resonating extremely well in Florida, and we’re thrilled to continue to expand and grow in new communities across the state next year,” said Sprouts Corporate Communications Manager Diego Romero. Sprouts is awaiting approval of a building permit to turn the former Best

Sears Holdings Corp., the parent company of Sears and Kmart, filed for Chapter 11 bankruptcy protection early Monday. Sears Holdings said it will close 142 unprofitable stores by the end of the year. Two Kmart and six Sears stores are closing in Florida. The closest is in Ocala. Sears has 687 s to re s and about 68,000 employees. The closings are in addition to the 46 stores the company said in August would close Lampert by November. None of those stores are in Northeast Florida. “The Chapter 11 process will give Holdings the flexibility to strengthen its balance sheet, enabling the Company to accelerate its strategic transformation, continue right sizing its operating model, and return to profitability,” Sears Holdings Chairman Edward S. Lampert said in a news release. “Our goal is to achieve a comprehensive restructuring as efficiently as possible, working closely with our creditors and other debtholders, and be better positioned to execute on our strategy and key priorities,” he said. Sears operates two large retail stores in Northeast Florida at The Avenues and Orange Park malls. Both have auto centers. The company also operates

Sprouts said it is leasing the space. AAD: Fitch Inc. of Scottsdale, Arizona, is the architect. JEA previously received a request for the availability of sewer service for Sprouts Farmers Market at the address. Phoenix-based Sprouts, which operates more than 300 stores in 19 states, says it specializes in fresh, natural and organic products “at prices that appeal to everyday grocery shoppers.” It employs more than 28,000 people. It features fresh produce in the center of the store as well as a deli and The Butcher Shop and The Fish Market. Sprouts has five stores in Florida in

Valrico, Tampa, Palm Harbor and Sarasota and one opening Oct. 24 in Winter Park. During a conference call Aug. 2 with analysts, CEO Amin Maredia said Sprouts was on track to open 30 stores this year and its pipeline “remains strong with 50 approved sites and 35 signed leases for the coming years.” The first store opened in 2002. According to sprouts.com, the company looks for build-to-suit or existing buildings of about 30,000 square feet in free-standing or shopping center locations with a minimum of 140 parking spaces. It looks for sites with a population of more than 100,000 within 10 minutes. KMATHIS@JAXDAILYRECORD.COM @MATHISKB (904) 356-3466

ees of a $1.6 million mortgage to JAX ILF 1 LLC. The property recently obtained a zoning exception to serve all alcoholic beverages. Legend Senior Living said on its website it owns and operates independent living, assisted living, memory care and nursing homes in Florida, Oklahoma and Kansas. Horton, Inc. - Jacksonville (“Petitioner”), to consider the adoption of Ordinance 2018-660, establishing a community development district to be known as the Alta Lakes Community Development District (“District”), as authorized and provided for in Chapter 190, Florida Statutes. A copy of the Petition is available for public inspection in the Office of Legislative Services, located on the 4th Floor of City Hall, between the hours of 8:00 a.m. and 5:00 p.m., Monday through Friday. Interested parties may appear at the meetings and be heard at the public hearing with respect to the proposed ordinance. The information presented at the meetings and hearing will be used to afford the Petitioner, landowners, any affected units of local government, and the general public, a fair and adequate opportunity to appear and present oral and written comments regarding the establishment of the District. If adopted, the ordinance will establish the District, list the special powers, name its initial Board of Supervisors and designate the land to be serviced by the District. The land area proposed to be served by the District is located generally located to the east of Alta Drive, south of Cedar Point Road, west of New Berlin Road and north of Interstate 295. The District will comprise approximately 278.95 acres of land. The boundaries of the lands proposed to be served by the District are outlined in the map depicted in this notice. The Petitioner has proposed that the District will construct or acquire certain infrastructure improvements in order to serve the land within the District. By way of information, a community development district is a local unit of special purpose government authorized by statute to ensure the provision of infrastructure to serve community developments subject to state and local regulatory requirements governing the lawful use and development of the property. Establishment of a district pursuant to Chapter 190, Florida Statutes, is not a development order under Chapter 380, Florida Statutes. All planning, permitting and other regulatory requirements pertaining to development within the land area will be in accordance with general and special law. The City Council will conduct the meetings and public hearing in accordance with Section 190.005, Florida Statutes, and determine whether to establish the District by ordinance. The purpose of these meetings and public hearing is to consider whether the petition meets the six factors listed in Section 190.005(1)(e), Florida Statutes. Additionally, the City Council will consider whether the City consents to the Petitioner’s request to exercise certain special powers related to recreation and security infrastructure as provided in Section 190.012(2)(a) and (d), Florida Statutes. A statement of estimated regulatory costs (“SERC”) was prepared by Rizzetta & Company, Inc., in compliance with Section 120.541, Florida Statutes, as required by Section 190.005, Florida Statutes. The complete text of the SERC is contained as Exhibit 8 to the Petition. By way of summary, the SERC indicates the type of individuals and entities most likely to be affected by the ordinance are the landowners within the District. The SERC estimates that establishment and enforcement costs to the above-described entities will be modest; and, that there will be little to no negative impact on state and local revenues from the establishment of the District. Further, the SERC provides that future property owners within the District will be affected by the proposed ordinance to the extent that the District issues debt for the construction of infrastructure and undertakes operation and maintenance responsibility of that infrastructure. Finally, the SERC concludes that the establishment would have no negative impact on small business and that the City of Jacksonville is not a “small city” as defined by Section 120.52, Florida Statutes. Interested persons are advised that, if a person decides to appeal any decision made by the City Council with respect to any matter considered at a hearing, he or she will need a record of the proceedings, and that, for such purpose, he or she may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based. Persons needing special accommodations to attend any hearing or meeting noticed hereinabove shall contact the Office of Legislative Services at 904-630-1404 not less than 48 hours before a hearing or meeting in order to make arrangements.
