The Commonwealth Village store on Edgewood could receive a $750,000 city grant for a food desert project.
Jacksonville independent supermarket veteran Rob Rowe is considering two more stores, one in Northwest Jacksonville and another in Baymeadows. Both are in former Southeastern Grocers Inc. stores. Southeastern Grocers closed those two, along with more, in spring 2018 as it restructured under bankruptcy laws. The Northwest Jacksonville store at 1020 Edgewood Ave. N. in Commonwealth Shopping Center is a former Harveys, a banner of Southeastern Grocers. The city Office of Economic Development wants to provide landlord Saglo Development Corp. a $750,000 grant to open a Rowe’s IGA Supermarket at the site to serve customers in a food desert. The Mayor’s Budget Review Commit-
tee on Monday approved the request, which means the deal will need to be completed and approved by City Council. The money comes from $3 million in the Northwest Jacksonville Economic Development Fund earmarked to make healthy food available and affordable in food deserts. Miami-based Saglo and Rowe plan a $3.5 million renovation of the 49,000-square-foot Harveys store, parking lot, signage and landscaping. The location once was a SaveRite, a division of Jacksonville-based WinnDixie Stores Inc. that focused on low prices. Rowe was the SaveRite executive behind it.
JEA received 16 replies to its invitation to negotiate from companies and organizations interested in purchasing some or all of Jacksonville’s public energy and water utility. The identities of the bidders remain confidential, after JEA procurement professionals opened the bids Tuesday and announced the number received at 2 p.m. at the utility’s office Downtown. The deadline for companies and organizations to reply to JEA’s ITN was noon Tuesday. JEA Media Relations Manager Gina Kyle said in a public meeting notice that utility officials would not be taking questions or interviews about Tuesday’s procurement process. Only one company spoke with the media Tuesday. Rob Nicholas, vice president of resource optimization at Veolia North America, told Daily Record news partner News4Jax.com that his company is interested in only a portion of JEA’s assets, and the company wants to team with another respondent during the negotiating process. Veolia Water Technologies is a division of Paris, France-based Veolia Environment — a global water and wastewater services provider with $1.868 billion in annual revenue, according to the company’s website. Ryan files construction plans for JEA headquarters The nine-story office building is designed next to an 899-space parking garage. BY MIKE MENDENHALL STAFF WRITER
Developer Ryan Companies US Inc. filed construction and site plans Oct. 1 with the city’s Planning and Development Department for JEA’s proposed $72.2 million Downtown headquarters. The plans created by project architect Kimley-Horn and Associates Inc. show two, nine-story structures — a 150-foot-tall corporate office tower and a 110-foot-tall parking garage at 325 W. Adams St. The office tower will have 200,000 square feet of space. The 313,000-square-foot garage will comprise 10 parking levels with 899 spaces. The headquarters will sit on one city block, bounded by Adams, Monroe, Pearl and Julia streets adjacent to the Duval County Courthouse. JEA will lease the building from Ryan after it’s complete. The city sold the 1.54-acre property to Ryan on June 25 for $2.6 million. The office and parking structures’ combined footprint will be 57,725 square feett, covering 86% of the lot. The Downtown Development Review Board granted the design preliminary approval Sept. 19. Ryan representative attorney Cyndy Trimmer of Driver,
McAfee, Hawthorne & Diebenow, told DDRB members the 8,500-squarefoot retail component facing North Julia Street would feature services that cater to JEA employees such as a credit union or a fitness center. No retail tenants have been announced. The headquarters also will have a rooftop terrace and a 4,900-squarefoot urban open space as part of the ground-level streetscape improvements. The parking garage could feature a mural on its facade, Trimmer said. The DDRB will need to grant final project approval before Ryan can break ground, which is expected by Dec. 31. The board’s next meeting is scheduled Thursday. Ryan also submitted plans for the project with the St. Johns River Water Management District. As Ryan moves closer to final design approval, JEA’s need for a Downtown headquarters is uncertain. Ryan gives JEA management until Oct. 23 to decide whether to opt out of its lease agreement as the public utility’s board considers a possible sale or path to privatization. The lease originally gave JEA until Sept. 30 to commit to the headquarters. MMENDENHALL@ JAXDAILYRECORD.COM @MIMENDENHALL (904) 356-2466

This vacant Harveys store at 1020 Edgewood Ave. N. in Northwest Jacksonville could become a Rowe’s IGA Supermarket.

“That was the first one I opened in Jacksonville. It was a store that Winn-Dixie had and we converted it to SaveRite with lower prices, to give people in the neighborhood what they want,” Rowe said Monday. Winn-Dixie later became a banner of Southeastern Grocers. Rowe said there isn’t a full-service grocery store within 2 to 3 miles of the location. “Definitely they need a store in that area,” he said. Rowe’s will offer groceries including deli, bakery, seafood and meat departments. There will not be a pharmacy. He said the store is in bad shape and will require work. Rowe said he would open it if Saglo obtains the grant. He anticipates a $5 million total investment. He expects the landlord will spend $1 million and he will put up the remaining $4 million or more. “It’s going to be expensive to open,” he said. Pending approvals, it could open by March and hire up to 90 people. When Southeastern Grocers said in April 2018 it would close that store and others, Rowe said he was not pursuing the Edgewood Avenue location. When the landlord said it would apply for the city grant, “I said we’d take a look at it.” The Baymeadows store is a former Winn-Dixie that Rowe bought in February for $3.7 million. The 58,000-square-foot store at 9866 Baymeadows Road was built in 1986 and closed as part of the Southeastern Grocers bankruptcy restructuring. Rowe said when he bought the property that he was assessing what to do

resentatives opened 16 white boxes one by one Tuesday containing the bid proposals, marking each with a reply number 1-16. JEA will accept offers to purchase all utility assets or proposals to buy isolated segments of the business, such as the water or electric sides of the business. JEA Managing Director and CEO Aaron Zahn said Sept. 24 that a cone of silence, which prohibits members of the JEA board and City Council, Mayor Lenny Curry and administration officials from speaking about specific negotiation points during procurement, does not apply to companies responding to the bids. He said JEA negotiator will suggest partnerships between those bidding. “What we’ve asked the partners to do is rather than create teams that would, ultimately, predefine how they respond, we’ll evaluate the responses based on the specific area of influence they are interested in and then try and match the highest and best partners with each other that drive the best value for our customers,” Zahn said. The public utility issued the call for bids on Aug. 2, stating a recapitulation or sale could be the best option to solve projected declining energy sales and revenue. All bids will have to include minimum requirements of a $3 billion cash payment to the city, $400 million in customer rebates and a commitment to keeping employees in Downtown Jacksonville in order to be accepted. Any bid selected will also have to provide the city $132 million to extend pension protections for all full-time JEA workers employed at the time of the sale. Legislation requiring this stipulation was approved Sept. 24 by City Council. According to the ITN, JEA officials also will not award bids that do not include: n At least three years of contractually

with it. Rowe said Monday he decided to open the Baymeadows store and is “getting everything started.” Rowe expects to open in the first quarter next year. Like other Rowe’s stores, it will be full-service but without a pharmacy. He expects to invest another several million dollars into the store and hire at least 90 people. Rowe owns Rowe’s IGA Supermarkets, which operates five stores in west, northwest, north and south Jacksonville and in Orange Park. The stores are at 8595 Beach Blvd., 5435 Blanding Blvd., 6765 Dunn Ave., 8299 W. Beaver St. and at 1670 Wells Road in Orange Park. The Dunn Avenue and Beaver Street stores are several miles from the Edgewood Avenue location. The IGA brand serves independent grocery chains. KMATHIS@JAXDAILYRECORD.COM @MATHISKB (904) 356-2466
guaranteed base rate stability for customers. n A Commitment to develop and provide the city and the Duval County Public Schools 100% renewable electricity by 2030. n Commitment to develop and provide 40 million gallons a day of alternative water capacity for Northeast Florida by 2035. n Maintain comparable employee compensation and benefits for three years. n Retention payments to all full-time employees of 100% current base compensation. Although the bids are in, JEA’s negotiation team is not scheduled to reveal the companies that submitted bid until it makes its final recommendation to the board in late February. JEA senior leadership says the team will meet Oct. 18 and post its intent to negotiate. That will begin a four-month negotiation process. Offers will go to City Council for consideration in March if the JEA board votes to accept one or more of the bids. City Council President Scott Wilson says he will address calls started by City Council members Randy DeFoor and Garrett Dennis to hire an attorney outside the Office of General Counsel to represent the council should the JEA board vote to privatize. Council members are looking for legal expertise in the area of utility procurement that can focus on the sole issue of JEA’s sale. “Originally, I was thinking we do this a little further down the road, but I think I’m ready to begin that engagement sooner rather than later,” Wilson said Sept. 30. Council member Michael Boylan will hold a public meeting with Wilson at 11 a.m. Tuesday to discuss the process of hiring outside counsel.
