JAX Chamber President and CEO Daniel Davis said the past year was “incredible” for Jacksonville in terms of developing the city and attracting jobs, but there’s still work to be done. He highlighted several deals in a speech and Q&A session with the JAX Chamber Downtown Council on Dec. 6, including the $145 million Fidelity National Information Services Inc. headquarters, the FIS acquisition of Worldpay and the push by Gov. Ron DeSantis to increase fintech workforce development statewide. Davis said convincing FIS to keep its headquarters in Jacksonville wasn’t easy. The city was competing with Ohio for the company. “They were enticing Gary Norcross,” Davis said of the compaSEE DAVIS, PAGE 2

Even after an unprecedented 10-year expansion, Wells Fargo Securities Senior Economist Mark Vitner isn’t worrying about a recession. “I’m more worried about LSU,” Vitner said Friday morning before the weekend’s SEC football championship game between Louisiana State University and the University of Georgia. Speaking to 170 people at the quarterly breakfast of the St. Johns County Chamber of Commerce’s Economic Development Council, Vitner expressed optimism that the nation’s economy will continue to grow. His presentation began just as the U.S. Labor Department reported unemployment fell to a 50-year low of 3.5% in November, with 266,000 jobs added in the month. That was better than forecasts of about 180,000 jobs, Vitner said. “The economy seems to have some pretty strong momentum,” he said at the event at the Renaissance World Golf Village Resort. Negotiations over trade deals have made many people nervous about a possible recession. Growth, as measured by the U.S. gross domestic product, has fallen from 3% last year to 2.3% this year, Vitner said. “Almost all of the slowing is things that are tied to international trade,” he said. Despite the trade war with China that is grabbing headlines, Vitner expects the U.S. to reach an agreement. “I do think we’re going to get a deal with China,” he said. “China needs a deal more than people realize.” A major factor that might push China to make a deal is its need for pork and other meat imports, Vitner said. China’s domestic pork production has been hurt by African swine flu, he said, increasing

the need for imports. Although the trade war might be a drag on the economy, Vitner doesn’t see it as enough to cause a U.S. recession. “We’re mostly a domestically driven economy,” he said. Several signs point toward continued growth, he said, including surveys by Wells Fargo showing businesses need to restock inventories after several years of oversupply. “I think they underestimate this inventory swing,” he said.
Vitner also thinks the housing market is in good shape, unlike 2007 before the last recession began. “In the last cycle it was really easy to see,” he said. “If you look at the economy today, we haven’t built too many houses.” Vitner lives in Charlotte, North Carolina, but he knows the Northeast Florida economy well, having worked as an economist at Jacksonville-based Barnett SEE VITNER, PAGE 2
Sears at The Avenues mall closed Sears has closed at The Avenues after leasing the anchor department store space at the north end of the 10300 Southside Blvd. shopping center since the mall opened in 1990. A spokesman for Transform Holdco LLC, the parent company of Sears and Kmart, said in September the Avenues store would close by mid-December. The struggling retailer has been closing stores in phases. One in Northeast Florida remains open in the Orange Park Mall.

ny’s chairman, president and CEO. “Every day the governor was calling trying to get them to move to Cincinnati, and we had a fight on our hands to keep them here. Thank God Aundra Wallace and the team at JAXUSA worked so hard with the mayor’s office and the governor’s office to make sure FIS got what they needed to stay here in Jacksonville.” Wallace is president of JAXUSA Partnership, the chamber’s economic development division. Davis said that on the chamber’s trip to London in October, he and other chamber leaders met with several financial services companies, including Worldpay. In terms of Downtown development, having a developed urban core is crucial to attracting top talent and more companies to the city, he said. That’s part of the chamber’s LiveDowntownJax campaign for 10,000 residents Downtown in two years, up from around 5,000 now. Davis said the chamber, Downtown Vision Inc. and the Florida Theatre also are working on creating after-hours events to keep people Downtown after they leave work. “We need to have vibrant retail to see vibrant growth, and fun and entertainment to have a neighborhood that actually sustains itself. And when you get to 10,000 people, you can do that,”

Davis said. Davis said he spoke with Peter Rummell, developer of the proposed $600 million mixed-use development on the Southbank called The District. Rummell told him his group was looking at the first quarter of next year to begin construction. While the chamber isn’t directly involved in marketing the 11.29-acre First Baptist Church property, Davis said “there are several companies very interested,” primarily for institutional uses. When asked about the chamber’s position on the proposed half-cent sales tax referendum for Duval County Schools, Davis said “when it’s right, we will take a position.” The sales tax would be used to improve or replace infrastructure throughout the school system. Davis said money would be better spent on increasing teacher salaries, rather than improving infrastructure. “I don’t want to give parents false hope that when they build a shiny new school that the classroom is going to be fixed,” Davis said. “The problem is we’re not attracting the highest talent in teachers that we possibly could and paying our highest talent,” he said. “Wouldn’t you love to be the highest-paid county for teachers in the state of Florida? To me, that’s how you start turning the classroom around.”

Banks Inc. for nine years before leaving in 1993. He saw that St. Johns County wasn’t as affected as much as other places coming out of the last recession, which ended in 2009. “There were about three places that were growing and this was one of the three,” he said. Vitner thinks Jacksonville has a big advantage over other large East Coast metropolitan areas because its cost of living is lower. “That’s what’s attracting so many people here,” he said.
Jacksonville ranks 16th among the 50 largest U.S. metropolitan areas in net growth of people moving to the area, he said. “All of these cities (except Jacksonville) have gotten very expensive very quickly.” Although growth is driving up costs in other cities, Vitner doesn’t expect that to change in Jacksonville. “I think it’s one (advantage) that will carry over into the next decade,” he said. He thinks economic growth also will carry over into the 2020s. “It’s hard for me to see a recession not just now but further out there,” he said. MBASCH@JAXDAILYRECORD.COM

The project is located in Duval County, Section 18 Township 3S, Range 28E. The permit authorizes construction and operation of a Stormwater Management System for a 10.18-acre project known as Amare Vita as per plans received by the District on October 9, 2019. The receiving water body is Puncheon Gum Swamp. A person whose substantial interests are or may be affected has the right to request an administrative hearing by filing a written petition with the St. Johns River Water Management District (District). Pursuant to Chapter 28-106 and Rule 40C-1.1007, Florida Administrative Code (F.A.C.), the petition must be filed (received) either by delivery at the office of the District Clerk at District Headquarters, P.O. Box 1429, Palatka FL 32178-1429 (4049 Reid St, Palatka, FL 32177) or by e-mail with the District Clerk at Clerk@sjrwmd.com, within twenty-one (21) days of newspaper publication of the notice of District decision (for those persons to whom the District does not mail or email actual notice). A petition must comply with Sections 120.54(5)(b)4. and 120.569(2)(c), Florida Statutes (F.S.), and Chapter 28-106, F.A.C. The District will not accept a petition sent by facsimile (fax). Mediation pursuant to Section 120.573, F.S., may be available and choosing mediation does not affect your right to an administrative hearing. A petition for an administrative hearing is deemed filed upon receipt of the complete petition by the District Clerk at the District Headquarters in Palatka, Florida during the District’s regular business hours. The District’s regular business hours are 8 a.m. – 5
p.m., excluding weekends and District holidays. Petitions received by the District Clerk after the District’s regular business hours shall be deemed filed as of 8 a.m. on the District’s next regular business day. The District’s acceptance of petitions filed by e-mail is subject to certain conditions set forth in the District’s Statement of Agency Organization and Operation (issued pursuant to Rule 28-101.001, Florida Administrative Code), which is available for viewing at floridaswater.com. These conditions include, but are not limited to, the petition being in the form of a PDF or TIFF file and being capable of being stored and printed by the District. Further, pursuant to the District’s Statement of Agency Organization and Operation, attempting to file a petition by facsimile (fax) is prohibited and shall not constitute filing. The right to an administrative hearing and the relevant procedures to be followed are governed by Chapter 120, Florida Statutes, Chapter 28-106, Florida Administrative Code, and Rule 40C-1.1007, Florida Administrative Code. Because the administrative hearing process is designed to formulate final agency action, the filing of a petition means the District’s final action may be different from the position taken by it in this notice. Failure to file a petition for an administrative hearing within the requisite time frame shall constitute a waiver of the right to an administrative hearing. (Rule 28-106.111, F.A.C.). If you wish to do so, please visit http://floridaswater.com/nor_dec/ to read the complete Notice of Rights to determine any legal rights you may have concerning the District’s decision(s) on the permit application(s) described above.
