At the start, Blue Bamboo owner Dennis Chan didn’t think transforming a law office into an Asian restaurant would be too difficult. After initially hoping to open this summer, Chan estimates his second Blue Bamboo will launch by December, nearly a year and nine months after he began planning to build the restaurant at 10110 San Jose Blvd. Chan bought the Mandarin property for $899,000 in November. “Well, had I known that it was going to be as difficult as it was, I would have had them draw me a building from the ground up,” he said.

allowed to proceed. Florida eviction, foreclosure moratorium extended Gov. Ron DeSantis issued an executive order Aug. 31 extending the moratorium on evictions and foreclosures that began in March because of the COVID-19 pandemic shutdown. The moratorium extension expires at 12:01 a.m. Oct. 1. A lender or property owner may initiate a single-family mortgage foreclosure or eviction process in any situation allowed under existing Florida statutes. The order only halts the final action of certain foreclosures and evictions. The order does not protect tenants whose lease expires or when nonpayment is for reasons other than the COVID-19 emergency. It applies only to residential tenants, not to commercial evictions.

The initial build-out cost estimate was about $2.2 million. Chan said that number now is estimated at $2.3 million after making a few adjustments to “treat our guests to.” Chan said to build what he calls his “dream restaurant” in Mandarin, he needed to make some sacrifices. That means closing the original Blue Bamboo location at 3820 Southside Blvd. and consolidating operations in the new space. His 20 staffers will transfer to the Mandarin location and he will hire 20 more. “With COVID and everything that has happened and this growing to the dream restaurant that we have, we said OK, it’s time to make the decision,” he said. “It’s too important to us to make sure everything goes right.” Colliers International is listing the original 7,398 square-foot restaurant for $1.5 million. Chan said his 90-year-old uncle owns the building and does not want to worry about managing it anymore. Blue Bamboo has operated there for 15 years. Chan said he will be closer to many loyal customers when he opens the new restaurant. That’s part of the reason he chose a location in Mandarin, he said. “We think the neighborhood can support our dream restaurant,” Chan said. About three months from completion, Chan said the restaurant still needs a ceiling, flooring and paint, among other work. When it opens in December, for several

weeks it will be for takeout only before offeringdine-in, Chan said. The restaurant will have a full bar, takeout counter and three private rooms that seat 20, 30 or 60 people. It will total about 7,000 square feet. The original building was about 4,300 square feet. The addition houses the kitchen, bar and restrooms in the back of the building. There have been some unexpected obstacles and changes to the plan as it has progressed, Chan said. During demolition, builders found that the side walls of the building weren’t up to code and had to be reinforced. Because of the pandemic, Chan made some changes to the bathroom design to add touchless sinks, soap dispensers and hand dryers. He also added decorative partitions between tables to help keep people separated. “That kind of stuff, it starts to chip away at your budget after a while,” he said. “But in the end, we’ll get this wonderful, usable space that really is our dream restaurant.” KGARWOOD@JAXDAILYRECORD.COM (904) 356-2466

Allen said Aug. 31 groundbreaking still is planned by year-end. Corner Lot and Birmingham, Alabama-based Harbert Realty are developing the property. The proposed development is a fourstory, 133-unit apartment building and a two-story, three-level parking garage on 2.09 acres at 2137 Hendricks Ave. The property, owned by South Jacksonville Presbyterian Church, is bounded by Hendricks and Mitchell avenues and Alford and Mango places. The church’s sanctuary building would remain after the development. After City Council on Feb. 25 enacted the ordinance to rezone the 2.87-acre parcel to allow for the development of Park Place at San Marco, Gopal, Livingston and Right Size San Marco challenged the decision in court. They filed a motion March 26 seeking a review of the Council’s action by the state Department of Administrative Hearings in Tallahassee and another motion to appeal the decision in the 4th Circuit Court in Jacksonville. That motion included a writ of certiorari challenging the city’s rezoning of the property to a planned unit development. A writ of certiorari orders a lower court to deliver its record in a case so that the higher court may review it, according to the Cornell Law School Legal Information Institute. Ffolkes, the state hearing officer,
rejected the challenge Aug. 10 on grounds that the petitioners did not present evidence to overturn Council’s action. On Aug. 25, the petitioners filed the exception to the court’s ruling. They ask that Ffolkes’s ruling be further reviewed, according to the docket and documents posted on the Department of Administrative Hearings website. The Circuit Court on April 20 granted the petitioner’s motion to stay the proceedings – put the case on hold – pending the outcome of the state hearing. That was the last document filed in that case as of Aug. 30, according to the Duval County Clerk of Courts. Livingston said in an Aug. 31 email that he expects it could be a month before a final order is issued. It’s unclear if the plaintiffs intend to move forward with the appeal in the 4th Circuit. “At this time, while we are awaiting the final order for the first appeal (with the state), we have no comment,” Livingston said. Allen said he expects the project opponents to move forward with the 4th Circuit case. He said the legal challenges have not slowed interest from nearby San Marco Square businesses that want higher residential density to drive more foot traffic. “We’re still getting numerous retailers, small businesses and restaurants calling,” Allen said.
