look at Duval legal system. It’s not like what you see on TV. “People see judges on television and think it’s all criminal cases and personal injury, but we run court 365 days a year,” said 4th Circuit Chief Judge Mark Mahon on Monday, addressing the Rotary Club of Jacksonville. Mahon, a former member of the state House of Representatives and private practice attorney, was appointed to the bench in 2007 and then retained by voters for six-year terms in 2010 and again in 2016. He was elected by his fellow judges in December 2014 to serve as chief judge, replacing retired Chief Judge Donald Moran. There are two court sessions each day at the Pretrial Detention Facility, seven days a week, including holidays, Mahon said. That’s because people who are taken to jail have the

The Jacksonville Sheriff’s Office needs a judge to sign arrest warrants and search warrants at all hours and often bring the documents to his home for his signature, Mahon said. There are about 3,200 felony cases pending in Duval County, including 130 homicides and 14,000 cases in family court, many involving people who don’t have an attorney and are representing themselves. There are 57 courtrooms and 47 hearing rooms in the Duval County Courthouse, presided over by the eighth-lowest number of judges per capita in the U.S., Mahon said. Even taking those statistics into account, he described the local judicial system as “a boat gliding smoothly.” “And I’m the guy who sits in

Jay Brown, deputy chair of the Akerman law firm’s Bankruptcy and Reorganization Practice Group, will serve as 2019-20 chair of The Florida Bar’s Business Law Section. The section is a resource for Florida business lawyers who network with their colleagues around the state and who seek practical information about developments and changes in business law. The section is involved on the legislative front in matters that affect the Bar’s interests, Brown said. Topics for the upcoming legislative session could include issues related to cryptocurrency and expanding financial literacy from an elective in Florida’s public high schools to a requirement for graduation, Brown said. Creation of a “business court” system in Florida is another topic of interest. The section formed a task force of judges and attorneys who began looking at the matter

It will focus on the legal, political and public relations needs of all sectors of education from the 67 public school districts to public universities and private colleges. “Billions of dollars are spent on education in Florida and it’s heavily regulated by the state. There’s no shortage of need,” Delaney said. A past president of the Florida Association of Colleges and Universities and current chair of the Florida Campus Compact, a coalition of colleges and universities, Delaney said he has the contacts needed to offer the law firm’s services to the industry.
