United Parcel Service is preparing to install the bulk of the conveyors in its Westside Industrial Park plant at a cost of $77.5 million. The Atlanta-based package delivery company, which is working on a $196 million expansion of the Westside hub, applied to the city to install conveyors in its parcel shipping ground hub at 4420 Imeson Road. Incentives legislation approved by the city in November 2016 specified that the $196 million expansion would include $150 million in equipment, furniture and fixtures. The pending permit shows that the $77.5 million project is the first phase. Material Handling Systems Inc. of Louisville, Kentucky, is the contractor. In November 2016, UPS said the Imeson Road facility would be expanded and retrofitted by fall 2019 with advanced technology and operations automation. UPS said the Jacksonville facility will include the company’s latest sorting and processing technology with advanced auto-

Amazon.com wasn’t mentioned in the legislation or in project descriptions, but UPS works with the e-commerce retailer that has two fulfillment centers in northwest and west Jacksonville. The UPS center was developed in 1989 and it is almost doubling its size to more than 900,000 square feet of space. The expansion will increase the hub’s capacity by one-third to more than 80,000 packages processed per hour. UPS told the city that more than 1,650 full- and part-time UPS employees work at the hub and its four adjacent package centers. The project would create 10 jobs at an annual average $50,675 by the end of 2020. As that hub is being expanded, UPS is retrofitting a 400,000-square-foot warehouse not far away in Westlake Industrial Park to handle additional package processing.

The Downtown Development Review Board approved two projects Thursday that will bring more hotel rooms and apartments to Jacksonville. The board approved a Hyatt Place along Independent Drive next to the Jacksonville Landing on the Downtown Northbank and a redesigned residential project for the Southbank. The DDRB unanimously approved both projects. HYATT PLACE

A nine-story, 128-room Hyatt Place is planned on a quarter-acre at Water and Hogan streets near the Jacksonville Landing. Mainstreet Capital Partners, through Mainstreet CV 76 S Laura St. LLC, is developing the limited-service hotel. It will include a pool area, fitness center and other amenities. The group bought the land from Parador Partners LLC in April, assuming a 2011 economic development agreement between Parador and the Downtown Investment Authority. Parador built the 612-space parking garage behind the hotel site. Mainstreet asked for one deviation from the DDRB design guidelines to reduce the amount of off-street parking. The hotel mitigates that minimum parking through an agreement to use 132 parking spots in the garage. Along with CarVal Investors LLC, Mainstreet sold the neighboring 23-story tower and garage to VyStar Credit Union for $59 million at the end of July. Paul Kilgallon with Mainstreet Capital

Jacksonville-based Ventures Development Group LLC’s “Ventures Residential Development” secured DDRB approval for a 185-unit apartment building on 2.9 acres along Prudential Drive, between the Eight Forty One building and the Acosta Bridge. The group was forced to reduce the scope of the project by roughly half after settling a lawsuit with a neighboring property owner this summer. What had been designed as a 190-foot, 13-story building now is seven stories and 84 feet tall. Ventures reduced the number of apartments from 300 to 185 and parking spots from 369 to 211. Ventures plans to extend the Southbank Riverwalk and provide more than 55,000 square feet of open public space along the St. Johns River. Ventures secured approvals from the DDRB and the DIA in 2017 for its larger designs. After reaching a settlement, the group had to return to DIA and DDRB to reflect the new design and economic development agreement. The DIA restructured a financial incentives package that now includes a 20-year, $7.88 million Recapture Enhanced Value grant. Jacksonville City Council members need to approve two pieces of legislation in November. Ventures also would need to secure permits before it will buy the land from South Shore Riverpoint Holdings LLC. Construction could begin early next year and be completed in 18 to 24 months.

LAND USE AND REZONING

The commission recommended land use amendment and rezoning approval for: n Ordinance 2018-638, which seeks a large scale land use amendment of 21.95 acres at 13723 Atlantic Blvd. for a proposed 253unit multifamily development. The application proposes to change the land use from low density residential and community/general commercial to medium density residential and conservation. Most of the property currently is LDR, with 1.21 acres of CGC along Atlantic Boulevard. The applicant, Birmingham, Alabama-based LIV Development, designed the development with a four-story building, preservation of wetlands and 2.5 acres of upland preserve to add to buffers from neighboring residential areas. LIV recently built Portiva apartments at Salisbury Road and AC Skinner Parkway. The application is a part of the transmittal round of legislation to be forwarded to the state for review. The amendment will be accompanied by a rezoning application in the second round of review. n Ordinance 2018-639, which seeks a small scale land use amendment with companion Ordinance 2018-640 to rezone 4.21 acres at Soutel Drive and Norfolk Boulevard to increase the types of commercial uses on the property. The site is an existing shopping center with a 57,843-squarefoot building. The applications propose a land use change from neighborhood commercial to community/general commercial and rezoning from commercial neighborhood to planned unit development.

Additional development is proposed for up to 7,157 square feet, which may be in a future outparcel. Land use and zoning changes are sought to promote the marketability and approve existing landscape code deviations. RECOMMENDED LEGISLATION

The commission also recommended approval of legislation for: n Ordinance 2018-271, which seeks to amend Section 654.111, Chapter 654 Ordinance Code by adding two subsections. The first will require all roadways in new residential subdivisions in certain zoning districts to be paved 24-feet wide. The second section requires a phased acceptance of new residential roadways in a multistep process after 80 percent of the lots are developed. The ordinance also amends Section 654.115 to require that commercial developments that front collector roads or higher provide vehicular interconnectivity through parking lots and service roads. Compliance also is required for existing developments. n Ordinance 2017-842, which creates a new Chapter 381 regarding textile recycling collection through the city by franchise agreements with vendors.
