After 42 years as an anchor and reporter at First Coast News, Amaro ran successfully for Council as a Republican in 2023. He is eligible for reelection in 2027.
Arias, a Navy veteran and restaurateur, was elected in 2023 and can run again in 2027. This year, he chairs the influential Finance Committee and remains a member of the LUZ Committee.
After serving two consecutive full terms, Boylan is ineligible to seek re-election in 2027. His professional career includes serving as president and CEO of WJCT Public Broadcasting.
Carlucci is a third-generation public servant in Jacksonville. His grandfather, also named Joe, and father, Matt, also served on Council. Carlucci is eligible for re-election in 2027.
Matt Carlucci is in his fifth term on Council, making him the longest-serving current member. He will complete a second consecutive term in 2027, making him ineligible to seek re-election.

About: Freeman was elected to a second consecutive full term in 2023, receiving the most votes of any Council candidate that year. He has reached his term limit.
Gaffney, a Florida A&M graduate and MBA degree holder, won a special election in 2022 and was elected to a first full term in 2023. He is eligible to run in 2027.
Gay was elected to Council in 2023 and is eligible to seek a new term in 2027. He is the founder of M. Gay Constructors Inc., a Jacksonville-based contractor.

Serving more than 1 million residents and businesses in Northeast Florida, JEA is the largest municipal utility in Florida and one of the biggest in the nation.

The Jacksonville Transportation Authority oversees a system with express and regular bus service, the Downtown Skyway monorail, community shuttles, the St. Johns River Ferry and the Neighborhood Autonomous Vehicle Innovation service, which provides public transportation along the Bay Street Innovation Corridor in Downtown.
Established in 1955 as the Jacksonville Expressway Authority, the JTA was created in 1971 to oversee public transportation in Duval County.

The Jacksonville Aviation Authority owns and operates a system that includes Jacksonville International Airport and three other airports in Northeast Florida.
It manages upkeep, improvement and expansion of facilities and coordinates their use by private companies. The JAA’s ownership includes the runways, hangars, passenger terminal building, airport grounds and road connections to public highways. It maintains the terminals and their equipment, and manages use of the facilities.

Working with the OED Businesses interested in exploring incentives through the city should contact the OED to set up a meeting with the business’s leadership or site location consultant. This is to provide OED staff with such information as:
The nature and sector of the company’s operations.
How long the company has been in business.
The financial stability of the company.
The feasibility of the company’s plans to expand or locate in Jacksonville.
Any needs the company may have such as employment recruitment, real estate and port access.
When OED has determined that the city should encourage the company to select Jacksonville, the office connects the business with partner organizations such as JAXUSA, local universities and Career Source to answer questions about whether the community can support its needs.
If the company and OED agree to seek incentives, which require City Council approval, the company must complete an application form. From there, steps for the OED are:
Assessing the project to determine which incentives outlined in the city’s Public Investment Policy are applicable to the project.
Evaluating the project to determine the taxes to be generated and the jobs created will result in the greatest Return on Investment to the City considering the incentives required.
OED then works with the Office of General Counsel and the company on an economic development agreement that will ultimately be considered with legislation by the City Council.

Hinton plays a pivotal role shaping and visioning the Wildlight Master Planned Community in Yulee along A1A. The ETM infrastructure and development consulting firm promoted Mathews to CEO in 2024 in addition to his position as president since 2021. As president of the NAIOP Commercial Real Estate Development Association Northeast Florida Chapter, Oldenburg leads the advocacy, education and networking group of the area’s drivers of industrial and office growth. At Ash Properties, he is COO of the more than 40-year-old Jacksonville-based company with 12 million square feet-plus of commercial real estate in North Florida.
O’Leary leads a $2 billion-plus architecture, engineering, construction and consulting firm with a workforce of 2,500 employees. He has been part of Haskell since 1989 and was named the company’s third CEO in 2018.
Oliver heads a philanthropic organization that bestowed $79.4 million in grants in 2024 while taking in $64 million in new gifts and finishing the year with more than $700 million in total assets. He has been president of the local Community Foundation since 2023 after leading the Community Foundation of Greater Flint, Michigan.
Palmer has been an executive at grocery-anchored shopping center developer Regency Centers for nearly 30 years, and was promoted to CEO in January 2020.
After serving as Jacksonville mayor from 2003-11, Peyton rejoined Gate, founded by his father, Herbert Hill Peyton, to lead the hometown company that operates gas stations, convenience stores and car washes, distributes fuel, owns resorts (Ponte Vedra Inn & Club) and private clubs, and develops commercial and residential land through Northeast Florida. He was JAX Chamber chair in 2018.
Phillips was elected Duval County Clerk of Courts in 2020 and re-elected without opposition in 2024. Before his election as clerk, he was the chief operating officer for the clerk’s office, a position he had held since 2017. He leads a team of 300 people who record and preserve public records such as deeds, mortgages, marriage licenses and other official documents.
Shelton is all in. He has been a leader in Northeast Florida, including at bestbet and Regency Centers. He is a board member of the St. Johns County Chamber of Commerce and has also served on the boards of the Jacksonville Port Authority, Jacksonville University and Jax Chamber and was chair of the 74th Gator Bowl.
Sifakis’ company has completed more than $1 billion in development across Northeast Florida since 2007, including $30 million and counting in Downtown redevelopment.
